Buildings last longer than anything that’s said about them. The history of architecture is not only an accumulation of designs, places, projects, oeuvres and positions, but also consists of a pendulum swing between appreciation and rejection – a continuous alternation between promise and disappointment, driven by various arguments, constructed and made public along different roads. Besides traditional overviews, reviews in professional journals and criticism in periodicals, roughly since the turn of the century other media have also become increasingly important, such as newspaper magazines, social media and online discussion forums. The judgment of architecture, whether it is supposedly good or bad, is constructed by various voices, which do not necessarily listen to each other. Inside or outside the institutions of theory, criticism and history, the conversation is seldom based on eternal truths: mistakes and failures have a constructive function, and a discursive efficiency, too.

Without a doubt, architecture will always be subject to the issues and the delusions of the day, or less negatively expressed: to what societies at a certain moment in history consider desirable or reprehensible. These undulations are pointedly summarised in a cartoon published in 1910 in the Austrian newspaper Die Zeit.

Zeit. In the foreground, Otto Wagner is glumly watching a scale model of his criticised project for the Wiener Stadtmuseum, considered all too modern, next to Fischer von Erlach’s Karlskirche from the first part of the nineteenth century.1 ‘Cheer up, my dear Wagner, I built the Karlskirche, and in my time I ruined the image of the city of Vienna as much as you have. In a hundred years it will seem outstanding to people.’ Success and appreciation are in the end converted into Ups & Downs 

Gebouwen gaan langer mee dan alles wat er over hen beweerd wordt. Architectuur­ geschiedenis bestaat niet alleen uit een opeenhoping van ontwerpen, plekken, projecten, oeuvres en posities, maar ook uit een slingerbeweging tussen appreciatie en afkeuring – een onophoudelijke afwisseling tussen belofte en teleurstelling, voortgedreven door uiteenlopende argumenten, die langs verschillende wegen worden geconstrueerd en publiek gemaakt. Naast de traditionele overzichtswerken, recensies in vakbladen en kritiek in tijdschriften, spelen in toenemende mate, en grofweg sinds de eeuwwisseling, ook andere media een rol, zoals weekendbijlagen van kranten, sociale media en discussiefora. Het oordeel over architectuur, over wat verondersteld goed of slecht is, wordt door uiteenlopende stemmen geconstrueerd, zonder dat die stemmen noodzakelijkerwijze veel oor hebben voor elkaar. Buiten of binnen de instituties van de theorie, de kritiek en geschiedenis, komt het gesprek in elk geval zelden tot stand op basis van eeuwige waarheden: ook vergissingen en mislukkingen hebben een constructieve functie, en een discursieve efficiëntie.

Zeker is dat architectuur altijd onderhevig zal zijn aan de waan van de dag, of minder negatief uitgedrukt: aan wat samenlevingen op een bepaald moment in de geschiedenis wenselijk of verwerpelijk achten. Die golfbeweging wordt puntig samengevat in een karikatuur, verschenen in 1910 in de Oostenrijkse krant Die Zeit.

Op de voorgrond staat Otto Wagner sip te kijken naar een maquette van zijn bekritiseerde, al te modern geachte ontwerp voor het Wiener Stadtmuseum, vlakbij de Karlskirche van Fischer von Erlach uit de eerste helft van de achttiende eeuw.1 ‘Kop op, beste Wagner,’ zo zegt Von Erlach tegen zijn collega, ‘ik heb de Karlskirche gebouwd, en in mijn tijd heb ik het stadsbeeld van Wenen al net zozeer verpest als jij.

rejection and deception – and vice versa. You just have to wait for a while. The buildings themselves, at least if they aren’t destroyed, remain seemingly unmoved, while the ebb and flow of architecture discourse laps against their façades.

In this issue of OASE OASE,, a handful of short reconstructions are collected of the often intense debates and exchanges that took place around a building, an architect or a tendency, in the past 200 years, in Europe and in the United States. When and why is a work of architecture – in retrospect – under- or overrated? How is it possible that it takes nothing but a few decades for an architect to fall out of grace, and for a building to get sentenced to demolition (or destined to preservation)? And which underlying strategies or ideologies has architecture, in that case, used (or abused)?

