______________ 1. The Ministerial Meeting of the Non-Aligned Movement Coordinating Bureau was held in Sharm El Sheikh, Egypt, on 9 and 10 May 2012. 2. The Ministerial Meeting was preceded by a Preparatory Senior Officials Meeting on 7 and 8 May 2012. 3. The following States Members of the Non-Aligned Movement attended the Ministerial Meeting: Afghanistan, Algeria, Angola, Antigua and Barbuda, Azerbaijan, Bahrain, Bangladesh, Belarus, Benin, Bhutan, Bolivia, Botswana, Brunei Darussalam, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Chile, Colombia, Comoros, Congo, Cote d’Ivoire, Cuba, Democratic People’s Republic of Korea, Djibouti, Dominican Republic, Democratic Republic of Congo,Ecuador, Egypt, Equatorial Guinea, Eretria, Ethiopia, Fiji, Gabon, Gambia, Ghana, Guatemala, Guinea, Guyana, Honduras, India, Indonesia, Iran (Islamic Republic of), 1

The following international Organizations and Organizations also attend as Observers: African Union, Afro-Asia People’s Solidarity Organization, Arab League, Organization of Islamic Cooperation, South Center, United Nations. 6. The following Countries attended the Ministerial Meeting as Guests: Australia, Finland, France, Germany, Hungary, Ireland, Italy, Japan, New Zealand, Republic of Korea, Russian Federation, Sweden, Switzerland, Turkey, United States of America. 7. The following Organizations attended the Ministerial Meeting as Guests: European Union, NAM Center for Human Rights and Cultural Diversity, Preparatory Commission for the Comprehensive NuclearTest-Ban Treaty (CTBTO). 2

8. The President of the 66th session of the United Nations General Assembly attended the Ministerial Meeting as Special Guest. 9. At the beginning of the Opening Ceremony, the Meeting Observed a minute of silence in remembrance of the Presidents and Leaders of the Non-Aligned Countries who passed away since the last NAM Ministerial Conference held in Bali, Indonesia, in May 2011, namely: - H.E. Ahmed Ben Bella, the former President of Algeria. - H.E. Kim Jong IL, the General Secretary of the Worker’s Party of Korea and Chairman of the Democratic People’s Republic of Korea National Defense Commission. - H.E. Burhanuddin Rabbani, the former President of Afghanistan, and Chairman of the High Peace Council (HPC). - H.E. Malam Bacai Sanha, the President of the Republic of GuineaBissau. - H.E. Professor Ngwazi Bingu Wa Mutharika, the President of the Republic of Malawi. - His Holiness Pope Shenouda III, the 117th Pope of Alexandria and Patriarch of the See of Saint Mark. 10.In the Opening Ceremony of the Ministerial Meeting, H.E. Mr. Mohamed kamel Amr, the Minister of Foreign Affairs of the Arab Republic of Egypt, and Chair of the Non-Aligned Movement at the Ministerial level, delivered his opening statement. 11.H.E. Mr. Nassir Abdelaziz Al-Nasser, the President of the 66th session of the United Nations General Assembly, addressed the Ministerial Meeting. 12.The Head of the Delegation of Algeria, in his capacity as Chairman of the Group of 77 and China, as well as the Representatives of various Regions within the Movement, namely Their Excellencies the Foreign Ministers and Heads of Delegations of Senegal on behalf of the African 3

Region, Fiji on behalf of the Asia-Pacific Region, Cuba on behalf of the Latin America and the Caribbean Region, and Azerbaijan on behalf of the European Region, delivered their statements at the Opening Ceremony of the Ministerial Meeting. 13.H.E. Mrs. Sahle-Work Zewde, the Under-Secretary General, and Director-General of the Office of the United Nations in Nairobi, delivered the message of the Secretary-General of the United Nations to the Ministerial Meeting. 14.The Ministerial Meeting adopted the Agenda as contained in Document NAM 2012/CoB/ Doc.4: 1- Opening Ceremony of the Ministerial Meeting. 2- Adoption of the Agenda. 3- Report by the Chair of the Preparatory Senior Officials Meeting. 4- Composition of the Bureau. 5- Organization of Work. 6- Participation of Guest Countries and Organizations. 7- Report on the Activities of the Chair of the Non-Aligned Movement. 8- General Debate. 9- Consideration and adoption of the Outcome Documents of the NAM Coordinating Bureau Ministerial Meeting. 10- Consideration and adoption of the Report of the RapporteurGeneral. 11- Closing of the Ministerial Meeting. 15.H.E. Ambassador Maged A. Abdelaziz, the Permanent Representative of the Arab Republic to the United Nations in New York, in his capacity as Chair of the Senior Officials Meeting, presented the Report of the Preparatory Senior Officials Segment to the Ministerial Meeting. The Report appears in Document NAM 2012/CoB/Doc.6. 16.The Bureau of the Ministerial Meeting was composed as follows (NAM 2012/ CoB/ INF.4): 4

