In coordination with Tri-State Generation and Transmission, the CARE Committee is happy to provide you with a 2022 Voter Guide. The intent of the 2022 Voter Guide is not to direct you how to vote, but rather help educate you on the candidates who are up for election November 8, 2022. The CARE Committee has been busy the last few months interviewing candidates for elected office and making endorsements for candidates that will advocate for and strengthen the voice of Colorado’s electric cooperatives.
The CARE Committee uses various criteria to evaluate candidates, including voting records, interviews, campaign literature, and public comments. It is much easier to evaluate an incumbent, as they have a voting record to review. New candidates for public office are difficult to evaluate, as positions change or evolve throughout the campaign and even after the election. The CREA Legislative team works with the CARE committee to meet with candidateseducating them about issues facing electric cooperatives.
Not all candidates endorsed by the CARE Committee represent areas served by an electric cooperative. However, all members of the General Assembly ultimately vote on legislation. It is essential to be active in competitive races to support a candidate that will support cooperative issues.

Troy Whitmore Chair, CARE CommitteeMichael Bennet currently serves as a United States Senator for Colorado. He was appointed to fill a vacancy in the U.S. Senate for Colorado in 2009. Before serving in the Senate, he was superintendent of the Denver Public Schools. He also spent part of his career in the private sector as he worked to restructure failing businesses; he helped create a large movie theater chain known as Regal Entertainment Group. He resides in Denver with his wife and three daughters.

Joe O’Dea is the CEO of a Colorado construction company. He became a union carpenter at a young age and went to Colorado State University to study construction management. He dropped out of college to run a construction company that he started, which has now built large-scale projects across the state. He was adopted at birth and was raised by his adoptive father, a Denver police officer, and his adoptive mother.

Diana DeGette currently represents Colorado’s 1st Congressional district. She was first elected in 1996 and is now in her 13th term. Prior to representing Colorado in the U.S. House of Representatives, she served two terms in the Colorado House of Representatives serving as Assistant Minority Leader. She is a fourth generation Coloradan and holds both a bachelor’s degree from Colorado College and a Juris Doctor degree from New York University School of Law. Joe Neguse currently represents Colorado’s 2nd Congressional District. He was first elected in 2018. He is the first African American elected to serve in Congress in Colorado state history. In 2021 he was recognized by the Center for Effective Lawmaking as the most effective Colorado lawmaker and one of the top 10 most effective Democratic members of the U.S. Congress. Prior to being elected to Congress, he served as a civic leader, attorney and public official. He has a wife and a daughter.

Marshall Dawnson was raised on a farm in a community outside of Midway, Kentucky. He attend the University of Kentucky where he earned a degree in Electrical Engineering. He has previously worked for IBM in North Carolina, other big and small companies as an open source engineer and has coached high school volleyball teams. Today he runs a development organization for Advanced Micro Devices. He has also served as one of the Vice Chairmen of the Boulder County Republicans and as President of Liberty Toastmasters North, where he is now serving as Vice President of Education.

Adam Frisch has a background in business and has worked on the Western Slope for two decades. He chaired Pitkin County’s financial review committee and was then elected to Aspen City Council. His wife is the current president of the Aspen School Board, and they have a son and a daughter.

Lauren Boebert currently represents Colorado’s 3rd Congressional District. She was first elected in 2020. She is the first and youngest woman ever to represent Colorado’s 3rd District. She has previously worked as a natural gas product technician, GIS technician and pipeline integrity coordinator. She is married to a natural gas drilling foreman and is the mother of four boys.

Ike McCorkle is a retired Force Recon Marine who served eighteen years in the USMC Infantry and Spec Ops communities. He comes from a family line of service in the U.S. Army and was raised by his mother. He deployed with the Marines six times and completed four combat tours. Throughout his service he attained the rank of Gunnery Sergeant, graduated from the University of Colorado Boulder, and eventually he medically retired as a Captain in 2014. He received the Purple Heart and the Navy and Marine Achievement medal with combat Valor decoration. He is now an avid hiker and is a single father to four children.

Ken Buck is from Windsor, Colorado and currently represents Colorado’s 4th Congressional District. He was first elected in 2014 and is now in his fourth term. Before serving on the House of Representatives, he went to law school, worked for Congressman Dick Cheney, became a prosecutor with the U.S. Department of Justice, joined the Colorado U.S. Attorney’s Office where he was the Chief of the Criminal Division and then joined a construction company as a business executive. David Torres moved to Colorado Springs from Puerto Rico at the age of four. After high school he joined the U.S. Air Force Reserves where he worked at Peterson Air Force Base. He returned to college when he was 39 to finish his degree and attempt to gain entrance into law school, which is when he realized public service through Congress is where he wanted to serve. He previously worked in healthcare administration and has coached football. He has a wife and two children.

Doug Lamborn currently represents Colorado’s 5th Congressional District. He was elected in 2006 and is now in his 8th term. He was born in Kansas and is the son of a World War II combat veteran and a corrections officer. He graduated from the University of Kansas with degrees in journalism and law. He then moved with his wife and five children to Colorado Springs to practice business and real estate law. He then served in the Colorado General Assembly in both the State House and State Senate before being elected to the U.S. House of Representatives.

