THE GREAT POWER COMPETITION, NATIONAL DEFENSE, AND 2019 EXECUTION PLAN INITIATIVES While our current National Defense Strategy (NDS) is not our parents’, there are similarities. Time stands still for no country, and the United States is no exception.

In the last 20 years, enemies emerged, and we battled them. Other bad actors resurface now with predatory economics and localized militarization to intimidate and gain power of global economic, diplomatic, and security decisions, (China and Russia, along with North Korea and Iran, whose regimes scheme to gain global influence via the pursuit of nuclear weapons and sponsorship of terrorism).

Advanced commercial technology continues to change our lives and the characteristics of war. Cybersecurity, and a new acronym: GPC or Great Power Competition, fill the news. China’s increased presence in Djibouti, and Russia’s aim for a foothold in nations where they develop relationships and separate those countries from the US and our allies seems relentless.

The National Defense Strategy establishes the intent to “pursue urgent change at significant scale.” You’ll find the 11-page document offers a global operating model to help centrally manage posture and make our forces more “lethal, agile, and resilient.”

Geographically, the enemy is our neighbor. We are physically closer to the battlefield/GPC than many. It is critical that our daily tasks align with and contribute to achievement of the NDS and Navy mission. Your efforts every day enable warfighter lethality, maximize shore readiness, and strengthen our SYSCOM team (from NAVFAC Strategic Design 2.0).

At our recent ESG leadership retreat, we discussed the status of our 2018 execution plan priorities: • Improve Supervisory Training and Development: in 2018, the team created a plan/schedule to offer monthly, 1-hour training sessions to focus on supervisory topics of interest. Look for details about topics, dates, and times in the Plan of the Week and on our portal main page.

• The Risk-Based Decision-Making (RBDM) working group drafted a decision-making flowchart with guidance. It will add anecdotal issues/specific examples of RBDM in action and become curriculum for all hands development training.

More communication on this to come.

• Deliberate Execution Design (DED): this effort resulted in a framework and strategy that will continue to move forward to aid performance to plan (P2P) for increased workload and financial efficiencies.

Also at this year’s offsite, senior leaders analyzed and prioritized critical NAVFAC EURAFSWA concerns and strategized on solutions. More will come soon on my 2019 execution priorities, but here’s a quick preview: • LOE #1-Prepare and Enable Support to OPLANS. Ties to SD 2.0 Enable Warfighter Lethality.

• LOE #2- Institutionalize e-Systems Use. Ties to SD 2.0 Maximize Naval Shore Readiness.

• LOE #3-High Velocity Hiring. Ties to SD 2.0 Strengthen Our SYSCOM Team.

A PERSON OF (GOOD) JUDGEMENT I’m excited to see our implementation of goals set at last year’s ESG offsite. One I’m particularly looking forward to seeing in action is the Risk-Based Decision Making (RBDM) initiative. Decision-making is subjective at every turn, and highly dependent on each of us exercising good judgement.

It’s been said that the average adult makes at least 35,000 decisions a day. (Probably more.) And, that children make about 3,000.

In adulthood, I’ve learned our first task is to develop the judgement necessary for effective decision-making. It is what I expect of each of us in the work environment.

So what exactly IS judgement? From the dictionary: a good sense of identity, relationship, and proportion. However, this definition does not answer the question, “How do we cultivate good judgement?”

Scholars say judgement arises from an undefined process of absorption from our experiences. The process is critical because some problems cannot be solved by mathematical analysis, and because the output of analyses needs to be judged, accepted, or rejected based on reasonableness.

Because it’s so important to everything we do, I’m sharing my top five tips to strengthen your judgement: • First, I believe you should make every work assignment count. You might wonder how you can improve your judgement in a non-technical or what may seem at times like a “petty” assignment. I argue there is always something to learn from every experience, even if only by observation of how your leaders and subordinates handle problems. In any of our business lines, dealing with people is as important as dealing with the quantifiable. In every experience, observe attitudes and techniques that lead to superior or poor performance.

