A Note from the President & Executive Director

The National Association of State Contractors Licensing Agencies (NASCLA) Fiscal Year 2014/2015 was an exciting and productive time for the association. As we reflect back on the past year, we are honored to see the many accomplishments made in 2015 that have further strengthened the foundation for the association’s future. NASCLA is pleased to present the Annual Report for Fiscal Year 2014/2015 where you will find the annual goals and accomplishments that align with our NASCLA Strategic Plan, Mission, Vision and Values. The NASCLA three (3) year Strategic Plan was created by the NASCLA Board of Directors in mid 2014 with master facilitator Michael Barrett of Resonance, LLC. The NASCLA Strategic Plan focuses on four (4) strategic focus areas and objectives: Outreach, Education and Training, Organizational Efficiency and Licensing Efficiency, which you will see incorporated into this report. The association held an annual Strategic Planning Meeting in the winter to guarantee the long-term success of the association. The NASCLA Strategic Plan ensures that the association is staying on track by focusing on the goals, objectives and priorities that have been established by the NASCLA Board of Directors. NASCLA would like to personally acknowledge and recognize all of our dedicated volunteers, members, consultants and staff for making the association such a success, it truly is a team effort! Keith Warren, President

Alabama Electrical Contractors Board

Keith Warren is the President of Warren & Co., Inc. – Management Solutions which he founded in September 1997. Keith began his career as an intern with Mike Weeks and Associates in 1991. He later joined the firm on a full-time basis. He also began his licensing board experience in 1991 when he was named Executive Assistant to the Board of Electrical Contractors. Shortly thereafter he was named Administrator of the Board and assumed supervision of the Board’s operations.

Keith serves as the Executive Director for the following: Alabama Board of Electrical Contractors; Alabama State Board of Auctioneers; Alabama Board of Licensure for Professional Geologists; Alabama Massage Therapy Board; Alabama Board of Podiatry, Alabama Drycleaning Environmental Response Trust Fund Board, Board of Dental Examiners of Alabama, Alabama Security Regulatory Board, and the Alabama Athletic Commission. He is responsible for the day-to-day operation of the Boards. Keith also served as the Executive Director of the Alabama Board of Cosmetology appointed by Governor Don Siegelman in 1999/2000.

Keith started his career in politics early on when he was adopted at the age of five (5) weeks by Mr. and Mrs. James E. “Jimmy” Warren. Mr. Warren served thirty-two (32) years in the Alabama House of Representatives. Keith was five (5) weeks old when he visited the Alabama State Capitol with his new parents and was presented to Legislative Staff, Members and other State Officials.

Keith is active in numerous civic and professional organizations. He earned lifetime membership in the Nationwide Register’s Who’s Who in Executives and Business in February 1999. He is a member of the Montgomery Area Chamber of Commerce. Keith is also the Past-President of the Alabama Association of Regulatory Boards. He is a member of First United Methodist Church of Montgomery, Alabama and pianist at Dalraida United Methodist Church of Montgomery, Alabama. He is currently a student at Troy University Montgomery.

Keith has served on the NASCLA Board of Directors since 2005. He also is currently a member of the Fiscal Policies & Procedures Committee, Membership Committee, Nomination Committee, and Resources Committee.

Joseph C. Rogers, Jr., 1st Vice President

Alabama Licensing Board for General Contractors

Joe is the Executive Secretary of the Alabama Licensing Board for General Contractors. Previous to serving in this position, he was Executive Vice President at Sterling Lumber & Supply Company and Vice President of Thomas Wood Products. While in the forestry industry, he served as State President of the Alabama Forestry Association. Before working in the lumber industry, Joe worked with Alabama Power Company as a Marketing Engineer in the residential, commercial, and industrial markets.

Joe is a graduate of Auburn University receiving a Bachelor of Science degree in Agricultural Engineering.

He has been with the Alabama Licensing Board for General Contractors since 2003. Joe also currently serves as Chair of NASCLA’s Program Committee and is a member of the Accredited Examination Program Committee, Contractors Committee, Fiscal Policies & Procedures Committee, Marketing Committee, and Publications Committee.

Michael McDuff, 2nd Vice President

Louisiana State Licensing Board for Contractors

Michael McDuff was appointed by Governor Jindal in 2008 to serve as the Executive Director of the Louisiana State Licensing Board for Contractors. Since 1985, Michael has worked in various positions with the construction industry in Louisiana. From 1985-1997, he worked with the Associated Builders and Contractors of Louisiana as Director of Membership Development, Governmental Relations, and Executive Director. During these years, Michael represented the construction industry before numerous public agencies, governmental officials, and various committees with the Louisiana Association of Business and Industry.