Jason Crow currently represents Colorado’s 6th Congressional District. He was elected in 2018. He is a former U.S. Army Ranger who joined the active-duty Army after graduating college. He served in the Army’s storied 82nd Airborne Division where he served in Iraq, and shortly after returning he joined the Army’s elite 75th Ranger Regiment, serving two additional tours in Afghanistan. He is a Bronze Star recipient for his combat actions in Iraq and he also earned the rank of Captain. After returning from service, he earned a law degree from the University of Denver and worked to help veterans across Colorado.

Steve Monahan was originally born in Guam to a military family and was raised in Texas. He moved to Colorado in the early 2000s and attended the University of Colorado Denver. He joined the U.S. Navy in 2001 and was a member of the Navy’s Sixth Fleet Band. When he left the service, he earned a finance degree from the University of Tennessee. During the recession of 2008, he returned to the Navy for a 10-year commitment, where he became a naval aviator. He has a wife and three children.

Erik Aadland was born into an Army family. He graduated from the U.S. Military Academy at West Point in 2002. He was commissioned as an Army officer and served combat tours in Iraq and Afghanistan. He is the recipient of two Bronze Stars and earned the rank of Captain. He left the Army to pursue a career in oil and natural gas, where he became a project manager. He left the oil and gas company and earned his master’s degree from Pacifica Graduate Institute in Depth Psychology. He has a wife and three children.

Yadira Caraveo was born and raised in Colorado. She graduated from Regis University and went on to attend medical school at the University of Colorado. While in medical training, she became a union representative with Service Employees International Union and was named a Champion of Change for her work with the Union of Concerned Scientists. She became a pediatrician in Adams County and then became a state legislator. She currently works as a pediatrician and resides in Adams County.

Barbara Kirkmeyer is a fourth generation Coloradan, and she has lived in southern Weld County for more than 35 years. She graduated from the University of Colorado with a degree in Physical Education. She has been a small business owner and she previously co-owned and operated a dairy farm. She served as the acting executive director of the Department of Local Affairs under Governor Bill Owens and has served as a county commissioner for Weld County for 19 years. She currently represents Colorado’s 23rd District in the Colorado State Senate, where she assumed office in 2021. She has two daughters.

Jared Polis is the incumbent in this seat. He is an entrepreneur and a businessman who has launched three successful companies, a startup to mentor entrepreneurs, and an organization to help veterans start their own small businesses. Jena Griswold is the incumbent Secretary of State. She is an attorney who practiced anti-corruption law and business law and ran a small business. She also served as the Director of the Colorado Governor’s DC Office. Pam Anderson is an experienced leader and elections official. First elected in 2003, she served as the non-partisan City Clerk for the City of Wheat Ridge. She then went on to serve eight years as the Republican Clerk and Recorder for Jefferson County. She served as a legislative co-chair and as the President of the Colorado County Clerks Association. She is an expert in elections policy and administration and advises states and local jurisdictions on how to improve their elections. Dave Young is the incumbent Colorado State Treasurer. He started his career as an educator, teaching math, science and technology at Heath Junior High in Greeley. Lang Sias is a former U.S. Navy and Air National Guard fighter pilot, attorney and Colorado State Representative from 2015–2019. Later in the Air National Guard, he flew F16s and commanded a unit of groundbased forward air controllers in Kirkuk and Hawija, Iraq during the Second Gulf War. He retired as a Lieutenant Colonel in the Air National Guard. He worked as an attorney representing emerging technology companies. Phil Weiser is the incumbent attorney general, elected in 2018. He has worked as an attorney protecting consumers, as a senior official at the Department of Justice, a law school teacher, Dean of the University of Colorado law school, founder of Silicon Flatirons Center for Law, Technology & Entrepreneurship and co-chair of the Colorado Innovation Council. John Kellner is a graduate of the University of Florida. He attended law school in Boulder, Colorado, and he is a Second Lieutenant in the U.S. Marine Corps. He deployed to Afghanistan where he helped local government leaders resolve conflicts in the absence of a formal justice system, helped to build schools for girls who were previously denied access to education, worked to train the local police force and participated in operational planning for military operations and local elections. After resigning from active duty, he worked as a prosecutor in the Boulder County District Attorney’s Office before joining the 18th Judicial District in 2013 to start a Cold Case Unit. In 2016 he was named “Prosecutor of the Year” by the Colorado District Attorney’s Council. He continues to serve in the Marine Corps Reserve as a Lieutenant Colonel. He currently serves as the elected District Attorney for Colorado’s 18th Judicial District.

Poll hours: 7:00 a.m. to 7:00 p.m.
In-person voting information: All voters who vote in-person must provide identification. While there are many forms of acceptable identification, most voters find it convenient to bring their Colorado driver’s license or Colorado ID. A Colorado ID is available at no cost to those who are eligible. For more information on obtaining a Colorado ID, please contact the Colorado Department of Revenue.
Polling locations: If you want to vote at a polling location, you can find your polling location by visiting www.GoVoteColorado.gov
Mail-in ballots: Mail ballots must be received by the County Clerk and Recorder no later than 7:00 p.m. on Election Day. Voters are encouraged to drop off ballots at designated drop-off sites, drop-boxes, or mail their ballots in time to be received by the County Clerk before the polls close. Postmarks do not count; ballots must be in the hands of the County Clerk by 7:00 p.m. on Election Day in order to be counted.