• Chair of the Ministerial Meeting: Egypt (Chair of the Movement). • 20 Vice-Chairs: 8 Countries from the African Region: Algeria, Angola, Republic of Congo, Eretria, Kenya, Morocco, Sudan, and Tunisia. 7 Countries from the Asia-Pacific Region: Bhutan, Indonesia, the Islamic Republic of Iran, Iraq, Myanmar, Palestine and the United Arab Emirates. 4 Countries from the Latin America and the Caribbean Region: Cuba, Ecuador, Nicaragua and Venezuela. 1 from the European Region: Azerbaijan. • Rapporteur-General: Ecuador. 17.The Ministerial Meeting endorsed its Organization of Work as contained in Document NAM 2012/CoB/ INF.1. 18.The Ministerial Meeting took note of the recommendation of the Coordinating Bureau and the Preparatory Senior Officials Meeting on the list of Guest Countries and Organizations invited to attend the Ministerial Meeting (NAM 2012/CoB/ INF.5) 19.H.E. Mr. Mohamed kamel Amr, the Minister of Foreign Affairs of the Arab Republic of Egypt, and Chair of the Ministerial Meeting, presented the Comprehensive Report on the activities of the Chair of the Non-Aligned Movement since the XV NAM Summit held in Sharm El Sheik in July 2009 until the convening of the Ministerial Meeting of the NAM Coordinating Bureau (NAM 2012/CoB/ Doc.2). The Ministerial Meeting took note with appreciation of the Report. 20.The General Debate of the Ministerial Meeting was held on 9 and 10 May 2012, where more than 90 Heads of Delegations of NAM Members and Observers delivered statements. 21.The Ministerial Meeting convened a Special Segment on the Palestinian Political Prisoners on Thursday, 10 May 2012, from 9:00 a.m. to 9:30 a.m., to listen to a briefing from H.E. Mr. Essa Karkei, the Minister for 5

Palestinian detainees and prisoners, regarding this important issue, and adopted the Declaration on Palestine Political Prisoners (NAM 2012/ CoB/ Doc.11). 22.The Ministerial Meeting considered and adopted the Sharm El Sheikh Final Document of the Ministerial Meeting of the Non-Aligned Movement Coordinating Bureau (NAM 2012/CoB/ Doc.1). 23.The Delegation of the Syrian Arab Republic expressed its reservation on paragraph 359 of the Sharm El Sheikh Final Document as amended by the Ministerial Meeting. 24.The Ministerial Meeting the Declaration on the Centenary Year of the African National Congress (ANC) (NAM 2012/ CoB/ Doc.12). 25.The Ministerial Meeting also adopted the Declaration on Palestine (NAM 2012/CoB/ Doc.8), which is the outcome of the Meeting of the NAM Ministerial Committee on Palestine held on 9 May 2012. 26.The Ministerial Meeting welcomed the offer by the Bolivarian Republic of Venezuela to host the 17th Non-Aligned Movement Summit in 2015, as endorsed by the NAM States Members from the Latin America and the Caribbean region, and recommended it for endorsement to the 16th Summit of the Non-Aligned Movement to be held in Tehran, the Islamic Republic of Iran from 26 to 31 August 2012 (NAM 2012/ CoB/ Doc.10). 27.The Documents of the Ministerial Meeting of the NAM Coordinating Bureau are as follows: 1- Final Document: NAM 2012/CoB/ Doc.1 2- Performance Report of the Chair of the NAM: NAM 2012/CoB/ Doc.2 3- Provisional Agenda of the Preparatory Senior Officials Meeting: NAM 2012/CoB/ Doc.3 4- Provisional Agenda of the Ministerial Meeting: NAM 2012/CoB/ Doc.4 6

Mohamed kamel Amr, The Minister of Foreign Affairs of the Arab Republic of Egypt, and Chair of the Ministerial Meeting of the NonAligned Movement Coordinating Bureau delivered his closing remarks, and thanked all Ministers, Heads of Delegations and Delegations for 7

their active and constructive participation at the Ministerial Meeting. He conveyed, on behalf of the Ministerial Meeting, his best wishes to the Islamic Republic of Iran in its upcoming Chairmanship of the NonAligned Movement for the years 2012-2015. 30.The Ministerial Meeting extended its sincere appreciation to the People and Government of the Arab Republic of Egypt for their warm welcome, generous hospitality and excellent arrangements for this important event, and commended the successful Chairmanship of Egypt for the Non-Aligned Movement during the Past Three years. A special appreciation was also extended to the City of Sharm El Sheikh for hosting the 15th NAM Summit in July 2009 and the Ministerial Meeting of the NAM Coordinating Bureau in May 2012.
