DIMAPUR, SEP 5 (NPN): Nagaland governor R.N.Ravi has said that the fragmented approach by police forces and security agencies of north eastern states needs to be formulated into an integrated approach to tackle rise in militancyrelated crimes. He said this while addressing police chiefs of the north eastern states and heads of central police organisations at Nagaland Police Complex here Thursday under the theme “ Changing Paradigm of Challenges and Police Preparedness”. Ravi, who is associated with the Conference, said the forum today offers an integrated approach to security of the region. Referring to the conference theme, Ravi said it was relevant as paradigm of security in northeast reason has made significant change since last five years. He credited this change to the tireless ground efforts of the security agencies and firm policies of the Central government. The governor asserted that the firm policies of the Central government not to have political negotiation under the shadow of gun have led to significant improvement in security situation of the region. NSCN (K) warns ‘illegal immigrants’ DIMAPUR, SEP 5 (NPN): Yuang Aung-led NSCN/ GPRN (K) has issued a strong statement against “illegal immigrants”, saying it would no longer remain a mute spectator when indigenous Naga citizens were targeted by “these parasitic Illegal Immigrants.” NSCN (K) through its MIP asserted that it has been “constantly monitoring their activities and the recent incidences has prompted the government to issue this notice.” NSCN (K) observed that many indigenous Naga citizens were victimised, brutalised, man-handled, attempted to murder and even to the extent of murder in the past recent years. “These parasitic landless people who claim themselves as citizens of the other occupied states will no longer be tolerated,” NSCN (K) affirmed. must reach the common man and that people must have a secure environment where their life, dignity and property are safe. He said this was possible only when police pays attention to normal policingthat is prevention, detection of crimes and successful prosecution of criminals. He pointed out that protracted insurgencies in the region had led to proliferation of illicit arms and illicit arms trade. Ravi said it was unfortunate that the region has the dubious distinction of being a source for illicit arms. The governor urged all states to run a coordinated drive against illicit arms, which were proliferating in the region and are also being sent to other states of the country.
Ravi said the policing was grossly inadequate during the long counter insurgency period and the thrust on policing today has to shift to professional policing. Ravi however, lamented that the present performance records of the police of the region on these parameters were far from satisfactory. To boost the morale of the police men and women, Ravi suggested the conference develop a mechanism to identify, the best police station and the best police district of the northeast region every year and honour them suitably. On rise of militant Islam in the region, he said the phenomenon was a challenge both at global and nation level. He said it was a challenge for northeast
region in many special ways because the geography of the region as any such rise would severely impact the region. Ravi then cautioned all law enforcing agencies of the region to be alert saying since the focus has to shift from combating active insurgency to tackling criminalisation because of weakening insurgency and invasion of foreigners and the rise of militant Islam movement. Naga Hoho appeals for unity DIMAPUR, SEP 5 (NPN): Naga Hoho (NH) Thursday gave a clarion call to all the political groups, civil societies, church leaders, all sections of the society, young and old to keep aside all differences and unite so that “our posterity will not blame the present generation.” In a press release, NH president HK Zhimomi and general secretary K Elu Ndang said Nagas’ struggle for political settlement has come a long way with blood and tears. NH said thousands of Naga noble souls have been sacrificed for the cause of the Naga people. In the process, the hoho said Nagas have experienced the division amongst and adverse consequences at all
levels. In this backdrop, NH said the Naga people having realized the negative effects of disunity came together and called for peace, unity and reconciliation among the Naga people. Since then, NH said it has been working for the unity and solution to the protracted “Indo-Naga” political problem since its inception. In line with hoho’s past leaders, NH said it has always harped on the unity and fraternity among the Nagas without borders. Asserting that it was not against the formation of any new organizations, associations, unions so long they work for the welfare and common interest of
the Naga people, NH said it was open to any individual or organizations to work cohesively without fear and interference when it comes to the interest of Naga people as a whole. NH said it has stood firm against all forces protecting the legitimate rights of the Naga people for unification of all Naga areas. In this regard, the home minister suggested setting up of an institutional structure for better co-ordination to deal with interstate issues especially insurgency and law and order problems. NEW DELHI, SEP 5 (PTI): Veteran Congress leader and former finance minister P Chidambaram was sent to Tihar jail Thursday by a Delhi court where he will spend 14 days in judicial custody in connection with the INX Media corruption case. Special Judge Ajay Kumar Kuhar sent him to judicial custody till September 19. “The allegations against the accused were found serious therefore he
was remanded to police custody. The investigation is still in progress,” the judge said. “CBI has apprehension that because of his status and his position, the investigation may be hampered by the accused. It’s not a case where the accused can be ‘released’ at the stage of considering his extension of his remand as submitted by the counsel for accused. “Having considered all facts and circumstances
of the case, the nature of offences, stage of investigation, the accused is remanded to judicial custody,” he said. The court allowed him to carry his spectacles, prescribed medicines and providing him with western toilet facility. It also directed that he be kept in a separate cell in Tihar prison as he was a protectee under Zsecurity. Solicitor General Tushar Mehta assured that there will be adequate security for Chidambaram in the jail. The court also issued notice to the Enforcement Directorate on Chidambaram’s plea seeking to surrender in the money laundering case lodged by the agency in which the Supreme Court Thursday dismissed his plea against the August 20 order of the Delhi High Court denying him pre-arrest bail. Chidambaram, 73, was produced before a Delhi court on Thursday after the expiry of his 2-day CBI custody in the case.
