Call to Order / Roll Call Mr. Simmons called the meeting to order at 12:06 p.m.

Metro Ordinance required to be announced at all Board Meetings – Board Chair, Keith Simmons “Pursuant to the provisions of § 2.68.030 of the Metropolitan Code of Laws, please take notice that decisions of the Nashville Public Library Board may be appealed to the Chancery Court of Davidson County for review under a common law writ of certiorari. III. Introduce Visitors The visitors introduced themselves at Mr. Simmons’ request.

IV. Public Comment Steve Reiter requested in advance to address the Board and was present to speak. Mr. Reiter was disappointed his comments in total were not included in the minutes from last month’s meeting. He does not think that is appropriate. He is appreciative of Mr. Oliver’s prompt responses to email messages.

V. Board Chair Comments – Keith Simmons, Board Chair Mr. Simmons enjoyed reading Margaret Atwood’s The Handmaid's Tale. Several Board Members read the book in honor of this year’s Nashville Public Library Literary Award winner.

VI. Approval of Minutes: September 18, 2012 Kent Oliver responded to Mr. Reiter’s concerns regarding the omission of his comments from the minutes. Mr. Oliver said Library Board meeting minutes record specific actions of the Board, as opposed to each person’s comments. This is corroborated by the law; Corey Harkey, Metro legal, stated the Board meeting minutes are to address the actions of Board and demonstrate the discussion around those actions. The Board members voiced their agreement. Margaret Ann Robinson moved for approval of the minutes from last month’s meeting; the motion was seconded

by Joyce Searcy and passed unanimously.

VII. Library Director Report – Kent Oliver, Library Director Mr. Oliver reviewed the programs that have made this a busy month at the main library. Mr. Oliver complimented the library and Library Foundation staff on their contributions to the success of these events. Mr. Oliver and Mr. Simmons recently completed an article on Civic Engagement for National Civic Review. On October 15th, Mr. Oliver spoke to members of the New England Library Association on public libraries and the First Amendment in Stockbridge, Massachusetts.

VIII. Staff Reports a. Archives – Ken Fieth, Metropolitan Archivist Mr. Fieth thanked the Board for holding their meeting at the Archives and reviewed past and upcoming programs. Many documents are on loan in support of Metro @ 50, Mayor Dean’s celebration of 50 years of Metro Government. Future exhibits include the 50th Anniversary of the Cuban Missile Crisis and the 150th Anniversary of the Civil War. The Archives houses 5 million records dating from 1780 to 2000. Staff and volunteers are in the process of digitizing the collection.

b. Puppet Festival – Kent Oliver on behalf of Elyse Adler, Research & Special Projects Administrator The Nashville International Puppet Festival will take place at the main library June 21-23, 2013.

It will feature puppeteers from Japan, China, Argentina, France, Germany, as well as the United States. The library is partnering with two organizations for public events: The Country Music Hall of Fame for “Moonshine and Marionettes” and Tennessee Performing Arts Center for “Martinis and Marionettes” featuring Phillip Huber.

c. Learning Labs – Tricia Bengel, Emerging Technologies Administrator The Institute of Museum and Library Services awarded 8 libraries and 4 museums grants to plan a space in which users will not consume, but create media. Nashville Public Library was one of the recipients of a $100,000 grant which will be administered by the Library Foundation. NPL was provided eighteen months to plan how it will transform library spaces, both physical and virtual, into creative spaces. This space (Learning Lab) will have the software, hardware, tools and staff that users will need to creates media.

IX. Policies for Introduction / Approval a. Restricting Registered Sex Offenders Policy Introduction – Chase Adams, Administrative Services Administrator In 2011, the Tennessee state legislature passed a law allowing public libraries to restrict the access of registered sex offenders. Ms. Harkey from Metro legal explained the state law 2|P a ge

provides general guidelines and leaves the specifics to the libraries. The Board discussed possible restrictions of individuals identified as registered sex offenders and expressed concern for the long term consequences of adopting such a policy on library users. Staff indicated they would further review the issue and provide the Board an alternative at the next meeting.

b. Updated Patron Rules of Conduct Resolution – Chase Adams, Administrative Services Administrator At the September meeting, the Board reviewed proposed changes and requested a progressive escalation of discipline for repeated Class I offenses. Margaret Ann Robinson moved for approval of this revision to Rules of Conduct; the motion was seconded by Robert Oermann and passed unanimously.