These pages, therefore, do not deal with architecture criticism in the strict sense. In dit nummer van OASE wordt een handvol korte reconstructies verzameld van de vaak hevige debatten en gedachtewisselingen die rond een gebouw, een architect of een stroming zijn gevoerd, gedurende de afgelopen 200 jaar, in Europa en in de Verenigde Staten. Wanneer en waarom is een stuk architectuur (achteraf gezien) over- of onderschat? Hoe is het mogelijk dat er nauwelijks een paar decennia nodig zijn om een architect of een gebouw uit de gratie te doen vallen, en tot de sloop (of de monumentenlijst) te veroordelen? En voor welke onderliggende strategieën of ideologieën wordt de architectuur in dit geval gebruikt (of misbruikt)?

Het gaat op deze bladzijden daarom niet over architectuurkritiek in de strikte zin.

unfolds within our discipline, this issue of OASE takes a look at the other side of the science that is called architecture criticism.

Reception history is another term that can be applied to the texts that have been collected here – in architecture, a relatively unexplored or at least implicitly exercised activity. This notion was coined in the 1970s by German literary scientist Hans Robert Jauss, as a variant to the hermeneutics of Hans-Georg Gadamer – the study of the many ways in which people interpret the world that surrounds them. Texts, Jauss argued, can only be understood with an empathic attention to ‘the changing horizon against which they have been read’.3 If there is one way in which we can approach the by definition non-existing essence of things, it is by examining how variably they have been thought, talked and written about.

For buildings, that is probably true to an even greater extent: they do not have an unambiguous and definite meaning – not only can they be interpreted in many divergent ways, they are also deployed (literally and figuratively) for many other goals, and praised or criticised for conflicting reasons.

One of the few books from the discipline of architecture in which that insight has been made explicit, is The Afterlife of Gardens by John Dixon Hunt from 2004.

What Hunt writes in the opening chapter ‘A Reception History of Landscape Architecture’ is not only valid for gardens or public parks, but also for buildings, since they are also made up of ‘materials . . . that have neither denotative basis . . . nor precise declarations of idea or emotion’. Therefore, ‘there is considerably more scope for reinvesting them with fresh meaning, for seeing them in different ways than were ever originally intended or anticipated’. The essays in this issue of OASE Ups & Downs

Receptiegeschiedenis is een andere term die op de hier verzamelde teksten van toepassing is – in de architectuur een relatief onontgonnen, of alleszins een impliciet beoefende bezigheid. De term werd in de jaren 1970 gemunt door de Duitse literatuurwetenschapper Hans Robert Jauss, als een variant op de hermeneutiek van HansGeorg Gadamer – de studie van de vele manieren waarop mensen de wereld rondom hen interpreteren. Teksten, zo schreef Jauss, kunnen enkel begrepen worden met nadrukkelijke aandacht voor de ‘veranderlijke horizon waartegen ze gelezen zijn’.3 Als er één manier is waarop we het per definitie onbestaande wezen der dingen kunnen benaderen, dan is het door na te gaan hoe er in de loop der tijd veranderlijk over is nagedacht, gepraat en geschreven. Voor gebouwen geldt dat waarschijnlijk in nog sterkere mate: ze hebben geen eenduidige en vaststaande betekenis – niet alleen kunnen ze op heel uiteenlopende manieren worden geïnterpreteerd, ze worden door de geschiedenis heen ook voor andere doelen ingezet (letterlijk en figuurlijk), en om tegenstrijdige redenen geprezen of bekritiseerd.

