Call to Order / Roll Call Katy Varney called the meeting to order at 12:03 PM. Metro Ordinance required to be announced at all Board Meetings – Vice Chair, Katy Varney “Pursuant to the provisions of § 2.68.030 of the Metropolitan Code of Laws, please take notice that decisions of the Nashville Public Library Board may be appealed to the Chancery Court of Davidson County for review under a common law writ of certiorari.

Approval of Minutes: September 21, 2021, September 17, 2021 NECAT Study Session, and September 24 Retreat Study Session Charvis Rand moved for approval of minutes from all three meetings; the motion was seconded by Robert Oermann and passed unanimously.

Library Director Report, Kent Oliver a. Mr. Oliver thanked Kate Collingwood for all the special Board notes she took last month; she did a great job. b. The room welcomed NPL’s new Special Collections Manager, Chinedu Ameafula. Mr. Ameafula mentioned that he goes by “Chi” and that he was happy to be at NPL. Page | 1

c. Today marks the day that all branches are back open — it’s been since March 2020.

There are small celebrations happening throughout the system today. d. The next Board meeting is December 14, combining November and December dates. e. Mr. Oliver asked everyone to review the 2022 Board meeting dates and locations on page 12 of the board packet. f. NECAT i. NPL is continuing to work through this process with Lee Boulie and MTSU, clarifying the agreement between ITS, funding streams, and equipment maintenance. The draft agreement is evolving, and Kent is hoping to have something ready for the Board to review sometime next month. The interdepartmental letter of agreement will clearly state where the funding is coming from, will outline the (maximum of three years) expectations of the NECAT Board, and include still to be determined escape clauses. ii. At this point in the discussions, NPL will be responsible for all three channels. The content on two of the channels may be developed through NPL with assistance from MTSU. NPL will manage coordination of the programming piece and the Studio. iii. NPL will monitor channel content by applying similar criteria that used for existing library programming. NPL will have access to metrics regarding the programming and audience numbers. g. NPLF Early Literacy Campaign i. Shawn Bakker presented that NPLF has been in conversation with Mr. Oliver, Linda Harrison, and Liz Atack about addressing early literacy (0–5 years old) and making an impact on a larger scale. Early conversations are now happening, connecting key players in the space to devise a more focused, city-wide approach.

Only 1 out of 4 third graders are reading on grade level and NPLF/NPL believes that the work needs to start at birth instead of waiting. ii. The Blueprint is now with the United Way. It was determined that NPL was leading two of the seven pillars. iii. NPLF is hoping to invest time and funding to support NPL in making this happen by creating an endowment for early literacy that will always be there. Potential Page | 2

funding sources have already been identified and they are working with benchmarks and scaling it with concrete numbers going forward. iv. The whole plan is still being worked out, but the vision is a phased approach starting with funding an initial, independent study to analyze NPL’s existing program and work. v. Mr. Oliver suggested that Liz Atack present at a future meeting about what NPL is currently doing around early literacy. vi. Part of this project could include adding a staff person to help support this work. vii. NPLF hasn’t found another city that has figured this issue out. The model could look like a Limitless Libraries for children from 0–5 to ensure a robust library collection for each center and possibly homes. viii. The Board asked NPLF and NPL to define the target audiences and consider how can NPL can reach them all. How can we teach parents how to teach and share books with their children? What can we pilot? How can we measure success? There are bilingual spaces and many other spaces to consider. This is a huge undertaking, and all agreed that there needs to be a clear plan to prevent NPL’s work around this being another stand-alone “silo.” h. Advocacy NPL received a Capital Spending Plan funding recommendation from the Mayor’s Office to Council in the amount of $9M for infrastructure and repairs. $5M is for Main and $4M is earmarked for branches.

Nashville Public Library Foundation Report, Shawn Bakker NPLF is preparing for the Gala on November 13 and there are limited tickets left. 10 gala tickets are left, 40 patron party tickets, and only 100 Public Lecture tickets are left. Shawn asked that everyone help get the word out to all networks. The Public Lecture is hosted at MLK and capacity is set at 50%. The event is free, but reserving a ticket is necessary.