• Second, teach your brain to register what you see. Some people seem to be able to walk into a job, project, shop, or office and note everything of significance; yet others do not notice vital factors. One of the most effective ways to gain the ability to observe with discrimination is to keep a notebook where you write everything you do. The purpose is not so much to record, as to develop powers of observation. I learned this as an enlisted member in a battalion using the so-called “lifer pad” or pocket notebooks. Using my notebook now, I remember more because my eyes alone do not register everything in my brain.

My advice: keep a notebook or journal and write regularly.

• Third, you can consciously evaluate size, quantity, and cost of things. The mere exercise of trying to visualize numerical quantities, dimensions, rates, and unit costs begins to give you the ability to glance at someone’s work and spot a serious error or hazard. Many construction contractors use this process iteratively in support of their cost estimating and risk-based decisions. We know the weight of a kilogram or pound—but can you gauge the strength of a megawatt or gigawatt?

• Fourth, read more. Both fiction and non-fiction. In our field, continue reading technical literature and journals, but pay attention to the advertisements. You’ll be surprised how frequently you discover the latest and greatest about new equipment, materials, and methods in ads.

• Finally, I suggest you study precedents, as these are the profession’s stories and history. Our Skipper is big on this, and I’ve learned to appreciate the value of a precedent.

As we uphold the Oath of Office, our judgement should also take into consideration a sense of public responsibility. Every day as we support the Warfighter, we must be unbiased. Each of us is only one person, and as such, no single one of us can expect to change the course of history alone. Yet each of us contributes to our AOR (we frequently mention the importance of understanding the “Why” of what you do every day that contributes to overall mission success). Our attitudes toward our work have a potential impact on our supported commanders. I suggest that however small the task or impact, each of us should strive to make it positive.

A touchstone for me is the Engineer’s ring. Canadian engineers pioneered the establishment of the engineer’s ring as a means to ensure professionals conduct business ethically and with good judgement. As originally conceived, the Engineeer’s Iron ring rubs against the drawings and paper that the engineer writes. Even in modern times when working on a computer, the ring serves as a reminder on the keyboard that you should exercise good judgement.

Whether you are starting your career or well into it, you can cultivate this elusive thing called judgement. If you achieve it in full measure, you’re better able to ascertain if colleagues and your staff practice sound decision-making.

OWNERSHIP & PERFORMANCE Greetings NAVFAC EURAFSWA, As this goes to press I have had the pleasure of visiting most of our installations, and am truly impressed with the dedication to the mission I see across the board. I am truly humbled and honored to have the opportunity to serve as your senior enlisted adviser.

With this being my initial Blueprint article, and owing to the fact that I am still learning to “speak NAVFAC,” I want to take this opportunity to speak primarily to our military members of the organization.

Shipmates, we are operating in very interesting times. There are dramatic and sweeping changes happening to nearly all facets of our Naval service. Along with your very challenging jobs, I know these changes can add a great deal of confusion to our daily lives.

As RADM Korka directs us to understand the “why” in his Strategic Design 2.0, I want to discuss what I feel is the why behind some of these changes.

•

Ownership - With several of the recent changes there is a drive for you as the Sailor to take ownership of your career.

Now more than any time in Naval history you have your career quite literally in your hands. With growing nonCAC access to your service record through My Record Mobile, the Electronic Worksheet, self-service Advancement Dashboard, and other tools found through the navy App Locker you have direct access to a great deal of information and a measure of control over many administrative aspects of your career.

•

Performance - Other changes to long standing systems reward job performance now. If you look at the PMK EE removing non-rate related questions from the advancement exam, changes to the Final Multiple Score reducing the benefits of service in paygrade PMA points, the addition of the Reporting Seniors Cumulative Average benefits to the Performance Mark Average, and the ongoing Performance Evaluation Transformation that will remove forced distribution and ranking and promote merit over seniority; you can see that we are moving away from rewarding longevity if favor of how you perform in your rate today. This is without even mentioning the recent changes to the MAP program; which has grown from one season to two and comprising 5.5% to 20% of advancements in just five years. Think about that 20 percent of advancements now have nothing to do with how well you take a test, but are 100 percent about how you do your job.

