Never Give Up on Your Dream

Growing up in a small town in West Alabama, I dreamed of becoming a Naval Officer (a Top Gun Pilot of course); however, I did not get into the Naval Academy or receive an ROTC scholarship. So in 1992, I decided to enlist; but I wasn’t giving up my dream, it was just delayed. My recruiter convinced me that the best way to get into a commissioning program was to go into the Nuclear Propulsion Program, the Navy’s top and hardest academic program.

I completed all my initial training in Orlando, Florida - which was the hardest thing I had ever done in my life - but I never gave up, I just kept grinding and working. I then went on to Prototype at NPTU Charleston, even completing a staff tour there. I then arrived at my first boat: USS Michigan in 1996. During that tour I kept my eye on the ultimate prize of advancing, growing both professionally and personally, and eventually getting that commission. It was really hard, but you always appreciate the things you work for more than what is just given to you.

I finished my tour on USS Michigan and went back to NPTU Charleston. It was at this point I planned to separate from the Navy. However, all of that hard work and dedication was about to pay off because in 2001 I was honored to be selected for the Seaman to Admiral Program. My dreams of becoming a Naval Officer were about to come true. By this time my dream had morphed into being a submarine officer. I was going to fly - it would just be underwater.

It is now over 29 years later and I don’t regret one minute of my time in the Navy, and I am so thankful that I never gave up on the dream of that small town country boy from Alabama. Any one of you can accomplish whatever you set your mind to; you just have to work for it. If you are told “no” like I was the first time, apply again and again - make them say NO. The answer is always no if you don’t ask. DO NOT GIVE UP!!!

Standing Strong Against Domestic Violence

Domestic violence is a crime involving a pattern of abuse and behavior in intimate relationships where one household member, partner, or former partner tries to control and intimidate the other. This can include dating relationships.

The Family Advocacy Program (FAP) at Naval Weapons Station (NWS) helps prevent and support victims of child abuse and neglect and domestic abuse/intimate partner violence in military families.

“I want to stop domestic violence,” said Robin Sevigney, domestic abuse victim advocate for military members and their families. “I think that everyone has the opportunity to help by saying they won’t tolerate it.

If you see it, you don’t ignore it, you call it out for what it is.”

Sevigney, from Brooklyn, Connecticut, said her role may be bigger, but every single person plays 4

a role in ending domestic violence by spreading the message, for instance, in the barracks to the students.

Sevigney said letting the students know that shaming people and bullying them around - how they may look or how they present themselves - is not okay.

“Victims, you’re not alone,” Sevigney said.

“There are people who are here, who are willing to listen and to help and to provide you with resources, and to not tell you what to do, but listen to what you need so that you can get to where you need to go.”

According to Gao.gov, the Department of Defense recorded over 40,000 domestic abuse incidents involving military service members, spouses, or intimate partners from fiscal year 2015 to 2019. Of these, 74 percent were physical abuse.

The Family Advocacy Program (FAP) works to help stop and prevent domestic abuse and child

abuse and neglect by offering programs to commands such as classes, workshops, seminars, new parent support programs, counseling and public awareness campaigns. FAP also helps abusers get the right tools to lead them.

“I have a passion for helping children and providing support and services to various individuals,” said Karen Harrison, a family advocacy officer for FAP. “I think education and prevention are keys in aiding to end domestic violence. I want to work to the point where I don’t have a job anymore.”

Domestic violence is about power and control. It is one person’s attempt to control another. The violence may get to a point where the victim needs to leave the abuser for their safety and the safety of their child(ren).

According to Worldpopulationreview.com, in the state of South Carolina violence against women is at 41.50 percent and 17.40 percent against men.

Harrison, from Charleston, South Carolina, said there are plenty of opportunities in all walks of life to help end domestic violence,

one of which is volunteering.

FAP works closely with My Sister’s House, a non-profit organization serving domestic abuse victims, law enforcement agencies and medical clinics and hospitals.

“If you see something, say something,” Harrison said.

“Everyone has a role in ending domestic violence. My motto is the Golden Rule: ‘treat others the way you want to be treated.’

In order to break the silence, you have to speak up.”

FAP advocates for victims through confidentiality with restricted reporting options, helping find shelters, getting military protective orders, counseling services, intervention with civilian agencies and helping prepare safety plans.

Experiencing domestic abuse can leave victims with emotional scars of abuse.

If abusers are not stopped, violence can escalate until they and their victims can potentially lose their family, careers and even freedom. To contact the domestic abuse victim advocate 24-hour line for NWS, the number is 843310-1884. The Family Advocacy Program number for NWS is 843-794-721.

VIOLENCE Who are the victims?

Although anyone can become a victim of domestic violence regardless of age, gender, sexual orientation, marital status, socio-economic status, religion or culture, most victims (85 percent) in society are women. Children who experience or witness domestic violence can exhibit long-term psychological disorders.

Profile of an abuser Anyone can be an abuser. Some common characteristics of an abuser are: they deny the existence of or minimize the seriousness of the violence; they see their victim as their property; they blame everything and everyone but themselves for the violence; and they appear pleasant and charming to others outside of their relationship.