Brief Area Updates – December 14, 2021 Nashville Public Library Stats/Reports reflect October 2021 ADMINISTRATIVE SERVICES REPORT Safety & Security: October 2021 There were several after hour events during October at Main.

Mark Crowder worked the evening shift for 3 weeks in October covering branches until closing time.

This appeared to be beneficial to staff. He responded to several branch calls for patrons irate about having to wear masks. There have been as many as three calls in a night regarding mask issues.

Movie night on October 14th at Green Hills was successful. Mark Crowder worked that evening.

There were a couple of serious incidents involving patrons this month.

One adult male was masturbating in the men’s restroom at Green Hills while teen males were in the restroom. He was suspended for one year.

One employee at Southeast was accidently pepper sprayed by the on-site complex G4S Security while they were pepper spraying an irate patron.

There was a sharp increase in incident reports, mainly at the Main Library, during October over September including more mental issue cases.

Total number of incident reports for the month of October and the amount for each category: Total 49, up from the 28 reports in September.

BRANCH SERVICES REPORT BRANCH MANAGER PROMOTIONS: Annie Herlocker is the regional manager at the Bordeaux Branch. Luke Herbst is the regional manager at the Bellevue Branch. Carlos Shivers is the manager at the Richland Park Branch. Montoya Townsend is the Program Manager at the Watkins Park Branch.

AFTER SCHOOL MEALS: Even during the pandemic, organizations are finding ways to provide meals. Second Harvest, Greater Harvest, and Bridge Ministry deliver meals to the East, Bordeaux, and Pruitt Branches.

OUTDOOR PROGRAMS: With indoor program numbers increasing, staff continue to have success with outdoor programs. Green Hills recently held a Family Movie Night. Customers enjoyed seeing the Fantastic Mr. Fox. Ninety-five customers watched the Wishing Chair present the Frog Prince outside at the East Branch. The Edmondson Pike Branch held a Breast Cancer Awareness Walk. MNPD K-Nine Unit presented a program on the patio at the Hermitage Branch. Customer could see the special K-9 Unit Vehicle and pet Gunner the dog.

EDMONDSON PIKE HALLOWEEN SPOOKTACULAR: Librarian Ashley Walker-Tyler initiated the idea to host a Halloween Spooktacular. Children were able to come dressed in their favorite costumes and get a bag of goodies and a book! The entire staff assisted with the event by creating stations, decorating the service desks, and participating in the event.

DELOITTE CORPORATE VOLUNTEERS: At Hermitage, it was wonderful to welcome back 12 volunteers during Deloitte Impact Week. The volunteers provided tech help, packaged seeds for the SEED Exchange, boxed books for the Friends sale, and assisted with gardening.

NPL MEANS BUSINESS: This new service is building momentum. Corey Frederick and Chad L’eplattenier presented at SCORE Nashville on November 18. Corey is working with Belmont University faculty members. In February 2022, Belmont is paying a professor to hold an opening workshop and then join a discussion group for four weeks. The Belmont Center of Business will purchase the book to accompany the ELI training.

CURBSIDE SERVICE SURVEY: Over 1300 customers participated in the NPL Curbside Service Survey. Almost ninety percent of customers want NPL to continue the service. Green Hills, Bellevue, and Edmondson Pike are the most frequently used locations. Monday is the most popular day and between 10:00-12:00 is the most popular time.

FOUNDATION CELEBRATIONS: On October 28, the Nashville Public Library Foundation celebrated that all branches were open for in person service to library customers. Staff set up photo booths (see below). Customers could take a photo and share why they love their library.

RFP for patron registration product is live and open for vendors to apply. Jenny Lane has created a task force consisting of shared systems, main circulation, and branch circulation staff for configuration and roll out to staff.