From 1997-2004, he served as the Director of Business Development with Petrin Corporation in the field of industrial construction doing work in the Southeastern Region of the U.S. From 2004-2008, Michael was the Executive Director of the Baton Rouge Growth Coalition that was comprised of architects, builders, engineers, and real estate developers facing governmental ordinances and regulations while promoting the principles of Smart Growth for the civic community.

Michael McDuff is a member of the Louisiana Forestry Association, the Forest Landowners Association, and has served as Past Chairman for Crosby Land and Resources since 1993.

Michael has served on the NASCLA Board of Directors since 2009. He also is a member of the NASCLA Fiscal Policies & Procedures Committee, Program Committee, and Resources Committee.

Margi Grein, Treasurer & 2nd Immediate Past President

Nevada State Contractors Board

Margi Grein is the Executive Officer of the Nevada State Contractors Board. Since beginning her tenure in 1998, she has directed the Board’s priority focus on consumer protection, while also reorganizing the structure of the Board to meet the needs and demands within the construction industry. Her leadership has fostered professionalism through the implementation of formal training for investigators; modernization of technology and recordkeeping; implementation of stringent fiscal safeguards; and improvement of communications with the industry and general public.

As Executive Officer, Margi has strengthened the Board’s enforcement powers, enhanced consumer protection by overseeing the establishment of the Residential Recovery Fund that provides recourse to damaged homeowners who hire licensed contractors, and introduced legislation that created the Construction Education Fund that provides grants for construction-related programs. Most recently, she launched the Board’s Senior Awareness Program to educate older Nevadans about scams and abuse that target senior citizens, as well as the Home Improvement Forum that brings industry experts to homeowners in an open dialogue panel discussion. Due to her success and leadership, Margi has assisted several other contractor licensing agencies in developing outreach programs in their states.

She is past president of the National Association of State Contractors Licensing Agencies (NASCLA) and currently serves as Chair of NASCLA’s Resources Committee and a member of its Fiscal Policies & Procedures Committee, Membership Committee, Nomination Committee, and Program Committee. She has been a member of the Council on Licensure, Enforcement, and Regulation (CLEAR) for more than 15 years, serves as a member of the Federation of Associations of Regulatory Boards (FARB), and is a member of the Nevada Construction Industry Relations Committee.

Margi is a 2014 graduate from the FBI Citizens Academy and is a member of the FBI Las Vegas Citizens Academy Alumni Association.

Prior to her appointment as Executive Officer, she served as Director of Finance and Public Relations for the State Contractors Board. She is a third generation Nevadan. She is devoted to her daughter, two granddaughters, and her Wheaten Terrier, Baxter.

Melissa McBride, Secretary

Washington State Department of Labor & Industries

Melissa McBride is the Program Analyst for the Construction Compliance, Contractor Registration, Plumber Certification and Factory Assembled Structures programs with the Washington State Department of Labor and Industries. She began her career in state service in 1998, working as an office assistant with Contractor Registration. She has held several positions involved with contractor regulations. In her current position, she leads the development of strategic and business plans and provides consultation to executive management regarding setting goals and objectives in support of those plans. She develops annual stakeholder and legislative reports and analyzes legislative bills for operational and policy implications and fiscal impacts.

In 2012, Melissa became a Lean Facilitator. She specializes in value stream mapping, standardization, waste identification, problem solving and root cause analysis. Melissa organizes, manages, facilitates and implements process improvement efforts in support of the agencies goals and objectives.

Melissa became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2012 serving on the NASCLA Board of Directors. She currently serves as Chair of NASCLA’s Membership Committee and is a member of the Fiscal Policies & Procedures Committee, Program Committee, and Resources Committee.

George Whalen, Immediate Past President

Rhode Island Contractors’ Registration and Licensing Board

George Whalen is the Executive Director of the Rhode Island Contractors’ Registration and Licensing Board. He began his career in state service with the Rhode Island State Building Commission, working as an Architectural Barriers Coordinator for fourteen (14) years, until being appointed the executive director of the Rhode Island Contractors’ Registration and Licensing Board in 1991.

As Executive Director of the RICRLB, George serves as the Executive Officer of the fifteen (15) member Governor appointed Rhode Island Contractors’ Registration and Licensing Board. The board administers registration, licensing, contractor professional development, and certification programs affecting 12,000 construction businesses.

George has been involved with the National Association of State Contractors Licensing Agencies (NASCLA), as a member of the Board of Directors since 1995. In 2004, he became President of NASCLA and again in 2014. George also serves as the Co-Chair of the NASCLA Publications Committee, Chair of the Nomination Committee and is a member of the Accredited Examination Program Committee, Education Committee, Fiscal Policies & Procedures Committee, and Model Legislation Committee. He is a certified - eligible building inspector, and is currently a member of the Rhode Island Building Officials Association.

