Around `10 lakh stolen from SBCZ DIMAPUR, SEP 4 (NPN): Around Rs. 10 lakh was reportedly stolen from the Sumi Baptist Church Zunheboto (SBCZ) on September 3, 2018. According to the FIR lodged at Zunheboto police station on September 4, SBCZ said that some unknown miscreants entered the church office by breaking the back door and stole above Rs. 10,0000 lakhs, from the accountant’s locker. When contacted, sources confirmed about this incident and said that investigation was on by police. No further details could be ascertained.

While the retail market at Supermarket (Naga Shopping Arcade) will give local farmers a space to sell their produce, Mero stressed on the need for a wholesale market that was of paramount importance for farmers in the State to scale up their businesses and sell their produce outside the State and even in international market. He added that a wholesale centre could serve as a focal point where washing, packaging and grading and bulk exports in trucks could be carried out. Mero pointed out that the only airport (Dimapur) in the state has no cargo or cold storage facility and for which the horticulture department will submit a proposal in this regard to the

DIMAPUR, SEP 4 (NPN): A five-member Inter-Ministerial Central Team (IMCT) arrived Dimapur Tuesday to assess the areas affected by recent natural disasters in Nagaland. According to an official bulletin, the team visited Niuland subdivision and interacted with the affected farmers of Niuland and bordering villages. During the interaction, the farmers narrated the extent of crop damaged. The team also visited Yeveto village to take stock of the ground reality of the damages caused to plantation and crops due to the change of river course. According to CMO media cell, the actor personally handed over a cheque of Rs. 1.25 crore to the chief minister. NEW DELHI, SEP 4 (PTI): Central government will not cut excise duty on petrol and diesel to cushion spiralling prices, which touched fresh highs Tuesday, as it has limited fiscal space available to take any dent in revenue collections, a top official said. With imports becoming costlier because of a free-fall in rupee against the US dollar, the government believes the current account deficit will overshoot the target and it cannot “disturb fiscal maths by cutting excise duty on petrol and diesel,” the official, who wished not to be identified, said. Petrol and diesel prices Tuesday touched fresh highs as rupee dipped to a record low of 71.54 against US dollar, making imports costlier. Petrol price in Delhi rose to a record Rs 79.31

DIMAPUR, SEP 4 (NPN): Confederation of Chang Students’ Union (CCSU) has objected to the redeployment of PGT (History) from Tuensang GHSS to GHSS, Diphupar and PGT (History) GHSS, Thangjam to GHSS Niuland by department of School Education (DoSE). In a press note, CCSU president, Chingmak Kumchuba, and education and statistical secretary, James Imlong, said the “random” move in the middle of the academic session was totally unjustified on the part of the department. CCSU said DoSE should realize “the amount of ill effects” that would bring to the student community of Tuensang district “through this random redeployment.” In this regard, the union has reminded the department that GHSS, Tuensang and GHSS, Thangjam were in need of more PGTs to cover the prescribed syllabus of the academic year. CCSU, therefore, asserted that filling up the much needed subject teachers would be more appropriate and would bring about justice than transferring without relievers.

He also called upon the farmers to take advantage of the low-interest loans provided by the government to give an impetus to farmers, adding that National Horticulture Board in Guwahati was providing 50% subsidy to farmers and entrepreneurs to assist them with the much-needed capital. off the entire area.A huge contingent of security forces was deployed at the protest site, with the district administration officials reminding the agitating teachers that they were not allowed to stage the protest and gave a timeline to wind up. NRMSATA activists, who gathered since morning, also held a brief meeting before dispersing by noon. They stated that they did not want to confront the district administration,

adding that the association would decide the next phase of protest after meeting the officials concerned. The August 17 OM issued by school education principal secretary Menukhol John mentioned about the merger of SSA and RMSA to a single entity Sarmagra Shiksha Abhiyan from 2018-19. It also stated that following the merger, Government of India (GoI) had issued guidelines fixing salary payable to RMSA subject teachers at Rs 25,000 per month from 2018-19. The OM directed RMSA teachers to submit acceptance of the new salary structure prescribed by GoI within a month’s time and that the revised salary would be made effective on completion of one month’s notice. DIMAPUR, SEP 4 (NPN): Naga Students’ Federation (NSF) has said that major discrepancies have been identified in the distribution of school uniforms to students of the government schools. In a representation addressed to the chief secretary, the NSF president Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that as a follow-up of its earlier representation, the NSF along with all its federating units undertook education tour 2018 to various educational institutions. During the tour to government schools, NSF said it was found that there was shortage and delay in supply of the school uniforms. The federation stated that most of the schools did not receive adequate supply of school uniforms i.e. pant, skirt and shirt. NSF also stated that most of the schools were issued with only sweater and a pair of socks (all of which were of the same size) and the uniforms could not fit even students from the lower primary classes. In few schools, NSF said the students were given just the cloth materials for school pant, skirt and shirt but without stitching cost. NSF alleged that the cloth materials supplied were of the lowest quality. The federation has, therefore, demanded that the stated government set up an enquiry on the discrepancies and intimate the NSF office of the measures to be taken within 15 days.

DIMAPUR, SEP 4 (NPN): Ruling NDPP on Tuesday took a dig at the opposition NPF of suddenly becoming grassroots and people centric now after it was no more in power. In a rejoinder issued by its media & communication committee, the ruling party also asserted that NPF had become irrelevant in the face of “progressive governance” under PDA regime. NDPP said NPF was telling the PDA government and chief minister Neiphiu Rio to do what it never bothered to during the last four years of its tenure out of frustration and perhaps a sense of repentance. It said that the PDA government was busy focusing on not only providing good governance to the people, but also correcting mis-governance of the past four years of NPF rule, “which never saw any semblance of governance, let

alone good governance.” NDPP asked the opposition party, “in its despair to be noticed”, not to accuse it of whining when it was NPF that woke up from slumber after 13 days to attack the chief minister’s Independence Day speech “without any valid reasons except desperate attempts to create controversies where none exist.” On the charge of appointing members of coalition partner parties to various posts, NDPP clarified that they did not enjoy any financial or executive powers. It dared NPF to admit that they too appointed party leaders with equivalent ranks of cabinet ministers. NDPP pointed fingers at the NPF for the bad roads in Nagaland, claiming that the condition of roads and bridges had deteriorated as the previous NPF regime had not bothered to maintain them. WBC holds advocacy program on HIV & AIDS

DIMAPUR: Withee Bible College (WBC) organized an advocacy programme on HIV and AIDS for students and faculty on August 29. A press release from WBC stated that, Dr. Vinito Chishi, consultant, Legislators Forum on AIDS (LFA), spoke about the seriousness of HIV&AIDS stating that a person infected with cancer may live up to five years at the most. However, he pointed out that AIDS infected person lived much longer, up to 20 or even 25 years. Dr. Chishi said that as per blood samples tested between April 2006 and May 2018, in Nagaland, only 24,490 out of 10,79,125 were shown positive for HIV (Human immunodeficiency Virus). In this scenario, he stated that “Nagaland will become zero percent on AIDS by 2020.” Rev. Dr. Vikheshe Chishi, founder and principal WBC said that the churches, Bible colleges and Christian leaders have the platform to contribute towards achieving 0% AIDS by 2020. He said that this was an urgent call to take the initiative to educate people about HIV&AIDS. The release also asked the legislators to continue its support for LFA in making Nagaland a free AIDS state.

KVK organizes training on mushroom cultivation in Mon

DIMAPUR: An intensive seven-day skill training programme for rural youth, women SHG and NGOs on mushroom production technology was organized by KVK, Mon at its premises from August 29 to September 4. The programme was sponsored by SAMETI, Medziphema. A press release by senior scientist & head, Dr Ruokuovilie Mezhatsu said that ACTO (GPB), Dr Manoj Singh Sachan highlighted about the entrepreneurship development through skill training programme and dissemination of technology to the fellow participants for income generation. He also pointed out the nutritional value of mushroom for balance diet. During the technical session, Imtinuksung, Dr Manoj Singh Sachan and Puchono Kweho delivered lectures on “Mushroom production techniques”. In the afternoon technical session, Dr Ruokuovilie Mezhatsu showed a power point presentation on “Mushroom

production technology” with illustration of “hands on Practice”. Participants raised various queries during discussion hour and the scientists cleared theirs doubts. Hands on demonstration on mushroom cultivation by using various substrates like paddy straw, banana leave stalk, maize leaves and stalks were also demonstrated. In the practical session, the participants also took part in “Learning by doing”. The inaugural programme was chaired by senior scientist & head, Dr Ruokuovilie Mezhatsu and the valedictory function was chaired by Imtinuksung, held on September 4. A word of thank was delivered by Puchono Kweho. Certificates and mushroom spawn were distributed to the participants. Altogether, 15 participants of rural youth, women SHG and NGOs attended the programme. The participants expressed their satisfaction with the theory and practical work.

Wangtin on impeachment of Khango Konyak

Nagas should not sign the NCA under any circumstances, since the main idea of NCA was “to maintain oneness of Myanmar under single administration and consolidate military system to strengthen union of Myanmar.” He said late Khaplang had also strictly warned Khango to be away from NCA, since it will amount to surrendering Nagas’ right for sovereignty. However, Wangtin said the current problem for the young leader of NSCN (K), was how to become the part of NCA. “Since I also love the Naga Nation want NSCN (K) to be part of said agreement to regain the lost territories,” he said. Wangtin said large chunk of Nagas’ fertile valley along with British established port towns like Homlin and Khamti including business towns like Thamanti, Doungdot and Pongpin had gone to Shan community, while port town like Tenai and growing business hub, Singbwiyang were officially annexed by

Kachin state. Wangtin said his idea on signing NCA was that, all these lost territories must be given back to the Nagas by Myanmar government through official notification. In this regard, Wangtin said he had handed over all Myanmar-Naga ceasefire related documents along with Naga map covering all lost territories to Konyak Union- Myanmar, and instructed the latter to hand them over to Naga Yuya in the first part of 2018. Wangtin said he had also shared his views to the Eastern Naga Students Association (ENSA) on ‘Naga Independence Day 2018’ at Mon Town to meet NSCN (K) leadership and advice them to sign NCA and retrieve back the lost territories. Therefore, he said since late SS. Khaplang had warned Khango not to participate in NCA business, Khango upheld his mentor’s advice. Wangtin opined that the young leadership of NSCN (K) should have con-

vinced their leader Khango instead of humiliating him by impeaching. With regard to the issue of holding multiple ministries by Khango, Wangtin said the young Pangmi leaders should recall how late SS. Khaplang had also held important ministries and posts like-vice chairman post, ato kilonser, defense and home etc. However, no one went against him. Rather Wangtin said they travelled for more than 20 days from Mon to where late SS. Khaplang was, be it Jummnyu or Teka before signing the ceasefire with the Union of Myanmar. He claimed that “meeting was incomplete unless one carried cash amount of few lakhs for his ration and day to day expenditure.” Whereas in the case of Khango, he lived in Pangmi area, Wangtin said adding “but my beloved Pangmi brothers did not respect and honour their leader instead, they summon him, which was first of its kind in the history of Naga national movement…”