Een van de weinige boeken uit het architectuurveld waarin dat besef expliciet is gemaakt, is The Afterlife of Gardens van John Dixon Hunt uit 2004. Wat Hunt schrijft in de inleiding ‘A Reception History of Landscape Architecture’ gaat echter niet alleen op voor tuinen of publieke parken, maar ook voor gebouwen. Ook zij zijn immers

do study how, to cite Hunt one last time, architecture ‘may be experienced’, and do ‘explore the longue durée of reception rather than the often more brief moment of design or inception’.4

The chronological order of this issue can thus be immediately put into perspective: the history of a building does not end with its completion, and goes on long after it has disappeared. From the first half of the nineteenth century until, let’s say, yesterday, these texts explore the most lasting function of architecture: get people to write and talk, keep the collective conversation going, and hand over to society large-scale objects, spaces and environments that can be appropriated, to express what is important, what should be kept, and what is susceptible to change.

In the fragmented and often polarised world in which we live today, and in which every second, and mostly online, countless texts are being produced, architecture does not escape confusion of tongues and misunderstandings. In this issue of OASE OASE,, a building, a style or an oeuvre is made understandable 13 times, by reconstructing how interpretations and positions have succeeded each other. Dat het nummer chronologisch geordend is, kan meteen gerelativeerd worden: de geschiedenis van een gebouw eindigt niet bij de oplevering, en duurt voort tot lang nadat het tegen de vlakte is gegaan. Memory – or shall we say familiarity – plays strange tricks with perception. When Skidmore Owings & Merrill’s Lever House initially opened in midtown Manhattan in 1952, it was the first glass skyscraper on Park Avenue and, not unjustifiably, received as a death-blow to the traditional street wall. A decade later, as Walter Gropius and Pietro Belluschi’s behemoth Pan Am Building was going up ten blocks south on the same avenue, a cartoon appeared in The New Yorker with a caption that read: ‘It’s a sad state of affairs when Lever House begins to seem like a warm old friend.’ Leavened with a little time, buildings once reviled sometimes become tolerable, and even beloved. The most dramatic example of such a reversal of architectural opinion in recent times has to be the World Trade Center. Despised for its abstract, monolithic (or duolithic) bigness when it was completed in 1973, it abruptly became, in the wake of its destruction a quarter century later, a painfully absent presence, a defining component of the Manhattan skyline that was no more, an object of nostalgia and symbolism whose fragments were carefully collected, later to be preserved as sacred relics.

The New Brutalism has likewise undergone a process of historical revisionism. Peter and Alison Smithson coined the term in 1953, only partly tongue in cheek, to counter the negative judgments that conservative critics were levelling at Le Corbusier’s post-war béton brut aesthetic, as epitomised by his Unité d’Habitation apartment block in

Marseilles.1 They put forward their own new -ism as an approach to architecture that was raw, rigorous and in rebellion against the watered-down, picturesque conception of modernism that had taken hold in post-war Britain in the name of a New Humanism or New Empiricism.

New Brutalist architecture was distinguished not just by its unfinished concrete surfaces, or even by its structural exhibitionism, but by its ‘brutality, its je-m’en-foutisme, its bloody-mindedness,’ as Reyner Banham put it in Architectural Review in 1955, ‘something between a slogan and a brick-bat flung in the public’s face’.2 While the term came to be rather confusingly applied to a variety of manifestations, it was, at least for the Smithsons, an attempt to fuse Le Corbusier’s plastic audacity with the uncompromising unsentimentality of Mies van der Rohe, while moving beyond both to embrace late twentiethcentury modernity in all its nitty-grittiness and immediacy.

Among the buildings subsequently championed by Banham under its banner were above all the Smithsons’ Hunstanton School of 1949-1954 and the rest of their relatively modest built output of the 1950s. Banham also extended the term to James Stirling and James Gowan’s Ham Common flats of 1955-1958 (even though Stirling subsequently disavowed the label), Colin St John Wilson’s extension to the School of Architecture at Cambridge University of 1958-1959, and Jack Lynn and Ivor Smith’s Park Hill Housing Estate in Sheffield of 1955-1961. By