Chidambaram lodged in separate cell Former finance minister P Chidambaram, who was brought to Tihar prison Thursday evening, will get no special facilities, except a separate cell and a Western toilet as specified by the court, jail officials said. Like other inmates, he will also have access to the prison’s library and can watch television for a specified period. After the mandatory medical checkup, Chidambaram was lodged in Jail No. 7, which usually houses those accused in Enforcement Directorate cases. Incidentally, his son Karti was also lodged in the same cell for 12 days in the same case last year. Ratul Puri, nephew of Madhya Pradesh Chief Minister Kamal Nath, who is being probed by the ED in connection
with the AgustaWestland and a bank fraud case, is also lodged in this jail. A jail official said food is usually served to the inmates between 7 and 8 pm but it is kept aside for those who arrive late due to court procedures. The usual dinner menu is rotis, dal, sabji and rice. Chidambaram will be lodged in the cell from 9 pm to 6 am. Breakfast will be served between 7 am and 8 am, the official added. Officials said he can either drink water from a Reverse Osmosis plant or purchase packaged bottle from the canteen. Chidambaram, who was also the home minister during UPA 2, was sent to 14-day judicial custody on Thursday in the INX Media corruption case.

ILP holders engaging in trade illegal: JCPI SCC song to be played during moon landing DIMAPUR, SEP 5 (NPN): Describing Inner Line Permit (ILP) as only a pass to enter the state for a short or temporary period of time and did not give outsiders the right to engage in commercial activities, the Joint Committee on Prevention of Illegal Immigration (JCPI) Thursday reminded the state government that only indigenous people can live, work and earn in ILP zones and all those ILP holders engaging in trading and commercial activities was illegal. In a press release, JCPI convenor K. Ghokheto Chophy and co-convenor Joel Naga said that the JCPI has demanding implementation of ILP throughout the state since August 2019, but the government was yet
to take bold and decisive steps. Pointing out that Abhishek Committee on ILP has already submitted its report to the government in February 2019, JCPI said the government should “not waste any more time” and start implementing the committee findings. Concerning the standard operation procedure (SOP) on ILP/BEFR, which was along the lines of Mizoram government notification, JCPI suggested that SOP should give more teeth to the government to identify and deport the lakhs of ILP holders (mostly Bangladeshis) inside the ILP zones of the state (hill districts), who have set up commercial activities and taken up residency on permanent basis.
Except for bona fide central and state government servants/PSU employees/ bank officials, tourists on visit, etc., JCPI said all ILP holders–cum–traders should be identified and their valid ILP cancelled and deported from the districts. It stated that the exercise to identify ILP holders in the hill districts, who have misused their passes to engage in commercial transactions and businesses, did not require the RIIN exercise to be completed. Further, the JCPI has asked the government to immediately declare Dimapur as an ILP zone in view of the publication of NRC in Assam. It also demanded the government immediately set up checkpoints at all the entry points along the entire
disputed area belt. Saying it was beginning to suspect that government was being “vindictive in its approach”, the JCPI affirmed that “if the full scope of the Abhishek committee findings is not unleashed for implementation, the stakeholders will be forced to rise to the occasion.” In this regard, JCPI has informed the CSOs and student bodies in all the districts to be ready for any eventuality. Lauding the activities of the student bodies in apprehending ILP defaulters in the hill districts, JCPI, however, stated that the focus should be on checking those with valid ILPs who were engaged in commercial activities and handing them over to the police.
