Teachers mould society: Sukhalu

KOHIMA, SEP 5 (NPN): Acknowledging the role of teachers in moulding an individual’s life from primary school to university level, adviser School Education, K.T. Sukhalu remarked that teachers have the power to make or break lives with the power of their influence. Addressing the State Level Teachers’ Day celebration at NBCC convention hall here on Wednesday, Sukhalu congratulated the teachers who were awarded for their sincerity and dedication, even as he urged them to be sincere and diligent in their duties wherever they were posted. Asserting that education needed to keep pace with the fast-changing world, he asked the teachers to update their skills and stressed the need to reorient and change their teaching method to inspire students to learn and perform well. Sukhalu said book teaching was central to the educational system and that digital literacy could not be ignored, while urging the teachers to upgrade their ITC skills.

MHSU, TASU demand posting of admin officers DIMAPUR, SEP 5 (NPN): Mopong Hongkong Students’ Union (MHSU) and Tobu Area Students’ Union (TASU) have urged the state government to appoint EAC Tobu, EAC and SDO (civil) Monyakshu and EAC Mopong, saying the absence of administrative officers in the above mentioned administrative circles has adversely affected the two areas in all spheres. In a press release, MHSU president, L Khole, and TASU president, Sangti Konyak, described the recent state government order on reshuffling and transferring of administrative officers as playing a prank on the people of the two areas. NRMSATA keeps protest on hold

DIMAPUR, SEP 5 (NPN): Nagaland RMSA Teachers Association (NRMSATA) 2016 batch, which has been on a phase-wise agitation demanding revocation of August 17 office memorandum (OM) Wednesday night decided to temporarily keep the agitation on hold. According to NRMSATA 2016 batch, the decision was taken after receiving invitation from the state government “to arrive at an amicable solution through dialogue”.

Dwelling on poor performance of some schools, Sukhalu regretted the poor performance in Maths and Science that was very much below the national average. Quoting Annual Status of Education Report (ASER), 2017, Sukhalu said only 30.4% of students in the age group of 14-18 years in Nagaland could do simple division as against the national average of 43.1%, while only 37.7% could calculation and evaluation in comparison to the national average of 50%. He recalled his interactions with schools that revealed that teachers in high schools struggle with teaching their students since

most students had a weak elementary base. “This gives Nagaland the dubious distinction of having a weak academic base, which we must change,” he stressed. The adviser commented that the formative years of 6-8 years in an individual’s life needed to be supported by stimulating him or her and providing proper environment to enable the child’s brain to develop to its fullest potential. He admitted that many areas in school education sector like infrastructure or human resource development needed to be addressed, but added that the schools’ poor performance was not encouraging. Recalling his childhood as a student where his teacher gave him special attention in the subject he was weak, Sukhalu said it was a teacher’s job to help a pupil understand what was in the textbook and why it was important to study. He said subjects that were taught in schools were the foundation on which the students would build their world view and pursue their career and life choices accordingly. The adviser

also urged the teachers not to shame the students who gave wrong answers, but appreciate their courage in answering out loud and encouraging them to speak out and question their doubts. He informed the gathering that he had proposed posting of headmasters, assistant headmasters and subject teachers, especially for Maths and Science, in all government high schools (GHS) and gover nment higher secondary school (GHSS) to ensure that the students did not suffer for want of subject teachers and were well prepared for their exams. He clarified that the delay in carrying out the exercise was due to the court case by teachers on seniority issue. He nevertheless asked the teachers whether they could take a pledge that all GHSs and GHSSs would not repeat nil results in 2019. Mentioning that it was very unfortunate that certain section of teachers resorted to ultimatums and agitations to press for their demands, Sukhalu said, being a democratic country, no one could be forced to work against his or her wishes.

NEW DELHI, SEPT 5 (PTI): CBI Wednesday carried out raids at around 40 locations in Tamil Nadu, including residences of State’s Health minister and the Director General of Police, in connection with the Gutka scam, officials said. Officials said the raids were spread across the State, but did not reveal exact locations, saying it may hamper the ongoing operations. The residences of Health Minister C Vijayabaskar and DGP TK Rajendran, besides that of a former DGP, among others were being searched, they said. The scam came to light on July 8, 2017, when income tax sleuths raided the godown, offices and residences of a pan masala and gutka (a concoction of tobacco and pan masala) manufacturer in Tamil Nadu, who had been facing charges of tax evasion to the tune of Rs 250 crore. During the raids the manufacturer Madhav Rao’s home, the IT department seized a diary that contained a list of names to whom bribes were (Cont’d on p-7) allegedly given.

