Spring is often the busiest time of year for members as trailer sales increase along with the temperature. Spring is also the time member companies begin selecting booth space for next year’s show, advertising picks up, and NATM Decal sales see an uptick. But, the COVID-19 pandemic and the global safety measures to reduce its spread have drastically altered manufacturing, sales, and investments in NATM. During this time of economic uncertainty, NATM and its membership benefits and programming may not be at the top of your companies list of priorities. But I can assure you that you are NATM’s top priority. The Association has rapidly adjusted during this time of upheaval to ensure that members have accurate information and that there are no lapses in benefits. With many businesses forced to shutter and non-essential employees at home, NATM quickly shifted all communications online and created resources to educate members about safe practices and available assistance.

Tracks Magazine Online One such example of rapid change includes the delivery of the May/June 2020 edition of Tracks magazine. This issue is the very first issue to be distributed online only. Subscribers to Tracks magazine list their work addresses to receive the magazine. Unfortunately, with many subscribers now working from home and shipping times increasing for all, the timeliness for readers accessing the magazine was in jeopardy. NATM COVID-19 Resource Center

Letter to Vice President Pence

NATM has been closely monitoring government reaction to COVID-19 and compiling resources and information for members as they navigate this unprecedented situation. To ensure members could access the most up-to-date information, it published its online COVID-19 Resource Center without login restrictions. The document is accessible at www.NATM.com and is edited regularly and updated in real-time. The NATM COVID-19 Resource Center contains information about goals for reopening the country, defining essential business, and available aid for Americans, small businesses, and companies in industries that have been hit hard by the pandemic. To access the resource, visit the homepage of www.NATM.com and click “COVID-19 Resource Center”.

To raise awareness of the impact that business closures and restrictions have had on NATM Member businesses in addition to the pre-existing tariffs, NATM sent a letter to Vice President Pence on March 24. The letter outlines the experience of NATM members during this outbreak, including the efforts they are undertaking to protect their workforce. It further discusses the uncertainty facing the industry and the need for relief. NATM urged the Administration to suspend tariffs on imported steel and aluminum for the duration of the President’s National Emergency Declaration as it would assist in reducing expenditures during this difficult time.

COVID-19 Relief Packages Webinar On March 31, NATM hosted a webinar for members with its Government Affairs Representatives K&L Gates. Webinar attendance was the highest in NATM history! The highly successful and well received webinar discussed the COVID-19 relief packages available and dedicated a significant portion of time to Q & A. The webinar featured the Small Business Administration’s Paycheck Protection Program (PPP) and other relief programs, as well as provided guidance on accessing these programs and implementing regulatory changes related to paid leave. While the initial funding limit of the PPP was reached on April 17, NATM quickly crafted a response to Congressional leaders about the importance of replenishing the funding, and funding was restored not long after. For more information about the PPP, turn to page 14. “Thank you,” said Jason McFadden, Vice President of Operations of Barco Pump. “We have been all over the [Small Business Administration Paycheck Protection Program]… but this write up is very well done. It is organized and very informative. It is good to see NATM sharing this critical piece of legislation.” COVID-19 Impact Survey To better champion the needs of NATM Members to legislators, agencies, and elected officials, as well as provide vital data points to members’ businesses as they make difficult decisions in planning for the future, NATM is now conducting a monthly survey for all member and dealer affiliate companies. The COVID-19 Impact Survey is distributed by email, and gathers data about repercussions to the workforce, supply chain, and revenue expectations.

President's Report All members are highly encouraged to participate in the COVID-19 Impact Survey. Providing data in our advocacy efforts is crucial, and NATM cannot do that without your assistance. Further, as your businesses attempt to adjust course, understanding the impact to the broader industry and future projections can help to make more informed decisions during an unprecedented situation. Virtual Compliance Consultations With non-essential travel barred for the time, NATM has adapted its compliance consultations to be conducted solely online and by phone. These last couple of months have been filled with challenges for the trailer manufacturing industry, the country, and the world. In my lifetime, I never could have imagined the trials created by COVID-19. In an unusual approach, I want to talk to each of you: our members, our peers, our friends. As I write this in mid-March (now you know the secrets of publishing a magazine, early deadlines), we are sitting on the precipice of the unknown. We are seeing the federal government and states grapple with how to respond – trying to protect our citizens and our economy. Many of us have been glued to the news, trying to make sense of the tumult. While I see a lot of fear and uncertainty, I also see a lot of good.

There was the story of the elderly couple who handed a grocery list and cash to a stranger in a grocery store parking lot. As two high-risk individuals, the seniors hoped to avoid exposure in a crowded public space. A kind woman - a stranger - volunteered to help, and returned with everything on the list and the change, placing the items in the elderly couple’s trunk. There have been businesses small and large, who transitioned staff to remote work, rearranged schedules to limit contact and workforce size, and who had handwashing stations and sanitizers installed across shop floors to help protect their staff. There are stories of parents who work hard to create normalcy for their children as schools canceled and daycares closed. These parents are often working odd hours and entertaining children all day long, somehow managing it all.