In summary, I believe these changes, among others, promote a stronger, more dynamic, ready, and lethal Navy. I charge each of you to embrace these changes, take ownership of your career, and continuously improve at your job.

Again, I look forward to serving you and our organization for the next two years and am inspired by what you do for our country every day!

The Ombudsman Program is a command-operated program, intended to improve communication between the command and a Sailor’s family members (Overseas they also assist DoD civilians and their families). Navy Family Ombudsmen are communication links, information and referral resources, and advocates for command family members.

Strategic Design 2.0 Chief’s Message The Naval Facilities Engineering Command continues to be a critical contributor to our Nation, our Supported Commands, and our Sailors and Marines. The challenges facing us are rapidly growing in scope, scale and pace. Our ability to learn and adapt to achieve maximum possible performance during this period of Great Power Competition will serve to focus our efforts. In releasing our NAVFAC Strategic Design 2.0, I am counting on your full support to build on the NAVFAC legacy of delivering facility, construction, expeditionary, acquisition and business solutions. We will measure our effectiveness and achievements through the eyes of the Fleet and Marine Corps.

This Design is aligned with the National Defense Strategy, the CNO’s Design for Maritime Superiority 2.0 and the Marine Corps Operating Concept.

The framework provides both continuity of effort and new direction that will make our command stronger. It identifies our contributions to maintaining the maritime superiority that is so vital to our prosperity as a Nation. Our strategy is built around three Lines of Effort (LOE): 1. Enable Warfighter Lethality 2. Maximize Naval Shore Readiness 3. Strengthen our SYSCOM Team The goals and initiatives developed in support of our LOEs are aimed on harnessing the power of the digital age and analytics to be agile, more predictive, more efficient, more effective and more innovative.

Forging strong alliances and partnerships with industry will be a priority as we place a laser focus on moving our execution needle to the left, while keeping a constant eye on quality, financial stewardship, auditability, and accountability.

In today’s increasingly complex environment of uncertainty, quality, speed and agility are the distinguishing characteristics that will define us as a SYSCOM Team. Quality in what we deliver. Speed in delivery of our products and services, as well as, our internal decision-making process. Agility in being able to respond to any unplanned event and quickly change direction, without impacting mission performance or losing momentum. QUALITY, SPEED and AGILITY must always be at the forefront of our efforts.

TO OUR SUPPORTED COMMANDS: We are here to serve our Sailors and Marines; focused on improving our performance, and committed to directing our energy and resources on YOUR mission priorities. Leading with integrity, trust and transparency is an absolute. Our success will be gauged through your lens.

Chief’s Kilo-grams Direct Succinct Messages to Effect Immediate Change The Kilo-gram or K-gram embodies information that RADM Korka wishes to communicate in a more expeditious manner. K-grams will make policy and program changes effective in advance of official revisions to instructions and policies.

K-grams are succinct directives used to effect immediate changes across our entire organization. For many issues which require “Chief-level” authority to affect, the existing mechanisms for doctrinal and systemic change are too slow. The K-gram provides direction to move out on simple solutions and let the formal change processes catch up.

US Navy’s 6th Fleet Boss Describes FrontRow Seat to the Great Power Competition An Interview with Vice Adm. Lisa Franchetti

ince the 2014 annexation of Crimea by Russia and the subsequent conflict in eastern Ukraine, Russia has loomed large in the strategic calculations of the U.S. military. At the heart of that tensions has been U.S. naval forces in Europe, which have operated increasingly in the Black Sea, the Baltic and notably in the Arctic Circle this past October for the first time since the end of the Cold War. The commander of the Naples, Italybased U.S. 6th Fleet, Vice Adm. Lisa Franchetti, has a front-row seat for the renewed great power competition.

Franchetti talked to Defense News about her role in the theater, the service’s transition from sleepy backwater to an operational environment, and her agenda for the 6th Fleet in 2019.

You took command in March 2018. Now that you’ve settled into the job, what are your priorities heading into 2019?

