NATO Capabilities NATO’s Defence Policy and Planning Division (DPP), part of the International Staff (IS), is responsible for charting the future course of Alliance defence policy, and planning the means to get there. NATO Staff Centre Magazine (NSCM) talks to Ambassador Hüseyin Diriöz, NATO Assistant Secretary General for Defence Policy and Planning. Au sein du Secrétariat international, la Division Politique et plans de défense de l’OTAN (DPP) est chargée de tracer l’avenir de la politique de défense de l’Alliance et de rédiger des propositions pour s’en donner les moyens. NSCm : Quel est précisément le rôle de la Division Politique et plans de défense ? Hüseyin Diriöz : La division assume deux grandes fonctions. Tout d’abord, elle aide le secrétaire général et le Conseil de l’Atlantique Nord à atteindre un consensus politique sur le type de capacités de défense dont l’OTAN a besoin pour remplir ses tâches essentielles – c’est le volet politique de sa mission. Ensuite, la division travaille en étroite collaboration avec les autorités militaires de l’OTAN et les Alliés pour concrétiser notre vision future des forces de l’OTAN à travers le processus OTAN de planification de défense (NATO Defence Planning Process en anglais, NDPP). NSCm : Comment cette dualité se traduit‑elle dans les structures de la Division DPP ? Hüseyin Diriöz : La division compte deux directions. La première est la Direction Politique et capacités de défense, au sein de laquelle la Section Politique de défense s’efforce d’aider les 28 Alliés à dégager une position commune sur un large éventail d’importantes questions de défense, comme celles de savoir s’il faut adopter de nouvelles politiques de défense, ou comment associer nos partenaires aux activités de défense de l’Alliance. La deuxième direction, la Direction Plans, contribue à forger la structure future des forces de l’OTAN à travers le NDPP et offre une expertise interne au bénéfice des programmes de défense nationaux. Elle aide également les partenaires de l’OTAN à réformer leur secteur de la défense et à développer leurs capacités. Elle est épaulée dans cette tâche complexe par la Section Analyse des données.

NSCM: Could you tell us something about the exact role of the Defence Policy and Planning Division? Hüseyin Diriöz: In fact DPP has two main functions. First, it helps the Secretary General and the North Atlantic Council to achieve overall political consensus as to just what kind of defence capabilities NATO needs to carry out its core tasks – that’s the policy component. Second, the Division works closely with the NATO Military Authorities and Allies to turn the future vision of NATO forces into reality through the NATO Defence Planning Process. NSCM: How is this division of labour reflected in DPP structures? Hüseyin Diriöz: We have two directorates. Within the Defence Policy and Capabilities Directorate the Defence Policy Section seeks to help all 28 Allies find common positions on a wide range of fundamental defence-related questions, such as whether to tackle new defence policies or how to involve our partners in Alliance defence efforts. The Defence Capabilities Section develops concepts for important projects, such as the NATO Response Force and the reform of the NATO Command Structure, and is focused on finding innovative approaches to the delivery of capabilities. There is also a Logistics Capabilities Section, which works closely with a wide range of actors in taking forward collective logistics solutions in such areas as support to ongoing operations and redeployment from Afghanistan. On the other side of the Division is the Planning Directorate, which helps shape the future NATO force structure through the NATO Defence Planning Process and also offers in-house expertise on national defence programmes. It also supports NATO’s partners in defence reform and capability development. This complex work is supported by a separate Data Analysis Section.

C’est notre « salle des machines ». NSCm : Qu’est-ce qui fait l’actualité de la politique de défense ? Hüseyin Diriöz : Le contexte actuel est principalement marqué par le ralentissement progressif de la cadence opérationnelle de l’Alliance, sujet que mon collègue l’Ambassadeur Stephen Evans de la Division OPS a abordé dernièrement dans votre magazine. Cela implique pour l’OTAN de ne plus privilégier les opérations en cours, mais de se préparer à la dissuasion et à la défense contre toute menace envers sa sécurité, en continuant de développer toute la gamme des capacités nécessaires, comme indiqué dans le Concept stratégique 2010. On se doit également de citer, parmi les paramètres essentiels, l’austérité financière qui prévaut et qui contraint les Alliés à parvenir à cette posture de disponibilité opérationnelle avec moins de ressources. Cette problématique place la Division DPP au centre du débat conceptuel sur des thèmes comme les Forces de l’OTAN à l’horizon 2020, les initiatives de défense intelligente (Smart Defence) et d’interconnexion des

NATO Forces 2020: A coherent set of deployable, interoperable and sustainable forces.

The efforts of the entire division are underpinned by a Divisional Support Section, which harmonises our work with that of other IS Divisions as well as the Private Office and ensures the smooth functioning of the Council’s Defence Policy and Planning Committee. This is our engine room. NSCM: So what defence policy issues are at the forefront today? Hüseyin Diriöz: The current policy context is marked by the gradual slowdown in the Alliance’s operational tempo, which my colleague Ambassador Stephen Evans from OPS division addressed in a recent issue of this magazine. This involves the transition from a NATO that is primarily focused on sustaining deployed operations to a NATO that is prepared to deter and defend against any threat to Alliance security by continuing to develop the whole range of necessary capabilities, as stipulated in the 2010 Strategic Concept. Another key factor is the prevailing environment of financial austerity, which means that Allies must achieve this shift to a readiness posture with fewer resources. This is a challenge that puts the Division at the centre of the conceptual debate about such issues as NATO Forces 2020 as well as the Smart Defence and the Connected Forces Initiatives, which form important means to achieve the goal of NATO Forces 2020, as well as Burden Sharing, the issue of Availability of capabilities for Alliance operations, and Green Defence. NSCM: This sounds like an ambitious agenda indeed. Could you elaborate a bit on these topics? Hüseyin Diriöz: The goal of NATO Forces 2020 was set by Heads of State and Government at the May 2012 Chicago Summit. It encapsulates the vision of our planning efforts: a coherent set of deployable, interoperable and sustainable forces equipped, trained, exercised and commanded so as to continue to ensure the Alliance meets its objectives. Smart Defence serves as a key enabler of NATO Forces 2020 by increasing efficiency in capability development, mainly through better prioritisation and enhanced multinational cooperation. At the same time the Connected Forces Initiative sets out to maintain the high level of interoperability between Allies’ armed forces, as well as those of partners, achieved in NATO-led operations. At the end of the day, however, the success of these initiatives all hinges upon the willingness of each Ally to invest sufficient resources in defence and thus shoulder an equitable share of the overall burden. NSCM: What impact has the economic crisis had on defence spending and burden sharing? Hüseyin Diriöz: Most Allies have been steadily reducing their defence spending since the end of the Cold War; the economic crisis has accelerated this trend. Currently only four Allies spend more than 2% of their Gross

armées des Alliés et celles des partenaires. In fine, le succès de ces initiatives dépend de la volonté de chaque Allié d’investir dans la défense des ressources suffisantes, et donc d’assumer une part équitable du fardeau global.