Headquarters Report Communities have come together, all the while staying physically separate. Small businesses have seen support growing online as a result of shuttered doors. Landlords have delayed – or even cut – rent payments. Internet companies have given away internet services so that students can continue to learn remotely. U-Haul – an NATM member – gave college students 30 days of storage for free when they were kicked off campuses abruptly. Disney even released Frozen II for streaming months ahead of time (if you have a toddler like me, this was a gift!). We saw Congress working together to find ways to support families and businesses and making tough choices more collaboratively than we have seen in recent years. We saw both sides of the political aisle coming together to share life-saving information and supporting one another in the process. We all can look to stories of the incredible kindnesses we witnessed during this trying time. We can look to the ways the world has come together, how employers prioritized employee health, and how together we continued to move forward. Hopefully, it also gave many of you a chance to spend more time with the ones you love. I hope by the time you all are reading

this, we have less fear, more facts, and a plan for moving forward. The path forward is sure to be difficult and slow, and there is likely much to be overcome. I am not minimizing the significant hardship that COVID-19 has created for all of us and will likely ripple through the coming months as we again rebuild. And you will. We will. Together. The trailer manufacturing industry

Paycheck Protection Program Information

Following the passage of the CARES Act, the U.S. Senate Committee on Small Business & Entrepreneurship released an informational sheet regarding the Paycheck Protection Program. This is an abridged version of that document, which includes questions most applicable to NATM members. As of this writing, the initial funding for PPP loans has been fully utilized. However, it is expected that additional funds will be added, and the program resumed by the time of publication. (Note: dates and other terms contained here may change by time of publication for the latest updates on developments visit NATM’s COVID-19 Resource Center website at www.NATM.com.) Where can I apply for the Paycheck Protection Program? You can apply for the Paycheck Protection Program (PPP) at any lending institution that is approved to participate in the program through the existing U.S. Small Business Administration (SBA) 7(a) lending program and additional lenders approved by the Department of Treasury. This could be the bank you already use or one nearby. There are thousands of banks that already participate in the SBA’s lending programs, including numerous community banks. You do not have to visit any government institution to apply for the program. You can call your bank or find SBA-approved lenders in your area through SBA’s online Lender Match tool. You can call your local Small Business Development Center or Women’s Business Center, and they will provide free assistance and guide you to lenders. Who is eligible for the loan? You are eligible for a loan if you are a small business that employs 500 employees or fewer, or if your business is in an industry that has an employee-based size standard through SBA that is higher than 500 employees. 14

The amount any small business is eligible to borrow is 250 percent of their average monthly payroll expenses, up to a total of $10 million. This amount is intended to cover eight weeks of payroll expenses and any additional amounts for making payments towards debt obligations. This eight week period may be applied to any time frame between Feb.15, 2020, and June 30, 2020. Seasonal business expenses will be measured using a 12-week period beginning Feb. 15, 2019, or March 1, 2019, whichever the seasonal employer chooses. How can I use the money such that the loan will be forgiven? The amount of principal that may be forgiven is equal to the sum of expenses for payroll, and existing interest payments on mortgages, rent payments, leases, and utility service agreements. Payroll costs include employee salaries (up to an annual rate of pay of $100,000), hourly wages and cash tips, paid sick or medical leave, and group health insurance premiums. If you would like to use the Paycheck Protection Program for other business-related expenses, like inventory, you can, but that portion of the loan will not be forgiven. When is the loan forgiven? The loan is forgiven at the end of the eight-week period after you take out the loan. Borrowers will work with lenders to verify covered expenses and the proper amount of forgiveness. What is the covered period of the loan? The covered period during which expenses can be forgiven extends from Feb. 15, 2020, to June 30, 2020. Borrowers can choose which eight weeks they want to count towards the covered period, which can start as early as Feb. 15, 2020. How much of my loan will be forgiven? The purpose of the Paycheck Protection Program is to help you retain your employees at their current base pay. If you keep all of your employees, the entirety of the loan will be forgiven. If you still lay off employees, the forgiveness will be reduced by www.NATM.com


Paycheck Protection Program Information the percent decrease in the number of employees. If your total payroll expenses on workers making less than $100,000 annually decrease by more than 25 percent, loan forgiveness will be reduced by the same amount. If you have already laid off some employees, you can still be forgiven for the full amount of your payroll cost if you rehire your employees by June 30, 2020. Am I responsible for interest on the forgiven loan amount? No, if the full principal of the PPP loan is forgiven, the borrower is not responsible for the interest accrued in the eight-week period to be covered. The remainder of the loan that is not forgiven will operate according to the loan terms agreed upon by you and the lender. What are the interest rate and terms for the loan amount that is not forgiven? The terms of the loan not forgiven may differ on a case-by-case basis. However, the maximum terms of the loan feature a 10-year term with interest capped at four percent and a 100 percent loan

guarantee by the SBA. You will not have to pay any fees on the loan, and collateral requirements and personal guarantees are waived. Loan payments will be deferred for at least six months and up to one year starting at the origination of the loan.

When is the application deadline for the Paycheck Protection Program? Applicants are eligible to apply for the PPP loan until June 30, 2020. The National Association of Trailer Manufacturers is conducting a monthly survey to all member companies to better understand the impact COVID-19 is having on companies within the light- and medium-duty trailer industry. As part of its advocacy efforts, NATM is gathering this information to better champion members’ needs to legislators, agencies and elected officials. The impact of COVID-19 is being felt across the globe. While many trailer manufacturers, suppliers, and service providers qualify as essential businesses and have remained open, the vast majority are still seeing the effects. It is crucial to quantify the impact this pandemic and resulting safety measures have had on your company.

What to do if You're Sick with COVID-19 Submitted by Trailer Makers Insurance According to the Centers for Disease Control and Prevention, coronavirus disease 2019 (COVID-19) is caused by a type of coronavirus that can spread from person to person and cause respiratory illness.

The majority of patients with COVID-19 experience mild to moderate respiratory illness with the following symptoms: •

Fever

Cough

Shortness of breath

Some patients, including the elderly and those with compromised immune systems or underlying health conditions, are considered to be at a higher risk of developing severe illness. Action Steps if You’re Sick If you suspect that you’re sick with COVID-19, follow the steps below to help prevent the disease from spreading to people in your home and community. •

Avoid public areas—Do not go to work, school or public areas outside of medical facilities.

Avoid public transportation—Avoid using public transportation, ride-sharing or taxis.

Self-isolate—If you have COVID-19, you should selfisolate for as long as your doctor recommends.

Follow treatment guidelines—The vast majority of cases of COVID-19 are mild and can be treated at home by getting enough fluids and rest, and taking any prescribed medication.

Stay home—Do not go outside your home, except for getting medical care. Make sure to call ahead prior to seeking care.