RESOLUTION 2012-10.01 Patron Code of Conduct Revision WHEREAS, the Nashville Public Library seeks to provide a congenial and positive atmosphere for all library users while using library services and programs in libraries, and WHEREAS, it is essential that all library customers conduct themselves in a manner which allows all members of the public to access library services in a safe and positive atmosphere; NOW, THEREFORE, BE IT HEREBY RESOLVED by the Nashville Public Library Board, that the revised Patron Code of Conduct as presented to the Board at this meeting with Class I offense revisions be adopted effective November 1, 2012 and, BE IT FURTHER RESOLVED that all library customers currently serving suspensions from library use based upon the previous Class I offense policy schedule may resume use of the library November 1, 2012.

c. Exploration and Discovery Resolution – Kent Oliver, Library Director Metro Arts is seeking to relocate three statues from the Public Square to the main library’s Courtyard. Carrie Logan of Metro Arts explained the relocation and the ongoing maintenance of the sculptures will be the responsibility of Metro Arts. Ms. Robinson recommended including Ben Page in the discussion of the specific locations of each statue. Mr. Oermann moved the library accept the sculptures on loan and coordinate their installation at the main library with Metro Arts and the Library Foundation; the motion was seconded by Ms. Searcy and passed unanimously.

RESOLUTION 2012-10.02 Exploration and Discovery Statues WHEREAS, MetroArts is seeking to relocate the three statues known as Exploration and Discovery to the Main library, and WHEREAS, the Library Board believes the Courtyard is a suitable and appropriate location for these statues; and 3|P a ge

WHEREAS, Exploration and Discovery will remain the property of MetroArts who will be responsible for its relocation and ongoing maintenance, NOW, THEREFORE, BE IT HEREBY RESOLVED by the Nashville Public Library Board that the library agrees to accept these statues on loan and to coordinate their installation in the Main Library with MetroArts and the Nashville Public Library Foundation.

d. New Board Member Orientation – Our newest Board member Joyce Searcy thanked Mr. Oliver for the comprehensive orientation she received.

Administrative Service Report Facilities As reported in the October Board report, the Inglewood library tested above the recommended threshold for radon and mitigation attempts thus far have not been successful. The library contracted with Facilities Diagnostic, LLC to develop plans and specifications for a successful mitigation plan. The project was sent out for bids by Metro Purchasing and Hawk Mechanical was the successful bidder at a cost of $56,500. We will be working with the contractor to schedule this project and will likely require that the branch be closed for a period of time due to the nature of the repairs. At this point we are tentatively looking at closing the branch December 9th through December 22nd.

Branch Services Report Staffing Verlon Malone, Area Manager at Bordeaux, announced her retirement effective December 20, 2012. Verlon has been with Nashville Public Library since 1968. Her experience, enthusiasm, and positive team attitude will be missed. We anticipate this vacancy will be filled quickly from within and will result in a series of staffing movements.

Early and Regular Voting Early voting took place at all area libraries: Bordeaux, Edmondson Pike, Green Hills, Hermitage and Madison from October 17 through November 1. This brought many people through our doors resulting in increased library card registration and these locations for the month of October. The five library locations accounted for more than 54% of all early votes cast in Davidson County.

Space Planning We now have building plans on Autocad accessible via an FTP site from any internet computer.

On November 12 and 13 Maureen Arndt, a library consultant from Texas, will visit Main, Goodlettsville, East, Richland Park, Green Hills, Edmondson Pike and Thompson Lane to make recommendations on shelving layouts and space utilization as we prepare to expand our floating collection procedures. She will also recommend future furniture and finishes upgrades for these locations.

Facilities Maintenance and Improvements A preconstruction meeting is scheduled for Friday, November 9 to discuss the radon remediation schedule and plans for Inglewood. We tentatively plan to close the branch for this work December 9 – 22. Bids have been received for replacement of the roof art Edgehill and we are waiting for the work schedule.

Emerging Technologies Report Collection Development Manager, Noel Rutherford, was invited to be a speaker at Library Journal’s Annual Ebook Summit on October 17. This was quite an honor for NPL as this is a widely attended national online conference that is getting better and bigger every year. Noel served on a panel with librarians from Boston, Queens and San Diego discussing issues libraries are facing with Collection development and the move toward e-content.

This month, we kicked off the Wright Middle School renovation. This renovation uses the rest of John Ingram’s gift to the Foundation to completely overhaul a middle school library. We chose Wright because of its cultural diversity (there are over 26 languages spoken in the school), the principal’s vision of transforming the school library into a community library for the families of Wright students to be used after hours and the strength of the school librarian. This project is an exciting one and a great use of public/private money to do something very innovative.

Significant time this month was also spent on reorganizing the B1 Materials Management/Limitless Libraries area. Because of the significant growth of Limitless Libraries, we are feeling some growing pains. We are working on a plan to transform that space to be more efficient and more ergonomically setup for staff.

