NEW DELHI, SEP 6 (AGENCIES): In a historic verdict, the Supreme Court on Thursday decriminalised homosexuality between consenting adults by declaring Section 377, the penal provision which criminalised gay sex, as “manifestly arbitrary”. The Supreme Court overruled its own 2013 decision and said Section 377, a controversial British-era ban on consensual gay sex, is irrational, indefensible and arbitrary. Reading out the judgment, Chief Justice Misra said attitudes and mentality have to change to accept others’ identity and accept what they are, and not what they should be. “It is the constitutional and not social morality which will prevail,” said the court. NRMSATA-2016 calls off ongoing stir

DIMAPUR, SEP 6 (NPN): Nagaland RMSA Teachers’ Association (NRMSATA) 2016 batch has called off its ongoing stir with immediate effect. This followed a meeting between School Education department officials and its office-bearers, where the department agreed to look into their demands in all fairness. According to a press release issued by NRMSATA-2016 president Sao Venuh and general secretary Haisoliabe Ndang, school education principal secretary informed the meeting that the deadline of September 17 for signing the office memorandum would be postponed to September 29 so that a respectable time period could be had by the department to cross examine the demands for arriving at a proper decision and allowing the teachers to respond accordingly It also expressed gratitude to all its members who came from all the districts to extend their support for its cause. And with the issue of OM currently under review, NRMSATA-2016 directed all its members to restrain from signing the memorandum and resume their normal duties at the earliest until a conclusion was drawn from the responses given by the department.

DIMAPUR, SEP 6 (NPN): Yimchungrü Akherü Arihako (YAA) has appealed to the department of power to carry out spot verification of the 33/11kv transformer installed at Shamator. In a press note, YAA president, S Yansomong, and general secretary, Achung Jangleh, pointed out that the transformer was in a precarious condition following multiple mudslides that occurred within the vicinity. In this regard, the YAA has urged the department to assess the situation and take immediate remedial measures to thwart any misfortune.

Meanwhile, YAA has also appealed the responsible authorities to expedite the process of restoration work along NH 202 and make alternate arrangement to mitigate the situation. It stated that people living in Kiphire and Tuensang districts were reeling under immense hardships due to the prevailing “pathetic condition” of NH 202. Telangana Assembly dissolved; polls likely by November HYDERABAD, SEP 6 (AGENCIES): In a bold but calculated move, Telangana Chief Minister K Chandrasekhar Rao (KCR) on Thursday dissolved the Legislative Assembly and sought early elections, about eight months ahead of the end of his Government’s five-year tenure. Elections will be held as early as November-end and the new government will be in place in December, said KCR, citing discussions with Election Commission officials. KCR, who also heads the Telangana Rashtra Samithi, cited two major reasons to justify the decision. One, the pace of development, especially in irrigation, power and welfare measures, should not be impacted by a prolonged campaign. Two, the “fragility and unlimited idiocy” in the political sphere has to be removed to ensure stronger governance, he said. Telangana Assembly, the nation’s youngest state, has 119 seats. In the 2014 election, TRS bagged 63 seats while the Congress got 22, TDP-BJP bagged 20 and MIM, seven.

KOHIMA, SEP 6 (NPN): Nagaland Governor, P.B. Acharya appealed to the people of Nagaland to contribute towards those affected by the recent floods and landslides. Addressing the 32nd annual general meeting of Indian Red Cross Society, Nagaland (IRCSN) State Branch at Red Cross Complex here on Thursday, Acharya, who is also president of IRCSN, called on the gathering and Red Cross members to give their best for the people, stating this was the right time to motivate people to help those who were in distress. He said, despite the State requiring around Rs 800 crore,

the government had hardly received Rs 2 crore till date, including Rs 1.25 crore contributed by film star Sushant Singh Rajput. Urging the gathering to motivate others and target Rs 5 crore as contribution, he said every citizen had a responsibility in extending help during such difficult time and should not depend on the government for everything. Appreciating IRCSN members for their service to people of the State, the governor advised them to motivate others and enrol more members to serve the people. He observed that the society had active members only from three districts and stressed more members and service during such di-