Monitor your symptoms—If your symptoms worsen or you experience any shortness of breath, call your doctor immediately. They may recommend that you seek further treatment.

Practice good hygiene—If you’re sick, you need to practice good hygiene, which includes: •

Covering your mouth or nose with a tissue when you cough or sneeze.

Disposing of used tissues in a trash can.

Washing your hands with soap and warm water for at least 20 seconds after you cough or sneeze, before meals and frequently throughout the day.

Action Steps if a Loved One Is Sick COVID-19 can spread through close human-to-human contact. As such, if a loved one in your home is sick with COVID-19, public health officials are asking that you self-quarantine as well, unless you need medical treatment. In addition, you should: •

Frequently wash your hands with soap and warm water for at least 20 seconds.

Avoid touching your eyes, nose and mouth with unwashed hands.

Try to keep 6 feet of distance between you and an ill loved one.

Do not share dishes, drinking glasses, cups, utensils, towels or bedding with others in your home. Be sure to wash these items with soap and water after each use.

Clean and disinfect high-touch surfaces like countertops, tabletops, doorknobs, faucets, toilets, phones, tablets and remotes frequently. Summary

The COVID-19 pandemic is something that you should take very seriously. By following the guidance provided by public health officials, you can do your part to minimize further spread of the disease while still obtaining necessary medical care.

In 2019, NATM launched its Dealer Affiliate Program, a natural next step in furtherance of the mission of the Association as well as a direct response to requests from the NHTSA Administrator and trailer dealers across the country. NATM has been committed to the light- and medium-duty trailer industry for more than 30 years, with its focus on the manufacture of compliant trailers, the safety of our nation’s roadways, and unification of the industry. The incorporation of dealers into the Association is vital to the continuance of these efforts. Trailer dealers are vital to the industry’s supply chain as they serve as the connection between trailer manufacturers and the marketplace. Dealers play a challenging role as they try to navigate the needs and desires of the customer while also ensuring they get a unit that will comply with local and federal regulation. Further, understanding changes to regulation that impact the industry and complying with their own obligations under the law, it becomes clear that dealers would benefit from the services and programming NATM has a long history of providing for suppliers and trailer manufacturers. NATM exists for the benefit of its members and affiliates and spends considerable time working with industry to deliver value that aligns with needs. The Association is not only opening up access of existing benefits to dealers, but adapting and creating new content to help meet dealer needs. NATM Past President Gary Leslie Potter, 70, died March 4, 2020 after a long battle with cancer. Gary was born August 22, 1949, in Baltimore, Md. to Jack and Colleen (Nestor) Potter. Potter served as the vice president/general manager of EZ Loader Custom Boat Trailers in Midway, Ark. He was a loyal and dedicated employee for 25 years and truly had a love for his career and all of those who worked for him. At the behest of Gary himself, EZ Loader Custom Boat Trailers joined NATM in 1997 and is one of the companies certified by both the National Marine Manufacturers Association (NMMA) and NATM. He was awarded the NATM Outstanding Member Award at the 26th Annual NATM Convention & Trade Show in 2014 for his significant contributions to the trailer manufacturing industry. Potter began his career in the trailer industry in 1977 and was an active member of both NATM and NMMA. Potter was the individual primarily responsible for bringing NMMA and NATM together to form a coalition benefitting all trailer manufacturers. He initiated NATM’s participation in the annual Regulatory Roundup on Capitol Hill and was a vocal advocate for the joint certification program between NATM and the NMMA’s Boat Trailer Manufacturer’s Association (BTMA). He served as the president of BTMA and as a board member for the National Association of Marine Products & Services. BTMA honored Gary with the Lifetime Achievement Award in 2019. The award recognizes the accomplishments of an individual who has great influence on the marine industry, specifically their accomplishments in the betterment of boat trailering safety and the boat trailering industry as a whole. His involvement with NATM is equally as impressive. He served as an NATM board member from 2009-2014, serving as president of the Association from 2011 until 2013. Potter also served on and chaired numerous NATM committees. While president of NATM, he was involved with every committee, following each one closely and participating in most committee meetings to monitor their progress and ensure each one accomplished its goals. He was also a member of the initial NATM Political Action Committee Board, serving from 2010-2013. www.NATM.com

“Gary was perhaps the most engaged and passionate NATM president the Association has seen,” said NATM Executive Director Kendra Ansley. “His enthusiasm for the industry and commitment to safety was one of the things that struck me most as a new staff person. His passion bred passion in those around him. His tenure on the board left an indelible mark on me. He was a wonderful and kind person, and he is greatly missed.” Gary is survived by his wife of 28 years, Mary Owens Potter; his children Scott Potter of Berlin, N.J., Dani (Brian) Dickert of Berlin, N.J. Rachel Langmaid of Conway, Ark., and Mitchell Potter of Lewisville, Texas; his sister Marleen Griffin of Catonsville, Md.; and two grandsons Mason Potter and Cole Dickert. A celebration of life was held on March 14, 2020, at Roller Funeral Home in Mountain Home, Ark. Gary was very passionate about children and to honor him, the family requested donations be made to the Backpack Food 4 Kids program through the First United Methodist Church in Mountain Home (605 W. 6th St., Mountain Home, AR 72653) or to the Autism Speaks Organization (www.act.autismspeaks.org). NATM announced the promotion of Terry Jones to technical director. Jones has been with NATM since February 2018, joining the staff as a compliance consultant. In 2019, Terry was promoted to compliance director, where he was responsible for overseeing the NATM Compliance Verification Program and the work of the NATM Compliance Team.

In his new role as technical director, Jones acts as staff liaison to the NATM Technical, Compliance, and Technology Committees as well as writes technical content for publications and will make presentations on behalf of the Association. He will continue to oversee the compliance team and conduct compliance consultations throughout the year.