Jenny Lane, Bryan Jones, and James Staub, along with Larry Jirik, AT&T, and Metro ITS worked with vendor TLC to move library operations to the Oracle Cloud. Go live happened successfully on 11/11/21, evening.

Kyle Cook worked with Mike Douglass to fix a major bug in our events calendar. This will improve everyone’s experience and efficiency with entering events.

Content for Archives website redesign and move to the NPL servers is almost finished.

Aten is working on the design for the new footer, hero, and sub-menu which will feature on the Archives site as well as the rest of the NPL site. Shared Systems met with MarCom to go over the new hero and footer designs. Jenny Ellis and Jenny Lane will preview the site refresh at the manager’s meeting on 11/18/21.

In the planning phase for updating/rebuilding and potentially moving the Limitless Libraries site. We received a $49,200 grant from TSLA IMLS ARP funds to move the site to Drupal 9, this is imperative because the current site is on Drupal 7, which will end Page | 18

Jesse Morros has been working with branch staff on Springshare functionality and usage at branches. Currently working with Madison to allow reservation of their study rooms.

Bryan Jones spent a lot of time sideloading and troubleshooting access issues with the new databases NPL has recently acquired: PressReader, NYT, Kanopy, Comics Plus. He also had to troubleshoot LinkedIn Learning data.

Added a catalog iteration for Independence Academy, a charter school with a librarian who pays for Limitless delivery. Bryan Jones worked directly with the librarian there to ensure performance and setup.

Bryan Jones worked with Special Collections to reformat some old digital photographs from 1997 that had been saved in a no-longer valid file type.

James Staub and Jenny Lane presented successfully at TLCU. Jenny Lane remains on the vendor steering committee for another year.

Bob Wilson worked with NPL’s Finance office and TLC to improve the Audit Trail report used by all NPL locations nightly. This report is ready to roll out later this year.

Beth Deeb and Ben English gave an Adult Services Meeting presentation on current projects in collection development.

Joanna Roberts wrote 50 questions for the High School Battle of the Books and wrote discussion questions for the new Celebrating Racial Diversity Curriculum Kit. She also shared materials management information at the Children's Services meeting and gave Native American History Month book talks at the Teen Services meeting.

Ben English created two new spotlights: New YA Manga and Christmas Cooking.

Supported Wishing Chair Productions with running audio for a theater performance from musician Ketch Secor (of Old Crow Medicine Show), updated Youtube video tags across their playlists, and Provided maintenance for the backstage video monitoring system.

Children’s Department Production Services provided AV support for 10 events. The events alternated between setting up webcams for Zoom meetings, video presentations for patrons, and sound from a wireless mic system.

Adult Services / Let's Play Games We're still filming and editing this program for Adult services monthly.

Branches Forrest traveled 3 times to branches to setup a projector and screen, for powerpoint and movie presentations.

Church Street Park Events New this year to Production Services, has provided audio support for 11 events at the park, requiring the use of wireless microphones, Bluetooth support, and soundtrack playback.

Conference Center Provided AV support for 12 events in the Conference Center and 8 events in the Auditorium.

Stones River Panel and Hybrid Event (private rental in the auditorium) Provided sound, video, and live streaming of this hybrid meeting. Gov. Bill Haslem was one of the hosts. They conducted various in person panels and a live zoom meeting in the event. We were able to use all our AV tech equipment.

NPL's 2021 Literary Award Gala Production Services provided a hand in setting up audio systems in the Grand Reading Room for, on the same weekend as running AV for the Public Lecture at MLK Magnet School.

The largest update to Production Services capabilities is the ability to host a working Hybrid Event. Hybrid Events are Zoom meetings integrated into larger AV systems, providing interactivity freely between in-person presenters & patrons to-and-from streamed in presenters. Hybrid events are notoriously difficult due to feedback loops in audio from combining multiple system and their interactions. With Consultation with Matt Cox, Forrest Eagle was able to work a solution into the existing AV of Auditorium and Conference Room 1. PS has provided service to 2 Hybrid events.