If I had to talk about the top three things

of the to-do list, the first is to continue to operate our ships and submarines and aircraft, our BMD [ballistic missile defense] forces, our logistics forces and our expeditionary forces out here forward. We conduct operations across the board for U.S. Africa Command, European Command and even Central Command, and I think we continue to demonstrate that naval forces are inherently flexible, capable and provide a lot of options to decision-makers thinking about how to execute our national strategy.

Second thing I want to work on, as we did last year, is to enhance relationships with joint partners and our NATO allies.

We work from the top of the North Pole through Sweden and Finland, all the way to the South Pole, over to the Gulf of Guinea and everything in between. Improving partner capability and improving our ability to operate from the high end of the spectrum (integrated missile defense) all

the way to maritime domain awareness, these are things that we like to focus on.

Third thing is to continue to develop the next generation of naval leadership. I have a great team here on the 6th Fleet staff, but I get a chance to work with all my task force commanders and the deployed forces that come through here. So we’ll get tasks from EUCOM or AFRICOM, so I like to give the overall intent and let them come up with ideas on how we want to execute, then come back and brief and let them execute the way they want to execute so long as it meets commander’s intent. And by doing that I think I’m planting the seeds out there across the fleet at the O4, O5 and O6 level, of folk that are going to take my place some day, giving them a chance to think about exactly how we are going to work together with the joint force and our allied partners.

How would you characterize your interactions with Russia last year?

I’ve been here about 10 months now, and we do get a chance to see them operate in the Baltic, the Mediterranean, the Black Sea. By and large all those interactions have been professional. We’ve only had one interaction in the past year that we would classify as unprofessional, and that was an aircraft interaction.

We operate in international waters.

The Russians are operating in international waters. My expectation of my forces and the Russian forces is that they are going to be safe and professional. All the navies have a right and responsibility to act professionally at sea.

Spain recently provided material support to a Russian ship operating in the area. Do you have any concerns about that?

I don’t. The Spanish are an incredible ally and partner. They provide our base in Rota, they provide tremendous support there for us, our ships, expeditionary forces and all our families stationed there.

Does it make it more difficult to contain Russia if the country is supported by partner nations?

As I said, we are all free to operate in international waters. We continue to operate wherever we want to operate, and I’m going to continue to do that in 6th Fleet.

That’s one of the things we’ve seen over the last year. We need to continue to maintain our presence with a purpose, continue to operate in all the seas and in international waters and airspace. I think that’s how we continue to demonstrate the flexibility and

It’s Time to Make Data Strategic For Our Navy

The U.S. Navy’s future lethality depends on a new digital culture.

By Adm. Bill Moran, Vice Chief of Naval Operations ur military is in a high-stakes race to harness the power of data, a revolution that may make previous leaps in military technology — think radar, nuclear power, or space — seem trifling in comparison. To fully seize these opportunities before our adversaries do, we need to look less at the technologies we covet and more in the mirror about our own data structures and culture.

Yes, we are already finding new ways to inform and accelerate processes so we can increase the pace and transparency of decision making and reduce the cost of generating and operating our forces.

But imagine if we could eliminate the need for calendar-driven inspection cycles because we’ve adopted real-time digital feedback in our platforms and systems.

This could allow us to measure and evaluate our generating processes as end-to-end systems, regardless of the number of commands involved. Someday soon, we’ll look back and wonder at the arbitrary nature of work that once drove our professional and personal lives.

But this represents only the beginning of our digital opportunities. Gaining a digital edge will transform the way we fight in the future. Speed is of the essence though, because our adversaries are actively and rapidly seeking the same digital advantages.

To date, one of the pacing elements has been the data themselves. The ability to apply a digital edge to the fight requires high-quality data that includes critical information over the right period of time. Our systems and programs, often built serially over time with the best of intentions, prevent critical sharing and crosstalk, and results in digital hoarding.

Hoarding data in today’s environment stalls momentum and leaves us further behind. Storing “your own” data or structurally failing to ensure high-quality data input at any entry point adds more quicksand and bogs down progress toward gaining a digital edge.

Unlike harnessing atomic power, wavelengths, or steam, harnessing data is different. It is part of all we do. We not only require, but must demand enterprise solutions for sharing and use of the information we collect and create daily.