NSCm : En quoi la crise économique a‑t-elle influé sur les dépenses de défense et sur le partage du fardeau ?

Domestic Product on defence, a figure that has been used in NATO for some time as a broad burden sharing indicator. Moreover, for many Allies, the sustained commitment to operations has significantly reduced the resources available for major equipment purchases. The inability of many Allies to properly fund defence has further exacerbated a long-standing disparity in the relative levels of effort between Allies, in particular an over-reliance on the United States for a number of key capabilities such as air-to-air refuelling and intelligence, surveillance and reconnaissance. Recognising that this situation cannot continue, NATO is now actively addressing ways of improving burden sharing, for example by seeking to avoid the over-reliance on any single Ally in key capability areas. NSCM: And how does NATO intend to translate these principles into concrete capabilities? Hüseyin Diriöz: Burden sharing is an underlying principle of the NATO Defence Planning Process (NDPP), which aims to harmonise the planning efforts of NATO and individual Allies to meet the agreed defence objectives of the Alliance. This comprehensive, cyclical 5-step process identifies and prioritises capability requirements, allocates these requirements to Allies, supports implementation and reviews the results. It requires all associated NATO staffs, including the two Strategic Commands, to coordinate efforts across such diverse planning domains as armaments, medical support and civil emergency planning.

Hüseyin Diriöz : La plupart des Alliés n’ont cessé de réduire leurs dépenses de défense depuis la fin de la Guerre froide ; la crise économique a accéléré ce processus. Aujourd’hui, quatre pays seulement consacrent plus de 2 % de leur PIB à la défense, un chiffre que l’OTAN utilise depuis quelque temps comme un indicateur générique pour le partage des charges. De plus, pour de nombreux Alliés, l’engagement prolongé dans les opérations a fortement entamé les ressources disponibles pour les acquisitions d’équipements majeurs. L’incapacité de nombreux Alliés de dégager les crédits souhaités a accentué encore les disparités observées de longue date entre les efforts consentis, en termes relatifs, par les Alliés, et notamment leur dépendance excessive vis-à‑vis des États‑Unis pour certaines capacités essentielles comme le ravitaillement en vol et le renseignement, la surveillance et la reconnaissance. Consciente que cette situation ne peut plus durer, l’OTAN s’emploie activement à améliorer le partage du fardeau, notamment en cherchant à éviter toute dépendance excessive à l’égard d’un seul et même Allié dans les principales catégories capacitaires. NSCm : Comment l’Alliance entend-elle traduire ces principes en capacités concrètes ? Hüseyin Diriöz : Le partage du fardeau est un principe fondamental du NDPP, qui vise à harmoniser les activités de planification de l’OTAN et de chaque Allié pour atteindre les objectifs de défense agréés de l’Alliance. Ce processus global et cyclique en cinq étapes permet d’identifier et de prioriser les besoins capacitaires, de les répartir entre les Alliés, de faciliter la mise en œuvre des objectifs et d’analyser les résultats obtenus. Il implique que tous les organismes de l’OTAN concernés, et notamment les deux commandements stratégiques, coordonnent leurs efforts dans des domaines de planification aussi variés que l’armement, le soutien médical et les plans civils d’urgence. Le processus de planification (NDPP), la défense intelligente et l’interconnexion des forces sont complémentaires. L’intensification des efforts multinationaux pour remplir les objectifs capacitaires vise à faciliter la réalisation du concept des Forces de l’OTAN à l’horizon 2020 en des temps d’austérité tout en améliorant le partage du fardeau au sein de l’Alliance. d’outils, parmi lesquels une liste d’indicateurs (input/ output matrices), afin d’évaluer les résultats obtenus par chaque Allié dans diverses catégories capacitaires, ainsi qu’un tableau de bord permettant de visualiser l’évolution du développement capacitaire dans le temps pour les catégories importantes. Tous ces outils sont conçus pour sensibiliser les ministres et susciter des débats politiques, ainsi que des décisions au plus haut niveau, sur l’orientation future du développement capacitaire de l’OTAN.

THE FIVE STEPS STEP 1: ESTABLISH POLITICAL GUIDANCE

Every four years Allies agree the overall aims and objectives to be met by the Alliance.

STEP 2: DETERMINE REQUIREMENTS

Hüseyin Diriöz : La division est responsable du processus de planification et d’examen (Planning and Review Process, PARP) : c’est l’un des mécanismes de coopération les plus fructueux de l’Alliance. L’OTAN peut ainsi aider ses partenaires à atteindre leurs objectifs de réforme de leur défense, à gagner en interopérabilité et donc à se préparer pour participer, le cas échéant, à une opération dirigée par l’OTAN. Il s’agit de coopérer de manière concrète.

Subsequently, NATO staffs identify the Minimum Capability Requirements needed to meet Alliance objectives.

STEP 3: APPORTION REQUIREMENTS AND SET TARGETS The Minimum Capability Requirements are apportioned to Allies individually, multinationally or collectively in target packages, in a way that seeks to place a reasonable challenge on individual Allies, while ensuring fair burden sharing between all Allies. The capability packages, along with an accompanying Summary Report, are approved by Defence Ministers.

STEP 4: FACILITATE IMPLEMENTATION NATO staffs continuously assist national efforts and facilitate multinational and collective efforts to fulfil the agreed targets. In line with the spirit of Smart Defence, the focus is on supporting multinational solutions for remedying capability shortfalls and facilitating efforts by groups of Allies to develop coherent sets of forces and capabilities together.

Every two years a Defence Planning Capability Review assesses the national defence plans of individual Allies and progress with the implementation of NATO targets. Based on these findings, a report to Defence Ministers estimates the degree to which combined Alliance forces and capabilities are able to meet NATO objectives and also provides guidance for the next cycle of the NDPP.

The NDPP, Smart Defence and Connected Forces are complementary. Enhanced multinational efforts in fulfilling Alliance capability targets aim to help better achieve NATO Forces 2020 in an era of financial austerity and at the same time improve burden sharing within the Alliance. To support these efforts, we have developed a number of tools, such as a list of Input and Output Metrics to assess the performance of individual Allies across a range of capability areas as well as a ‘dashboard’ visualising the trends in capability development in important areas over time. All such tools are designed to raise Ministers’ awareness, launch political discussions and achieve top-level decisions about the future direction of NATO’s capabilities development.

He joined the Turkish Ministry of Foreign Affairs in 1978. His long and distinguished career with the Turkish Diplomatic Service has included regular postings abroad, including to Kabul, Strasbourg (Council of Europe), NATO HQ in Brussels (both in a national and international capacity), and Washington, D.C., where he served as Deputy Chief of Mission of the Embassy to the United States. From 2000 to 2004 he served as the Spokesperson of the Foreign Ministry. He was promoted to the rank of Ambassador in 2003, serving as Ambassador in Jordan from 2004 to 2008. He then served as the Senior Foreign Policy Adviser to the President from 2009 to 2010 before being posted to NATO.