Wangtin said the leaders must recall how they loved and cared late Khaplang, but their act openly displayed how cruel and selfish they were, drawing a line between the Nagas of India and Myanmar. He also pointed what he meant by ‘clear line’ drawn by the Pangmi brothers between Naga leaders of India and Myanmar. He said the first attack on Nagas of Indian side was killing of the followers of late Isak Swu and Th. Muivah in1988 “for small misunderstanding”. Wangtin alleged that late Khaplang directed Konyak Naga army led by ‘gen.’ (retd) Khole to attack late Isak Swu and Th. Muivah’s followers and killed hundreds of them in Eastern jungle, which was very painful and dark chapter in Naga history. After that incident, he said Konyak people chose to be with Khaplang. Wangtin claimed that the second attack on Indian side Naga leaders was the humiliation of ‘gen.’ (retd) Khole, the then chief of the

Army Staff and N. Kitovi, the then ato kilonser in 2011 June, where both the leaders were impeached by late Khaplang. “Even that incident did not shake the unity of the Konyak with late Khaplang,” he added. The third attack was expulsion of P. Tikhak and himself (Wangtin) on March 27, 2015 by late SS Khaplang, without any warning despite fighting tooth and nail for his (late Khaplang) cause. Yet, Konyak people led by Khango Konyak chosed to be with SS. Khaplang, he added. Fourthly, another attack on Naga leaders of Indian side was August 17, 2018 when “Khango was impeached by the sapling of late Khaplang, most of who are Pangmi brothers.” Considering all these, Wangtin asked the Pangmi brothers as to why they had gone this far against fellow Naga brothers mostly of Indian side Naga country? He said such act of drawing a clear line between two brothers and future generation should

be condemned. “No one however strong he may be can undo what have been done on fellow Nagas by them,” he said, adding “now, let them do whatever they want without interference from fellow Nagas of Indian side.” However, Wangtin said they should not miss the opportunity to regain the lost territories. In the case of Nagas of Indian side, Wangtin said the leaders have officially declared Naga Independence on August 14, 1947, 72 years ago which was reaffirmed by Naga National Plebiscite in 1951. With the ongoing political talks between Nagas and India, Wanting said they were expecting an “internationally acceptable solution sooner than later.” While reminding that though the Eastern Nagas needed the support and co-operation from Western Nagas, Wangtin said it was too late to realize since the chain of relationship had been broken down beyond repair and never to return back again.

Modi government is ‘anti-poor’: Gogoi

S h i l lo n g, S e p 4 : Mounting pressure on the BJP government to institute a Joint Parliamentary Committee (JPC) to probe the Rafale deal, the Congress on Tuesday fired fresh salvo describing the Narendra Modi-led government as “pro-rich” and “anti-poor”. Hitting out at the BJPled NDA government, the opposition Congress asked Prime Narendra Modi to explain to the people as to why an extra amount of Rs. 41,205 crore was being paid from public money to purchase Rafale jet fighters. “Rafale scam is a copy book case of squandering ‘national interest’, causing

loss to public exchequer and the promoting a culture of ‘crony capitalism’ at the cost of Hindustan Aeronautics Limited (HAL),” Congress General Secretary, Gaurav Gogoi told journalists at the Congress headquarters here in Meghalaya. He also questioned the government how HAL was by-passed and ‘offsetcontract’ worth Rs. 30,000 crore was given to Reliance Defence Limited that had zero experience of manufacturing fighter aircrafts. “We want to know the details (Rafale deal). If they (government) have nothing to hide, why are they afraid of JPC and why have they not given any official statements,” he said.

Recalling that the previous Congress-led UPA government had disclosed the price of Dassault Aviation made MIRAGE aircraft, Sukhoi aircraft and other Defence purchases on the floor of the parliament, Gogoi asked, “What is the Prime Minister and Defence Minister (Nirmala Sitharaman), hiding? Does the refusal to tell the price not reek of a scam?” Gogoi said the UPA government had entered into a contract to acquire 126 Rafale aircraft - 18 of them in fly away condition and the remaining 108 aircraft to be made in India by the Public Sector Undertaking Hindustan Aeronautics Limited in Bengaluru, under a transfer of technology agreement

with a French company, Dassault Aviation. Expressing concern on reducing the number of fighter jets as required by Indian Air Force from 126 to 36, Gogoi said, “With the looming threats from China and Pakistan, does it not compromise the national security and defeat the emergency purchase argument.” “This deal speaks of betraying our country’s security. It speaks of crony capitalism of a private company, and it speaks of looting public tax payers’ money. There is betrayal and compromise of our defence need and this has the personal intervention of Prime Minister Modi and a private company has benefited from Prime Minister’s decision,” the Congress leader added. Describing the Narendra Modi-led government as “pro-rich” and “antipoor,” the Congress MP from Assam, said, “BJP’s government’s decisions are helping the rich and the corrupt. Demonetisation which was supposed to be an attack on the corrupt has benefited the corrupt.” “None of their poll promises made in 2014 have been fulfilled by them. Our young people continues to be unemployed and are frustrated, and our society known for unity and diversity is being divided and fractured by the BJP,” Gogoi said.

Shillong, Sep 4: Chief Minister Conrad K Sangma on Tuesday resigned from the Lok Sabha after being elected to the Meghalaya Assembly on August 27. He will take oath as member of Meghalaya Assembly on Wednesday. Sangma, who won the by-election from the South Tura Assembly constituency, said he has submitted his resignation to Lok Sabha Speaker Sumitra Mahajan. The by-election in South Tura was necessitated after Agatha Sangma resigned to pave way for her brother Conrad to contest in order to retain the post of Chief Minister. Sangma, the youngest son of former Lok Speaker late Purno A. Sangma, defeated Charlotte W. Momin of the Congress by 8,421 votes. C o n r a d , w h o wa s sworn as the 12th Chief Minister of Meghalaya on March 6, was a non-elected member of the 60-member Assembly. Sangma assumed the top post of Meghalaya, which his father had held for a short period, after the regional United Democratic Party (UDP), People’s Democratic Party and the Hill State People’s Democratic Party (HSPDP) decided to support the NPP in forming the government on condition that he (Sangma) would be the Chief Minister.

HC quashes KN Saikia report on secret killings G u wa h at i , S e p 4 (Agencies): Gauhati High Court on Monday declared the constitution of the Justice K.N. Saikia Commission by the erstwhile Tarun Gogoi government as legally untenable. The panel was constituted to probe the “secret killings” of family members and sympathisers of Ulfa militants A bench of Justice Ujjal Bhuyan also quashed the report of the Saikia Commission after hearing a writ petition filed by former CM Prafulla Kumar Mahanta in 2008, challenging the constitution of the commission. Saikia, a retired judge of the Supreme Court who passed away on December 7, 2016, had submitted his report in 2007, indicting the former chief minister, the then police hierarchy and the home ministry for the extra-judicial killings, which occurred in Assam during 1998-2001,commonly referred to as “secret killings”. Saikia was appointed after the then Tarun Gogoi government rejected the interim report of the Justice J.N. Sarma Commission of Inquiry in August, 2005, as it failed to identify the killers and unearth the conspiracy. “The high court today ruled that the K.N. Saikia Commission was illegally constituted and quashed its report,” said Mahanta’s counsel Rajib Baruah. He said the then state

government had appointed the K.N. Saikia Commission without dissolving the Justice J.N. Sarma Commission, which was also inquiring the same matter, thereby violating the Commissions of Inquiry Act. “The government had appointed the Saikia commission while Sarma Commission still existed, which is a violation of Section 3 of the Commissions of Inquiry Act,” Baruah said. “The government again issued a notification dated September 3, 2005, stating that apart from the 11 cases, the Saikia Commission will inquire into other killings of a similar nature. It violated Section 7 of the Commissions of Inquiry Act, which says the government will decide which definite matter of public importance to be inquired and not by the commission,” he said. “But by issuing the notification dated September 3, 2005, the government had delegated the power to decide what matter to inquire to the commission, which goes against the Commissions of Inquiry Act,” Baruah added. The Saikia Commission had probed 35 cases of secret killings that took place during the AGP rule and mentioned in its report that there was enough evidence to show that the then home minister was at the helm of these extra-constitutional killings.

Wangliam Lowang, a permanent resident of Noglo village in Lazu administrative circle in Tirap, gave up arms Monday to lead a “normal family life with his parents”, a statement by District Information and Public Relation Officer (DIPRO) said. Addressing a news conference at his official quarter in Imphal, Pandey said that he was ready to face any kind of enquiry from the highest level but would not accept the enquiry committee constituted by the MHRD. He alleged that the chairman of the committee is a close relative of a member of the agitating teachers’ association of the Manipur University. Mention may be made that following an agreement with the agitating students, teachers and staffs of the MU, MHRD reconstituted the probe panel by appointing retired acting chief justice of Meghalaya High Court justice T Nandakumar with retired VC of Tezpur University of Assam as member. While the committee was yet to commence its inquiry into the allegations leveled him, Prof AP Pandey resumed his duty as VC of the varsity on September 2 sparking tension among

the MU fraternity. Pandey further claimed that he had received no communication from the Union human resource development ministry regarding his leave and added that he had resumed the office as VC and would not accept any kind of leave by any authority below his rank. Congress asks Arunachal CM to reduce fuel taxes Itanagar, Sep 4 (PTI): Arunachal Pradesh Congress Committee president Takam Sanjoy on Tuesday asked Chief Minister Pema Khandu to slash local taxes of petrol and diesel and criticized the Centre for the exorbitant high rate of fuel in the country. Sanjoy alleged that Modi government is looting the people with high prices in petrol and diesel. “The average price of fuel around the world is 1.17 US dollar per barrel while it is 1.16 dollar per litre in India,” said Sanjoy in a statement. The APCC chief asked the state government to immediately reduce all local taxes and VAT on fuels as the high rate is pushing up prices of essential commodities. If it was not done, he said, the Congress would launch an agitation across the state.