We need to move quickly to intentional, authoritative,

high-quality data that is securely captured, stored, shared, and integrated across the Navy. We have to curate and rationalize the countless disparate databases and outdated technology which leaves us unable to “see” and make use of basic information.

Our opportunity today at this information inflection point is to see things differently, as a complete culture, as a team – to see data and advanced analytics in the proper sense: as warfare enablers that pulse through every ship, aircraft, submarine, sensor, weapon, and perhaps sooner than later, every Sailor.

And our youngest Sailors can tell us exactly what that feels like, if we just stop and listen – for they entered our Navy expecting the very same.

Yes, we all want to move faster and embed technologies like artificial intelligence/machine learning into our weapons and platforms, from the keel up. To get where we want to go – with machines that team with us to restock our supply bins before we ask, that update our combat training devices as soon as our systems change, or that indicate dangerous trends and provide solutions well before we need to act – we must first commit, as a Service, to move out with one data culture, inculcating trust and scaling learning across our institution, together.

Finally, if history teaches us about the power of culturally grasping new technology, it also tells us something else: that our adversaries are well-known for seizing the element of surprise. Allowing them to dominate the data domain will make that surprise even more deadly to our economic, financial, and yes, our political security. It’s up to us to create Digital Sea Power for the rest of this naval century through a unified approach, with one culture – and as one team.

PWD Naples Installs Customer Service Window for Fleet Mail Center Story and Photo By Engineering Aide 2nd Class Nathan Schafer

Seabees from Public Works Department Naples, Italy installed a rolling customer service window at the Fleet Mail Center. The Fleet Mail Center (FMC) provides mail disbursing services for Naval Support Activity Naples - Capodichino in Building 412. The customer service window was installed to resolve issues will bulky, heavy, or otherwise cumbersome packages during customer pick-up. Until the window was created, the FMC conducted parcel disbursement through a split door; when large packages were being picked up, the bottom half of the swinging door had to be unlatched, so that the parcel could fit through the entry way.

Packages can now be lifted onto an aluminum shelf, spanning the full length of 2.15 meters—a much more convenient, comfortable and efficient customer service experience.

Sigonella Seabee Wins Surprise Holiday Trip Home

By Janine Scianna, NAS Sigonella Public Affairs Photos Courtesy of American Red Cross We’ve all seen those emotional military reunions on television before—a ship’s homecoming on the local news, a deployed Marine meeting their child for the first time, or a veteran being recognized during a football game for their heroic service. Certainly, we know all too well what it feels like to be reunited with our loved ones after a long separation, but that personal sacrifice often remains a highly private and individual experience. But one lucky Sigonella Sailor got to be reunited with her father while 45,000 fans cheered her on during the 2018 Armed Forces Bowl on Dec. 22, 2018.

Utilitiesman Third Class Regina Carroll hit the jackpot when she was selected by the American Red Cross (ARC) and Armed Forces Bowl leadership to be flown to her hometown of Fort Worth, TX and reunited with her family for the holidays.

The whole arrangement was a covert operation—Carroll told her father that she had won two tickets to the Lockheed Martin Armed Forces Bowl game and that she wanted him and her uncle to use them. And to get him down to the field, ARC staff told him that he’d be watching a live videocast of his daughter wishing her family members a Merry Christmas from Sicily.

Major Energy Efficiency Project to Break Ground

The project has four main components: 1) installation of three solar panel systems 2) replacing all interior and exterior lighting to LED fixtures 3) improving the remotecontrol ability to regulate building temperatures and 4) improving the efficiency of heating and cooling system motors. cont’d on page 35

Safety Good Catch Prevents the Need for Second Chances

Collaborating to Thwart Industrial Control System (ICS) Threats

By NAVFAC EURAFSWA Safety Safety is paramount in our line of business and creating a safe work environment should be our number one concern. The NAVFAC Good Catch initiative is one of the tools we use to create this safe work environment.