Statistics Domestic violence is a major problem in most communities. Every minute, 20 people are victims of intimate partner violence.

One in four women and one in seven men will experience domestic violence in their lifetimes and 10,000,000 children will be exposed to domestic violence each year.

Effects on the Family Studies show that 40 to 60 percent of abusers of intimate partners also abuse the children in the home. Children who witness domestic violence have a strong risk factor to perpetuate the cycle of violence as adults.

Most cases of domestic violence are not reported to law enforcement, often because the victim either believes the abuser will change or mistakenly feels responsible.

Petty Officer 3rd Class Parker Shelp Hard Charger Award Nuclear Power School Class 2104

Electronics Technician (Nuclear) 3rd Class Parker Shelp, a former student at Naval Nuclear Power Training Command (NNPTC), received the Hard Charger Award during the Nuclear Power School (NPS) Class 2104 graduation, Oct. 8, 2021.

Shelp, from Brunswick, Maryland, reported to Recruit Training Command (RTC) in Great Lakes, Illinois, on June 2, 2020, and to NNPTC in Goose Creek, South Carolina, Aug. 31, 2020. Shelp then began “A” school and graduated with class 2051-T on March 12, 2021. After “A” school he started NPS April 29, 2021.

“[I joined the Navy] to challenge myself and serve my country,” Shelp said.

Shelp volunteered to be stationed on submarines or, “sub-voled,” in bootcamp, and said he would be open to go on any of the boats in the fleet.

Shelp said he is most looking forward to operating nuclear reactors once he is out in the fleet.

Shelp said he was very shocked to hear his name be called for the award.

“I knew I worked hard but didn’t think that out of the 350-plus students in our class that my name would

be called,” Shelp said.

The award was presented by retired Master Chief Quartermaster (SS) Harry Nettles on behalf of the Fleet Reserve Association (FRA), Low Country Branch 269.

“Congratulations on your selection as the hard charger of Naval Nuclear Power Training Command,” said Nettles, FRA member. “Welcome aboard to the Fleet Reserve Association. Our motto is loyalty, protection and service to our shipmates. We strive to provide the protection in service and support all members of the same services.”

Following NPS graduation, Shelp and his fellow graduating Sailors will attend prototype training at Nuclear Power Training Unit (NPTU) in Goose Creek, South Carolina.

“[I am] excited to finally get hands-on experience, as that is how I learn best,” Shelp said.

Shelp said he was thankful for the various people who helped him throughout his time at NNPTC.

“I am extremely honored to have been chosen for this award, and thankful to all my instructors and SLPO, ETN1 Venable, for believing in me and pushing me to perform to the best of my ability, which resulted in graduating,” Shelp said.

Effective passwords are those that are too complicated to remember, are never written down and are changed frequently.

Australia, India, Japan, and U.S. Kick-off Phase II: MALABAR 2021

BAY OF BENGAL - Maritime forces from Australia, India, Japan, and the United States began Phase II of Exercise MALABAR 2021 in the Bay of Bengal, Oct. 11.

The U.S. Navy hosted this year’s annual maritime exercise which includes a variety of high-end tactical training, including specific interactions that are designed to enhance interoperability between the Royal Australian Navy (RAN), Indian Navy (IN), Japan Maritime Self Defense Force (JMSDF) and U.S. maritime forces.

The first phase of MALABAR, which began in August, included maritime operations, anti-submarine warfare operations, air warfare operations, live-fire gunnery events, replenishments-at-sea, cross-deck flight operations, and maritime interdiction operations in the Philippine Sea. The current phase is being conducted in the Bay of Bengal. Planning and executing multinational exercises in two phases allows participating nations to operate and train in two different regions of the Indo-Pacific.

The second phase will consist of surface and air expendable mobile anti-submarine warfare training target exercise (EMATTEX), crossdeck helicopter operations, surface gunnery exercise, and replenishmentsat-sea. The intent is to enhance integrated maritime operations between the Quad countries within the Indian Ocean Region.

U.S. Navy participants for phase two included Carrier Strike Group (CSG) 1, consisting of aircraft carrier USS Carl Vinson (CVN 70); Carrier Air Wing (CVW) 2; Ticonderoga-class guided-

missile cruiser USS Lake Champlain (CG 57); Arleigh Burke-class guidedmissile destroyer USS Stockdale (DDG 106); and a P-8A Poseidon maritime patrol and reconnaissance aircraft.

Representing the Indian Navy is Rajput-class guided-missile destroyer INS Ranvijay (D55), Shivalik-class multi-role stealth frigate INS Satpura (F48), and a P-8I maritime patrol and reconnaissance aircraft.

JMSDF participants included Izumo-class multipurpose operation destroyer JS Kaga (DDH 184), Murasame-class destroyers JS Murasame (DD 101).

Royal Australian Navy participants included Anzac-class frigate HMAS Ballarat (FFH 155) and HMAS Sirius (O 266).

Under Commander, U. S. Pacific Fleet, 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with 35 maritime nations in preserving a free and open IndoPacific region.