50 yr old bridge in Kolkata collapses; 1 killed KOLKATA, SEP 4 (PTI): A section of an over 50-yearold bridge on the arterial Diamond Harbour Road in south Kolkata collapsed Tuesday evening, snuffing out one life, trapping several people and crushing many vehicles, police said. The Majerhat bridge in the crowded Alipore area caved in around 4.45 pm during rush hour. It runs over the Majerhat Railway Station and connects the city centre with the heavily populated Behala, the vast area of the south west suburbs and neighbouring South 24 Parganas district. Police confirmed the death of one person and said 19 others, including two women were injured. The injured have been admitted to SSKM and CMRI hospitals, the police added. Fire brigade personnel engaged in the rescue work had earlier said 25 injured were pulled out from the rubble. Additional lighting arrangements have been made to facilitate the rescue work at night. One minibus, four cars and a few motorbikes which were hit by the collapse were seen lying at the accident site till evening. An eyewitness claimed that some people in a minibus and private cars were trapped. Chief Minister Mamata Banerjee, who is now in Darjeeling, said

that rescue work was almost over and only a concrete slab remains to be cut to find out whether any person was trapped there. She said there was a hut under the bridge and some labourers engaged in metro rail construction work used to stay. “Had they been there during the time of accident, an unfortunate thing might have happened”, she said. Banerjee said that

thousands of people pass through the area and the government has to probe the accident. “A probe will be done by a committee headed by Chief Secretary Malay De to find out the cause of the collapse. “Action will be taken against those whose negligence caused the accident. Prime Minister Narendra Modi termed the incident as “deeply unfortunate” and hoped for the speedy recovery of the injured. Governor K N Tripathi, who visited the site, described it as “a big disaster”. “I have come to see the rescue work. It is a big disaster. I heard that maintenance of the bridge is entrusted with the PWD and the railways. The matter required to be enquired,” he told reporters. The 450 metre-long bridge was built in early sixties and maintained by PWD, a member of mayorin-council in the city municipal corporation said. Some locals said the collapse might have been due to the construction of metro railway pillars nearby but this was not immediately confirmed by the experts. Urban Development Minister Firhad Hakim said the government would undertake technical inquiry after the rescue work is over. NDRF DG Sanjay Kumar said earthmovers are being used for clearing the area. “We have to take into account the safety aspect while clearing the debris”, he said. The bridge collapse

An under construction flyover had collapsed in crowded Burrabazar area, the wholesale business hub of the city, on March 31, 2016 and had claimed 26 lives.

NRMSATA 2016 reacts to department’s claims

DIMAPUR, SEP 4 (NPN): Dismissing the clarification of RMSA regarding appointment of teachers, Nagaland RMSA Teachers Association (NRMSATA), 2016 batch has, however, decided to refrain from going ahead with its blackbadge protest scheduled on Wednesday. In a statement, NRMSATA president Sao Venuh and general secretary Haisoliabe Ndang explained that, as a mark of respect to all teachers who were sacrificing themselves for nation building and also to enable smooth conduct of various programmes planned that day across the State, RMSA teachers would refrain from donning black badges on Teachers’ Day. Expressing surprise at the documents produced by the department in support of its claims and the reference to various clauses, NRMSATA clarified that RMSA teachers were given only two documents, viz., the engagement order and contractual bond that contained some clauses. It asserted that the mission director’s quotes of clause 4 that “the appointments are through funding under RMSA programme” and clause 6 that “the

state government will not be responsible for their salaries, including future service career of the appointees” were derived from the post creation notification (No. DSE/RMSAUPGRADATION/2011) that was never displayed for public consumption during advertisement and nor during declaration of results or even during issuance of engagement order. The association reasoned that even if one had to consider genuineness of the document, the entire clauses under this notification must be taken into consideration, including the introduction that stated that the sanctioned posts were entitled for all other allowances as admissible under rules enforced in Nagaland. According to NRMSATA, clause 1(ii) under this document also stated that “627 posts of graduate teachers against 112 upgraded RMSA Govt. High Schools in the pay band of Rs 9,300-34,800 with grade pay of Rs 4200 per month”. But in contravention to this term, the association accused the department of fixing salary at Rs 31,315 with no pay band and other additional allowances. The release also point-

ed out that the beginning of Clause 4 stated that “the department of School Education shall clearly specify the terms and condition of appointment”, but alleged that the terms and conditions of appointment in the post creation notification was never put up before the teachers or the official gazette for consumption and reference. NRMSATA asserted that the statement of the mission director that “Government of India had issued guidelines fixing salary payable to RMSA subject teachers at Rs 25,000 per month from 2018-19” too was not justifiable on two grounds. Firstly, because the actual statement under the guidelines mentioned that the Central’s share for teachers’ salary would be restricted up to Rs 25,000 and that PAB minutes of Samagra Shiksha Abhiyan for Nagaland mentioned that the balance amount (in addition to Central and mandatory State matching share) would have to be met by the State from its own resources. And, secondly, as the revised salary of Rs 25,000 was applied only to certain section of RMSA teachers and not to every RMSA teacher.

Gurgaon police seeks govt nod to probe FIR against Hooda Chandigarh, Sep 4 (PTI): The Gurgaon police have sought permission from the state government to probe the case registered against former Haryana chief minister Bhupinder Singh Hooda over a land deal which allegedly favoured Congress leader Sonia Gandhi’s son-in-law Robert Vadra. Hooda and Vadra were booked by police on Saturday in connection with alleged irregularities in the deal. The BJP had made the deal a major issue in the the 2014 election, alleging that Vadra made crores of rupees with the connivance of the then Hooda-led Congress government. Under the amended Prevention of Corruption Act, the police have to get approval of the ‘competent authority’ before investigating an FIR against a public servant, a senior official said Tuesday. The Gurgaon police wrote to the state government on September 1 for this permission to investigate Hooda, Gurgaon Police Commissioner K K Rao said Tuesday. He said once the permission is given the investigation will start. The FIR against Vadra, Hooda and two companies -- DLF and Onkareshwar Properties -- was registered at Kherki Daula police station in Gurgaon. T h e a c c u s e d we r e booked under Sections 420 (cheating), 120 B (criminal conspiracy), 467 (forgery), 468 (forgery for the purpose

of cheating), 471 (using as genuine a forged document) of the IPC and Section 13 of the Prevention of Corruption Act. Hooda said Tuesday in Jaipur that the BJP government is pursuing “vendetta politics”. The Congress leader claimed the case has been lodged to divert attention from the Rafale fighter aircraft deal. Haryana Chief Minister Manohar Lal Khattar, however, said the BJP government is committed to uprooting corruption. “The FIR registered on Saturday will be thoroughly examined and investigated,” Khattar had told reporters in Gurgaon on Sunday. The FIR was lodged after a complaint was received from one Surinder Sharma, a resident of Nuh. It said Vadra’s Skylight Hospitality Pvt Ltd purchased 3.5 acre of land in Gurgaon’s sector 83 from Onkareshwar Properties for Rs 7.50 crore in 2008, when Hooda was the chief minister and also held the portfolio of Town and Country Planning Department. Later, Skylight Hospitality sold this land to realty major DLF for Rs 58 crore after procuring commercial licence for the development of the colony with the influence of Hooda, Sharma alleged. In turn, DLF was favoured by the Hooda government with permission to develop another piece of land, it was alleged.

Giving details of the crime, he said the victim’s father, Mushtaq Ahmad Ganai, complained that his daughter was missing and he feared she may have been abducted. During investigation, police found that the girl’s father had two wives and

that the victim was the daughter of a woman from Jharkhand. H i s f i r s t w i f e, Fahmeeda, would mostly work outside the house while the other would mostly stay at home to cook food. On September 2, the body of the missing

girl was found in a decomposed form, about one kilometre from the family home. Investigation revealed that Fahmeeda had been nourishing a longstanding grudge against the non-local wife of her husband and her children as she felt that her husband

was more affectionate towards his second wife Khushboo. The deceased daughter was the dearest of ll children to the father.

n almost all countries, Teachers’ Day is celebrated on different days and months and in India, the birthday of the second president of India Dr. Sarvepalli Radhakrishnan on September 5 is celebrated as Teachers’ Day. It may be noted that Dr Sarvepalli Radhakrishnan, as the president of India (1962-67), had flown to Kohima in 1963 to officially declare Nagaland as the 16th state under the union of India. Dr Radhakrishnan was also a teachers besides being a philosopher and a devout follower of his faith. The profession of teaching has undergone evolutionary changes with regard to both perception and impartation. Till five decades ago, teaching was imposing information which the student had to accept and learn/ retain through memorisation. Students had to obey every rule-from dress codes to behaviour to doing homework etc. Teachers and students maintained a strict code of restricting their interaction to academics. Teachers then were not encouraged to discuss any matter not included in the curriculum. As a result, education in the old days produced bookworms and graduates who could expect jobs on the strength of their unusable degree knowledge because the word ‘skill’ was not heard except a mild reference to ‘talent.’ Today teachers are expected to mass produce graduates with different abilities. It is a challenge for every teacher today, to keep oneself relevant in a fast changing world. As students have access to any information possible, they are also less inclined to be spoon fed with knowledge that is available everywhere or be taught with the concept of “one-size fits all” content. Today, teaching has become a very different profession unlike what it was some forty to fifty years ago. The world has undergone another huge transformation after the digital revolution ushered in SMS, Facebook, Twitter, Chats etc to a totally new and dynamic era. A teacher who is not digital literate stands to be outdated in today’s fast changing paradigms. This can also mean, that the idea of teachers is no longer confined to those who are employed in institutions. Without teachers, the world today would be like the dark ages; ruled by ignorance and superstition. The different qualities of teachers has been categorised by William Arthur Ward, as the followinga mediocre teacher simply tells; a good teacher explains; a superior demonstrates while a great teacher inspires. A great teacher is a gem and has impacted generations. Even as the entire world is reminded of the great and noble teaching profession where teachers are remembered with a grateful heart especially on Teacher’s Day; the ongoing protests and putting forth demands etc indicate that something is not quite right with the educational environment in Nagaland. Today government teachers are on a virtual warpath over several demands and unless there is an early resolution, the crisis could deepen if school children of affected schools go without classes. While eulogising teachers, it is also important to ponder over the fact that teachers throughout the globe today work mostly for money. Unlike in the past when teaching was purely a noble profession and those who took it up, expected little while giving their everything; today the profession is just like any other. It is incorrect to paint all teachers with the same brush but on Teacher’s Day, it is important to remind society that the very ideals of the profession has to be revived.