EDUCATION AND LITERACY REPORT Adult Literacy • The team hosted the (mostly virtual) 2021 Middle Tennessee Adult Education Symposium from October 19–26. It was a big success. We highlighted national speakers who shared their knowledge and expertise with the 86 registrants. The conference also included an in-person networking event with 12 attendees and a special edition of our popular Teachers’ Lounge. 92% of attendees reported increasing their skills and knowledge at the conference! When asked, “What did you like about the symposium?” attendees responded: o I enjoyed the session by people from other states. It gave me a different perspective and realize that there is a great need for Adult Education. o I appreciated the diversity of speakers and topics, the pacing with breaks throughout the day, and the focus on selfcare. I also loved the in-person happy hour. o Collaborating with others in the community and hearing from others who assist adult learners • Currently, ten organizations have agreed to partner with us on our Nashville Helps relaunch, and we have 17 others that have expressed interest. The website will launch in January.

• Hosted our first in-person, in-Library field trip in 18+ months. We spoke to 9 adult learners from Belmont UMC. Students were very complimentary stating, “You are awesome. I want to be a part of your amazing community!” and “It is an amazing place!

Thank you for receiving us!”

• Jamil and Amber also met with Lydia Yousef from Elmahaba Center to discuss ways the library can provide resources for their programs. We discussed a resource coaching visit from Amber and a field trip conducted in Arabic by Jamil. Amber also was able to send several curriculum building resources post-meeting.

• The Demographics Research Project begun by our summer intern continues. As of 11/1, we have received 293 surveys from adult learners and educators in the Nashville area, with several more organizations committed to distributing the survey. We will continue to do outreach and keep the survey open until the end of the year. The goal is to get a demographic snapshot of who Nashville’s adult learners are.

• Lisa LeMaster, the 2021 Adult Educator of the Year, wrote a guest post on NPL’s blog about her experiences teaching adult learners during the pandemic. Nominations for the 2022 Adult Educator of the Year are open until December 1.

Be Well @ NPL • Interviews took place October 21 and 22 and we are close to making an offer.

Bringing Books to Life • 28 programs with 882 in attendance. 4 programs happened virtually. Most locations request in-person programming for young children.

• BBTL program numbers are close to pre-pandemic levels. For July–September 2021, program numbers roughly equaled 2019 for the same period.

Staff presented at the Nashville Area Association for the Education of Young Children conference, which was held virtually. Susan’s presentation on STEAM and Early Literacy received rave reviews from attendees and she has been asked to help plan the spring conference in April. One teacher commented (in response to the question “What did you like best about the session today?”) “The book list she shared would greatly supplement the science activities in the classroom. I will definitely utilize the Nashville Public Library to pick up kits for my Pre-k classroom.” Another shared “I like that this [training] gave us resources that are here in our community.”

Debuted a workshop on Music and Early Literacy at our Third Saturday Teacher Training event. Program Assistant, Julie Miller (a former preschool music teacher) developed the workshop.

Staff attended two national, virtual conferences: The Zero-to-Three Annual Conference and the Families Learning Conference.

We met with a potential new partner: Elmahaba Center. We have scheduled some family literacy workshops for them in January. Elmahaba supports Nashville’s Coptic Egyptian Community All BBTL staff provided support to Adult Literacy @ NPL during their fall conference.

Digital Inclusion • The Senior Telehealth program continued with the completion of training of seniors at Madison Towers, Gernert Senior Apartments, National Council on Aging and Vine Hill.

• Our Telehealth program was highlighted in Telehealth Equity Coalition blog post: https://www.telehealthequitycoalition.org/improving-digitalliteracy-to-improve-telehealth-equity.html • Served on interview panels for AV Technician and Be Well Coordinator.

• Marian met with Chandra Allen and Diane Oliver to discuss possible state funding for Digital Inclusion work. Introduced Chandra to state broadband director, Taylre Beaty to facilitate more discussion on the subject.