Ook het ‘New Brutalism’ heeft zo’n proces van historische revisie ondergaan. Francisco João Silva is an architect from Portugal. At FAUP, he developed his master’s thesis on the evolution of housing and its adaptation to the individual user. After finishing his studies, he worked in the office of Jean Nouvel, collaborating on projects such as the National Museum of Qatar in Doha, Qingdao Artist Garden and master plans in Shenzhen. With several prizes on competitions and published articles in architecture and urbanism journals, he continues to do research on the impact of space on society’s daily life. Currently he works at Sou Fujimoto Architects, where he is developing a hybrid building complex in Lyon, France. is een Portugese architect. Abstracts/ Samenvattingen Paul Vermeulen Louis Roelandt’s Public Architecture in the Subdivided City In the nineteenth century, Louis Roelandt built two important but controversial public buildings in the centre of the city of Ghent: the Aula Academica (1817-1826) and the Opera (18371840). In both cases, there was hardly enough space available to give the architecture a grand public aura. In the case of the Aula, Roelandt made use of a new-fangled stylistic swagger, while for the Opera he worked in a more subtle and urban way.

Ben Vandenput The Éléphant de la Bastille Few public spaces were as marked by the powerlessness to give them political meaning as the Place de la Bastille in Paris.

Whereas the first projects for the redevelopment of this iconic place after 14 July 1789 focused on a new monument on top of the ruins of the Bastille, the political vicissitudes of nineteenthcentury France aroused much resentment. Never was the discontent greater than under the July Monarchy when the square housed two unfinished monuments: the July Column and the Eléphant de la Bastille. The embarrassing state of the square was grist to the mill of commentators. This article also gives another voice to the Eléphant: that of Victor Hugo in Les Misérables (1862).

David Escudero Divergences around the Quartiere Tiburtino The Quartiere Tiburtino was built on the outskirts of Rome at a moment of intense debates on architecture in Italy: the dopoguerra dopoguerra.. It was celebrated as one of the most exemplary projects built during the first period of the INA-Casa social housing programme. However, its critical reception was controversial. On the one hand, it embodied Rome’s cultural climate and concerns of that time about the problem of dwelling. On the other, it soon became a project to be overcome, both by young architects who tried to constitute a new trend and by its own authors. Such divergences make it possible to discuss the project and its attachment to neorealism in Italian architecture.

Chloé Macary-Carney Dissent at the LACMA ‘by Minor People Who Don’t Matter’ Since its creation in 1965, the Los Angeles County Museum of Art has been in a state of flux. The mutating encyclopaedic museum has turned into a campus spanning more than 80,000 m2, composed of buildings reflecting the eclectic architecture history of LA. These transformations have always been about the benefit and wealth of the prestigious donor class. Recently, Michael Govan and Peter Zumthor proposed to demolish and reunite the museum under one roof, but the project has not been well received. This story exemplifies the consequence of designing the city by and for the vanity of the privileged class, showing how ego has rebranded, reconfigured and redesigned the LACMA. Colm mac Aoidh Liberty Hall, Loved and Loathed Liberty Hall in Dublin, completed in 1965 as Ireland’s first highrise building, initially embodied the confidence and aspirations of the newly fledged repu,blic. Following a series of traumatic events, the building experienced a gradual fall from grace in the eyes of the public. What had been a symbol of hope became a reminder of the failings of modernism, associated with the destruction of Dublin’s historical fabric. The threat of demolition inspired attempts to rewrite the negative narrative of this underappreciated building, the symbol of a period in Irish architecture history that is often overlooked.

From Architectural Review to TikTok The Royal National Theatre in London (1976), designed by Denys Lasdun, has attracted an unusually high volume of critical debate. Tracing the ways that critics have disagreed over time reveals the persistence of key tropes, related to circulation, form and use of concrete, with judgments grounded in appeals to beauty. These ideas have continued to inform discussion online, on social media platforms including TikTok. This essay argues that the only way to make sense of these conflicting accounts is to value the theatre for its capacity to generate critical, aesthetic judgments.

Elizabeth Keslacy The Right to the City. Cincinnati’s Concourse Fountain Cincinnati’s Concourse Fountain is a rare Brutalist structure, beloved by the public since it opened in 1976. Over time it became a minor battleground in the public struggle for access to recreational public space against private interests – expressing the ‘right to the city’ in microcosm. More than 40 years after its construction, the fountain is undervalued by those with the power to maintain it: the city and historical preservation regimes. In this article, the conservative impulses behind the city’s neutering of the fountain is criticised, as well as the restrictive historical preservation criteria that poorly serve modern heritage.