It was not until after the resurrection, when the disciples had perceived through the power of the Holy Spirit who Jesus really was, that He said, “Go” (Matthew 28:19; also see Luke 24:49 and Acts 1:8). “If anyone comes to Me and does not hate his father and mother, wife and children, brothers and sisters, yes, and his own life also, he cannot be My disciple” (Luke 14:26). He was not saying that this person cannot be good and upright, but that he cannot be someone over whom Jesus can write the word Mine. Any one of the relationships our Lord mentions in this verse can compete with our relationship with Him. I may prefer to belong to my mother, or to my wife, or to myself, but if that is the case, then, Jesus said, “[You] cannot be My disciple.” This does not mean that I will not be saved, but it does mean that I cannot be entirely His. Our Lord makes His disciple His very own possession, becoming responsible for him. “…you shall be witnesses to Me…” (Acts 1:8). The desire that comes into a disciple is not one of doing anything for Jesus, but of being a perfect delight to Him. The missionary’s secret is truly being able to say, “I am His, and He is accomplishing His work and His purposes through me.” Be entirely His!

t is the supreme art of the teacher to awaken joy in creative expression and knowledge. – Albert Einstein Teachers are an important role model for all educational organizations. Whatever it is a school, college, university or any other institution they work hard for shaping the lives of their students. At Teacher’s Day, all teachers should be thanked because of their support for educating and guiding the students to the right path. Wish your teacher on this special day to make him feel greater. A great teacher should be much more than credentials, experience, knowledge, critical thinking, and all other faculties of intelligence. A great teacher shows kindness to students, colleagues, parents and those around her/him. It truly changes the environment in the classroom and school. Being a kind teacher helps students feel welcomed, cared for and loved. Teaching is a very humanistic profession, and compassion is the utmost feeling of understanding, and showing others you are concerned about them. A compassionate teacher models that characteristic to the students with her/his actions, and as a result students will be more open to understanding the world around them. Empathy is such an important trait to have and to try to develop in ourselves and our students. Being able to put you in someone’s shoes and see things from their perspective can have such a powerful impact on our decisions and actions. Being a positive person, is not an easy task. Being a positive teacher is even harder when we’re always met with problems with very limited solutions. However, staying positive when it’s tough can have such a tremendous positive impact on the students and everyone around us. Looking on the bright side always seems to help make things better. A great teacher bridges gaps and builds relationships, friendships, and

a community. Teachers always look to make things better and improve things in and outside of the classroom. Building a community is something a great teacher seeks to do in the classroom and extends that to the entire school and its community. Everyone looks at a great teacher and they want to be a better teacher, they want to be a better student, even better, they want to be a better person. A great teacher uncovers hidden treasures, possibilities and magic right before everyone’s eyes. There is a great reason behind the celebration of teacher’s day on 5th of September. Actually, 5th of September is the birthday of Dr. Sarvapalli Radhakrishnan. He was a great person and highly devoted towards the education. He was well known as the scholar, diplomat, Vice President of India, President of India and most importantly the Teacher. After his selection as the Indian President in 1962, he was asked and requested by the students to get permission to celebrate his birthday on 5th of September. However, he replied that, instead of celebrating 5th of September as my personal birthday, it would be better if it is dedicated to the whole teaching profession. And 5th of September should be celebrated as teacher’s day all over India to pay honor to the teaching profession. I used to think teaching was a job. And then I thought it was a profession. And now I’m of the opinion that it’s a calling. It’s a very noble calling. You’re a manager when you’re a teacher. You’re managing a lot of disparate personalities all under one roof and they’re doing many different things at once and they’re working on many different levels and they’re interacting. So you have so many variables at play. If you’re good at it, and stay with it long enough, you become a pretty good manager in chaotic or unknown situations. You also become good at maximizing the best in

people to bring out their greatest assets. And you’re teaching them to deal with chaos in unknown situations themselves by supporting them in exercises that allow them to explore the unknown. So I think teachers have in some ways an advantage in managerial training. For all students of India, Teachers’ Day is like an occasion and opportunity to pay tribute and gratitude to their teachers for their continuous, selfless and precious efforts in shaping the future. They are the reason to enrich all the quality education system in the country and process it continuously without getting tired. Our teachers never consider us less than their own children and teach us from their heart. As students we need inspiration and motivation which we surely get from our teachers. They prepare us to tackle any bad situation of the life through the knowledge and patience. Dear teachers, we are really grateful to all of you and would be forever. Let us pray: God, the Creator and sustainer of the World. The Way, the Light and the Truth, You invite us to the noble vocation of forming the Lives of Young people. Help us always to remember that we are their SECOND PARENT not by chance but by choice. That the classroom is a sacred place for it is an extended Home Where students learn a new way of living and loving. May our efforts be blessed by your Divine Touch for we know that to be meaningful, education must significantly touch the lives of students and integrate thinking, feeling, and acting in such a way that individuals have a sense of purpose in life. In many countries across the world, teachers’ day is a special day where teachers of schools, colleges, and Universities are honoured specially. In India the teacher’s day is celebrated on 5th September. The birth date of the second President of India Dr. Sarvepalli Radhakrishnan 5th September, 1888 has been celebrated as Teacher’s Day, and this tradition started from 1962, This is the when Dr. Sarvepalli Radhakrishnan was born. He was a philosopher, scholar, teacher, and politician and his dedicated work towards education made his birthday an important day in the history of India. We remember the great work of this exemplary person on this day. Now, talking about the rest of the world, world Teachers Day is celebrated on 5th October and it started from 1994, it was UNESCO who started this tradition. The focus set by UNESCO was to celebrate the engrossment and accomplishment of teachers and also the primaries that they put on the field of education. Why do we celebrate? Teaching is the most influential job in the world, teachers are known to shape the mind of youth and without knowledge no one can exist in this world. Teacher imparts good value in children and turns them into responsible citizens. So, almost every country celebrates teachers Day. Teachers form the most important part of our lives after our parents. A teacher’s job is the noblest and selfless one. They invests their life in grooming and developing young minds, A teachers is a friend, philosopher, and guide who holds our hand, opens our mind,

and touches our heart. Teachers are regarded as the backbone of our society. They have the greatest contributions to build up the characters of students and help them to become ideal citizens of our country. Parents bring up their children’s and give food and drinks for their survival, but the teacher’s arouse their hearts with light of knowledge and remove all sorts of ignorance. The teacher’s teach students most carefully and sincerely and love them as their own children. Like a good gardener, a teacher sows seeds of moral ethics within us so that we can become good citizen. Teachers are an extremely important facet of any society for a number of reasons and their role in society is both significant and valuable. Teachers play an extraordinary part in the lives of children for the formative years of their development and the importance of teachers is something that cannot be understated. A teacher can be a positive role model for hundreds of impressionable students. They are the nation builders, Teachers are modern-day heroes, Everyday they work hard to shape and mould the lives of young minds by teaching them valuable lessons, many of which go beyond books and computers. No education on the planet without teachers

th September is the day to salute our teachers who define our path and its purpose and gives the means to achieve it too. Teachers enlighten the disciples with knowledge and awaken the hidden potential in them. Having the prior experience they use to make us grow. What we’re seeing today in business, politics, and society all affected by teachers. The root meaning of “teacher” is to lead from darkness to light; in other words, one who has the ability to lead the student to full awakening of one’s true nature. The only goal of the teachers is to awaken those lost in pain and ignorance. There is no other motive — not building an institution, not amassing followers and a big bank account — and there is no “I” left to desire any of it. The role of a teacher is like the anchor that never lets us sink. The teacher trains the disciples for all the battles he would encounter in the present and future. The teacher only expects love and gratitude in return. There would not be any education on this planet if it wasn’t for teachers. So I’m glad that there are such things as teachers on the planet. I and you would right now be dumb and stupid now if it wasn’t for teachers on the planet right here right now. The light of the world, the beacon in the dark and the hope that gives us strength to survive, is our teacher. They are the real fortune makers in the student’s life, who try to do best for his student’s success. They make us strong and prepare us to stand against any difficulty. From them leads the ideas and thoughts, that one day each one of use will use to provide back into this society. We can have knowledge in our own but it doesn’t mean that the teachers are no longer essential in the world of education. Education is from birth to death, everyday we will encounter different kinds experience and we can even learn from it. But it cannot surpass the value of the teacher who open the window of learning for us before we come up to this

level of mentality that we believe we no longer need teacher. Let us not forget that teachers are the one who form us. The future development of any nation is in the hands of teachers. What we become in life is depends on teachers. Teachers impart the data and information in the brain of students to analyze. Analyzing in the situation what is possible is the most important thing that we learn from teachers. Today the people are changing and their thinking and development ideas are more against nature. Now for the world, a teacher is just a teacher. Politician just speech on teachers day on the occasion and forget. People share few post on social media regarding teacher and then forget. People forget more things than they are learning from teachers. We need teachers on every step of life and career. Teachers are not only important for students but also for society. Presence of teachers in any meeting and social activities boost the moral and make the time more valuable. Today, we need to respect teachers and need to appreciate their good efforts. Teachers need security and safety from the government. Teachers want maximum infrastructure to educate students. We need to follow the lessons and spread more about good teachers verbally. The teacher can be rightly called a nation builder. Teachers through their perseverance love and sacrifices has shown us the right path in which great men have built our nation. It is our dear teachers who mould our character, our personality and show us the right direction which leads us to our final destination. Let us all, where ever we are, Remember our great teachers Who guided us from Kindergarten to School and University, and salute their service to the noble task of education. Ideal teacher- a challenge for all the teachers

very year we celebrate Teachers’ Day with great éclat and grandeur. And every year, we receive beautiful and wonderful gifts from our dear students. We are praised, honoured and felicitated highly. I can imagine teachers wearing the widest smile on their faces! We are tagged with the magnificent name- ‘The Ideal Teacher’. The dictionary defines the word ‘ideal’ as ‘flawless’, ‘perfect’ or ‘having no defects’. So obviously, an ideal teacher would mean a ‘Perfect Teacher’. As we celebrate this Teachers’ Day, I would like to challenge all the Teachers, including myself, (irrespective of our countless denominations: whether private or govt, regular or adhoc/contract, SSA, RMSA or CSS) with the question, “Are we the real Ideal Teachers of our students?” There is a very common quote which we often use during the Teachers’ Day speech that- “Teachers are the

backbone of the society”. I would like to question our fellow teachers as to how far it is true for you and me? Are we really living as the backbone of our society? I know all of us are doing our best, giving our best and sacrificing our best for our students. But incase, somewhere, someway, if we are not being truthful to the tagged given to us ; if there is anything that we realise and regret for our negligence and insincerity, let’s not wait for tomorrow. As we celebrate this special day, let us gear up to open a new page in our profession with better tools and equipments, with utmost sincerity and compassion and with greater dedication. Let’s make our profession our utmost priority and not a secondary one. Let us not be Teachers who work only for salary alone; but let us be the real ‘Ideal Teachers’ for our future doctors, future engineers, future

teachers, future politicians, and future officers and so on and so forth. You and me together, we can bring changes to our society, if only we believe in ourselves and give out our best. Nelson Mandela once said, “Education is the most powerful weapon which you can use to change the world”. As we educate our students, let us educate them in the proper way with proper knowledge. Let us not poke or blame at each other. We are equally involved in imparting the education to our students. So if one of us fails, then blame will be upon all of us. Therefore, let us not be the blame-bringer. Let us be honest and unfeigned to our profession so that at the end, we will be appreciated not only by our students but also by our Almighty God. Rafale deal: Cong steps up attack