• Completed a fall update for funders and the Digital Inclusion portion of E&L’s 2021 Impact Report.

GOAL Collective • Received a $200K grant from the Frist Foundation to support our shared technology build.

• GOAL was featured in an article as part of UT’s Institute for Public Service. (see pages 8-9) • GOAL partners surveyed showed 2x increase in supporting each other with feedback/advice, as compared to 6 months ago.

• We interviewed and made offers to 2 contractors to support our work this winter/spring during my transition. Both will be on board by mid-November.

Limitless Libraries • Circulated 19,205 items to MNPS schools in October.

• Laura Amaral, Sarah Allen, and Emily Farmer held four meetings with new MNPS librarians and new community partners to introduce them to Limitless Libraries.

• Laura Amaral attended two in-person outreach events at MNPS schools.

• Sarah Allen and Emily Farmer presented at the annual TLCU Conference (session title: We Just Want the Books Back: Promoting Library Use, Not Penalizing with Fees). Our team also attended (virtual) TLCU sessions throughout the conference.

• 450 MNPS students and teachers completed our Fees Fall Off opportunity; we waived fees for these participants and welcomed them back into good standing with NPL! • NPL received an ARPA grant to update the Limitless Libraries website, and we'll be working with Jenny Ellis and Jenny Lane to complete this project in the coming months.

• Emily Farmer attended the first planning meeting for the Pi Beta Phi Signature Literary Event with representatives from relevant NPL departments.

• Emily Farmer and Sarah Allen attended a presentation by Summit Bodyworks regarding a potential bookmobile contract.

• Emily Farmer and Sarah Allen worked on new kits with Collection Development and Children's staff.

• Began collection development purchasing for MNPS schools for this school year.

NAZA • Lights on Afterschool: NAZA Partners hosted events in October as part of a national Lights on Afterschool celebration. Events included shining a light on literacy and youth leadership at Nations Ministry Center; open houses at GOD International showcasing youth-led activities and project displays; Bethlehem Centers of Nashville’s Fall Festival and Lights on Afterschool Carnival; a guest presentation at Why We Can’t Wait about laws for juveniles and how they can participate in the process; and a Haunted Halloween Bash for youth and families at the YMCA of Middle Tennessee.

• NAZA Staff Transition: NAZA has been in the process of transitioning 6 staff positions to Metro positions. This allows all positions to be housed at Nashville Public Library and enable NAZA to operate as one unit in the Metro/Library structure and hopefully expand operations in future. We are onboarding new team members and expect that the team will be fully assembled by December at the latest. One new NAZA team member is Monica McLaurine, who, for the last 16 years has been the coordinator of the Library’s T.O.T.A.L. (Totally Outstanding Teen Advocates for the Library) program. Her expertise in youth leadership, partnership development, and curriculum development will be an asset to the NAZA system.

• NAZA’s Partnership with Mayor’s Office FUSE Project: The Mayor’s Office is partnering with the FUSE Project and has engaged a fellow who will work closely with NAZA to conduct a landscape analysis of out-of-school time offerings in the city and will come up with actionable recommendations on how to scale up city’s investment in the out-of-school time space. The analysis will reveal supply and demand of afterschool and summer opportunities in the city and will inform the decision-makers on future investments. NAZA is a key stakeholder in the project.

• Puppet Truck members joined Wishing Chair Productions on the Young People’s Concerts offered by the Nashville Symphony. Peter and the Wolf was the offered presentation. • Presented two outdoor performances at the Open Street Nashville/Walk Bike Nashville event held on Garfield and Buchannan Street.

• Puppet Truck Supervisor Bret Wilson received a request by the Tennessee State Museum to perform The Ordeal of Dr. Trifulgus during their Haunted Museum event. We received a lovely thank on social media: Thank you to everyone who joined us for the return of the Haunted Museum Storytelling Festival to the Museum this year. We had a great time welcoming family and their witches and angels and Yodas and more! We hope to see you all again next year. Special thanks to Nashville Public Library, Wishing Chair Productions and Bret Wilson for bringing the spooky Puppet Truck production of “The Ordeal of Dr. Trifulgus” to our Digital Learning Center.