NSCM: Does DPP have a role to play in NATO’s partnerships? Hüseyin Diriöz: DPP is responsible for conducting the Planning and Review Process (PARP), one of the Alliance’s most successful cooperation mechanisms, which assists partners in the achievement of their defence reform goals. At the same time, PARP enables partners to enhance interoperability and thus prepare for potential participation in NATO-led operations. This is about concrete cooperation.

In terms of NATO-EU cooperation, DPP has the NATO lead in coordinating the capability development within the two organizations, in particular through regular staff-to-staff coordination with the relevant European Union staffs and DPP’s co-chairmanship of the NATO-EU Capability Group.

The division also supports NATO-Russia cooperation through its lead in the Defence Transparency, Strategy and Reform Working Group. In addition, it oversees the work of the NATO Advisory Team in Kosovo, which assists the Ministry for the Kosovo Security Force in developing and refining effective working practices. DPP has also worked with Allies to facilitate active partner participation in the Smart Defence and Connected Forces Initiatives.

NSCM: What lies ahead for DPP in the coming months?

Hüseyin Diriöz: The October Defence Ministers Meeting should highlight progress in implementing the Smart Defence and Connected Forces Initiatives (CFI). Groups of nations are expected to express support to Smart Defence multinational “flagship” projects addressing shortfalls at the higher end of the capabilities spectrum, while Ministers will be asked to approve CFI implementation plans. Here the focus for the coming years will be on ensuring Alliance interoperability through enhanced training and major exercises based on scenarios across the full spectrum of Allied missions. The first such exercise is planned to take place in 2015. The 2013 October Ministerial will also be an important stepping stone on the way to the 2014 Summit.

NSCm : Que vous réservent les mois qui viennent ? Hüseyin Diriöz : La réunion d’octobre des ministres de la Défense devrait mettre en exergue les progrès réalisés dans la mise en œuvre des initiatives de défense intelligente et d’interconnexion des forces (CFI). Pour ce qui est de la défense intelligente, des groupes de pays devraient manifester leur intérêt pour des projets multinationaux « phares » visant à remédier aux lacunes capacitaires du haut du spectre, tandis que les ministres seront invités à approuver le plan de mise en œuvre de la CFI. À cet égard, nous nous attacherons dans les années qui viennent à veiller à l’interopérabilité des Alliés en renforçant l’entraînement et en conduisant des exercices de grande envergure reposant sur des scénarios qui couvrent toute la gamme des missions de l’Alliance. Le premier exercice de ce type devrait se dérouler en 2015. La ministérielle d’octobre 2013 sera aussi un tremplin vers le sommet de 2014.

n Western Ukraine, the Carpathian Mountains soar, protecting the country from cold winds, making its summers warm and its winters mild. Travel around Ukraine from the north and you will be able to feel the warm breeze of subtropical Crimea, while those travelling from the south to the north can savour the frosty and snowy breath of the Carpathians. Ukraine’s southern shores are washed by the warm waves of the Black Sea. Travel around Crimea and you will feel the grandeur of the Crimean Mountains, the aromatic pine forests, picturesque landscapes and inviting sea.

Sightseeing With its fascinating history and rich culture, Ukraine has much to offer its visitors. It is possible to see numerous attractions in Ukraine in one day, particularly in the cities where they are often within walking distance. Nearly 2000 years old, Kiev (Kyiv), Ukraine’s capital, is one of the oldest cities in Europe and even in the world. The sights in Kiev are truly bountiful. One of the most impressive is the Kiev Pechersk Lavra Monastery, beautifully situated on a hill beside the Dnipro River. The monastery was established back in 1051 A.D. and is still in use. Do not forget to visit also St. Sophia Cathedral, the Golden Gate (an entry that leads into the old downtown), the Kiev Mohyla Academy, Mariyinsky Palace and the ancient street of Adriyivsky Uzvis which is today home to numerous art galleries, cafés and exhibitions. When visiting Lviv, make a point of going to see the Old Town where you will discover the Ploscha Rynock Market Square, and several beautiful churces, such as St. Yura’s Church, the Boim Chapel and the Dominican Abbey. And of course Lviv Opera House, which can easily rival the one located in Vienna. Odessa is ideal for walking. Begin at the Potemkin Steps, where you can enjoy a spectacular view of the bay. Odessa se prête idéalement à une balade pédestre. Point de départ : l’escalier Potemkine, d’où la vue sur la baie est spectaculaire. On empruntera ensuite le boulevard Primoski, bordé de monuments évoquant la guerre de Crimée, pour arriver, à l’ouest, au palais du Gouverneur et, à côté, à l’étonnante passerelle « Teschin Most », qui enjambe un vallon. À ne pas rater non plus, le Privoz, l’un des plus grands marchés alimentaires du monde. Enfin, sachez que sous le sol d’Odessa courent plus de 400 km de catacombes, utilisées au fil des siècles par les contrebandiers et les résistants. Fondée comme un site minier dans l’est de l’Ukraine par un homme d’affaires gallois, John Hughes, Donetsk est devenue un vaste centre industriel, célèbre non seulement pour ses usines sidérurgiques et ses charbonnages, mais aussi pour son opéra et, enfin et surtout, son équipe de football. Le panorama urbain est dominé par les récents gratte-ciel ainsi que par les terrils recouverts de végétation, témoins du passé et du présent industriels de la ville. Du sommet de l’un des plus hauts de ces terrils proche du centre-ville, on bénéficie d’une vue imprenable sur Donetsk.

Boulevard, where you will see monuments related to the Crimean War. Westward you will arrive at the Governor’s Palace and beside it you will discover the Tyoschin Most, a stunning footbridge across the gorge. Be sure to check out the Privoz, one of the largest farmers’ markets in the world. Beneath Odessa lie over 400km of catacombs, which through the centuries have been used by smugglers and resistance fighters. Founded by a Welsh businessman, John Hughes, as a mining settlement in Eastern Ukraine, Donetsk has grown into a large industrial centre famous not only for its steel plants and coal mines, but also for its opera theatre and, last but not least, football. The cityscape is dominated by the recently-built high-rises and vegetation-covered spoil tips, the testaments to the city’s industrial past and present. One of the tallest spoil tips close to the downtown area offers excellent panoramas of Donetsk. These are just a few of the sights in Ukraine. Wherever you find yourself in this vast country, there are attractions to keep your mind and your feet busy.