JCC, NTAC remind CM on amending NM Act DIMAPUR, SEP 5 (NPN): Joint Co-ordination Committee (JCC) and the Nagaland Tribes Action Committee (NTAC) have appealed to the state chief minister to take urgent steps for Amendment/Repeal of the Nagaland Municipal (NM) Act, 2001 at the earliest before holding the urban local bodies (ULB) election. In a representation addressed to the chief minister, JCC acting convenor, Vekhosayi Nyekha, and NTAC, Kohima convenor, KT Vilie, said most of the demands have been fulfilled including revocation of the resolution taken on November 24, 2016 by the NLA in connection with ULB election. However, they said the most important demand for Amendment/Repeal of the NM Act, 2001 has not been fulfilled till date. On the contrary, JCC and NTAC said the present

government has appointed a cabinet sub-committee to examine the 33% women reservation issue instead of taking steps for Amendment/Repeal of the NM Act, 2001. In this regard, the JCC and NTAC reminded the chief minister that several representations have been submitted in the past for Amendment/Repeal of the NM Act, 2001. Po i n t i n g o u t t h a t examining the issue on women reservation was only a part to the NM Act, 2001, the JCC and NTAC said instead of piece-meal exercise wasting precious public money and time, it would be more appropriate and reasonable to examine and overhaul the entire Act, which they said would do away the loopholes in the existing Act including the women reservation issue. DIMAPUR, SEP 5 (NPN): Appreciating the initiative of setting a daily local organic market under the aegis of Farmer Producer Organisation (FPO) at Supermarket (Naga Shopping Arcade) here, ACAUT urged the State government to monitor and extend all possible help to the farmers and local vendors. Supreme Court to hear plea for stay on Rafale deal next week NEW DELHI, SEP 5 (AGENCIES): Supreme Court has agreed to hear a plea next week, seeking a stay on the Rafale fighter jet deal between India and France. A bench of Chief Justice Dipak Misra and Justices AM Khanwilkar and DY Chandrachud considered the submissions of advocate ML Sharma that his plea be listed for urgent hearing. In his petition, Mr Sharma has alleged discrepancies in the fighter jet deal with France and sought a stay on it. Mr Sharma has claimed in his plea that the inter-government agreement to buy 36 Rafale fighter jets must be quashed as it was an “outcome of corruption” and not ratified by Parliament under Article 253 (Parliament has power to make any law for implementing any intergovernment agreement) of the Constitution. The petition has also sought an FIR and prosecution of Prime Minister Narendra Modi, former defence Minister and pres-

ent Goa chief minister Manohar Parrikar, business tycoon Anil Ambani and French armament firm Dassault with recovery of the amount. A similar plea was filed in Supreme Court in March this year seeking an independent probe into the Rafale deal and disclosure of the cost involved in the deal before Parliament. The plea, filed by Congress leader Tehseen S Poonawalla, had sought issuance of a direction against the Centre as to why the Union Cabinet’s approval was not sought as part of the Defence Procurement Procedure (DPP) before signing the procurement deal with France on September 23, 2016. The Rafale deal is a defence agreement signed between the governments of India and France for the purchase of 36 Rafale fighter aircrafts in a flyaway condition as a part of the upgrading process of Indian Air Force equipment. Ao Senden clears stand on Naga Hoho imbroglio DIMAPUR, SEP 5 (NPN): Drawing attention to the recent exchange between two camps within the Naga Hoho (NH) in the local media, the Ao Senden has sought to make its stand clear on the issue at hand. In a press note, Ao Senden president, M Toshi Jamir, and secretary, Imtipokyim, stated that in the backdrop of NH support to the state government’s recognition of Rongmei tribe as an indigenous Naga tribe of Nagaland, Senden asked NH to retract its statement, but was not done. Therefore, Senden said it had at, a meeting on September 23, 2016 decided to disassociate from NH until the latter retracted its statement. S u b s e q u e n t l y, A o Senden said it asked NH president P Chuba Ozukum to relinquish his office on November 11, 2016 since

he was a representative of the Aos to NH. In response to this, Senden said the NH through a press release published on November 22, 2016 “resolved not to allow” Ozukum to relinquish his post stating that “P. Chuba Ozukum’s departure from Hoho does not arise at this juncture as it would prove to be detrimental at the interest of the Nagas in general.” Consequently, Ao Senden said Ozukum was excommunicated from Ao community for not adhering to the call of Ao Senden. However, it said Ozukum approached Ao Senden and requested revocation of his ex-communication. Accordingly, Ao Senden said it held a meeting on November 21, 2017 and resolved to reconsider and withdraw his excommunication in the interest of Naga people. (Cont’d on p-7)