• Sarah Bolek has been promoted from Substitute Puppeteer to P/T Puppeteer/Mobile Lab Assistant.

• Shannon Wagner and Megan Cole arranged a photo session with the entire Puppet Truck team in front of the newly wrapped PT 2.

Studio NPL • Niq hosted daily programs at Studio NPL MAIN during October including audio production, a weekly music. production “master class” (featuring working producers from Nashville studios), maker workshops, and guitar/piano lessons. East branch, Bellevue, Green Hills, and Goodlettsville received visits from Southern Word and Studio NPL mentors, as well as visits from our rotating Guest Artist (Bellevue/Green Hills).

• In addition to our regular programs, we hosted an all-ages music performance in partnership with the Teen Center, and a short-story writing performance with in-person and virtual attendees.

• Welcomed 2 new mentors in October to the Studio NPL space; Bea, a music teacher; Samatha, a teen graphic design mentor.

• A major project during October was the filming and editing of the Nashville reads video, and we began the filming and editing of a short video for NPLF. Page | 29

Held a week of Studio training sessions during Fall break for Studio staff, teen library staff, and Templeton Academy teachers. Several Templeton teachers have scheduled field trips with us for November/December.

While Monica McLaurine resigned, she continued to assist us with outreach. Together with Zach Duensing, the hosted Studio activities; Smith Springs Community Center (2), Coleman Park, LEAD Academy, DuPont Tyler (2).

DuBois Honors Program to judge the entries. The top three entries for each age category (Juniors and Seniors). Winners will be honored at this year’s Public Lecture happening on November 13 at MLK Magnet School. Wishing Chair Productions • Began our collaboration with the Nashville Symphony on PETER AND THE WOLF. The rehearsal at the Schermerhorn was interesting due to covid protocols and distancing – the orchestra was spread out over the large stage; leaving much less room than usual for us to perform in front – but the puppeteers adapted incredibly and gave a wonderful performance. The show had been sold-out for months! The video of the event already has 845+views!

• Linda, Kate, Niq, and Kyle visited the National Museum of African American Music… what an INCREDIBLE and INSPIRING place. Have a lot of ideas already on moving forward with a special show to perform there annually, much like our STRING CITY. We’ve had a follow up and Brian is pursuing musical director/advisors on the project as well.

• We are moving forward with online programming to follow our WHIMSICAL WORLD OF WISHING CHAIR – a lot of ideas to assembled from meeting with puppeteers and our tech crew.

• Weekly in-person events continue – including outdoors with Storytime in the park (up to 168 attending some weeks!) Special thanks to Corey and Chelsy – our young friends who patrol and set-up the event in Church Street Park – and CJ and Forrest, dealing with sound. All good!

TOMAS AND THE LIBRARY LADY marionette show had a successful run. People really seemed to enjoy the sweet story.

Rehearsals this month and performances for The Legend of Sleepy Hollow – our offering for Halloween that has been performed every year since I began except for when we were closed for covid. Jonah Jackson performed the role of Ichabod Crane this year.

Unfortunately, our last show was cancelled as the library was closed for a water emergency.

Brian provided outreach with Hillsboro High school - they are adding shadow puppets to their production of Alice in Wonderland.

Brian conducted interviews with Lee Boulie, Larry Jirik, and Marion Christmon looking for someone for the lead AV position; again, not finding the right person. We will need to re-post the position.

Work continues on the re-build of Anansi the Spider Puppets. The team has done a lot of work getting the shop together and organized, and Pete is working on touchup/cleaning/fixing the Wayne White puppet head in our lobby.

MAIN REPORT •

The Main Lobby has been redesigned for a new holds area to make it easier for patrons to pick up and check out their holds.