George earned a Bachelor of Science degree in Business Management from Providence College, located in Providence, Rhode Island.

Angie Whitaker, Executive Director, CAE

National Association of State Contractors Licensing Agencies • NASCLA

Angie Whitaker currently serves as the National Association of State Contractors Licensing Agencies Executive Director. Angie has worked for the association since February 2003. During her tenure with the association she has had the opportunity to work firsthand with the NASCLA Executive Officers, Board of Directors and Members. NASCLA publishes the NASCLA Contractors Guides to Business, Law and Project Management for over 20 state agencies used by candidates studying for their contractor’s license along with other consumer awareness publications. NASCLA has partnered with the International Code Council (ICC) on state specific code publications.

Angie graduated from Arizona State University with her Bachelor of Arts Degree in Communication from the Hugh Downs School of Human Communications in December 1999. Angie received her Master Certificate in Business Management from Tulane University Freeman School of Business and has received her Certified Association Executive (CAE) certification through the American Society of Association Executives (ASAE).

Angie is active with the Federation of Associations of Regulatory Boards (FARB) and is a FARB Board Member. Angie also serves on the Arizona Society of Association Executives (AzSAE) Board of Directors and is a member of the American Society of Association Executives (ASAE) and the Council on Licensure Enforcement & Regulation (CLEAR).

Kirsten Zacharias, Program Manager

National Association of State Contractors Licensing Agencies • NASCLA

Kirsten Zacharias currently serves as NASCLA’s Program Manager. Kirsten joined the NASCLA Staff in February 2011. Her primary responsibilities are to work hand in hand with the NASCLA Program Committee to plan, execute and participate in NASCLA meetings and conferences. Kirsten also works closely with NASCLA’s Executive Director to carry out association projects. In May of 2005, Kirsten graduated from Arizona State University with her Bachelor of Arts Degree in Communication. She is also a member of the Arizona Sunbelt Chapter of Meeting Planners International (AZMPI).

Jacquie Wilberscheid, Publications Coordinator

National Association of State Contractors Licensing Agencies • NASCLA

Jacquie Wilberscheid currently serves as NASCLA’s Publications Coordinator. Jacquie joined the NASCLA Staff in April 2013. Her primary responsibilities are to assist with the NASCLA Accredited Examination Program Committee, Contractors Committee, Education Committee, Publications Committee and Residential Committee while focusing on Special Association Projects. In May 2007, Jacquie graduated from Adams State University in Alamosa, Colorado with a Bachelor of Science in Business Administration Degree with an emphasis in Marketing. She also has a strong background in the Hospitality Industry, previously working as a Catering Coordinator at the Sheraton Grand Phoenix.

Kristy Trebilcock, Administrative Assistant

Kristy Trebilcock currently serves as NASCLA’s Administrative Assistant. Kristy joined the NASCLA Staff in May 2014. Her primary responsibilities include assisting licensing candidates with NASCLA publications and the NASCLA Accredited Examination for Commercial General Building Contractors. Kristy also works closely with NASCLA’s Executive Director, Program Manager and Publications Coordinator to carry out association projects and maintain the day to day office duties. In December 2006, Kristy graduated from the University of Pittsburgh with a Bachelor of Arts Degree in Communication. She also has a strong background in the Hospitality Industry, previously working as a Sales Administrative Assistant at the Sheraton Grand Phoenix.

Gwen Derse, Bookkeeper

Gwen Derse currently serves as NASCLA’s Bookkeeper. Gwen joined the NASCLA Staff in October 2003. Her primary responsibilities are to maintain the day to day accounting and associated financials for the organization. Gwen graduated from Northern Arizona University with a Bachelor of Arts Degree and received her Master of Business Administration (MBA) from the University of Arizona.

NASCLA 2014, 2015 & 2016 Strategic Plan History, Mission and Objectives

History

The National Association of State Contractors Licensing Agencies (NASCLA) was founded in 1962 as a nonprofit corporation in the State of Utah, and has been domiciled in Arizona since 2014. Its membership is comprised of states that have enacted laws regulating the business of contracting.

Mission

“Our national association is dedicated to the assistance of contractor licensing and enforcement agencies, trade associations, and members of the construction industry to best promote mutual interests and improve the quality standards and understanding of regulation in order to enhance protection of the general public. The organization serves as a clearing house of information and resources for its membership, while providing valuable educational and licensure publications to the contracting community.”