NGBF, CPO take on NH, UNC joint decree Flooding rains in offing for NE DIMAPUR, SEP 6 (NPN): Nagaland GB Federation (NGBF) Thursday expressed worry over the joint declaration issued by the Naga Hoho and United Naga Council (UNC) Manipur after joint review meeting at TNK, Senapati Community Hall on August 23, 2018. In a press release, NGBF president, Shahlem Konyak, and general secretary, Shikuto Zalipu, described the declaration as “more intimidating” than rational and realistic approach to current “Indo-Naga” political scenario. Asserting that exclusiveness will never bring lasting peace, NGBF expressed apprehension that “any exclusive solution can belie all our expectations.” The federation maintained that “Such arrogance and unpalatable declaration to be imposed on the Nagas is unacceptable.” Stating that it was well versed with Naga culture and customary practices and village administration, the NGBF said it was the bounden duty of the federation to resist and reject the influence that was found detrimental to Naga society. NGBF said it therefore “out rightly” rejected the attempt of UNC and Naga Hoho to “impose its will on the Nagas (Nagaland).” NGBF also affirmed that it was committed to peace and harmony of the Nagas wherever they were. CPO’s stand on NH imbroglio: Chakhesang Public Organisation (CPO) has reacted to the spate of statements and rejoinders over the August 23, 2018 joint declaration by Naga Hoho and United Naga Council at Senapati village under Manipur. CPO in the statement issued by its president Kekhwengulo Lea and general secretary Mutsivoyi Kotso reiterated that its stand over Naga issue was unwavering before Nagas and even when some tribes walked out of Naga Hoho, it remained for the greater interest of Nagas. CPO reminded that the Naga Hoho president (who is at the eye of the storm) had ignored the condition given by his own parent hoho (which resigned from it) as well as from within NH which led to some tribes resigning from the NH. CPO said this had brought down NH to its lowest ebb. In order to salvage the credibility of the NH, it said the APO, CPO, Pochury Hoho and Rengma Hoho had on July 29,2017 decided to pass stricture on the functioning of Chuba Ozukum either as president or as participant in any event or programme as president of Naga Hoho but regretted that Ozukum had chose to ignore all that. CPO reiterated that the stricture passed by the four bodies was still in force when Ozukum “singly dared” to sign the controversial document of the Senapati declaration (points 6&7) which was a clear warning/intimidation on any Naga group or assem(Cont’d on p-7) bly in whatever capacity.

NEW DELHI, SEP 6 (AGENCIES): Weatherman predicted heavy rain in several parts of the North Eastern region in the coming days. According to Skymet Weather, rains are anticipated to remain subdued over Northeast for at least the next 48 hours. Thereafter, depression is likely to move gradually in northwest direction and then weaken. Rains will increase over the region by September 8 or 9. During this period, moderate to heavy with few very heavy falls are expected in almost all the seven states. Weathermen foresee this rainy episode would be a prolonged one and would last until September 12. Thus, it may lead to water logging and flood-like conditions in many parts of flood ravaged Assam as well as Nagaland. It said weather conditions will recuperate by September 13, but absolute dry weather is not anticipated and on and off rains expected.

IMCT visits flood, landslide-affected areas ANATG-2015 rejects hike of fixed pay for ad hoc teachers DIMAPUR, SEP 6 (NPN): Led by director in-charge of agriculture & cooperation department Dr K Manoharan from Kolkata and Anirban Acharyya from Union ministry of road transport & highway, the Inter-Ministerial Central Team (IMCT) visited landslide-affected areas under Kohima and Phek districts on Thursday. The main purpose of their visit was to take stock of the damage caused by unprecedented rains over the last few weeks, a DIPR release stated. The team visited major landslide-affected areas like Varii and Phesama where around 32 households were reportedly affected and displaced due to landslides. Thereafter, the team proceeded to Viswema, Kidima and Zuketsa and inspected all the major landslide-affected areas. Thereafter, the team proceeded to the bridge over Sidzü river and

inspected the area where an artificial dam was formed in the river due to a blockage caused by massive landslide that occurred below RD block, Kikruma. DIMAPUR, SEP 6 (NPN): All Nagaland Ad hoc Teachers’ Group, 2015 batch (ANATG-2015) has rejected enhancement of fixed pay of ad hoc teachers sans regularisation of their services. In a memorandum to School Education principal secretary, ANATG-2015 president Ruguotsolie and general secretary Pekato Zhimomi said the August 29, 2018 Office Memorandum (OM), hiking the fixed salary of ad hoc teachers came to their knowledge on September 3. But, they accused the government of enforcing the decision without taking into consideration their primary demand of service regularisation, which had been reminded time and again. The group alleged that during a meeting at the School Education directorate when its agitation was on, the government had proposed to its office-bearers a new scale of pay. However, the very next day, the government denied the move, it added.