Votes for Women led a Truth Telling program on October 16th. This community history project explored the historical conflict between these two American Reformers over lynching, race, and racism. Events included a film screening and conversation with Michelle Duster, great-granddaughter of Ida B. Wells, and Lori Osborne, director of the Frances Willard House Museum. Also, a panel discussion on journalism and activism with local reporters.

The Talking Library has updated its schedule to air weather updates at the top of each hour and to include the reading of the New York Times ever day of the week.

Equal Access staff provided a program for Deaf Educators and the court clerk in Wilson County. In an effort to combat the high rate of abuse among deaf and hard of hearing Page | 31

children they worked to connect the schools and court system with the information and services that LSDHH provides.

The Children’s Department celebrated Halloween with spooky Trick-or-Treating stations. Staff and children (and a few parents) dressed up in costumes, many of which were literary themed.

Main Library was looking it’s best as it hosted the NPLF Gala and first Patrons’ Party in November. Thank you to all the staff who made our building shine.

There are many staffing changes taking place throughout the building, including new Special Collections Manager, Chinedu Amaefula, and Teens Manager, Lauren Gilpin.

New Business – December 14, 2021 Nashville Public Library

Nashville Public Library Board December 14, 2021

Resolution Title: Intergovernmental Agreement by and Between The Nashville Education Community and Arts Television Corporation (NECAT) and the Metropolitan Government of Nashville and Davidson County

History/Background/Discussion: The Nashville Public Library (NPL) entered discussions in 2021with an Ad Hoc group originating in the Mayor’s Office pursing options for the sustainability of Nashville Educational and Community Access Channels (NECAT). The suggestion that NPL might be an ideal partner to operate the public access channel and studio arose this last spring. NPL was brought into informal conversations this summer. On September 17, 2021 the NPL Board convened for a study session to discuss details involving this proposal. The attached agreement does not vary significantly from details shared during that meeting except for one primary detail, which resulted from the advice of the Library Board study sessions and conversations with the NECAT Board.

If the attached agreement is approved by the NPL Board and Metro Council, NPL will manage and operate all three NECAT channels: iQTV (education), Music City Arts (arts) and Access Nashville (community access) rather than only the community/public access channel.

The logic behind NPL assuming this role is valid and consistent with NPL’s mission. NECAT would provide a platform to produce and expand access to NPL Universe programming, which began during the pandemic, as well as seek to enhance the quality of NECAT’s productions. In addition, it is a logical extension of the role NPL already performs with Studio NPL by creating a hands-on learning experience of audio and video production technology. By providing the technology support of the studio, NPL would also have access to additional production equipment and spaces.

NPL is confident and assured by our discussions with the Mayor’s Office and Metro ITS that financial resources will be made available to meet NECAT budget considerations. Metro ITS staff currently operating NECAT will be transferred to NPL when the agreement is implemented.

The attached agreement was approved by the NECAT Board on November 18, 2021. If the NPL Board approves it, we expect a bill to be filed with Council in January to finalize the process.

Recommendation: The Board endorse the NECAT agreement.

WHEREAS, Metro government has been granted 4 Public, Educational and Government Access (PEG) channels through its cable franchise agreements codified in Metro Ordinance and 3 channels are designated as iQTV (education), Music City Arts (arts) and Access Nashville (community access) programmed and operated by the NECAT Board, and WHEREAS, NECAT’s current mission is to provide access to arts and education programming created both locally and around the world as well as create a platform for individuals and organizations to develop production and programming skills, and WHEREAS, NPL has developed NPL Universe to expand access to library programming and resources using a variety of video production methods and, WHEREAS, NPL’s mission is to Advance Learning, and WHEREAS, the NECAT Board desires to establish greater sustainability for the NECAT channels by endorsing the attached agreement with NPL which includes management of NECAT programming channels and studio resources, NOW, THEREFORE, BE IT HEREBY RESOLVED by the Nashville Public Library Board that the attached agreement is endorsed.