Objectives

The association’s constitution lists the nine objectives that form the primary purpose of NASCLA:

1. To promote the protection of the public health and safety through the licensing of contractors. 2. To provide a forum for the discussion of problems common to the regulation of the construction industry and to develop solutions. 3. To assist licensing agencies in developing contractor licensing laws and rules. 4. To provide a clearinghouse for information concerning court decisions, attorney general opinions and disciplinary proceedings. 5. To provide technical assistance in the development of license classification systems. 6. To provide mutual assistance in the standardization of licensing examinations. 7. To provide consultation on office procedures and administration. 8. To educate the public as to the benefits of using licensed contractors. 9. To provide a continuing education program for the construction industry.

Establish new committee for only contractors to entice more participation.

• NASCLA has formulated the new Contractors Committee. Two (2) conference calls were held with the committee chair, Al Nyman, and Angie Whitaker on March 29, 2014 and July 2, 2014, to finalize the committee description and purpose; roles and responsibilities to be determined. Committee Members have been appointed by the NASCLA President and 1st Vice President. The first committee meeting took place during the NASCLA 2014 Annual Conference on August 25, 2014. • The committee held a conference call on November 13, 2014, where they worked on developing the committee mission statement and top four (4) core goals for the committee. They presented the committee mission statement and the top four (4) core goals to the Executive Committee and Board of Directors at the NASCLA 2015 Mid Year Meeting. • The NASCLA Contractors Committee held a conference call on August 13, 2015 to discuss 1- 2 specific issues that affect their business as contractors that should be brought to the attention of the NASCLA Board of Directors. Al Nyman, NASCLA Contractors Committee Chair, presented these issues during the NASCLA Board of Directors meeting at the NASCLA 2015 Annual Conference. • Angie Whitaker has targeted trade associations to gain more NASCLA Contractor Members. Mike Johnston, Executive Director Standards and Safety, National Electrical Contractors Association (NECA), along with Michelle Pietkiewicz, Paralegal, Flour Corporation, have accepted positions on the NASCLA Contractors Committee as of October 2015. NECA has become a new NASCLA Associate Member because of these efforts.

• NASCLA Staff developed their Social Media Plan that was approved by the NASCLA Executive Committee on December 4, 2015. • The NASCLA Facebook Page was launched on January 1, 2015. • The NASCLA LinkedIn Page was launched on May 13, 2015. • NASCLA held a presentation on the state agencies Mobile App at the NASCLA 2014 Annual Conference. • NASCLA held a secondary presentation on state agency mobile apps during the NASCLA 2015 Annual Conference.

Revise Outreach program to promote member engagement.

• NASCLA Membership Committee held a conference call on May 29, 2014, where they reviewed the new strategic planning items on membership outreach and engagement. They formulated a membership plan at their committee meeting during the NASCLA 2014 AnnualConference. • NASCLA Membership Committee met at the NASCLA 2014 Annual Conference where they discussed the membership plan for 2015; the membership marketing plan has been revised. • The NASCLA Membership Committee held a conference call on November 19, 2014, where they reviewed the membership plan and discussed the strategic plan initiatives and working with Dale Atkinson from FARB on membership recruitment/retention efforts and membership benefits and engagement. • The committee targeted non-active state members and West Coast States inviting them to the NASCLA 2015 Annual Conference in San Diego, California.

Revise Outreach program to promote member engagement.

• A meeting with the Texas Department of Licensing and Regulation took place on December 4, 2014. The NASCLA Executive Committee Members and TDLR discussed becoming a more active member of the association along with the new NASCLA Accredited Electrical Examinations. • An invitational letter to meet with the NASCLA Executive Committee was sent to Darren Mickler, Executive Director of the Georgia Construction Industry Board and Georgia State Licensing Board for Residential and Commercial Contractors, in early February 2015. A scheduled meeting was held on June 3, 2015. • An informal dinner meeting attended by Dan Jones, Executive Director of Utah Construction Trades Bureau, Keith Warren, NASCLA President, and Angie Whitaker, NASCLA Executive Director, occurred on March 24, 2015. • Face-to-Face meetings with state agencies to be conducted by Melissa McBride with Montana and by George Whalen with Massachusetts. NASCLA Staff reached out to Montana but it wasn’t well received because of the limited registration process they have in place at this time. George Whalen and NASCLA Staff to potentially meet with Massachusetts state agencies in mid-September 2015. • Kentucky, Virginia, Georgia, Ohio, Tennessee, West Virginia, were invited to the NASCLA 2015 Mid Year Meeting. • Breakfast meeting was held with Charlie Durenberger, Manager of Licensing and Enforcement Services, along with Steve Best, Investigations Supervisor, of the Minnesota Department of Labor and Industry, Joe Rogers, NASCLA 1st Vice President, and Angie Whitaker, NASCLA Executive Director, on May 12, 2015.