Avec 13 % de son territoire dévolu aux activités récréatives, l’Ukraine figure parmi les meilleurs élèves européens en la matière. C’est dans les Carpates et à Polissia que l’on trouve la plus grande concentration de structures consacrées au bien-être et aux loisirs. Pratiquement tous les types d’eaux thermales y abondent. De même, la grande variété de boues médicinales comblera les curistes dans les établissements de pélothérapie des régions de Vinnitsa, de Lviv, d’Ivano-Frankivsk, de la péninsule de Kerchu et du littoral de la mer d’Azov ou de la mer Noire. De ce littoral, très populaire en Ukraine, ce sont surtout les côtes méridionales de la Crimée, longues de 341 km, qui attirent les foules. Protégées de la bise continentale par les monts Crimée, elles bénéficient de la douce humidité des vents méditerranéens. Douceur du climat, beauté des montagnes, chaleur de la mer et luxuriance de la végétation ont fait de cette région un lieu de bien-être depuis des temps très anciens. Les côtes de la mer d’Azov se prêtant à une utilisation récréative sont longues d’environ 600 km. Les marinas, qui conjuguent plages et autres types de structures de bien-être, tels que les centres de thermalisme et de pélothérapie, y sont très prisées.

Culture et traditions : une dimension magique

Ukraine is well known for skiing, both for beginners and experts. Skiing in Ukraine is relatively inexpensive and there are many runs to choose from.

Nature and Resorts Ukraine’s recreational territories make up 13% of its land, putting the country in one of the top places in Europe in this respect. The Carpathians and Polissiya regions of Ukraine are distinguished by the greatest concentration of recreational resources. Mineral waters of practically all balneological types are widespread here. Deposits of various types of medical muds may be found at resorts in the regions of the Azov-Black Sea coast, Vinnitsa, Lviv and Ivano-Frankivsk regions, and the Kerch peninsula. The Black Sea-Azov coasts are also a popular recreational attraction in Ukraine. The magnet for tourists is the 341 km-long Southern Coast of Crimea. It is well protected from winds by the Crimean Mountains on the continental side and enjoys the softening influence of the moisture brought by Mediterranean winds. Thanks to a healing climate, picturesque mountains, warm sea, and exotic vegetation, this area has been considered a health resort since olden times. The total length of the Azov coast suitable for recreational use is about 600 km. Marinsuche coasts, where beaches are combined with other types of recreational resources, such as sources of mineral thermal waters and medical muds, are valuable here.

Le parc Rus’ de Kiev, Centre de culture et d’histoire de l’ancienne Rus’, est une reconstruction unique à taille réelle d’une ville médiévale, où sont organisés des festivals culturels et historiques. Several dozen calls – often fruitless – followed. This method is, thankfully, now obsolete. Nowadays, internet is the preferred tool for finding our ‘home sweet home’ and it is primarily the online photos of property ad sites that help us to spot the interesting places.

3D plans and videos Today, the potential buyer can take their time to imagine themselves in the property before even visiting it ‘in person’. Thanks to good estate agency photos , in just a few clicks of the mouse they can be seduced and envision their future lives in their new home. But, there is better still… The property video! Available for a while now in the up-market residential sector and for new-build projects, the video has proved to be an effective ‘visiting’ tool to show off the property at its best. Text and music are used to support the images. This technique allows the interested party to instantly compare the details of the property and their needs… and so save an enormous amount of time!

Cinematographic techniques Some properties get the full cinematographic treatment. The video presents, in this case, not only the plot, but also the attractions of the local area, or the city. “It may even include the appearance of certain key people to present the property or pavement interviews with local residents or shopkeepers to give a complete ‘lifestyle’ view,” explains Marie-Annick Frenoy from Visitonline.fr, the No. 1 in France for property videos. The whole thing can be further embellished with aerial views providing an overview of the

Plusieurs techniques cinématographiques sont régulièrement utilisées pour séduire et convaincre les acheteurs potentiels. Citons celle de la réalité augmentée qui combine des images virtuelles dans un cadre réel et le time lapse, une technique d’animation vidéo qui utilise une série de photographies prises à des moments différents pour montrer l’évolution du bien. Idéal pour découvrir la construction d’une maison ou encore l’ambiance du quartier de jour comme de nuit.

For instance, augmented reality which combines virtual images in a real-world environment, and time lapse, a video animation technique that uses a series of photographs taken at different times to show the evolution of the property. Ideal to discover the construction of a house or even the atmosphere of a neighbourhood, by day and by night.

Geolocation and Google Glasses Fifteen years ago, a new era opened up for property ads with the appearance of the internet. Today it’s the turn of mobile technology to take over. All property experts agree, geolocation has a bright future ahead! Imagine. Equipped with the famous Google Glasses, you can stroll through a neighbourhood and your glasses will let you know, as you walk along, the properties that are available and all their details. Science fiction? Not really. Already today, taking a walk through your favourite neighbourhood, the homes that are up for rent or for sale appear on the screen of your smart phone or iPad. Just a few clicks allow you to see photos of the interior of the buildings. “In Anglo-Saxon countries, this process is already an ingrained habit. This type of App has met with great success,” explains Guilhem Rouanet of Immoweb, the largest Belgian site for property ads. In Belgium, client expectations are more classic and a little less technologically advanced. Which doesn’t stop the Geolocation App from existing and being much appreciated by smartphone users, even if it is less advanced that the Anglo-Saxon Apps in the same vein.

Live camera New applications are still endlessly surprising. Technology answers the call and comes to rescue of estate agents whose clients are becoming more and more demanding. Some applications make it possible to conduct property visits ‘live’. This service has already been put through its paces in the US and proposes to estate agents to transform their smartphone into a live camera. The seller has all his time to conduct a visit of the property for sale or for rent in real time. The interested party, on the other hand, has the benefit of a virtual visit at any time of the day. The advantage of all these apps? Efficiency. Because today, it is out of the question to waste time in useless searches. Time is, definitely, money!

Géolocalisation et Google Glasses Il y a 15 ans, avec Internet s’ouvrait une ère nouvelle pour les annonces immobilières et aujourd’hui c’est au mobile de prendre le relais. Tous les professionnels de l’immobilier l’assurent: la recherche géolocalisée a un bel avenir devant elle ! Imaginez. Paré des fameuses Google Glasses, vous vous baladez dans un quartier et vos lunettes vous indiquent au gré de votre promenade les biens immobiliers disponibles et leurs caractéristiques. De la science-fiction ? Pas vraiment. Aujourd’hui déjà, en parcourant les rues de votre quartier favori, les logements mis en vente ou à la location apparaissent sur l’écran de votre smartphone ou tablette. Quelques clics vous permettent de visualiser les photos de l’intérieur du logement. « Dans les pays anglo-saxons, cette méthode est déjà ancrée dans les habitudes. Ce type d’application rencontre un grand succès », explique Guilhem Rouanet d’Immoweb, le plus grand site belge d’annonces immobilières. En Belgique, les demandes des consommateurs sont plus classiques et un peu moins branchées ‘technologies’. Ce qui n’empêche pas l’application de géolocalisation d’exister et d’être fortement appréciée des utilisateurs de smartphones, même si elle est moins poussée que les apps anglosaxonnes du même genre.