Jones was responsible for implementing the new software NATM now uses for real-time reporting during compliance verification consultations with trailer manufacturing members. Terry led the integration of the software, tested its functionality, and taught the rest of the team how to use it. He led cost-saving measures cutting compliance travel costs by nearly 40 percent over the previous year. Jones also implemented a mapping software to help to better group member facilities for onsite consultations to maximize travel and ensure member investments are used effectively.

“NATM is looking forward to Terry’s contributions to the Association, its members, and his fellow staff in this new role,” said Kendra Ansley, NATM Executive Director. “He has proven himself to be a resource for his team and devoted to continuous growth and improvement. We have no doubt he will continue to add great value to NATM.”

By Kendra Ansley, NATM Executive Director Meeting with NATM members and seeing their facilities firsthand is essential to understanding the light- and medium-duty trailer industry. As the executive director of a trade association, my day-to-day can look very different than many of our members that are manufacturing trailers, components, providing services or selling trailers. Though I talk with our members regularly, visiting their facilities and seeing the vast array of shop sizes and manufacturing processes is always eye-opening.

Terry and I flew out early on a bright Monday morning, visiting a trailer dealership and a manufacturer member in the afternoon. We were able to talk about NATM’s Dealer Affiliate Program, future programming, the new 401(k), and answer questions about the Federal Excise Tax. For Terry, who left his house around 4:30 a.m., the day would end up being nearly 13 hours after sending out the report for the consultation and responding to member inquiries in the evening.

To catch up with members and learn more about their businesses, I hit the road with NATM Technical Director Terry Jones in early March. We visited nearly a dozen members in Texas for their biennial compliance consultations. I not only learned more about our members but also about what it is like to be an NATM Compliance Consultant.

Tuesday, we woke early, driving half an hour to our first consultation of the day. There we worked with an employee who was not familiar with NATM or the compliance process. This is common when the primary compliance contact is suddenly absent or is located at another plant. Terry and I explained NATM’s work, inspected the trailers for compliance, and Terry noted he would follow up with the primary compliance contact to get the rest of the information needed. For me, this was another reminder about the extensive follow-up work our consultants sometimes undertake following consultations.

NATM has over 480 trailer manufacturer members that the NATM Compliance Team visits every two years as part of the mandatory Compliance Verification Program. Although recent events have altered travel plans, our consultants were projected to see 249 members across North America this year. In Texas alone, we have 50 trailer manufacturer members! For this trip, we visited with 11 members in the northeastern Texas area.

We then journeyed onward to the next consultation, where we answered several questions about dealer responsibilities and how and when the manufacturer should rely on the dealer for various communications. At a nearby facility only 15 minutes down the

A Day in the Life of an NATM Consultant road, Terry was able to point out extra lighting not required by federal regulation. He informed the manufacturer that they could choose not to use this additional lighting if they were interested in cutting costs. The day wrapped up with the fourth consultation of the day an hour away. That evening, after driving a bit further, Terry would return to the hotel to complete all the reports and provide all the follow-up information we promised during our meetings. Wednesday followed a similar pattern of consultation, drive, consultation, drive. But, to change things up, the weather decided not to agree with our plans! We held three consultations in torrential downpours, which made looking for lens codings and reading capacities stamped on components a challenge. Though our consultants plan their travel around frigid temperatures and snow and extreme heat by going south in the winter and north in the summer, they often get stuck in inclement weather and are forced to make adjustments that keep with member expectations and cost efficiencies built into trips. Thursday, our final day in Texas, would again start early and involve several hours of driving between consultations before we flew home in the evening.

What perhaps was most shocking is the breadth of questions our members had for Terry and I. Most frequently, members struggled with lighting – in some cases having more lights than needed. Lighting can be complicated, and NATM has a lighting chart that helps break down the complexity in far simpler terms. But beyond compliance questions, our consultants are resources for all kinds of topics. We talked about employee benefits programs, state laws, how to VIN refurbished and repurposed trailers, and more. NATM and its members rely heavily on our compliance consultants Terry Jones, Sean Sloan, and Scott Crimmins. Our consultants navigate the complexity of federal regulations and are a wealth of information far beyond this scope. They spend countless hours on the road and provide outstanding customer service to our members. Join the Trailer Safety Movement: TSW 2020 By Kendra Ansley, NATM Executive Director While NATM prides itself on promoting trailer safety 365 days of the year, Trailer Safety Week offers a unique opportunity for the trailer industry to come together and make the nation’s roadways safer one trailer at a time. The mission of Trailer Safety Week (TSW) is to improve the safety of the nation’s roadways by increasing trailer safety awareness through education of end-users, dealers, and manufacturers on safe trailering practices. Held the first week of June every year, Trailer Safety Week reaches over 60,000 individuals annually and is the first nationwide traffic safety initiative aimed at addressing safe towing practices for light- and medium-duty trailers. NATM has developed content and resources in furtherance of this mission, all available through www.TrailerSafteyWeek.com. This year’s national awareness campaign takes place June 7-13, 2020. Trailer Safety Week has historically featured both onsite facility events and online presence. Meeting Trailer Manufacturing Checklist Requirements By NATM Staff

Since January 2012, NATM has required all trailer manufacturing members to participate in and pass the NATM Compliance Verification Program (CVP) to retain their membership. To complete the program, an NATM Compliance Consultant visits the trailer manufacturing facility and uses a checklist to verify that the required processes and procedures are in place to comply with Federal Motor Vehicle Safety Standards (FMVSS), industry best practices and other applicable federal regulations. The checklist is based on NATM’s Guidelines for Recommended Minimum Manufacturing Practices for Light- and Medium-Duty Trailers, which is a compilation of FMVSS, federal regulations, and industry best practices and is provided to all NATM members. The consultation checklists have been evaluated to identify the five items that most frequently fail to pass inspection. Those items are: 1.

Manufacturer’s 566 & 565 forms included on the NHTSA database and accurate

2.

The NHTSA notification statement is provided to each owner (10-point type minimum)

3.