Revise Outreach program to promote member engagement.

• On May 26, 2015, NASCLA Staff held a meeting with Jeff Fleetham, Executive Director of the Arizona Registrar of Contractors, and his key staff members, Jim Knupp, Public Information Officer and Legislative Liaison, Jeff Wills, Chief of Compliance, and Lisa Gray, Assistant to Director Fleetham and Agency Administration Coordinator. The meeting was very successful and Mr. Fleetham accepted the NASCLA Board of Directors seat as part of their state membership. One of the key takeaways and top objectives for the Director include targeting unlicensed activity. Arizona will be participating in the NASCLA 2015 National Sting Operation. In several months they will begin the RFP process for a testing administrator at which time they plan to review the NASCLA Accredited Examination for Commercial General Building Contractors for Arizona to possibly accept it. • Keith Warren, NASCLA President, Joe Rogers, NASCLA 1st Vice President, and Angie Whitaker, NASCLA Executive Director, met with Clifford Cooks, Program Manager of the District of Columbia Department of Consumer & Regulatory Affairs, and NASCLA Board of Director on July 24, 2015 in Washington, D.C. They discussed the new NASCLA Accredited Electrical Examinations which Mr. Cooks supports. He is now serving on the NASCLA Accredited Examination Program Committee. • On August 3, 2015, NASCLA Staff along with Keith Warren, NASCLA President, Melissa McBride, NASCLA Membership Committee Chair, and Doug Traylor, NASCLA Accredited Examination Program Committee Chair, met with Pat McMurray, Director, Andy Dalmy, Licensing Manager, and Kelly Hunt, CID Electrical Bureau Chief, of the New Mexico Construction Industries and Manufactured Housing Division. New Mexico has been a long standing member of NASCLA however they have been inactive for several years. NASCLA representatives were able to provide an overview of the association benefits and resources of which New Mexico was not aware. The meeting was very successful. As a result, New Mexico may want to include NASCLA brochures on their website and will be reviewing the NASCLA Model Legislation modules. We hope this visit has encouraged them to become more active in the association. • NASCLA Staff sent a list of new state members that will be attending the NASCLA 2015 Annual Conference to NASCLA Executive Committee Members. Committee members were asked to contact them and welcome them to NASCLA. NASCLA Executive Director, Angie Whitaker, also made personal phone calls to each individual on the list prior to the conference.

• Continue contractor trade association outreach to: NAHB, AGC, ABC, ICC, NECA, NERA, ASA, NARI, IAEI, IEC, IBEW. • Mechanical Trade Associations Contractor Outreach. • Promote licensing and regulation through the NASCLA Contractors Committee. Contractor education, learn more of the regulatory side and industry. These priorities were addressed during the NASCLA Contractors Committee call that took place on August 13, 2015, prior to the NASCLA 2015 Annual Conference.

Education and Training

Develop and implement executive leadership training program to enhance leadership skills.

• Dale Atkinson conducted his Leadership Training Program at the NASCLA 2015 Mid Year Meeting. • Dale Atkinson offered Board Member Regional Training Programs and Online Educational Training Program opportunities (webinars). NASCLA Staff has proposed two (2) NASCLA educational webinar programs for 2016, approved by the NASCLA Executive Committee and Board of Directors at the NASCLA 2015 Annual Conference. • NASCLA Executive Director Training Program. Review the CLEAR Program. • NASCLA Staff attended the CLEAR Annual Conference in September 2015 and received information from Nicolle Harkness, CLEAR Membership and Learning Coordinator, on their Executive Leadership Training Program. A conference call was held between NASCLA Staff and Nicolle Harkness to gather more information. This will be presented to the NASCLA Executive Committee during the NASCLA 2016 Strategic Planning Meeting in January 2016.

• At the NASCLA 2014 Annual Conference, Dale Atkinson, Executive Director of FARB, addressed Board Member Training related to the regulatory profession. • During the NASCLA 2015 Annual Conference a NASCLA Board of Directors Orientation Training Program was facilitated by Dale Atkinson, Executive Director of FARB. • NASCLA Compliance and Enforcement Training Program (instead of NASCLA Investigator Training Program) Modules: Exhibit Packages, Conflict of Interest, etc. • NASCLA Model Legislation Committee will develop NASCLA Investigator Training Program to develop model agendas for states to customize a 1–2 day training program, pending completion. • NASCLA Model Legislation Committee worked on this task during a committee meeting in April 2015.