Caméra live Les applications nouvelles n’en finissent pas de nous surprendre. La technologie répond présente lorsqu’il s’agit de venir à la rescousse des agents immobiliers dont les clients se montrent de plus en plus exigeants. Quelques applications permettent d’assurer des visites immobilières en live. Ce service a déjà fait ses preuves aux Etats-Unis et propose aux professionnels de l’immobilier de transformer leur smartphone en caméra live. Le vendeur a ainsi tout le loisir de faire visiter le bien à vendre ou louer en temps réel. L’intéressé profite, quant à lui, d’une visite virtuelle à distance et à tout moment de la journée. L’atout de toutes ces apps ? L’efficacité. Car, aujourd’hui, il n’est plus question de perdre son temps dans des recherches inutiles. Le temps, c’est décidément de l’argent !

Soon in low-cost Offering the latest high-tech services, in combination with refined interior design, is still too often synonymous with a rather hefty hotel bill. The English ‘Premier Inn’ hotel chain is busy setting up a network of ‘hub’ hotels where everything will be managed from a touchpad or Smartphone and where check-in will be done online. The chain is planning to propose tariffs approximately 30% lower than its competitors... because its cabins will be limited to a well-designed 11.4m2. We will need to wait until 2014 to try out the first Premier Inn hub, in London. The chain is planning around 40 more by 2018.

Behind its historic façade lies a super high-tech interior and a manageress barely out of adolescence (Olivia Byrne was 23 when she opened it). The Eccleston Hotel may well be nestled in a London neighbourhood reminiscent of a Jane Austen novel, it is nevertheless one of the most ‘technologically trendy’ on the scene. In addition to super fast wifi access, the iPad provided with the room manages all the controls, including those for the 117 cm TV (3D Blu Ray DVD player) and the TV-Mirror in the bathroom. This bathroom hides – or not – behind a glass screen which becomes opaque on command (thanks to a switch). A waking dream. Until now, 3D printing was the private reserve of researchers. Scientists reproduced the skull of Henri III in order to be able to handle its contours without damaging the original. Others copied Tutankhamon’s mummy to share it with distant archeologists. Surgeons reproduced tibias, furniture restorers built complicated chair legs, collectors of vintage cars printed car parts which were impossible to find: the original applications were aimed more at the useful than the playful.

Côté mode Ce sont les faiseurs de mode qui se ruent le plus sur la tendance. Dans le genre spectaculaire, la robe Dita’s Gown a mobilisé le savoir-faire de trois intervenants: le styliste des stars Michael Schmidt, le designer Francis Bitonti, l’imprimeur Shapeways. La robe, réalisée pour l’amour de l’art, est importable. Moins improbables,

Viva M’Boma In a white-tiled room that brings to mind a traditional butcher’s shop, Viva M’Boma (literally: ‘long live my grandmother’ in Bruxellois), the last tripe shop of the city, celebrates offal. Sweetbread, cheeks, feet, kidneys, liver, brain, udder and other tripe are prepared with talent by the Chef Olivier Vanklemput, who proposes a surprising and tasty cuisine with a decidedly Belgian flavour. On the menu: veal’s brain with tartare sauce (€ 8), sugared cow’s udder (€ 12), stew of cheek and oxtail with marrow (€ 19), braised veal sweetbreads with vegetables (€ 27)… We especially recommend that you try the ‘choesels’ (€ 20). This Brussels speciality is a slowly simmered concoction of oxtail, pancreas, sheep’s belly, kidneys, veal sweetbreads, bacon, veal’s foot, bull’s testicles and a sauce of Gueuze and Madeira. We also like the fact that traditional dishes are prepared as they should be, the old-fashioned way: vol-au-vent with a good 3kg chicken, carbonnades flamandes with beef cheeks....

On apprécie également que les plats « de tradition » soient préparés comme il se doit, à l’ancienne : le vol-au-vent avec une bonne poule de 3 kilos, les carbonnades flamandes avec les joues de bœuf…

Resto Henri Just a stone’s throw away from the Place St. Catherine, this ‘brasserie’ created by three school friends, adds a touch of modernity to the former ‘Chez Henri’ restaurant, a Brussels monument, famous for decades for its mussels and caviar. Today, soberly rechristened ‘Henri’, the resto has donned a contemporary style to serve Belgian and French cuisine with the odd exotic touch. PREPARATION TIME: 40 minutes

PRÉPARATION

serves 4

1. Plongez le gruau de sarrasin avec une gousse d’ail et la marjolaine dans de l’eau bouillante salée jusqu’à ce que le sarrasin soit bien gonflé. Egouttez l’eau de cuisson.

Ingredients

600 g porcini mushrooms (best fresh, but dried or frozen are fine too) 200 g buckwheat 100 g onions 50 g butter 100 ml cream 2 garlic cloves 1 tbsp chopped parsley 5 g marjoram 5 g thyme Salt, pepper

2. Découpez les cèpes en fines lamelles. Hachez l’oignon et la seconde gousse d’ail. Faites revenir les oignons dans le beurre et dès qu’ils sont dorés ajoutez l’ail, le thym et les champignons. 3. Poursuivez la cuisson jusqu’a ce que tout le liquide rendu par les champignons soit évaporé puis ajoutez la crème et le sarrasin et mélangez bien.

PREPARATION

4. Si vous le désirez, vous pouvez faire dorer cette préparation au four. Parsemez de persil haché avant de servir.

2. Slice the mushrooms thinly. Chop the onions and the other garlic clove. Fry the onions in the butter. When slightly browned, add the garlic clove, thyme and mushrooms.

Suggestion : ce plat peut être servi seul ou accompagné d’une laitue verte assaisonnée d’huile de graines de citrouille et de vinaigre de cidre.

3. Fry until the liquid released by the mushrooms has evaporated, then add the cream and the buckwheat. Stir well. 4. If desired, you can brown the mixture in the oven. Sprinkle with the chopped parsley and serve. Serving suggestion: this dish can be served alone or accompanied with, for example, a green salad in a dressing of pumpkin seed oil and cider vinegar.

1. Cook the buckwheat, one garlic clove and the marjoram in salted boiling water so that the buckwheat expands nicely. Drain when cooked.