“Good Catch” is a safety recognition program, defined as reporting: 1. An unsafe physical condition existing in a workplace environment before a potential accident that could be significant in initiating an event, OR 2. Any act that deviates from a generally recognized safe way or specified method of doing a job and which increases the probabilities for an accident, OR 3. An incident where no property was damaged and no personal injury sustained, but where, given a slight shift in time or position, damage and/or injury easily could have occurred.

The “Good Catch” initiative is not something new, but a continuing effort to record safety near-miss incidents, unhealthful conditions, or unsafe acts, and use this information to prevent similar future occurrences. By simply informing your supervisor, filling out a local Good Catch Form, or reporting directly in ESAMS, you can play a significant role in preventing the next mishap. Our good catch initiative makes this easy.

The Good Catch initiative is an important part of maintaining a safe working environment. Supervisors: take time to explain and discuss the program and its importance.

So please, whether you observe a near miss, see an unsafe act, or witness an unhealthy work condition, record it! If you see something that looks, feels, smells, tastes wrong—it probably is! PLEASE do something or alert somebody about your observance.

By NAVFAC EURAFSWA Public Affairs With cyber-crime sneaking into the realm of industrial control—think electrical, gas, and water systems—Navy Region EURAFSWA and NAVFAC EURAFSWA partnered in January for training designed to prevent and deal with malicious ICS threats.

The impact of an ICS cyberattack?

“Devastating consequences: physical damage, stopped operations, and danger to people’s lives,” says region EURAFSWA Information Systems Security Manager Robert Lindblad.

“You find vulnerable protocols and devices in ICSs for nearly every industrial sector and critical infrastructure: manufacturing, transportation, energy, and water treatment industries,” he adds. “These control systems are built to electronically manage tasks efficientlyso you can imagine how inefficient, even chaotic, it becomes if hackers gain control.”

NAVFAC CIO Jack Buck said 25 personnel from across the region—a mix of CNRE, NAVSUP, NCIS, NCTS, and NAVFAC, comprising GS, military,

and local nationals—attended the fiveday training at NSA Naples to learn about keeping operational environments safe, secure, and resilient against current and emerging cyber threats. Topics included disaster recovery, business impact analysis, and contingency planning from an ICS perspective.

WHAT IS SEXTORTION?

After fulfilling the sexual requests, which are recorded without the victim’s knowledge or consent, the victim is threatened • with public exposure and embarrassment if they do not pay a specified sum of money to the perpetrator, usually through a wire transfer or subscription to pornographic websites.

HOW DOES SEXTORTION OCCUR?

An example: While checking his Facebook account, a service member received a friend request from a young, attractive female.

The service member and female began chatting online and subsequently exchanged Skype contact information. Their online communication quickly transitioned to video chat, becoming sexual in nature. Unknown to the service member, the female was secretly recording the sexual act.

Shortly thereafter, the female sent the service member the video file and threatened to release it to the service member’s family, friends, and command unless the service member sent $500 to the Philippines via Western Union. After the service member paid the initial amount, the perpetrator demanded more money. Variations of this scenario could include, for example, the exchange of explicit photographs leading to the victim receiving phone calls and text messages from the alleged father of the other person or a purported law enforcement officer claiming that the other person is a minor and that the filing of criminal charges is forthcoming unless the victim meets certain demands.

The majority of victims are young men – or in our case, junior enlisted service members – who are away from home and maintain an active online footprint that includes publicly viewable profile information.

Perpetrators know service members have a steady income and are typically more financially stable than the civilian population.

Service members are held to high standards of conduct associated with a military career.

Service members possess security clearances, meaning they may have knowledge of military tactics, training, and other operational security items of interest to potential adversaries.

Unknown persons approach you online or attempt to “friend” you, even if you appear to have mutual “friends” or their “friends lists” are comprised predominantly of U.S. military members.

The perpetrator uses poor grammar and sentence structure when exchanging messages.

The person encourages you to engage in explicit video chat or exchange sexually explicit images almost immediately after initiating contact or “friending” you.

A video call begins with the female in a state of undress or engaging in a sexual act.