Explore attorney council to train and develop their skills in the administrative / construction areas.

• The NASCLA Model Legislation Committee gave their training suggestions to the NASCLA Executive Committee at the NASCLA 2015 Annual Conference. The NASCLA Executive Committee and NASCLA Board of Directors approved these training suggestions at the NASCLA 2015 Annual Conference.

• At the NASCLA 2015 Budgeting Meeting, the NASCLA Executive Committee started to work on streamlining communication measures between NASCLA Staff and the Board of Directors. Items that have been streamlined in 2015:

• NASCLA Financial Statements and Reports.

• NASCLA Newsletters semi annually & new E-Blast top newsworthy items to NASCLA Members. • NASCLA streamlining communication measures have been reviewed and modified. Ongoing effort. • Angie Whitaker, NASCLA Executive Director, submitted a plan to the NASCLA Fiscal Policy and Procedures Committee during the NASCLA 2015 Annual Conference to streamline the financial reports and charts that the NASCLA Fiscal Policy and Procedures Committee and NASCLA Board of Directors receive. The NASCLA Executive Committee and Board of Directors approved this plan during the NASCLA 2015 Annual Conference.

Empower the Executive Director to have more decision making authority.

• At the NASCLA 2014 Budgeting Meeting, NASCLA Staff made recommendations to the NASCLA Check Signing Policy to reduce the multiple layers of approval. The NASCLA Board of Directors approved the new Check Signing Policy on the July 15, 2014, conference call. • During the NASCLA 2015 Mid Year Meeting Leadership Session with Dale Atkinson the NASCLA Board of Directors discussed shifting their responsibilities to more of a governance role. Licensing Efficiency

Utilize the NASCLA Accredited Exam to promote or improve reciprocity between the states.

• The NASCLA Accredited Examination Program Committee targeted the National Electrical Contractors Association (NECA) to promote a new electrical accredited examination program along with other electrical contractor associations. NECA approved to support this program in June 2014. • NASCLA reached out to additional Electrical Associations: Electronic Security Association (ESA), International Association of Electrical Inspectors (IAEI), Independent Electrical Contractors (IEC), National Electrical Contractors Association (NECA), National Electrical Manufacturers Association (NEMA), National Fire Protection Association (NFPA), National Rural Electric Cooperative Association (NRECA), Telecommunications Industry Association (TIA), International Brotherhood of Electrical Workers (IBEW), National Electrical Reciprocal Alliance (NERA). • NASCLA also targeted the Texas Department of Licensing and Regulation. • On April 29, 2015, the Utah Construction Trades Bureau began accepting the NASCLA Accredited Examination for Commercial General Building Contractors in lieu of their Utah B-100 examination. • In April 2015, NASCLA Staff identified the seven (7) states that are currently not utilizing our examination but have the commercial general building license classification. On April 30, 2015, NASCLA Staff sent a direct marketing piece to the state executive directors with all the pertinent details on the accredited examination program for accepting and/or administering the examination. After the information was sent we received positive feedback and possible acceptance from four (4) states. • The Virginia Board for Contractors will be accepting the NASCLA Accredited Examination for Commercial General Building Contractors starting January 1, 2016.

NASCLA Membership Engagement

The National Association of State Contractors Licensing Agencies (NASCLA) membership is comprised of state and local contractor licensing agencies, construction firms, construction trade associations and others associated with the construction industry. • NASCLA Membership Plan continued. The NASCLA Membership grew by thirty-seven (37) New Members for FY 2014/2015 with two (2) new State Members, the North Carolina Landscape Contractors’ Licensing Board and the National Construction Authority, Nairobi, Kenya. • NASCLA Membership Outreach was very visible this year. We had face-to-face meetings with seven (7) state members and one (1) non-state member. We adhered to our new strategic plan to raise more awareness of the association and member benefits. NASCLA Communications, Partnerships and Programs

Communication • NASCLA Quarterly Reports are sent to the NASCLA Board of Directors from Angie Whitaker, NASCLA Executive Director, which include: NASCLA Quarterly Financials, NASCLA Membership Report, NASCLA Committee Reports & Top Staff Projects, and NASCLA Calendar of Events. • NASCLA Newsletters are sent semi-annually instead of quarterly and news E-Blasts are sent on an as needed basis. • The NASCLA Social Media Plan and Policy was developed by the NASCLA Staff and approved by the NASCLA Executive Committee on December 4, 2014.

• NASCLA’s Facebook page was launched on January 1, 2015.

• NASCLA’s LinkedIn page was launched on May 13, 2015.