Manufacturer maintains and retains tire identification record of new tires provided to the first purchaser (other than for resale of each new unit)

4.

Front and rear clearance lamps (lens coding “P2”, “P3” or “PC”, “PC2”)

5.

Front side marker lamps and front side reflex reflectors (lamp lens coding “P2”, “P3”, “PC” or “PC2”) (reflector lens coding “A”)

These items are not recommendations, they are requirements for all trailer manufacturers in accordance with federal regulation. Correcting these items is simple and will be addressed in this article. NATM has a number of resources and sample documents that assist members with corrections on checklist items as part of the NATM Compliance Verification Program.

The §566 and §565 Requirements can be viewed in their entirety on the Electronic Code of Federal Regulations (eCFR) website or in section B11 of the NATM Guidelines, with the 565 information listed on page B11-1, and 566 information on B11-9. Members can request NATM’s “NHTSA 566 & 565 How to Guide” for assistance in submitting and/or updating their NHTSA forms, complete with step-by-step instructions and screenshots to follow while completing the submission. NHTSA Notification Statement is Provided to Each Owner Trailer manufacturers must provide the NHTSA Notification Statement with each trailer. Most trailer manufacturers incorporate the NHTSA notification statement into their owners’ manuals. If trailer manufacturers are interested in purchasing a generic owner’s manual from NATM, the NHTSA notification statement is included for convenience. Members that wish to order the generic owner’s manuals can do so by emailing the NATM office at NATMHQ@natm.com. This NATM checklist item is required by 49 CFR Part 575.6 (a) (2) (i) and is in the NATM Guidelines section B9-1. Manufacturer Maintains and Retains Tire Identification Record of New Tires Provided to the First Purchaser (other than for resale of each new unit) Tire Record Keeping Requirements for motor vehicle (trailer) manufacturers §574.10 Each motor vehicle (trailer) manufacturer, or his designee, shall maintain a record of the new tires on or in each vehicle shipped by him or a motor vehicle distributor or dealer, and shall maintain a record of the name and address of the first purchaser for purposes other than resale of each vehicle equipped with such tires. These records shall be maintained for a period of not less than five years from the date of sale of the vehicle to the first purchaser for purposes other than resale. www.NATM.com


Meeting Trailer Manufacturing Checklist Requirements

Trailer manufacturers selling trailers directly to purchasers: must maintain a record of the new tires on or in all vehicles they ship. The trailer manufacturer should link the Tire Identification Numbers (TIN) of the tires on the trailers to the VIN number for each trailer. The trailer manufacturer should provide TIN registration forms to direct vehicle purchasers containing TINs and the trailer manufacturer’s name, which the purchaser or trailer manufacturer should complete and send back to the tire manufacturer so that the tire manufacturer could contact them in the event of a tire recall. Trailer manufacturers selling trailers directly to dealers: have the same five-year tire record-keeping requirement. One way to maintain tire records is by using TINs and having dealers link the TIN to the purchaser through the TIN registration form. The trailer manufacturer should take steps to ensure that it then receives a copy of the completed TIN registration form from the dealer. For trailers shipped without tires installed, a trailer manufacturer should have a method that enables it to identify the size, brand, and batch or lot of tires installed on a particular group of vehicles. One way to accomplish this is for the manufacturer to keep a record of the TINs on the tires included in the batch sent, along with a record of the trailer VINs. Another appropriate method is the trailer manufacturer should provide a copy of the TIN registration form to the trailer dealer for final purchaser information and ensure that the trailer manufacturer then receives a copy of the completed TIN registration form from the dealer. Having a dealer provide the TIN form back to the manufacturer is one way that the manufacturer can get this information. Tire distributors and dealers would include a trailer manufacturer selling replacement tires. This would also include trailer dealers: •

Selling a motor vehicle (trailer) to first purchasers (for purposes other than resale) that is equipped with new tires that were not on the motor vehicle when it was shipped by the vehicle manufacturer.

Selling replacement tires directly.

Replacing tires as part of service.

Tire distributors and tire dealers must comply with 49 CFR 574.8 through one of the following methods: •

Provide registration forms/cards to tire purchasers containing TINs and distributor’s name and address

(or email/website in lieu of street address) for the tire purchaser to complete/send to tire manufacturer., or •

Record the purchaser’s name and address, TINS and distributor’s name, address (or email/website in lieu of street address) on the registration form and return to the tire manufacturer (at no charge to the customer within 30 days of the sale) or

Electronically transmit (at no charge to the customer within 30 days of the sale) the purchaser’s name and address, TINs, distributor’s name, address (or email/ website in lieu of street address).

Front and Rear Clearance Lamps (Lens Coding “P2”, “P3” or “PC”, “PC2”) Front and rear clearance lamps are required on all trailers 80 inches wide or wider, no matter the GVWR of the trailer. The table in 49 CFR §571.108 provides the specific requirements for front and rear clearance lamps on trailers. The table can be found in the NATM Guidelines in section B6. In brief, those lamps require certain codings be listed on the lens to ensrue they meet photometric requirements and are placed in specific locations. Front Side Marker Lamps and Front Side Reflex Reflectors (Lamp Lens Coding “P2”, “P3”, “PC” or “PC2”)(Reflector Lens Coding “A”) Front side marker lamps are required on all trailers, no matter their length or GVWR. The table in 49 CFR §571.108 provides the specific requirements for front side marker lamps and front side reflex reflectors on trailers. Much like the front and rear clearance lamps, these lamps must be placed in specific locations and bear certain codings to ensure they meet photometric requirements. Step 3: Demonstrate a Commitment to the QMS Make sure all levels of employees recognize the importance of the quality management system and its positive impact on business. Everyone from upper management to hourly employees should understand the goals, purpose and background on the program and should devote continual effort into audits and reviews to ensure its continued effectiveness. There is no use taking large strides to enact a program if management does not support and recognize the need. These elements form the foundation of support for an effective quality management system. Take plenty of time for these steps before moving on to create and implement it. Why Introduce a Quality Management System? Effective and efficient cooperation between customer and supplier is the cornerstone of any quality organization. Holistically and systematically managing processes, including the inputs and outputs of processes as well as their interaction, drives consistent production of quality products and services. A controlled, quality production mechanism detects defective products and services after they have been produced. This system ensures that both customers’ requirements of the organization and the organization’s requirements of the efficient use of available resources are met. In ISO 9001:2008, the International Organization for Standardization (ISO) defines requirements for quality management systems where an organization: •