Communications from “law enforcement officials” occur via text message, email, or phone. Law enforcement will always notify you in person of your involvement in suspected criminal activity.

TO AVOID FALLING VICTIM TO SEXTORTION • • • • • • • •

Refrain from engaging in sexually explicit activities online, such as posting or exchanging compromising photos/videos.

Adjust social media privacy settings and accounts to limit information available to unknown persons.

Exercise caution when accepting “friend” requests or communicating with unknown persons online.

Avoid advertising or discussing U.S. military and/or U.S. government affiliations.

Turn off electronic devices and cover webcams when not in use.

Safeguard your personal banking and credit card information from unknown recipients.

Update antivirus software and avoid downloading apps, files, or email attachments from unverified sources.

Trust your instincts – perpetrators are highly sophisticated and able to trick their victims into a false sense of security. If you have suspicions about the person you are communicating with, cease contact with them.

WHAT SHOULD YOU DO?

If you or someone you know identifies suspicious activity or that they are being targeted: • Cease all communications with the perpetrator.

• Contact your command and your local NCIS office.

• Do not submit any payment.

• Save all messages and communications between you and the perpetrator.

SEXTORTION IS A GROWING PROBLEM

If you have been victimized, you are not alone. Service members worldwide and across all ranks and services have been affected by sextortion, with individual victims having paid in excess of $25,000 to perpetrators. Sextortion is underreported given many service members’ feelings of embarrassment or concern regarding

Here in 6th Fleet we took those lessons to heart. It’s a very detailed model that the four ships operate under: When they are on patrol and when they are off patrol, we have a very firm certification instruction with dedicated training requirements. There are no waivers.

Any closing thoughts?

Well the Europe/Africa theater has become very dynamic. The naval component has a very important part to play, and I think we as a Navy and Marine Corps team continue to demonstrate the flexibility and great capabilities every day, 365 days a year. We are working

So we are wedded to this operational model that sustains both their training and certifications, and their readiness. We are very firm on maintaining the model we have for their operational deployments, and that has

The level of emotion was palpable—the bond between a father and daughter runs deep—and in that moment one could truly grasp the sacrifices that service members go through in being separated from their families, friends, and communities.

Since Carroll’s mother passed away unexpectedly when she was an infant, she was raised by a single father. The respect she has for him and the sacrifices he has made to provide for Carroll and her three siblings was evident.

“Honestly, it was the greatest moment of my life. I just want to replay it [the video] so many times,” said Carroll.

Carroll, who is finishing her first tour of duty at Naval Air Station Sigonella, came here after completing boot camp and “A” school. She enlisted just two weeks after finishing high school. So being able to visit her family after an extended period of time away, especially during her first tour in the Navy, was

remarked how her selection was a first for the organization.

“We’ve been in partnership with the Lockheed Martin Armed Forces Bowl for the last six years and it’s been four years since we’ve reunited a sailor with their family. UT3 Carroll is the first female military member to participate in the surprise family reunion at the bowl game.”

Many individuals helped Carroll along the way, for which she was quick to credit. Several Public Works department chiefs, her lead petty officer, and the regional manager of Sigonella’s American Red Cross program, Karen Jorgenson, encouraged her to apply and helped develop and submit her package. Out of 10 applications submitted to the Armed Forces Bowl committee (seven of which came from Sigonella!) Carroll was chosen as the winner.

To pull off this fairytale homecoming, the American Red Cross teamed up with American Airlines, who offered a complimentary round trip airline ticket for Carroll. ARC provided all of the logistical support— ground transportation, hotel, food, and coordinating the bowl game reunion.

Works can remotely monitor and regulate the heating and cooling of 72 buildings. This technology provides significant savings by tailoring temperatures to ideal, energy efficient settings. The contractor will improve and expand this existing monitoring system to most buildings.

HVAC Motor Upgrades Electric motors are mainly used in the heating and in the cooling systems of most of the buildings in NAS Sigonella. Their average efficiency is currently 85 percent, but more modern motors are now achieving efficiency ratings of 95 percent.

During this project, 80 electric motors will be upgraded to this more efficient technology and the installation will experience significant savings.