Partnerships • NASCLA organized a national sting operation that occurred over a two week period from June 15 - June 26, 2015. The following nine (9) state members took part in these national efforts: Arizona, California, Florida, Nevada, Rhode Island, South Carolina, Texas, Utah and Washington. A total of four hundred and thirty-four (434) individuals had legal actions, arrests, administrative citations and fines issued for being found non-compliant with state licensing requirements across these nine (9) states. Upon the conclusion of the sting operation, a national press release was disseminated through PR Newswire along with local news sources to bring the awareness of non-compliant construction activity occurring throughout the country. As a result of these efforts, a national and local news media source list is now available to our state members through NASCLA’s website to continue our efforts of promoting awareness for licensed contractors. • With the development of NASCLA’s New Accredited Electrical Examinations, NASCLA has reached out to and/or partnered with the following associations: Electronic Security Association (ESA), International Association of Electrical Inspectors (IAEI), Independent Electrical Contractors (IEC), National Electrical Contractors Association (NECA), National Electrical Manufacturers Association (NEMA), National Fire Protection Association (NFPA), National Rural Electric Cooperative Association (NRECA), Telecommunications Industry Association (TIA), International Brotherhood of Electrical Workers (IBEW), National Electrical Reciprocal Alliance (NERA). • In August 2014, NASCLA partnered with Pearson Learning Solutions to update and publish the NASCLA Contractors Guide to Business, Law and Project Management Editions. 28

• NASCLA Accredited Examination for Commercial General Building Contractors. • Five (5) States Agencies Administer the NASCLA Accredited Examination for Commercial General Building Contractors. • Thirteen (13) State Agencies Accept the NASCLA Accredited Examination for Commercial General Building Contractors.

• NASCLA Accredited Provider: PSI Services, LLC.

• NASCLA’s New Accredited Electrical Examinations for Electrical Contractors, Journeyman Electricians and Residential Electricians/Residential Electrical Contractors. •

The initial NASCLA SME Workshop for Electrical Contractors (Master Electrician/Unlimited Electrician) for the NASCLA Accredited Trade Examination for Electrical Contractors was held on March 25-26, 2015 in Salt Lake City, Utah at the Independent Electrical Contractors (IEC) of Utah facility. The purpose of the meeting was to start the development of the job occupational analysis for the NASCLA Accredited Trade Examination for Electrical Contractors.

• A national survey was sent to rate the importance and frequency of the Domains, Tasks, and Knowledge and Skill statements created during the initial NASCLA SME Workshop for Electrical Contractors. •

The initial NASCLA SME Workshop for Journeyman Electricians for the NASCLA Accredited Examination for Journeyman Electricians was held on June 10-11, 2015 in Dallas, Texas at the International Association for Electrical Inspectors (IAEI) facility. The purpose of the meeting was to start the development of the job occupational analysis for the NASCLA Accredited Examination for Journeyman Electricians.

• A national survey was sent to rate the importance and frequency of the Domains, Tasks, and Knowledge and Skill statements created during the initial NASCLA SME Workshop for Journeyman Electricians. •

Keith Warren, NASCLA President, and Doug Traylor, NASCLA Accredited Examination Program Committee Chair, met with the National Electrical Reciprocal Alliance (NERA) in August 2015 to discuss the national acceptance of NASCLA’s New Electrical Examinations. The presentation and support of NERA was well received.

NASCLA Programs

• NASCLA Model Legislation Committee held a meeting on October 2-3, 2014, in Atlanta, Georgia. The committee members discussed and completed the NASCLA Elder Justice Module and they began work on the NASCLA Code of Ethics for Contractors. The committee held a second meeting on April 16-17, 2015, where they focused on NASCLA Bylaws, followed by the NASCLA Education Program RFP, and the NASCLA Investigator Training Program to develop model agendas for states to customize a 1-2 day training program. During this meeting they finalized the NASCLA Attorney Certification Education and Training Program Model and the NASCLA Code of Ethics for Contractors. • NASCLA Strategic Plan for 2014, 2015 and 2016 was updated by the NASCLA Executive Committee Members during the NASCLA Strategic Planning Meeting in Austin, Texas on December 4-5, 2014. NASCLA Staff continued to monitor the NASCLA Strategic Plan throughout the year and updated the NASCLA Board of Directors quarterly on the progress and accomplishments. • The NASCLA Strategic Plan was originally developed with Master Facilitator Michael Barrett, Resonance, LLC and NASCLA Board of Directors during the NASCLA 2014 Mid Year Meeting.