The certificate can serve as an important business reference between an organization and potential clients, especially when the supplier and client are unfamiliar with each other or are geographically distant. It will provide consistency and satisfaction in terms of methods, materials, equipment and more involving all activities of the organization, beginning with the customer expectations and ending with their satisfaction. An effective quality management system will help a business to achieve its goals as it does the following: •

What Makes Up a Quality Management System? A quality management system is based upon eight basic principles:

1. Customer focus: Careful attention to customer needs and expectations must be incorporated into product requirements. 2. Leadership: A successful quality policy provides unity of purpose and establishes measurable objectives. Leaders should demonstrate their commitment to sustaining and improving the QMS. 3. Involvement: Through adequate training and communication, people must be involved and aware of the importance of meeting customer requirements at all levels of the organization. 4. Process approach: Each process in the organization must transform one or more inputs to create an output of value to the customer. Key business processes may be supported by procedures and work instruction in those cases where it is judged necessary to rigidly define which rules are to be followed when undertaking a task. Many businesses have core processes that directly add value to the product or service, and supporting processes that are required to maintain the core processes. 5. Systems approach: The relationships between these processes are complex and varied. The way in which they interact must be fully understood and managed to efficiently use available resources and to ensure that the needs of all stakeholders—customers, employees, shareholders and the community—are met. 6. Continual improvement: Constant change in technology and other external factors result in reciprocally changing requirements for customer satisfaction. For this reason, a successful quality management system must never remain static. 7. Factual decision making: In order to adapt and appropriately react to the changing needs of the market, an organization must rely on measureable results. Clearly defined objectives should be documented for each process, and management should name a process owner who will take responsibility for their attainment. An important product of the design process is a written policy detailing all responsibilities and procedures that make part of the quality management system. 2. Deploy the quality management system. Break each core process into sub-processes described by a combination of documentation, education, training, tools, systems and metrics as appropriate to the characteristics of the organization. A common solution to this phase is the use of electronic deployment via intranet. Components of the deployment phase may include the following: •

Training manuals

Employee feedback programs

Training sessions for both employees and process owners

3. Control progress. Regular audits and reviews at the process level are necessary, even when supported by central reviews. Best results are achieved when key stakeholders are documented in the process and when the process owner can control the process. The responsible process owner should be involved in writing procedures.

4. Measure progress to determine the effectiveness and efficiency of each process, and include the contribution of the quality management system to the organization’s established goals. The following components should be measured:

5. Review effectiveness, efficiency and capability of the quality management system. Communicate to all employees the conclusions reached. Whether or not improvement activities have had the expected effect, this review process must take place. 6. Improve the quality management system. The aim of improvement activities should be to establish internal best practices. It is an integral part of managing change in the organization. Audits, Reviews and Assessments In order to maintain, adapt and improve an effective quality management system over time, an organization must carry out periodic and systematic audits and reviews. Audits analyze the effectiveness of the process, while reviews analyze whether the system achieves the required effect using the results of the audit. Both should be conducted according to a regular schedule, although certain processes may require more frequent audits than others. Audits The aim of an audit is to determine whether processes are effective and whether responsibilities have been assigned correctly – not solely to identify problems. They should be positive, conducted preventively instead of remedially. The

emphasis of an audit must never deviate from its ultimate goal of supporting customer satisfaction by improving processes. An audit must be adapted to the process, but general steps include the following: •

Initiation: The scope and frequency of the audit are established

Execution: Collect evidence through examination and evaluation, recording observations

Report: Prepare and distribute findings

Completion: Retain the report for a future audit of the process

Four Tips to Increase Welding Arc-On Time

The average arc-on time in a semi-automatic welding operation is typically 10 to 12 percent — much lower than many manufacturing operations assume it to be. Finding ways to improve arc-on time can result in better throughput and cost savings. Learn how paying attention to four key factors can help improve arc-on time in MIG welding — and allow operations to get more parts out of the door. Is it the Right Welding Process? Making a change to the welding process can result in significant benefits in the right applications. A switch from standard MIG 56

to modified short-circuit MIG, for example, can be helpful when an operation has big part gaps that can’t be fixed in fit-up, since modified short-circuit MIG offers better gap-filling capabilities. Pulsed MIG processes can help boost productivity through less spatter and faster travel speeds. Compared to standard MIG, a pulsed process can deliver 10 percent faster travel speeds using the same heat input. The choice of filler metal and shielding gas can also affect arcon time and productivity. While solid wire is commonly used for MIG applications, metal-cored and flux-cored wires might provide more benefits for productivity. It all depends on the welding process, the shielding gas and the base material. www.NATM.com


Four Tips to Increase Welding Arc-On Time

Many manufacturing operations use a 100 percent carbon dioxide shielding gas. However, a mixed gas such as 90 percent argon/10 percent CO2 results in much less spatter — so there is less time spent on post-weld grinding — in addition to faster travel speeds. Be aware that some of these changes may require reapproval of the Welding Procedure Specification (WPS) for operations that are working with one. Part Fit-Up is Important When operations measure arc-on time, that figure doesn’t include the time spent on part fit-up or material prep. But these factors can have a significant affect on overall productivity and efficiency in the welding process. Large or uneven gaps between the parts being welded can slow down the welder and increase spatter, resulting in more time spent on post-weld grinding.