Bhopal/Ahmedabad, Sep 4 (PTI): The Congress Tuesday alleged the Narendra Modi-led government inflicted losses to a state-run company and benefitted a private company with the Rafale jet deal. The opposition party also demanded a probe by the Joint Parliamentary Committee into the deal. “The NDA government led by Prime Minister Narendra Modi signed the Rafale deal to benefit a private company to the tune of Rs 30,000 crore,” Congress Rajya Sabha member Kumari Selja told reporters here. While the Congress has been alleging that the Rafale deal was a “scam”, the allegations have been refuted by the government. “The UPA government, in December 12, 2012, agreed to buy a fighter aircraft from Dassault Aviation for Rs 526.10 crore and going by this deal the price of 36 aircraft was Rs 18,940 crore,” Selja said. “But the Modi government junked the agreement, and on April 10, 2015 went for buying 36 aircraft for 7.5 billion euros, which means Rs 60,145 crore. At this rate, cost of each aircraft jumped to Rs 1,670.70 crore,” the former Union minister said. This way, Modi caused a loss of

The Congress leader said the state-run Hindustan Aeronautics Ltd (HAL) had inked an offset contract with inked Dassault Aviation in the shape of a work share agreement on March 13, 2014, but it was “snatched away from the HAL and given to private company Reliance Defence, which does not have any work experience, for Rs 30,000 crore”. Reliance group has refuted the charges of any undue benefit from the deal and has already sent legal notices to a number of Congress leaders asking them to “cease and desist” from levelling these allegations. Selja further claimed

that the Modi government gave the Reliance firm Rs 1,00,000 crore life-cycle cost contract related to Rafale. She further alleged Modi had said in April 2015 that 36 Rafale aircraft were being procured under emergency purchase, but the first aircraft would not land in India until September 2019 and the entire fleet of 36 imported fighter aircrafts would reach the country by 2022.

Picking new police chiefs: Haryana to move SC for ‘right to appoint DGP’ CHANDIGARH, SEP 4 (AGENCIES): Seeking right to appoint the Director General of Police to the state government, the Haryana government has decided to approach the Supreme Court. A senior officer told The Indian Express that the state government had accepted the opinion of Haryana Advocate General Baldev Mahajan, who has suggested that the government to file an application to the apex court to seek modifications in SC’s order of July 3. Speaking to The Indian Express, Mahajan confirmed the development. “In my opinion, UPSC’s involvement is not justified in the appointment of Di-

rector General of Police,” said Mahajan. The SC on July 3 had directed the states to notify the Union Public Service Commission (UPSC) at least three months prior to the retirement of the incumbent DGP and appoint new one from a panel of officers drawn up by the Commission. However, the apex court had made it clear that “if any State Government/ Union Territory has a grievance with regard to these directions, liberty is granted to them to approach this court for modification of the instant order”. Mahajan said the state should be permitted to appoint the DGP in federal

structure because “law and order is a state subject following the division of powers in our constitution”. “Those states which have formulated statutory rules after introducing Acts should be allowed to appoint DGP as per the rules concerned. The Haryana government had already drafted rules after an Act was enacted in 2008 following the original SC order of 2006 into the matter,” said Mahajan. According to the AG, there is no requirement of UPSC’s intervention after formulation of rules by the states through their Acts and the states should have liberty to follow their laws concerned.

New Delhi, Sep 4 (IANS): Blaming the Akali Dal veteran for ruining Punjab and holding him responsible for the Kotkapura and Behbal Kalan firing incidents, Punjab Chief Minister Amarinder Singh on Tuesday vowed to “go hammer and tongs after Parkash Singh Badal and fix him”. Reiterating that there was no question of going soft on the former Chief Minister, Amarinder Singh told the media here that “it was not possible that Badal was not aware of the police firing”. “The SIT (special investigative team) probe report into the incident would go to the courts and the truth would come out,” Amarinder Singh said. He said the decision to withdraw the investigation from the Central Bureau of Investigation (CBI) and hand it over to a Punjab Police SIT was taken by the state Assembly which felt the BJP-led government at the centre could influence the central agency as the BJP was an ally of Shiromani Akali Dal (SAD).

Stating that everybody remembers the teachers who made a difference in their lives, he said teachers’ guidance and encouragement help students to build their character and shape them to become ideal citizens of the country. “The selfless role of the teachers who have been catering to the interests and rights of the children is indeed commendable,” he said. In Nagaland, the chief minister said teachers have made sacrifices for the well being of students and commend both the government school and private school teachers in playing a pivotal role. At times, Rio said it may feel that the teachers

deserve more material help and support, however, he added that the blessings of students and parents was more valuable than other benefit. Fur ther, the chief minister congratulated the teachers for having chosen the “most noble profession” and prayed that God bless them abundantly to enable them to continue in the task of nation building. H&TE minister: Higher Education & Technical Education minister, Temjen Imna Along has extended greetings to all the teachers on the occasion of Teachers’ Day. In a press release, Along stated that teachers have been making a difference taking up the noblest profession instilling the passion of learning on the students of the state. He hoped that the teachers of the state would continue to shape and inspire the young minds for the betterment of Nagaland and the nation.

Meanwhile, when contacted, sources from State Mission Authority, RMSA admitted that it was mentioned in the PAB minutes. They, however, reminded the October 28, 2015 OM, which stated that any liabilities created by RMSA should not be given to the State government. New Delhi, Sep 4 (PTI): Indian Railways needs to increase its earnings and reduce expenditure as also use its resources to produce solar energy, Union Minister Manoj Sinha said Tuesday. He was speaking at a Conference on E-Mobility in Indian Railways. The Minister of State for Railways said in 2017-18, railways electrified 4,000 km route and in 2018-19 it targets to electrify 6,000 km route. He also exhorted the railways to use its resources and become the largest producer of solar energy by providing its spare land. Speaking at the same event, Niti Aayog CEO Amitabh Kant said battery storage will be the key driver of e-mobility. The loss forecast for the 12 months ending March 31 is up from an estimated $430 million to $460 million sector-wide loss in January largely due to the depreciation of the rupee and a rise in oil prices, CAPA said in a

Indian airlines losses could reach $1.9 bn this year

Mumbai, Sep 4 (PTI): Gold remained weak for the second session as prices fell by Rs 25 per 10 gram at the bullion market here today, tracking a weak trend overseas amid slackened demand from local jewellers. Silver prices, too, remained under selling pressure and declined by Rs 510 per kg due to reduced offtake by industrial units. Standard gold (99.5 per cent purity) declined by Rs 25 to close at Rs 30,160 per 10 gram from Monday’s finish of Rs 30,185. Pure gold (99.9 per cent purity) also fell by a similar margin to settle at Rs 30,310 per 10 gram as compared to Rs 30,335 yesterday. Silver (.999 fineness) dipped by Rs 510 to end at Rs 36,400 from Rs 36,910 earlier. Globally, gold slipped as concerns over an escalating trade conflict between the United States and China battered emerging market currencies and prompted investors to seek perceived safety in the dollar.

New Delhi, Sep 4 (PTI): The LIC board on Tuesday said it has taken a decision on the modalities of increasing stake in debtridden IDBI Bank to 51%. The process is to be completed, so the board took necessary decisions, said Economic Affairs Secretary S.C. Garg, who is also a member of the LIC board. The time table has been decided and an open offer is being explored, “either exemption or not, that is for SEBI to decide,” he said after the meeting. Meanwhile, LIC is in the process of picking up additional 7% stake in IDBI Bank through preference shares. With this, its total holding in the bank would rise to 14.9%. At present, LIC holds 7.98% stake in the public sector bank. The stake hike will help the lender meet the immediate capital requirement that will enable IDBI Bank to meet the regulatory norms

at the end of second quarter. In August, the Union Cabinet had approved LIC’s proposed acquisition of up to 51% stake in debt-ridden IDBI Bank. The bank, in which the government holds 85.96% stake, had posted a net loss of Rs 2,409.89 crore in the quarter ended June 2018. It had posted a gross nonperforming asset (NPA) of about Rs 57,807 crore. The Insurance Regulatory and Development Authority of India board, at its meeting held in Hyderabad in June, had permitted LIC to increase its stake from 10.82% to 51% in IDBI Bank. As per current regulations, an insurance company cannot own more than 15% in any listed financial firm. LIC has been looking to enter the banking space by acquiring a majority stake in IDBI Bank as the deal is expected to provide business synergies despite the lender’s stressed balance sheet. With the culmination of the deal, LIC will get about 2,000 branches through which it can sell its products, while the bank would get massive funds of LIC.

Apart from the recent elevation in prices and input costs, other factors leading to rupee weakening include continuing global trade disputes,” he said. SBI group chief economic adviser Soumya Kanti Ghosh said the rupee has now depreciated by 6.2 per cent since June when the RBI started hiking rates. “Even as the decline in rupee is in consonance with the strengthening of US dollar, we believe the decline may continue further and there are enough reasons to substantiate such,” he said Rushabh Maru, Research Analyst at Anand Rathi Shares and Stock Brokers, said the rupee continues to make a new record low on account of the crisis in the emerging market currencies.