Pastry ◆ Base: shortcrust pastry (you can buy in any store : French name ‘’pâte brisée’’) ◆L ayers: strudel pastry (you can buy in any store : French name ‘’pâte filo’’) Fillings ◆ Poppy seed filling: 300 g ground poppy seeds, 100 g granulated sugar, 1 sachet vanilla sugar: thoroughly mix together. ◆ Cheese filling: 1.2 kg curd cheese, 2 egg yolks, 100 g granulated sugar, 2 sachets vanilla sugar and a pinch of salt; mix until the blend is smooth and spreads nicely. ◆ Walnut filling: 300 g ground walnuts, 100 g granulated sugar and 1 sachet vanilla sugar. Thoroughly mix together. ◆ Apple filling: 1.5 kg grated apples, 120 g granulated sugar and 2 sachets vanilla sugar. Cinnamon. Mix the apples with sugar and cinnamon. ◆ Cream mixture: 8 dl sour cream, 3 eggs. Mix the yolks with the sour cream and slowly add the stiffly beaten egg whites. ◆ Fat mixture: 250 g melted butter

PREPARATION

PRÉPARATION 1 . Utilisez un moule rectangulaire (40x35cm) ou rond (Ø 35cm) profond de 7 à 9 cm.

1. Use a rectangular (40x35cm) or a round (Ø 35cm) baking mould of 7 to 9 cm height.

2. Graissez le moule et foncez-le avec la pâte brisée. Percez le fond à l’aide d’une fourchette.

3. Déposez une première couche de pâte filo; répartissez la moitié de la farce aux graines de pavot et nappez de crème et de matière grasse.

Next comes a second layer of strudel pastry with the curd cheese filling, a third layer with the walnut and a fourth layer with the apple filling. 5. Sprinkle each layer of filling with the melted butter and the cream mixture. Repeat the entire layering procedure in the same order once again. 6. Place a final layer of strudel pastry, and finish it off with a coating of melted butter or sour cream to which an egg yolk has been added. 7. Bake in a pre-heated oven at 180°C for about 90min.

Déposez une seconde couche de pâte filo et répartissez la moitié de la farce au fromage blanc puis une troisième couche de pâte filo et recouvrez avec la farce aux noix et enfin une quatrième couche de pâte filo et garnissez de la farce aux pommes. 5. Nappez chaque couche de crème et de matière grasse. Répétez toute la procédure dans le même ordre de manière à obtenir huit couches. 6. Pour terminer, déposez une dernière couche de pâte filo sur la dernière farce, versez le reste du nappage de crème dans lequel on aura ajouté un jaune d’oeuf. 7. Mettez au four (préchauffé) à 180°C pour approximativement 90 min.

Musculoskeletal disorders: All concerned!

Tendonitis of the elbow, shoulder or wrist, carpal tunnel syndrome, back pain: MSDs (musculoskeletal disorders) are of concern to all of us. Nathalie Pauwen physiotherapist at NATO explains. SDs’ include a dozen or so inflammatory, degenerative and periarticular conditions which lead to musculoskeletal pain and loss of movement that can affect our daily activities and our work. Certain MSDs are recognised in some countries as being professional diseases – depending on their type and the professional sector concerned – although the professional origins of an MSD are not always easy to dem onstrate, and with good reason…

In the West MSDs are particularly prevalent in Western countries: according to a Euro pean survey from 2010, it is estimated that 25% of workers suffer from back pain and 23% from muscle pain. Health policies are concerned by this and show an interest in better understanding, managing and treating MSDs. In the physiotherapist’s office, a large proportion of patients come seeking help for some form of tendonitis. Physiotherapists are therefore often well placed to help patients get out of the vicious circle of inflammation and pain. It is important to distinguish between tendonitis provoked by a clearly identified movement and ‘idiopathic’ tendonitis with no precise point of origin, which has come on progressively and has become incapacitating over time. In the first case, the treatment is clear; in the second case the problem is more complex.

Certains TMS sont reconnus dans quelques pays comme étant des maladies professionnelles – selon leur type et le secteur professionnel – alors que l’ori gine strictement professionnelle d’un TMS n’est pas toujours évidente à démontrer, et pour cause…

En Occident Les TMS ont une prévalence importante dans les pays occidentaux: selon une enquête européenne datant de 2010, on estime que 25 % des travailleurs souffrent de douleurs vertébrales et 23 % de douleurs musculaires. Les politiques de santé s’en inquiètent et montrent un intérêt à mieux comprendre, gérer et soigner les TMS. Dans une consultation de kinésithérapie, il y a une très grande proportion de patients qui viennent consulter

pour un problème de tendinite. Les kinésithérapeutes sont donc aux premières loges pour aider le patient à sortir du cercle vicieux de l’inflammation et de la douleur. On doit bien distinguer la tendinite provo quée par un geste traumatisant clairement identifié de la tendinite « idiopathique », sans origine précise, qui s’est installée progressivement et est devenue invali dante au fil du temps. Autant dans le premiers cas le traitement est clair; autant dans le second cas l’issue est plus compliquée.

Répétition Le geste répétitif est une cause connue de TMS mais d’autres facteurs de risques sont investigués. Les facteurs de risque de TMS liés au travail sont bien décrits dans diverses études, tels que les gestes répé titifs effectués dans certains métiers (dont les métiers administratifs) qui seraient responsables de 91% des tendinites au coude, les vibrations, les températures extrêmes…Les politiques de prévention des risques de TMS ont été mises en place à la lumière de ces facteurs de risques bien connus. Mais on commence également à s’intéresser à d’autres facteurs de risques, bien plus structurels et/ou socio-économiques : selon la 4e enquête de l’EWCS(*), les TMS seraient aussi liés au stress, à la surcharge de travail et au type de contrat de travail.

Position assise prolongée Repetition Repetitive movement is a recognised cause of MSDs, but other risk factors are also being investigated. The MSD risk factors associated with the workplace are well described in various studies: such as the repetitive movements carried out in certain jobs (including administrative jobs) said to be responsible for 91% of tendonitis of the elbow; vibrations; extreme temperatures… MSD preven tion policies have been put in place in light of these well-known risk factors. However, we have also begun to take an interest in other, more structural and/ or socio-economic risk factors: according to the 4th survey of the EWCS(*), MSDs may also be linked to stress, overwork and to the type of work contract.

Prolonged seated position Remaining immobile for too long may also be harmful, causing back pain particularly in the lumbar region - that poses a real health and social problem in our countries. Even if there are standards for the height of screens and desks, as well as ‘ergonomic’ seats, these preventative measures are not enough to avoid all risk of MSDs. In fact, we don’t all have a sufficiently muscular body to support a prolonged healthy seated position. Indeed, it requires an excellent postural muscle tone to maintain a seated position that does not endanger the articulations or the inter- vertebral discs. Seats currently on the market provide

Même s’il y a des standards pour les hauteurs des écrans et des plans de travail ainsi que des sièges « ergonomiques », ces mesures préventives ne suffisent pas à éviter tout risque de TMS. En effet, nous n’avons pas tous un corps assez musclé pour supporter une bonne posi tion assise prolongée. En effet, il faut une excellente tonicité des muscles posturaux pour avoir une position assise qui ne mette pas en péril les articulations ou les disques intervertébraux. Les sièges actuellement proposés offrent des supports qui soulagent le dos mais ne contribuent pas à le renforcer. D’autre part, avec la position assise de nos chaises habituelles, il faut une morphologie du bassin et des hanches qui permet de maintenir une lordose lombaire en station assise, nécessaire pour soulager les disques intervertébraux. Lorsqu’on a une mauvaise position assise pour ces raisons et qu’on y ajoute le stress professionnel, tous les éléments concourent à provoquer des douleurs vertébrales.

support that relieves the back but does not contribute to strengthening it. In addition, with the seating position of our usual chairs you need a morphology of the hips and pelvis that allows you to maintain a hollow back in a seated position, necessary to relieve the inter-vertebral discs. When you have a bad sitting position and you add professional stress to this, the outcome can result in back pain.