In reality, says Francisco João Silva, and compared to other, more recent exhibition architecture, it remains a place where the past is adored, and where the promise of a freedom to choose and to act has long been forgotten.

A402 Studio The Denied Loggia of Napels This essay explores the vicissitudes of one of the few examples of contemporary architecture in the historical tissue of Naples. The troubled story of the Mercatino by Salvatore Bisogni and Anna Buonaiuto tells of a time when ideologies strongly influenced architectural form and its perception, while the designs were often detached from the real needs and necessities of the inhabitants. Through the praise of the critic and the disdain of the citizens, the Mercatino still emerges as one of the most significant episodes of post-war architecture in Naples.

Mechtild Ebert Much Ado about the Haas-Haus The article focuses on the controversy the building by Hans Hollein, directly opposite St Stephen’s Cathedral – the most prominent construction site of the last decades in Austria – has caused. Press reports document the at times intense debate.

Initially commissioned as a conversion study, the new building was completed in 1990. In the meantime the much-discussed building has become an integral part of Vienna’s historical centre: it was listed in 2012.

Persverslagen hebben het soms felle debat gedocumenteerd. Een project dat aanvankelijk was geformuleerd als een renovatiestudie, mondde in 1990 uit in volledige nieuwbouw. In de tussentijd is het veelbesproken Haas-Haus volledig opgenomen in het historische centrum van Wenen en staat het sinds 2012 op de monumentenlijst.

Irénée Scalbert In Praise of Neutelings Riedijk Once popular in the press and beyond, the Dutch architecture that came to international attention in the 1990s have since been pilorried for its alledged subservience to the market. Among the practices that emerged during that decade, Neutelings Riedijk Architects confound this preconception. They completed several major buildings in the 2000s, all of them for the public sector. Moreover, these buildings are not postmodern in the accepted sense (another preconception), but successfully engage with their public in ways that are imaginative, sophisticated and memorable.

Ter ere van Neutelings Riedijk Ooit populair in de pers en daarbuiten, is de Nederlandse architectuur die in de jaren 1990 internationaal de aandacht trok, onderhand aan de schandpaal genageld vanwege haar vermeende dienstbaarheid aan de markt. Het werk van Neutelings Riedijk Architecten, een van de bureaus die oprezen gedurende dat decennium, spreekt dat vooroordeel tegen. Het bureau leverde verschillende grote gebouwen af in de jaren 2000, allen voor de publieke sector. Bovendien zijn deze gebouwen niet postmodern in de clichématige zin van het woord (nóg een vooroordeel), maar ze engageren zich succesvol met het publiek op een vindingrijke, verfijnde en memorabele manier.

Marrije Vanden Eynde OMA’s House of Danish Architecture The Danish Architecture Center (DAC) found a new home in BLOX (OMA) in 2018. The building engendered a media storm and soon topped the charts of architecture that defaces Copenhagen’s harbour front. Experts and protest groups use heated superlatives to revile the very un-Danish building. The counter argument, however, invites us to look beyond the initial provocation, which might be the strength of BLOX. Moreover, the building is at the centre of the evolving Danish architecture debate and with the DAC also frames it.

OMA’s huis van de Deense Architectuur Het Deense Architectuur Centrum (DAC) vond in 2018 een nieuw thuis in BLOX in Kopenhagen. Het gebouw naar ontwerp van OMA kreeg een mediastorm over zich heen en kwam in korte tijd bovenaan te staan op de lijst van architectuur die het havenfront van Kopenhagen ontsiert. Experts en protestgroepen gebruikten verhitte superlatieven in de verguizing van het heel on-Deense gebouw.

Het tegenargument dwingt ons echter om verder te kijken dan die eerste provocatie, misschien juist wel de kracht van BLOX. Het gebouw staat in het middelpunt van het evoluerende Deense architectuurdebat en geeft daar met het DAC ook zelf vorm aan.