New Delhi, Sep 4 (PTI): With the rupee hitting a fresh low, the government Tuesday said the currency will stabilise on its own as there are no domestic factors contributing to this depreciation. The rupee hit a life low of Rs 71.58 to a US dollar on Tuesday, making imports costlier and putting price pressures. “Rupee has depreciated primarily on trade war fears and rise in global crude oil prices. The government does not have control over these...so there is only so much we can do,” a top official in the finance ministry, who wished not to be identified, said. The currency, he said, “will stabilise on its own as there are no domestic factors that contribute to this depreciation”. However, this could widen the current account deficit as India would have to pay higher for its oil imports. The country is 81 per cent dependent on imports to meet its oil needs. Credit rating agency Moody’s Investors Service last week said there are risks of India breaching the 3.3 per cent fiscal deficit target for the current financial year as higher oil prices will add to short-term fiscal

Arif Alvi elected new Pakistan prez

I s l a m a ba d, S e p 4 (PTI): Dr Arif Alvi, a close ally of Prime Minister Imran Khan and one of the founding members of the Pakistan Tehreek-e-Insaf party, was elected as the new President of Pakistan Tuesday, as the cricketer-turned-politician consolidated his grip on power. The 69-year-old former dentist defeated Pakistan Peoples Party candidate Aitzaz Ahsan and the Pakistan Muslim League-N nominee Maulana Fazl ur Rehman in a three-way contest to become the 13th president. Of the 430 votes cast via a secret ballot in the National Assembly and Senate, Alvi received 212 votes, Rehman bagged 131 and Ahsan garnered 81; six votes were rejected, DawnNews reported, citing unofficial results. Alvi secured 45 of the 60 votes cast by the Balochistan’s newly elected lawmakers, it said. In the PPP-dominated Sindh Assembly, Ahsan got 100 votes, while Alvi bagged 56. Just a solitary vote was cast in the favour of Rehman. In Khyber Pakhtunkhwa Assembly, Alvi received 78 of

the total 109 votes, while Rehman and Ahsan got 26 and five votes respectively. In Punjab Assembly, Alvi secured 186 votes, whereas Rehman and Ahsan received 141 and 6 votes respectively; 18 votes were rejected. In his victory speech, Alvi thanked Prime Minister Khan for nominating “me for such a big responsibility.” Alvi said that “from today I am not just president that was nominated by the PTI but I am the president of the entire nation and all parties. Each party has an equal right on me”. The newly elected president will take oath of the office on September 9. Outgoing President Mamnoon Hussain’s five-year tenure

ends on September 8. Alvi said he will invite everyone, including the opposition, for the oath-taking ceremony. “My political struggle dates back to 1967, since the time of Ayub Khan. However, I believe that this nation has gained much awareness since. The president also promises whatever is promised in the Constitution,” he said. Alvi is one of the founding members of PTI. He served as the party’s secretary general from 2006 to 2013. He won the National Assembly elections from NA-247 (Karachi) during the July 25 polls. He was also elected member of the National Assembly in the 2013 general election. In Pakistan, the President is considered as a symbol of the federation and head of the state and exercises all powers on the recommendations of the prime minister. Prime Minister Khan, who is said to have the backing of the powerful military establishment, has consolidated his grip over power by nominating the governors

of the all four provinces and appointing his key ally as the chief minister of the most populous and politically crucial state of Punjab. The presidential voting system is complex, as the elections for the top post are held on the basis of proportional representation to give equal representation to the four provinces. Each lawmaker of Senate (104 members), National Assembly (342) and Balochistan Assembly (65) has one vote. But the vote of Punjab, Sindh and Khyber-Pakhtunkhwa assemblies is determined on the basis of proportional representation and each assembly has been allotted 65 votes - equal to the total number of members in the assembly with the least members, that is, the Balochistan Assembly. Accordingly, 5.70 Punjab parliamentarians makeup 1 vote, 2.58 in Sindh, 1.90 in Khyber Pakhtunkhwa, while lawmakers in Balochistan, the smallest assembly, get one vote each. Thus, according to the law, the president is elected by the Electoral College consisting of 706 votes of all lawmakers.

Rome denies plan to send special forces to Libya Rome, Sep 4 (IANS/ AKI): Italy has denied press reports claiming the government was planning to send special forces to Libya amid worsening violence in the capital Tripoli. “We categorically refute the news reports,” said a statement from the Prime Minister’s Office. “Italy continues to keenly follow the situation on the ground and has publicly expressed its concern. “Together with the US, France and Britain, Italy has urged an immediately cessation of hostilities,” the statement said. Libya’s UN-backed Government of National Accord (GNA) in Tripoli declared a state of emergency on Sunday, saying it was necessary to “protect and secure civilians, public and private possessions and vital institutions”. Dozens of people, among them at least 18 civilians including four children, have been killed in the fighting which erupted a week ago between rival militias vying for control of Tripoli.

Founder of Afghan militant network dies Kabul, Sep 4 (AFP): The founder of the Haqqani network, one of Afghanistan’s most effective and feared militant groups, has died after a long illness, their affiliates the Afghan Taliban announced Tuesday. Jalaluddin Haqqani, whose son Sirajuddin Haqqani now heads the brutal group and is also the Taliban’s deputy leader, died “after a long battle with illness”, the Taliban said in a statement. Jalaluddin “was from among the great distinguished Jihadi personalities of this era”, the Taliban said in a statement posted on Twitter. During the 1980s the Haqqani figurehead was an Afghan mujahideen commander fighting the Soviet occupation of Afghanistan with the help of the US and Pakistan. He gained notoriety for his organisation and bravery, garnering attention from the CIA and a personal visit from US congressman Charlie Wilson. A fluent Arabic speaker, Jalaluddin also fostered close ties with Arab jihadists including Osama Bin Laden who flocked to the region

during the war. Later, Jalaluddin became a minister in the Taliban regime. It was not clear when or where he died. At various times in recent years there have been rumours of his death. Given the already leading role played by his son, it is not clear what Jalaluddin’s demise will mean for the extremist group. The Haqqani network has been blamed for spectacular attacks across Afghanistan since the US invasion. It is also widely believed to have been behind many of the recent attacks in the capital Kabul that were claimed by the local wing of the Islamic State group. Long suspected of links to Pakistan’s shadowy military establishment, the Haqqani

network was described by US Admiral Mike Mullen in 2011 as a “veritable arm” of Pakistani intelligence. Designated a terrorist group by the US, the Haqqanis are known for their heavy use of suicide bombers. They were blamed for the truck bomb in the heart of Kabul in May 2017 that killed around 150 people, though Sirajuddin later denied the accusation in a rare audio message. The network has also been accused of assassinating top Afghan officials and holding kidnapped Westerners for ransom. They includes the Canadian Joshua Boyle, his American wife Caitlan Coleman, and their three children, all born in captivity, who were released last year, as well as US soldier Bowe Bergdahl, who was freed in 2014. Jalaluddin’s son Sirajuddin was running the group “with major ISI involvement”, a foreign diplomat in Kabul told AFP, referring to Pakistan’s Inter Services Intelligence. “I doubt anything will change,” he said.

190 countries aim to broker Xi offers $60 bn Africa aid to bolster industry, security agreement on climate rules Bangkok, Sep 4 (IANS): Negotiators from nearly 190 countries, including India, gathered here on Tuesday for the six-day resumed sessions of the UNFCCC's subsidiary bodies and the Ad Hoc Working Group on the 2015 Paris Climate Change Agreement amid strong calls for progress. The opening of the session saw a brief addresses by Prime Minister of Fiji Bainimarama, who is currently presiding over the climate change negotiations, as well as the Polish in-coming COP President Michal Kurtyka, who will preside over the negotiations at this year's climate change conference or COP24 to be held in Katowice in Poland in December. Deputy Secretary-General of the United Nations Amina J. Mohammed, Minister of Natural Resources and Environment of Thailand Surasak Karnjanarat and Executive Secretary of

United Nations Framework Convention on Climate Change (UNFCCC) Patricia Espinosa also addressed the opening. All speakers strongly urged negotiators to step up the pace of their work and to move towards negotiating texts that capture clear options on the implementation guidelines that can swiftly be finalized and adopted in Katowice. This is crucial given the deadline that countries set for themselves to complete this work at COP24 this year. Executive Secretary Espinosa said COP24 was now right around the corner. "We are working against the clock. We must now complete the heavy lifting and we must do it rapidly. UN Climate Change stands ready to assist countries," she said. Current COP President Bainimarama impressed upon delegates that the six-

day Bangkok talks were urgent. "In these few days, we have the opportunity to put the Paris Agreement on a path from words to action," he said. The implementation guidelines will unlock practical actions and bring the agreement's institutions to life. This is vital for all aspects of climate action, including enabling ambitious global and national adaptation action and emission reductions, developing fair transparency and compliance arrangements and mobilizing means of implementation, especially with respect to finance, to support developing country action. In-coming COP President Kurtyka said non-state actors were steaming ahead and that governments had to keep up with that pace by putting in place the implementation guidelines.

Beijing, Sep 4 (Agencies): China has pledged a $60 billion fund to bolster industry, counter hunger, and enhance security in Africa, a continent that has been chronically plagued by piracy and terrorism. In his inaugural address at the Forum on China-Africa Cooperation (FOCAC), President Xi Jinping was authoritative in messaging that Beijing had become the locomotive of Africa’s allround progress. He listed eight focal areas of funding that would premise the emergence of the “China- Africa community with a shared future in the new era”. Ahead of the presidential address, Chinese officials had cited a 2017 study by McKinsey, a U.S. consulting firm, which had spotlighted that China has become Africa’s most important and unrivalled economic partner. “Across trade, investment, infrastructure financing, and aid, no other country has such depth and breadth of

engagement in Africa,” the report observed. Among the eight verticals flagged on Monday, President Xi highlighted China’s intent to set up additional economic and trade cooperation zones to promote industrialisation in Africa. Local currency settlements, instead of hard currency usage such as the U.S. dollar, would be encouraged to settle transactions. For financing, China will nudge African countries to tap new multilateral

lenders such as the Asian Infrastructure Investment Bank (AIIB), the New Development Bank (NDB) of the emerging economies, as well as the Silk Road Fund marshalled by China. The Chinese have taken umbrage against allegations of involvement in “debt trap” diplomacy, by saddling smaller countries with unplayable loans, and using them as levers for political gain. President Xi stressed that out of the $60 billion that were on offer, $15 billion would be disbursed as

aid, interest-free loans and concessional loans. A $20 billion credit line would be established, while another $10 billion would be channelled into a special fund for China-Africa development. A $5 billion special fund will also be set up only for African imports. China would also support Africa to achieve “general food security by 2030,” Mr. Xi said. He pointed out that energy, transport, telecommunications and tapping cross-border water resources would be on China’s radar in the next phase of Africa’s infrastructural forays. TEACHERS SALARY WITHHELD, FORCED TO APOLOGISE Teachers salary of GMS Noklak Station under SDEO Noklak had been withheld for two days by SDEO in- Charge Shri B Ngon in the absence of its concerned SDEO who was away for a genuine matter. In a press statement Langshen Khiam stated that on 10 th of August 2018 he made an appeal to the concerned bill section for early disbursement of April and May salaries through group WhatsApp on behalf of all SSA teachers under its block as the delay was more than a week after the authentication of the bill. Clarification was made the same day. Two days later of the clarification i.e, 13th of August 2018 Khiam visited the office but surprisingly the in-charge denied to issue the salary bill, he rather insisted to produce the query in written and in no time he diverted the matter as personal without any valid reason and thereafter forced Khiam to apologise for the 'Appeal' made and for addressing them as 'Attached Staffs' of which they really are. Tokyo, Sep 4 (AFP): The strongest typhoon to hit Japan in 25 years battered the west of the country Tuesday with violent winds and heavy rain, killing seven and injuring over 200 people. Powerful gusts ripped sheeting from rooftops, overturned trucks on bridges and swept a tanker anchored in Osaka Bay into a bridge to Kansai International Airport. The damage to the bridge left the airport cut off from the mainland and stranded around 3,000 people there, an official told AFP. The airport was now conducting safety tests on the undamaged section of the bridge, the official said, but it remained unclear when the passengers could leave. High waves whipped up by the storm also flooded parts of the airport, where all flights were cancelled, and the severe weather caused power outages and travel chaos across much of the country. Typhoon Jebi made landfall around noon, slamming into the west of the country with winds of up to 216 kilometres (135 miles) per hour.