Main Report October was the busiest month of the year for programming and events at the Main Library, with many authors making the Nashville Public Library a stop on their book tours. There were several Salon@615 events that included appearances by Michael Chabon, Caroline Kennedy, Louise Erdich, and Dennis Lehane. The library also presented a reading and book signing with Mark Shriver for his new book, A Good Man, Rediscovering My Father, Sargent Shriver. Governor Phil Bredesen and John Seigenthaler joined Mark to share stories about his father’s Alzheimer’s and the true meaning of his father’s legacy. Later in the month the Special Collections Division welcomed acclaimed novelist and playwright, Pearl Cleage who read from her latest novel and captivated attendees with her perspective on themes of cultural enrichment, social identity, and the power of truth.

Several events were held at the library in October as part of the Mayor’s “Nashville Reads” campaign. The Second Wednesday Book Club read and discussed The Handmaid’s Tale. Vanderbilt’s Julia Fesmire, Senior Lecturer of Women’s and Gender Studies and English, also led a book discussion of The Handmaid’s Tale. The city-wide campaign culminated with a public lecture by author Margaret Atwood.

The library also welcomed thousands of book lovers during the Southern Festival of Books which was partially held in the library.

The Teen Division held their annual Teen Read Week program in October. The library encourages teens to read by erasing their library fines if teens read for a minimum of 2 hours at a library during the week. The library staff waived fines for over 900 students!

And, finally, Halloween was a real treat at the library when over 700 goblins dressed in their Halloween finery attended story time and trick-or-treated throughout the Children’s Division for trinkets.

Research and Special Projects Report Bringing Books to Life! Offered a record number of programs during the month of October totaling 53 storytimes, teacher training, loving and learning workshops and GROW programs Nashville Reads First city-wide read was a great success and culminated with over 500 at Margaret Atwood’s public lecture. Plans for 2013 have already begun.

Puppet Festival Troupe’s from Japan, China, Germany, France, and Argentina have all confirmed for our 2013 Festival.

TOTAL Picture Me, a Predator’s grant-funded program for teens to express their thoughts on bullying through words and pictures, was offered at three branches and one community center.

A final reception and exhibit will be held at the Looby Branch on December 6th, 6:00 p.m. All are invited. Vicki Yates from channel 5 covered the story.

Wishing Chair Productions Ellingtown, Hamlet, and The Legend of Sleepy Hollow were performed to enthusiastic audiences in the children’s theater, along with the regularly scheduled story times.

Puppet Truck Aesop’s Fables, Frog Prince, and The Ordeal of Dr. Trifulgas were all brought out to childcare agencies, the Farmer’s Market, and schools, including middle schools, this month.

Enhanced Summer Reading Working with the Mayor’s office on volunteer recruitment, and exploring a partnership with Homework Hotline to possibly offer teacher engagement as well.

Salon@615 The library hosted Louise Erdrich , Denis Lehane, Caroline Kennedy and Mark Shriver at Main, and we partnered with MBA for Sherman Alexi and University School of Nashville for Patricia Cornwell.

Writers Circle John Seigenthaler and Will Akers brought us John Egerton and Adam Ross to a crowd of 75.

Community Cinema As Goes Janesville was featured at Main in partnership with WNPT and PBS’s Independent Lens.

Resolution Title: Code of Conduct Amendment History/Background/Discussion: Following the Board discussion at the October Board meeting library staff reviewed a modified approach to a specific sexual predator policy that would better reflect the Board’s approach to this issue. The attached resolution wording has been suggested by Metro legal as an alternative to a separate policy statement. It will be included within the existing Code of Conduct. Staff believe it addresses potential conduct issues, provides the staff latitude and acknowledges the existence of the statute.

Recommendation: That the Board adopts the addition to the Code of Conduct relating to the sexual predator registry.

BE IT HEREBY RESOLVED by the Nashville Public Library board that the following statement be added to the library’s Code of Conduct: The Library remains vigilant in ensuring patrons act appropriately and are reasonably safe within the Library. In addition to the enforcement of its own policies, the Library reserves the right to enforce restrictions on access to the Library of any person listed on the sexual offender registry as authorized under, and in the manner contemplated by, Tennessee Code Annotated § 40-39-216 on a case by case basis when made aware of a problem situation.

Resolution Title: 2013 Holiday Schedule History/Background/Discussion: Annually the library board adopts the library holiday schedule observed based upon the Metropolitan Government of Nashville & Davidson County’s Civil Service Commission. These hours necessarily impact library public service hours and staff holiday scheduling. The attached is consistent with past practice but for three exceptions.

Based upon anticipated public use of the library over holiday periods the Library’s Administration is recommending that all library locations close at 5:30 on Monday, December 31, 2012 (New Year’s Eve), close at 5:30 p.m. on Wednesday, November 27, 2013 (Thanksgiving Eve) and at 5:30 p.m. Tuesday, December 31, 2013 (New Year’s Eve).

Holiday closings not consistent with Metro holidays will allow for adjustments in staff work schedules to accommodate these closings and are not paid holidays.

Recommendation: That the Board adopts the holiday hours schedule as proposed.