The welder may or may not be the person responsible for part fit-up. In some operations, issues with poor part fit-up might even trace back to the engineering or design phase. Taking the time to ensure consistent part fit-up helps eliminate gaps and saves time in the long run. Check the Consumables and Parameters When welders spend time troubleshooting problems like wire feeding issues, it reduces arc-on time. If the gun liner or contact tip is too worn or the drive roll tension isn’t properly adjusted, it can contribute to wire feeding issues and result in increased spatter and poor weld quality. Worn weld cables or poor cable connections are also common causes of weld quality issues. Properly maintaining the MIG gun and checking all consumable connections before each shift can help decrease the time spent troubleshooting.

Part fit-up plays an important role in efficiency and improving arc-on time. Consistent, even part fit-up will eliminate gaps between the parts and pay off in time savings. www.NATM.com

That’s a wrap! The 32nd Annual Convention & Trade Show was once again a success. NATM is already looking forward to next year’s event in Nashville, Tenn.! Mark your calendars for the 2021 Convention & Trade Show which will be held at the Gaylord Opryland Resort & Convention Center, Feb. 23-25.

The 2020 sold-out trade show boasted nearly 300 trailer manufacturer attendees, 295 booths, and 223 exhibiting companies. Of these, 37 were new exhibitors to the show, which gave trailer manufacturers a variety of products to view and new companies with whom to meet and network.

The week began with an inaugural Top Golf Tee-Off event, held at the Top Golf Las Vegas venue. Overlooking the Vegas skyline, golfers got the opportunity to take some swings while enjoying dinner and networking with industry peers. With over 160 attendees in 2020, NATM is excited to announce that the Tee-Off event will once again take place in Nashville! Keep an eye out for details in the coming weeks!

The National Association of Trailer Manufacturers (NATM) named Serena Moran, owner of Sun Country Trailers, as the recipient of the 2020 Woman in Manufacturing Award. NATM President Owen Shelton presented the award during the 2020 Convention & Trade Show held in Las Vegas, Nev. on Feb. 11, 2020.

The recipient of the inaugural Pam O’Toole Trusdale Woman in Manufacturing award, Serena Moran, had the vision and drive that grew Sun Country Trailers into a multi-million-dollarbusiness. To push the company even further, it was Serena’s efforts to find a seasoned partner with the expertise necessary that helped elevate the brand and its products.

The Pam O’Toole Trusdale Woman in Manufacturing Award, aptly named after NATM’s long-time Executive Director, seeks to celebrate the accomplishments and contributions of women in the light- and medium-duty trailer industry. It is estimated that by 2025, U.S. manufacturing will face a shortage of two million workers, and it was reported early this year that women now outnumber men in the workforce for the second time in U.S. history. But unfortunately, women remain the most underutilized workforce population in manufacturing. A key to effectively tapping into this talent pool is to begin recognizing women in the industry and showcasing female representation in the light- and medium-duty trailer industry, a field many women may not have previously considered.

Serena’s business acumen has established a thriving business, and along the way she prioritized worker safety and created robust benefits packages for her employees. When workforce shortages and a growing skills gap threatened the company’s ability to capitalize on opportunities for growth, it was Serena who played the lead role in establishing a program with inmates at a local prison to provide a consistent pool of employees while also giving inmates a marketable skill that will serve them well for future job opportunities upon completion of their sentences.

Bennie Shivers Receives 2020 Outstanding Regular Member Award

The National Association of Trailer Manufacturers (NATM) named Bennie Shivers, owner and president of Shivers Utility Trailers in Sparks, Ga., as the recipient of the 2020 Outstanding Regular Member Award. NATM President Owen Shelton presented the award during the 2020 Convention & Trade Show held in Las Vegas, Nev but unfortunately, Shivers was unable to attend. The Outstanding Member award is presented to an individual who has made outstanding contributions to NATM and the trailer manufacturing industry. In 1997, Bennie founded Shivers Utility Trailers with the concept that when you start with quality, production volume will follow. In July of 2001, Shivers joined NATM and in 2002 would be one of the first members to volunteer for the NATM Compliance Verification Program which at that time was not a requirement for membership. Bennie’s commitment to safety and compliance continued through the next 10 years of voluntary compliance.

But Bennie hasn’t been just a participant in the compliance verification program, he has also been a vocal supporter of the compliance program spreading awareness of its importance to his competitors, dealers, customers, and law enforcement alike. He has worked to help grow NATM’s membership, believing strongly in verified compliance for all trailer manufacturers. When NATM launched its first foray into dealer outreach through the Dealers Committee to Compliance Program in 2012, Bennie worked with his dealer network and had them all sign on. In 2018 when NATM launched Trailer Safety Week, Bennie hosted an event with local law enforcement and his customers to spread awareness of safe trailering practices, the value of the NATM compliance decal, and provided a number of NATM resources to attendees. Over the course of the last 22 years, Bennie has participated in the Government Affairs and Trailer Dealer Committees and has attended almost every convention. His commitment to safety and compliance has never wavered, nor has his support for NATM.

Marcus’s involvement with the Association began as a young sales manager, making contacts with regular members daily, and participating in the annual convention. He was elected to serve as an associate member of the NATM Board of Directors in 2012 and re-elected in 2015. He also served as the associate member representative to the Executive Committee from 2013 until 2018. Marcus has served on the NATM Executive, Marketing, Membership, Convention, Nominations and Trailer Dealer Committees, serving as the chair of the Marketing and Membership Committees. The National Association of Trailer Manufacturers (NATM) named Joe Ostrowski, National Sales Manager of Kenda/ Americana Tire & Wheel, as the recipient of the 2020 Ed Freel Membership Award presented by NATM President Owen Shelton during NATM’s Convention & Trade Show held in Las Vegas, Nev. on Feb. 11, 2020. The NATM Membership Award is presented to an individual who has done an outstanding job on behalf of the Association recruiting new members. The Membership Award was given to Ed Freel of KampCo Steel Products three times between 2000 to 2007. In recognition of Ed Freel's commitment to NATM and

tireless advocate for the Association and a constant presence on NATM committees. Joe is regularly in contact with NATM about prospective members, many times having helped lay the groundwork with the prospective member company before NATM even makes contact. Joe’s tenure in the tire industry has been illustrious and during that time he has amassed a vast network of friends, not just customers. Joe Ostrowski has helped to open the door for NATM amongst his friends, even helping the Association get into manufacturing facilities that have long been prospect members. The award was presented by NATM President Owen Shelton during NATM’s Convention & Trade Show held in Las Vegas, Nev. on Feb. 11, 2020. The NATM Regular Member Young Professional Award is presented to an individual under the age of 40 who has been involved and successful in the trailer manufacturing industry. One member from both the Associate and the Regular Membership is honored each year.