The Pentagon official also clarified, "The suspension of security assistance to Pakistan was announced in January 2018. CSF is included in the suspension

President Donald Trump had suspended all security related assistance to Pakistan early in 2018, alleging that Islamabad was not acting against militant groups as promised, New International reported. Following the presidential orders the White House froze around a billion dollar aid to Pakistan but had also proposed some $300 million in its new annual budget which was again tied to act against militant groups. This has been a long demand from the Trump administration to come to terms with militant groups especially the Taliban to help initiate dialogue for a political settlement in Afghanistan. "Owing to lack of Pakistani decisive actions in support of the South Asia strategy the remaining $300 million was reprogrammed by Defence Department in the July 2018 timeframe for other urgent priorities before the funds expire on September 30." Seoul, Sep 4 (IANS): Ju Kyu-chang, a central figure in the development of the North Korean ballistic missile programme at the beginning of this decade, died at the age of 89, state news agency KCNA reported on Tuesday. Ju, who passed away on Monday and was described as a revolutionary soldier for his distinguished contribution to the country’s defensive capabilities, died due to pancytopenia, a blood illness.

Born in the eastern province of South Hamgyong in 1928, he graduated in engineering from the Kim Chaek University, one of the most prestigious technology centres in North Korea, and dedicated most of his life to weapons development. Appointed under the leadership of Kim Jong-Il in 2010 as director of the Machine-Building Industry Department of the Workers Party of Korea, he played an important role in the successful development of the

I also bring you the greetings of all your compatriots from the rest of India. I am touched by the warmth of your welcome. This is my first visit to Nagaland after becoming the Prime Minister. I want to express my regrets for not coming here earlier. From time to time, people from Nagaland have been meeting me. I have kept myself abreast of the situation here. I am as happy as all of you that the developments are moving in a positive direction. I am convinced that there is an overwhelming desire among Naga people for a permanent peace with honour and dignity. The Central Government has an equally strong desire for permanent peace in Nagaland, based on a lasting solution, with honour and dignity for its people. It is this mutual desire that has driven the peace process forward. If we continue to work together in an atmosphere of mutual trust, understanding and patience, the day is not far when we reach our goal. I sincerely thank all the brothers and sisters belonging to different organizations who have contributed to the progress of the peace process. I appreciate the constructive role played by various religious, social groups and NGOs. I thank all of them for their efforts. Unfortunately, too much blood was shed in Nagaland in the decades gone by. A lot of people suffered. The wheels of development stopped. Mistakes were committed. Now the time has come to leave the sad chapter of conflict and violence behind us. Rather than remaining tied to the past, we have to take care of the present and look to the future. This is the time for reconciliation and peace-making. This is also the path that Mahatma Gandhi and Loknayak Jayprakash Narayan wanted us to follow. Both were true friends of Naga people. It is true that, of all the States in India, Nagaland has a unique history. We are sensitive to this historical fact. But this uniqueness has in no way diminished the spirit of patriotism among the Naga people. We have the inspiring examples of Patriot Jadunong, who became a martyr, and Rani Gaidelu. Who can forget that in critical times of war in 1962, 1965 and 1971, Naga underground organizations did not fire on the Indian Army? They showed restraint. I would also like to acknowledge the sacrifices of jawans from Nagaland during the Kargil War. In times of crisis, all of India becomes one. From Kashmir to Kanyakumari, and from Kutch to Kohima, the same feeling of unity and responsibility runs through. Nobody can deny that in India’s security and development lie the security and development of all of our States, including Nagaland. Similarly, in the peace and development of Nagaland and all other States lies the overall well-being of India. We have to further strengthen these bonds of solidarity. My dear Naga sisters and brothers, as we move closer to permanent peace in Nagaland based on a permanent solution to the issues that have engaged us for the past many decades, I want to assure you on certain counts. We do not wish to impose any external customs on you. India has a long tradition of tolerating diverse customs and ways of life. You have nothing to fear. Throughout history, India has been a laboratory of Unity in Diversity to the entire world. India’s uniqueness and strength lies in her diversity. Therefore, Nagaland’s unique tradition has contributed to India’s strength. I wish to assure you on another score. India is a secular nation, both because of our Constitution and, more importantly, because of

our civilisational ethos. As you know, India is home to all the faiths in the world. India has respected and protected all faiths. Indeed, Christianity came to India -- to the southern State of Kerala -- before it spread to most parts of Europe. And it was a Hindu king who donated land for a church to be built. We also respect your traditional system of governance. Many tribal representatives tell us, “We have a sound way of managing the affairs of our villages. Why should we always learn from others? Why cannot others learn from us?” I agree. There are many good things that others should learn from Nagaland. For example, the practice of broadbased debate and consensual decision-making in your Naga Ho-Hos is the very kernel of democracy. It deserves to be emulated at all levels from the village level to the global level. Yesterday your Chief Minister and his colleagues made a presentation on the situation in the State. I would like to commend the State’s reform efforts, particularly the communitisation of social service institutions, such as schools and rural health centers. The Centre will fully support such reforms. Yours is indeed a model for other States to follow. Today Nagaland is a proud and honoured member of the larger Indian Family. This Indian Family may comprise of big States and small, but all are equal. Some States may have a large population and some far less. But all enjoy the same status. Indeed, our Constitution guarantees that smaller and disadvantaged States get more assistance than others. My Government is especially sensitive to the needs of all Special Category States, including Nagaland. For example, your Chief Minister came to me sometime back seeking assistance from the Centre to overcome the State’s financial crisis. We responded positively. We converted an earlier loan of Rs. 365 crore into a grant. Our vision is to ensure that no State, no region and no social group in India remains weak and disadvantaged. We are especially keen that our North-Eastern region achieves speedy and all-round development. Our goal is to remove poverty, unemployment, social disparities and regional imbalances. Our goal is to remove the distance between the more developed and the less developed. In Hindi, I keep saying, we want to remove the distance between people, created by geography. That is why, we are improving the air and rail connectivity between the North-East and the rest of India. That is why, we have ushered in a telecom and IT revolution in India. Today, India’s mobile market is the fastest growing in the world. And we said, why should Nagaland be deprived of the fruits of this mobile phone revolution? I am happy that we inaugurated BSNL’s mobile phone service in Nagaland yesterday. We are also minimizing the distance between places through good road connectivity. For the first time since Independence, we are building a world-class four-lane highway network connecting the North and South of India, and the West, East and North-East of India. We are spending Rs. 54,000 crore on this National Highway Development Project. We are not keeping Nagaland out of this ambitious project. Earlier, this highway network was planned to come up to Silchar. Today I am happy to announce that Kohima will also be connected to this project with a four-lane highway. The Centre will spend Rs. 400 crore on widening this road on National Highway 39. And the work will start next year. Now, the Government of Nagaland has approached us with proposals to construct some important roads within the State. The Centre will provide Rs. 50 crore for this purpose. However, I have one condition. The roads must be of good quality - much better than the existing roads. Speaking of roads in Nagaland, I have to say that I had a firsthand experience yesterday. Mother Nature wanted me to take the road journey from Dimapur to Kohima. I was told that, of all the roads in the State, this is the best. If this is the best, it is difficult to imagine

how bad is the worst. I am therefore pleased to announce that the Border Roads Organisation will immediately undertake significant improvement of the Dimapur-Kohima road as part of making it a four-lane highway. As you know, we have also launched a massive project to connect all the villages in India with good, all-weather roads. We are spending Rs. 60,000 crore on Pradhan Mantri Gram Sadak Yojana, which is the biggest rural infrastructure development since Independence. I would like Nagaland to take full advantage of this project. All these projects are creating lakhs of new employment opportunities. They are giving a boost to our agriculture, industry and a host of new services. I would like Nagaland to fully benefit from these projects. Your Chief Minister told me that unemployment among the youth is a major problem in Nagaland. This problem has to be addressed in innovative ways. The nature of employment generation has undergone a change all over the world including in India. Government jobs cannot be the main source of employment generation. We have to create more and more productive selfemployment opportunities. In this context, I am pleased to announce that the Centre will work closely with the State Government to create 25,000 employment and self-employment opportunities in Nagaland over the next two years. These will be in village industries, tourism, transport, horticulture, fruit-processing and other sectors that best use your strengths and resources. The State Government’s Bamboo Mission will be fully supported. Farmers are the backbone of Indian society. I want to congratulate the farmers of Nagaland for the innovations they have introduced in their traditional jhum cultivation. These innovations need to be further developed and promoted. I am aware of your amazing bio-diversity indeed of the entire North-Eastern region. There is a big potential for development of horticulture, floriculture and medicinal plants here. I was very recently in Thailand and was wonderstruck by the beauty and variety of orchids they grow. The flowers and fruits from Thailand and even countries as far away as Australia and New Zealand can now be found in the markers of Delhi. Therefore, can we not develop this potential in Nagaland? We can. And we will. The Centre will lend full support to the speedy and all-round development of Nagaland and the entire North-Eastern region. However, we also need the support of the people, political parties, social organizations, NGOs and governments in this region. The deepest desire of the people of this region is for peace. Peace is also a precondition for the development of the North-East. Without peace, there can be no private sector investment and no development. Without development, there can be no employment. I therefore appeal to the misguided organisations in this region, which have taken to the path of extremism and violence, to shun that path. The Centre is willing to have talks with all those who are ready to give up the gun culture, and take to the culture of dialogue and democracy. There is no issue, which cannot be resolved through sufficiently long and patient dialogue. Our experience in Nagaland is showing this. The need for peace has another side to it in the North-East. Even issues between tribes and organizations should be resolved peacefully through dialogue. Violent rivalries can have no place in our vision of a progressive, peaceful and prosperous Nagaland, in which every tribe benefits and no one is left behind. My second appeal is to all those who are a part of the government and administration at different levels. The underdevelopment of the North-Eastern region is not necessarily on account of shortage of funds. However, funds must be used judiciously. Corruption is an enemy of development. There should be proper accountability both at the political and bureaucratic levels. Projects should be completed on time. Otherwise, we end up spending several times more than the