Les éviter

Working conditions alone are not entirely responsible for MSDs. We each have the ability to put preventative measures in place to avoid them. Seats shaped like a saddle allow a less pronounced flexion of the hips and the maintenance of a good lumbar curve whilst reinforcing postural muscles. Large gym balls also permit a sitting position that allows a slight movement in the hips and spine. Failing that, it is always possible to get yourself a gel cushion to put on a fixed seat and which will act in a similar way to the ball. The first golden rule is to move regularly when you work: get up every 20 minutes, get those parts of the body that have been immobile or under tension moving and stretch. Think about changing positions: change seat, move the screen a few centimetres, hold your hand differently, take away the mouse pad, work standing up if possible. The second golden rule is to have a regular physical activity. Light, daily physical activity is enough for the body to stay in good condition. We have the good fortune to live in an environment that allows us to combine work and physical activity… it would be a pity not to take advantage of it!

Les conditions de travail ne sont pas à elles seules entiè rement responsables des TMS. Nous avons chacun la capacité de mettre en place des mesures préventives pour les éviter. Les sièges en forme de selle permettent une flexion de hanche moins prononcée et le maintien d’une bonne cambrure lombaire tout en renforçant les muscles posturaux. Les gros ballons permettent égale ment une position assise autorisant un léger mouve ment du bassin et de la colonne. A défaut de tout cela, il est toujours possible de se procurer un coussin de gel, que l’on met sur une chaise stable et qui jouera un rôle similaire au ballon. La première règle d’or est de bouger régulièrement lorsqu’on travaille : se lever toutes les 20 minutes, mettre en mouvement les parties du corps qui ont été immobiles ou sous tension et s’étirer. Penser à alterner les positions: changer de siège, décaler l’écran de quelques cm, orienter sa main différemment, enlever le tapis de souris, travailler debout si possible. La seconde règle d’or est d’avoir une activité physique régulière. Il suffit d’une activité physique douce et quotidienne pour que le corps reste en bonne condition. Nous avons la chance de vivre dans un environnement qui permet de concilier travail et activité physique… il serait dommage de ne pas en profiter !

In good shape with TRX

The members of NATO Staff Centre have the good fortune to have access to TRX Training Sessions. For certain, this sport is still unknown. We met with Mr Fatih Isikan, TRX Trainer at NATO. NSCm: Pouvez-vous expliquer ce qu’est le TRX ? fatih: La compagnie TRX® Fitness panthère inca doit ses racines et son développement aux forces spéciales des Marines de l’US NAVY SEALS. Les hommes ayant besoin de rester en pleine forme et de entraîner même en mission, l’engin est apparu comme une nécessité au fondateur de la compagnie, Randy Hetrick, et à ses coéquipiers SEAL. Les Marines pouvaient ainsi s’exercer n’importe où : dans un entrepôt, sur un quai d’embarquement, en pleine zone urbaine, sur les navires ou à l’intérieur des sous-marins. C’est donc comme cela qu’Hetrick eut l’idée de développer un prototype de TRX®, un outil simple et efficace, qui permet de travailler tous les muscles grâce a un système d’entraînement par suspension. Le TRX® original était composé d’un simple mousqueton et de quelques sangles de parachute cousues à la main grâce aux outils de réparation des bateaux. Actuellement, ceux qui pratiquent le TRX sont les personal trainers, les militaires, gendarmes, policiers, agents de sécurité et les athlètes de haut niveau.

fatih: The TRX ® Fitness company owes its roots and its development to the Marines Special Forces of the US Navy Seals. As the men needed to stay on top form and train, even when on mission, the device seemed a necessity to the founder of the company, Randy Hetrick, and his Seal team mates. The Marines could then exercise anywhere: in a warehouse, on a quayside, in an urban environment, on ships or Inside submarines.

NSCm: What is the atmosphere like in the training sessions? fatih: I really enjoy the training sessions but I can’t say the same for the students (laughs). NSCm: What does a training session look like? fatih: The training lasts one hour. We start with a warm up (around 10 mins) followed by an explanation of the exercises, if necessary some adjustments and then we go on to the exercises themselves and finish off

And what if we offered ourselves the luxury of turning everything off… from time to time? Infolisme, nomophobie, burn-out technologique, syndrome de la vibration fantôme… De nouveaux «malaises technologiques» se propagent plus vite qu’un buzz dans les rangs des digital addicts. licks are like chips, « just one more and I’ll stop ». But we finish the packet - and risk exceeding our quota. An American, Fred Lidgren, broke the record for the most text messages : 566,067 in one month. According to scientific studies, 43 % of children and 33% of adults cannot control their use of technology ; 63% of 11-18 year olds, the ‘screenagers’, are addicted to internet ; 70% of staff read their e-mails on holiday. New pathologies are emerging. The infoholic is hooked on online news, the nomophobe is afraid of not having their mobile phone (no mobile phone phobia), the phantom ringing syndrome occurs when the user is deprived of their phone. With regard to harmful side effects, the warnings are frequent. Looking at a screen for too long (computer, TV) can prevent you sleeping. The debate is on-going concerning the harmful effects of magnetic waves from mobile phones and wi-fi. Some companies are offering to block them in our homes : ElectroShield paint in the Capazen Bio range from Caparol. Against counters electromagnetic waves ; anti wi-fi and electromagnetic waves wall paper ABS40 (21.35euros/m2). One design student has even installed a disconnection cabin – WiFi Cold Cabin – in Harvard library. Looking at the works of Nikolay Lammm it would seem that this is a rapidly expanding market : this former NASA artist had illustrated photographically the radiation of wi-fi waves in Washington. An impressive, if frightening, picture.

Despite its US$9000 per week price tag, this destination is very much in vogue.

Disconnect for real Therapists ask adolescents who are addicted to a video game to not turn on ímmediately’. Contemplating their reflection in a blank screen for a minute encourages them to become aware of their own presence and their environment ; to reconnect with the real world, the here and now. This exercise ties in with the great well-being trend of the moment - mindfulness. A real antidote to stress, this form of meditation is proposed in many therapies, easy to find online. A good way to train is to simply turn everything off for

Just being content to be. The result is a feeling of peace and confidence in the future. This state of fulfilment can also be learned in Buddhist retreats. Abbey retreats (Orval, Maredsous, Chimay, Westleveren, Rochefort,…) are also becoming more and more popular as a way of refocusing on the essential.