Paul Feight has served on the NATM Guidelines committee for the last three years. As a mechanical design engineer, Paul works with customers and account managers to develop custom designs for standard product development projects as well as one-off engineered-to-order designs. He participates in design review and risk assessment activities. As part of his responsibilities, he generates stress analysis reports using FEA software in addition to hand calculations and assists manufacturing personnel with construction of products. His engineering acumen and attention to detail has had a profound impact on NATM through his contributions on the Guidelines committee. Thanks to Paul’s penchant for accuracy and research skills, his efforts have directly improved the quality of NATM’s Guidelines. A great deal of time and effort goes into annually updating the Guidelines to provide members with the most current information derived from the Code of Federal Regulations, state and federal statutes, industry standards, and best practices. The job is monotonous and exhausting, but NATM’s former Technical Director Colin Holthaus commented that Paul’s ability to give the same energy at 9 a.m. as he does at 1 p.m. helped to carry the committee forward. The National Association of Trailer Manufacturers commended Kim Mann, Partner at Scopelitis, Garvin, Light, Hanson & Feary, P.C., for his outstanding service with the Association over two decades. NATM President Owen Shelton presented the award during the 2020 Convention & Trade Show held in Las Vegas, Nev.

Kim provided NATM a connection to Washington, D.C. that was sorely needed in 1998, and he has worked cohesively with NATM’s government affairs representatives since 2008. His broad understanding of transportation law and the trailer industry, as well as his connection to federal agencies and industry groups, has been invaluable.

In 1997, as NATM began to chart a new course in its history, one marked by rapid growth, the NATM Board of Directors made a critical decision that would have a profound impact on NATM. On Jan. 1, 1998, an agreement was formalized to hire Kim Mann as NATM’s general counsel.

He supported NATM in its transition to self-management and through the implementation of the TREAD Act. He developed NATM’s very first Guidelines for Minimum Recommended Manufacturing Practices (Guidelines) and was instrumental in guiding NATM toward the recent revamping of its compliance verification program. He has been influential in educating members on their tire recordkeeping obligations and provided direction in innumerable ways.

For 23 years, Kim served NATM providing legal counsel, reviewing contracts, and ensuring NATM’s liability was best protected. But his efforts extended well beyond those efforts to include writing articles for Tracks magazine, providing counsel to our membership, attending Board meetings, drafting policies, and keeping NATM abreast of changes in the transportation space. 74

For the first time in NATM history, the Association is excited to invite trailer dealers to the 33rd Annual NATM Convention & Trade Show in Nashville, Tenn. Feb. 23-25, 2021!

Special networking events will provide the opportunity to mingle with fellow industry peers, trailer manufacturers, and NATM Board Members and staff while in Music City.

NATM has been committed to trailer safety for more than 30 years. While NATM has long worked with trailer manufacturers, industry suppliers, and service providers, trailer safety can only be improved through dealer interaction and consumer education. Expanding the Association’s base to include dealer affiliates and now allowing dealers to attend the Annual Convention & Trade Show is the logical next step to advancing the mission of NATM.

NATM is thrilled to involve dealers at the annual show! The Association’s purpose is to open up lines of communication, increase trailer safety awareness, and provide dealers with the education and information they have long requested from NATM. The NATM Convention & Trade Show is the annual trade show for the light- and medium-duty trailer industry. Link Unveils TR50-HDT, a 50K OffHighway Air-Ride Trailer Suspension Allowing Manufacturers to Achieve 150K Capacities in a Tri-Axle Configuration Link’s heavy-duty TR50-HDT gives trailer manufacturers an alternative to running 30K quads, reducing wheel scrubbing, dynamic stress and eliminating almost a ton of weight. Three of the 50K suspensions will be mounted in a tri-axle configuration on a 100-ton-capacity Smithco mining side tipper trailer.

Tracks Until now, heavy-haul, off-highway trailer manufacturers had few choices when it came to their suspensions. They could outfit a trailer with a tri-axle walking-beam suspension, in which case they were exposing the trailer to jounce, rebound and other significant dynamic stresses when encountering uneven terrain. To improve ride quality, manufacturers could also choose lowercapacity air-ride suspensions, but in the quad configuration required to bear heavier loads, these imposed their own stress-inducing forces associated with wheel drag, or scrubbing. With the introduction of its new TR50HDT heavy-duty off-highway air-ride suspension, trailer manufacturers have a more effective and efficient way to equip their heavy-haul trailers for severe-duty environments. The TR50-HDT, in its tri-axle configuration, gives trailer OEMs the ability to achieve the higher load capacities they seek, while maintaining the superior ride characteristics of an air-ride suspension, without the added weight and scrubbing issues associated with a quad. “The TR50-HDT was engineered specifically for off-highway and mining trailer applications and was designed to reduce axle and trailer stress, overall weight and maintenance costs,” said Greg Hulstein, director of engineering for Link Mfg., Ltd. “The high-capacity air-ride suspension offers maximum performance, even in the most punishing environments.” The TR50-HDT offers trailer OEMs the highest capacity and range of articulation available in any air suspension.