‘Airport security trays dirtier than toilets’ IMCT visits Wka to assess damages

LONDON, SEP 5 (AGENCIES): Plastic trays that passengers put their hand luggage in at airport security checkpoints harbour the highest levels of viruses, even more than toilets, a study warns. Researchers from the University of Nottingham in the UK swabbed a variety of surfaces at Helsinki-Vantaa airport in Finland during the winter of 2016. They set out to identify and quantify the respiratory viruses on frequently-touched surfaces in airports. The team found evidence of viruses on 10 per cent of the surfaces tested and most commonly on the plastic trays that are circulated along the passenger

queue at the hand luggage X-ray checkpoint. The study, published in the journal BMC Infectious Diseases, concludes that hand washing and careful coughing hygiene are crucial to the control of contagious infections in public areas with high volumes of people passing through. The findings add weight to previous studies showing that microbes are commonly found on surfaces in public transport vehicles and will strengthen public health advice in preparation for future flu pandemics, researchers said. At Helsinki-Vantaa airport, the highest concentration of vi-

ruses was detected on the security check plastic trays with further viruses detected on shop payment terminals, staircase rails, passport checking counters, children’s play areas and in the air. The most common virus found in the survey was rhinovirus, which causes the common cold but the swabs also picked up the influenza A virus, researchers said. Interestingly, no respiratory viruses were found on toilet surfaces, they said. “This study supports the case for improved public awareness of how viral infections spread,” said Jonathan Van Tam, a professor at the University of Nottingham. People can help to minimise contagion by hygienic hand washing and coughing into a handkerchief, tissue or sleeve at all times but especially in public places, he said. “These simple precautions can help prevent pandemics and are most important in crowded areas like airports that have a high volume of people travelling to and from many different parts of the world,” Tam said.

DIMAPUR, SEP 5 (NPN): InterMinisterial Central Team (IMCT), which is on a four-day visit to Nagaland to carry out an ‘on-thespot-assessment’ of the disasters caused by landslides and floods in the state, visited Wokha district on Wednesday. According to an official bulletin the team assessed the areas affected by recent natural disasters such as floods and landslides in Wokha district and held interaction with members of the District Disaster Management Authority (DDMA) Wokha and concerned line departments. Briefing IMCT members at DC conference hall wokha, the deputy commissioner (DC) Wokha, Dr. Manazir Jeelani Samoon, highlighted the disaster scenario in the district and apprised the team about the measures undertaken. DC also informed that Wokha district has witnessed increase in rainfall as compared to the rainfall in the last past three years thus causing floods and landslides in many parts of the district. The

team comprised of Joint Secretary (FFR) MHA, K.B.Singh (Team leader), Director in charge department of Agriculture and cooperation, Kolkota, Dr. K. Manohoran, Consultant FCD, Department of Expenditure New Delhi, R.B.Kaul, Anirban Acharya from the Ministry of Road and Transport and Highway Guwahati and Chahat Singh from the department of Rural Development, New Delhi. The visiting team was accompanied by Home Commissioner Nagaland, Ramakrishanan, secretary NSDMA Rovilatuo Mor, OSD NSDMA and other officials. Earlier in the day, the team led by KB Singh, Joint Secretary (FFR) MHA, inspected the flood-hit areas of Ruchan Village under Bhandari sub-division. Following this, an invitation was sent to various aviation companies to participate in the bidding process. Po o n awa l l a h a d claimed in his plea that the Ministry of Defence had withdrawn the 2007 tender for procurement of 126 fighter planes, while the deal announced for procurement of 36 Rafale fighter aircraft was altogether a fresh procurement. His plea said that in 2012, the deal for 126 fighter aircrafts was proposed by then UPA government, and out of the total of 126 number, 18 Rafale fighter jets were to be delivered by Dassault Aviation company in a fly-away condition, while the remaining 108 were to be manufactured in India at the public sector Hindustan Aeronautics Limited (HAL) under a transfer of technology agreement.

New traffic rule in Dimapur enforced DIMAPUR, SEP 5 (NPN): Dimapur police have issued a new traffic regulation directing all vehicles that come out from Zeliangrong colony to exit from Faith Hospital side. In a press release, Dimapur police PRO informed the move was to ease traffic congestion and also to ensure smooth flow of vehicular movement at Dhobinalla point area. As per new regulation, the road from Dhobinalla to Zeliangrong colony would be for “Entry Only”. Police have sought cooperation from responsible citizens for better traffic management.

DIMAPUR, SEP 5 (NPN): Governor of Nagaland, PB Acharya, on behalf of the people of Nagaland, has extended appreciation to Hindi cinema actor, Sushant Singh Rajput, for the kind and generous gesture towards the people of Nagaland, who were badly affected by the incessant rain, flood and landslides. In an appreciation letter addressed to the film actor, the governor said the contribution of Rs 1.25 crore towards the Nagaland Chief Minister’s Relief Fund was really encouraging.
