Full time student (12 units) California resident or AB540 student Apply for FAFSA or CA Dream Act Eligible for a California College Promise Grant (Formerly Board of Governors Fee Waiver) under Method A or B, or

have “0” EFC from financial aid Completed less that 70 degree applicable units Are in need of educational support services