NASCLA Programs

• During the NASCLA 2015 Mid Year Meeting the NASCLA Board of Directors and other NASCLA members participated in a leadership session facilitated by Dale Atkinson, Executive Director of Federation of Associations of Regulatory Boards (FARB). Attendees focused on the NASCLA Strategic Plan, Bylaws, Governance, Membership and Resources. NASCLA’s current efforts and future ventures were established by the NASCLA Board of Directors. Dale Atkinson also reviewed and discussed the North Carolina State Board of Dental Examiners v. Federal Trade Commission case which could impact regulatory boards. • The NASCLA 2015 Annual Conference attendee level significantly increased from previous years with annual attendees bringing additional state board and staff members. This year we had nearly forty (40) new attendees. Sponsorship for the NASCLA 2015 Annual Conference surpassed donations from the last five (5) years. New NASCLA advertisements spotlighting NASCLA Resources and Programs were displayed in the printed program agenda as well as in slideshows that were shown throughout the annual conference. • NASCLA Resources Committee held a meeting on October 9-10, 2014, in Henderson, Nevada. The committee members discussed and completed: Understanding the Board’s Role in a Legislative Environment, Public Relations Toolkit and Toolkit Expectations and Goals. The NASCLA Staff revamped the NASCLA Toolkit for Contractor Regulators on the NASCLA Members Only Website. This was released in the second quarter. •

The website revamp not only included a redesign of the site but also added the programs listed above as well as: Guide to Social Media and Business Assistance Program. NASCLA Staff created a Speaker Clearinghouse that contains speakers and topics from past conferences and meetings that are relevant to the regulatory community.

NASCLA provides valuable educational and licensure publications to the contracting community.

NASCLA Publications Accomplishments

• NASCLA publication sales increased over last year by 11%. • NASCLA publication revenue increased over last year by 10%. • NASCLA had eighteen (18) publications in 2005 and thirty-six (36) publications in 2015. In eleven (11) years we have doubled our number of publications. • NASCLA developed two (2) new NASCLA Business and Law Publications in FY 2014/2015: • NASCLA Contractors Guide to Business, Law and Project Management, New Jersey Edition was completed and released on May 8, 2015; • NASCLA Contractors Guide to Business, Law and Project Management, North Carolina Landscape Contractors’ Licensing Board Edition is in final production stages as of August 2015. • NASCLA is currently working with the Oregon Construction Contractors Board to develop the new NASCLA Contractors Guide to Business, Law and Project Management, Oregon Edition to be released in 2016. • New NASCLA Publishing Partner, Pearson Learning Solutions, was brought on board in August 2014, for NASCLA Business and Law Publications. They have currently completed and released state specific updates including: Arizona, Louisiana, North Carolina Electrical and Ohio. • NASCLA Staff has been working with Pearson Learning Solutions on a Potential eBook Digital Series and Solutions Platform for 2016. This was approved by the NASCLA Publications Committee at the NASCLA 2015 Annual Conference. • NASCLA hired Sam Erickson-Reed in August 2014, for NASCLA State Specific Code Publication updates and InDesign conversion of the NASCLA Business and Law Publications. Sam Erickson-Reed has converted ten (10) publications with one (1) currently in progress. • NASCLA Contractor’s State Licensing Information Directory, 2015 Edition was completed and released on March 17, 2015.

NASCLA Board of Directors Designated Reserve or Fund Accounts NASCLA Reserve Account and Policy • The NASCLA Board of Directors established an Operating Reserve at the NASCLA Annual Conference in August 2013. • The NASCLA Board of Directors approved the first deposit of $50,000 to be made in October 2013. The second and third deposits for $35,000 each were made following the NASCLA Board of Directors’ approval at the NASCLA Mid-Year Meetings in 2014 and 2015. • As of August 31, 2015, we had $120,952 in four (4) Certificates of Deposit. One (1) CD matures each quarter which adheres to the NASCLA CD Strategy Ladder Approach that was approved by the NASCLA Board of Directors. • The goal for the NASCLA Operating Reserve is $150,000. We currently have reached 81% of our funding goal. NASCLA Examination and Legal Defense Fund Account and Policy • The NASCLA Board of Directors established a NASCLA Examination and Legal Defense Fund Account and Policy at the NASCLA Annual Conference in August 2015. • The goal of this fund is to maintain a minimum of $1,000,000 in the account. To reach this goal the NASCLA Board of Directors approved contributing all of the NASCLA Accredited Examination Program Revenue and 20% of net income annually. • Our financial statements reflect a Legal Defense Fund as of August 31, 2015 of $46,240. This is the total NASCLA Accredited Examination Program Revenue for 2015. Our reviewed financial statements show a net profit of $219,150; 20% of this is $43,830. This amount will be added to our existing fund following the NASCLA Mid-Year Meeting in March 2016.