Taste the new luxury In a world dedicated to hyper-connectivity, not being in constant communication seems to be synonymous with ’out of date’ or even ‘oldfashioned’. But this trend is being turned around. The new snobs are on their way. They disconnect as soon as possible. When travelling, they prefer to soak in their holidays ‘sur place’ rather than have their eyes glued to the screen of their camera. Saving in their memory and not on a memory card, the atmosphere, smells and sounds just for them, like a precious gift. Nothing to prove and nothing to show, absolutely no need to impress.

Les thérapeutes demandent aux adolescents dépendants à un jeu vidéo de ne pas l’allumer « tout de suite ». Contempler leur reflet dans l’écran noir pendant une minute en prenant conscience de leur propre présence, de leur environnement : reprendre contact avec le monde réel, avec l’ici et maintenant. Cet exercice s’apparente à la grande tendance bien-être du moment : le mindfulnness (pleine conscience). Vraie coupure d’avec le stress, cette forme de méditation est proposée dans de nombreuses thérapies, faciles à trouver sur Internet. Pour s’y entraîner, il suffit parfois de tout éteindre, télé, musique, ordinateur, GSM, et de s’accorder quelques minutes de lâcher prise, sans « to do list », sans devoir de performance, sans ressasser le passé ni craindre l’avenir. Se contenter d’être. On en émerge en paix et confiant pour l’avenir. Cet état de plénitude peut également s’apprendre lors de retraites bouddhistes. Les retraites en abbaye (Orval, Maredsous, Chimay, Westleveren, Rochefort...) sont également de plus en plus populaires pour « se recentrer sur l’essentiel ».

Goûter au nouveau luxe Dans un monde dédié à l’hyper-connectivité, ne pas être constamment « branché » semble être synonyme de « dépassé » voire de « ringard ». Mais la tendance s’inverse. Les nouveaux snobs arrivent. Ils déconnectent dès qu’ils peuvent. En voyage, ceux-là préfèrent s’imprégner de leurs vacances « sur place » plutôt que de braquer leurs yeux sur l’écran de leur appareil photo. The balance is disrupted when there are not enough antioxidants in your food and/or an excess of free radicals. We then talk about oxidative stress. A part of this phenomenon is, of course, natural, irreversible, inevitable: we age, the skin slackens, wrinkles appear… But intensified, this imbalance can cause premature aging with all the effects on the skin that we know. To rebalance the equation, logic suggests, therefore, that we fight oxidative stress and increase – if necessary – our intake of antioxidants.

Getting the dose right Studies on the subject abound. And contradictory opinions too. Some even believe that antioxidants could even be… dangerous! On closer inspection, the real problem is not so much with the antioxidants but with the composition of certain supplements sold on the market. The association ‘fruit-antioxidants-youth-beauty’ is now firmly anchored in our convictions: the ‘good’ antioxidants’ protect us from the ‘bad’ free radicals… As a reminder, free radicals are elements naturally produced by our organism during cellular respiration or in order to fight sick cells and other micro-organisms. Other factors, such as tobacco, alcohol, stress, excessive exposure to the sun or pollution, also encourage their production. Normally, our body gets rid of them thanks to our antioxidant defences.

Pour rééquilibrer l’équation, la logique voudrait donc que l’on combatte le stress oxydatif et que l’on augmente – si nécessaire – son apport en antioxydants.

Le bon dosage Les études sur le sujet abondent. Et les avis contradictoires également. Certains affirment même que les antioxydants seraient même… dangereux ! A y regarder de plus près, le vrai problème ne serait pas à chercher du côté des antioxydants, mais bien de la composition des compléments vendus sur le marché. On trouve de tout, à des doses très variables. Un vrai casse-tête pour le consommateur. Pourtant, « il est essentiel de ne pas créer de déséquilibre qui vont perturber l’organisme » et « une prise exclusive et parcellaire conduit souvent à l’inverse de ce que l’on cherche », prévient la Société Française d’Antioxydants. « L’exemple le plus frappant est le rapport vitamine C sur vitamine E. Celui-ci doit être supérieur à 1,3. Or souvent les gens vont prendre des comprimés de vitamine E seule, qui vont favoriser l’apparition de substances nocives pro-oxydantes, de même pour le rapport Oméga 6/Oméga 3. Il faut respecter les équilibres. »

Antioxidants are not magical foods. They are substances which are naturally present in a balanced diet So, what do we do? Everyone seems to agree that to fight oxidative stress you should limit, as far as possible, the external factors: ban cigarettes, limit alcohol, don’t overdo the sun… These are all good steps for maintaining, as long as possible, a young and radiant complexion. It is also recommended to reinforce your antioxidant defences by living healthily, eating a varied diet, including fruit and vegetables of different colours every day… And by taking supplements? “Antioxidants are not magical foods,” specifies the French Antioxidant Society. “They are substances which are naturally present in a balanced diet. When you are not getting them through your diet, you can take supplements which will allow you to re-establish a level usually provided through nutrition.” But not without medical advice. Anne Lecroart, spokesperson of the Belgian Association of Pharmacists, concludes: “Antioxidants are a bit like red wine: one glass per day is good for your health but if you drink too much it’s harmful. In Belgium, the antioxidants sold in pharmacies are well dosed. But always ask for advice from your pharmacist or doctor, in particular with regard to their usefulness and the appropriate dose.”

Et nous, on fait quoi ? Pour combattre le stress oxydatif, tout le monde s’entend pour conseiller de limiter tant que possible les facteurs extérieurs: bannir la cigarette, limiter l’alcool, ne pas abuser du soleil… sont des vrais bons réflexes pour maintenir tant que possible une peau jeune et éclatante. On conseille aussi de renforcer la défense antioxydante en vivant sainement, en variant son alimentation, en savourant tous les jours des fruits et des légumes de toutes les couleurs... Et en prenant des compléments ? « Les antioxydants ne sont pas des aliments magiques », conclut la Société Française d’Antioxydants. « Ce sont des substances naturellement présentes dans une alimentation équilibrée. Lorsque l’alimentation ne les apporte pas, on peut consommer des compléments permettant de restituer un niveau normalement apporté par l’alimentation. » Mais pas sans avis médical. Anne Lecroart, porte-parole de l’Association des Pharmaciens de Belgique, conclut : « Les antioxydants sont un peu comme le vin rouge : un verre par jouer est bénéfique pour la santé, mais si on boit trop, c’est nocif. En Belgique, les antioxydants vendus en pharmacies sont bien dosés. Mais demandez systématiquement conseil à votre pharmacien ou à votre médecin, notamment par rapport aux questions de l’utilité et des dosages. »