originally planned amount. We also lose valuable time. Take the case of this stadium itself, which I am inaugurating. This is your State. You should take responsibility for its development. No citizen or businessman in the State should feel unsafe and intimidated. The rule of law should be respected. Development of the North-East sometimes suffers from another drawback. Often, government departments and agencies draw up plans and implement programmes without adequate participation of the people. Schemes are formulated in a uniform manner for everybody without taking into account their relevance to local needs and conditions. Here I am reminded of the story of a king who once went on a tour of a province in his kingdom. The place was hot and he came across children who were going to school barefoot and with their heads unprotected. He ordered his officers to make sure that every child got a pair of shoes and a cap. “Jee huzoor”, said the officers. After a few weeks, they sent a consignment from the capital containing shoes and caps. On a subsequent visit to the same province, the king saw that only a small number of children were wearing them. He asked the officers accompanying him why this was so. They replied, “Your majesty, we promptly implemented your order and dispatched the required quantity of goods from the capital.” The king then turned to the headmaster of the school and posed the same question. The headmaster said, “Your Majesty, the officers are right. They did send us the required number of shoes and caps, but all of them were of the same size. They probably expected that, instead of changing the size of the shoes and caps to fit the children’s feet and head, the children should change the size of their feet and head to fit what they had so generously sent us.” The people should have a say in what kind of development they want. We should harmonise our national priorities, State priorities and local priorities through constant dialogue. Today there are coalition governments both in Kohima and in New Delhi. The National Democratic Alliance has as many as two dozen parties. Many of them are small parties, but they have an equal place in the NDA. We respect them. Our alliance has shown that regional aspirations can be harmonized with a strong national outlook. In this sense, the NDA is a mini-India in the political field. Our alliance has also shown that a coalition government at the Centre can be stable. We have not only provided stability; we have also provided dynamism to India’s development. India’s prestige has risen all over the world. Among other things, this is reflected in India’s growing ties with ASEAN countries. I give my best wishes to the Government of the Democratic Alliance in Nagaland. I would like it to work as a model of good governance and responsible governance for all other States in the North-East. I would also like to thank the people of Nagaland for their support to the BJP, which is now a part of the ruling coalition. In a democracy, there will always be some parties in power and others in the opposition. Some will win and others will lose. This process will continue. But whether a party is in power or in the opposition, all should work together for the common good of the State and its people. In this, we should learn from the traditional democratic practice of village councils in Nagaland. With these words, I conclude my speech. I thank you for this very warm reception. My best wishes to all of you. My best wishes to the peace process. I assure you that you will find a trustworthy partner in my Government in reaching the cherished goal of lasting peace in Nagaland with dignity and honour for its people. New Delhi, Sep 4 (PTI): National Eye Bank (NEB) chairman Jeewan S Titiyal said Tuesday that a record 1,844 corneas were retrieved from donors in 2017, the highest in the past 50 years.“As many as 1,285 corneal transplant surgeries were conducted last year, which amounts to a utilisation rate of 70 per cent,” he said. A window of “six to eight hours” after the death of a person is considered the “optimum time” on an average for donation of eyes for transplant surgery, but in some cases corneas have also been accepted after 24 hours, the senior doctor at the All India Institute of Medical Sciences (AIIMS) here said. Titiyal was addressing a press conference at the Dr Rajendra Prasad Centre for

Ophthalmic Sciences at the premier health institute here to mark the 33rd Eye Donation Fortnight celebrations. “Six hours is the cutoff period for donation of eyes in places where the climate is warm and humid, and about eight hours in cold conditions or where the body has been kept in cooled environment having a refrigerator or air-cooling system,” he said when asked if there was ‘golden hour’ for eye donation vis-a-vis organ donation. “Well, there is no golden hour define as such, but (the period of) 6-8 hours is considered the optimum time on an average. But, in controlled situation, we have had cases where surgeries have been done with eyes donated even after 24 hours,” the senior doctor said.

Chennai, Sep 4 (AGENCIES): Dravida Munnetra Kazhagam (DMK) on Tuesday acted strongly against a party functionary for welcoming expelled DMK leader MK Azhagiri at the Chennai airport, suspending him for “bringing disrepute to the party”. The action against M Ravi, the area secretary of Velacherry in Chennai, came hours after he welcomed Azhagiri, who is set to hold a rally here on Wednesday. “Ravi is being suspended from the DMK for bringing disrepute to the party,” DMK general secretary K Anbazhagan said in a statement. The 96-year-old leader is a contemporary of the recently deceased party patriarch M Karunanidhi and had facilitated the smooth coronation of his son MK Stalin as party president last month. Azhagiri, who is Karunanidhi’s eldest son, but was expelled from the party

in 2014, is upset with his younger brother Stalin for not letting him rejoin the party, in spite of his protestations of loyalty and a public statement that he is ready to accept his leadership. The Azhagiri camp criticised the action against Ravi. “Is conducting a peace rally for DMK leader M Karunanidhi an anti-DMK activity that invites suspension from the party,” tweeted Durai Dhayanidhi, son of Azhagiri in response to the suspension. He also shared the pictures of posters put up by Azhagiri followers allegedly being removed by Stalin’s supporters. CBI wants to close Najeeb missing case

New Delhi, Sep 4 (IANS): The CBI on Tuesday told the Delhi High Court that it has completed its investigation into the disappearance of Jawaharlal Nehru University student, Najeeb Ahmed, from “every aspect” and sought permission to file a closure report in the case. The CBI counsel told a bench of Justice S. Muralidhar and Justice Vinod Goel that the agency has analysed “everything” related to the matter, and that it now wants to file a final report seeking to close the case. Advocate Colin Gonsalves appearing for Ahmed’s mother Fatima Nafees requested the court to direct CBI to re-investigate the matter or order a further probe by another special investigation team which must comprise officials not belonging to the

Kolkata, Sep 4 (PTI): The Church of North India (CNI) Tuesday moved before a city court an application for rejection of suit filed by Reverend Ashoke Biswas challenging his removal from the post of commissary of Diocese of Calcutta. The counsels for CNI submitted before Judge Prasun Bhattacharjee in the City Civil Court, that as per law, the application for rejection of suit has to be heard by the court. Hearing of the suit would depend on the outcome of the prayer for re-

jection made by CNI, its counsels said. The court directed Biswas to file an affidavit in opposition to the prayer by CNI by September 11. CNI would be at liberty to file its reply to Biswas’ affidavit by September 13. The matter would come up for hearing again on September 14, the court directed. New Delhi, Sep 4 (PTI): Chief Justice of India (CJI) Dipak Misra Tuesday sent a letter to the Central government recommending Justice Ranjan Gogoi as his successor. Justice Gogoi will be sworn in as the next CJI on October 3, a day after Justice Misra’s tenure ends. The CJI has written to the Ministry of Law and Justice endorsing and recommending the name of Justice Gogoi, the seniormost judge, as the next CJI. Highly placed sources had confirmed on September 1 that Justice Misra had decided to go by convention and recommend the name of Justice Gogoi, who is next in seniority to him, to succeed him. Hyderabad, Sep 4 (IANS): Two of the five accused in the twin bombing case of 2007 in Hyderabad were convicted by a special court in Cherlapally central prison here on Tuesday. The blasts claimed 44 lives, while 68 were left injured. Anique Shafique Syeed and Mohammed Akbar Ismail Choudhury, associates of Mohammed Riyaz Bhatkal and his elder brother Mohammed Iqbal Bhatkal were held guilty. They were Indian Mujahideen (IM) operatives. The Second Additional Metropolitan Sessions Court operating from Cherlapally central prison convicted the duo under Section 302 (murder) and other relevant provisions of the IPC and sections of the Explosive Substances Act. The verdict was pronounced by Justice T. Srinivas Rao. The quantum of punishment will be announced on Monday. Two other accused, Farooq Sharfuddin Tarkash and Mohammed Sadiq Israr Ahmed Shaik were acquitted, while judgment against Tarik Anjum will be pronounced on Monday. The trial against them was shifted to court hall in the Cherlapally prison from a court located in Nampally court complex in June this year owing to security reasons. The Telangana Police’s

It stipulates that the law minister will, at an appropriate time, seek the recommendation of the outgoing chief justice of India for the appointment of the next CJI. Under this process, after receiving the CJI’s recommendation, the law minister puts it before the prime minister who advises the president on the matter. “Whenever there is any doubt about the fitness of the senior-most Judge to hold the office of the Chief Justice of India, consultation with other Judges...would be made for appointment of the next Chief Justice of India,” the document states. ctor Bradley Cooper has revealed that the look of his new film “A Star Is Born”, which he co-wrote and directed, was inspired by a Metallica concert. “I’m a huge fan of Metallica,” he said. “About six years ago I was at Metallica concert [standing behind the drum kit] and I saw the scope of it… and thought, wow, this composition is incredible and that’s what it feels to be on

Sexton is a musician currently on tour with Bob Dylan, and is also the music director for the Austin Music Awards. While promoting Hawke’s Blaze, a biopic

This is evident by the recentlyrevealed title of the film being named after his hardcut NYPD cop character, “McClane.” Speaking in a recent interview with Empire Magazine, producer Lorenzo di Bonaventura surprised fans with the news that the title for the upcoming film will be “McClane,” in addition to revealing some key plot details about what action fans can expect. “You can tell our intention by the fact that the title page we handed in says, ‘McClane,” producer di Bonaventura told the magazine. “We want you to get invested in John McClane more than ever before.” Previously rumored to be titled “Die Hard: Year One,” the sixth installment in the cop-vs.-terrorists franchise will act as a prequel to the original 1988 film as well as a sequel by

In the first semi-final match, Nerhema Village FC defeated Naga FC by 4-2. Shurhusul of Nerhema Village FC scored the first goal in the 5th minute. Naga FC

equalised the goal through Johny Ritse in the 29th minute. The second and third goals for Nerhema FC were netted by Petevizo and Shurhusul in 32nd and 34th minute respectively. Shooter Om Prakash strikes gold Manu, Heena fail to make final at World Championships Changwon, Sep 4 (PTI): Indian shooter Om Prakash Mitharwal picked up his maiden gold medal at the ISSF World Championships, claiming the top honours in the 50m pistol event here Tuesday. The 23-year-old, a bronze-winner in the 10m air pistol and the 50m pistol events of the Commonwealth Games in Gold Coast earlier this year, shot a score of 564 to finish on top here. In the junior competition, the duo of Asian Games gold-medallist Saurabh Chanudhary and Abhidnya Patil brought India the 10m air pistol mixed team bronze. The two medals have helped the country surpass the previous best haul of six achieved at this prestigious competition in Zagreb 12 years ago. The silver was won by Serbia’s Damir Mikec (562), while the bronze went to local favourite Daemyung Lee (560). The seasoned Jitu Rai, who won a silver medal in the 2014 edition of the tournament, endured disappointment as he finished 17th in the field with a below-par score of 552. In the team competition of the same category, Mitharwal, Rai and Manjit (532) combined for a fifthplace finish with a total score of 1648. Manjit signed off 56th in the individual field, failing to make the finals along with Rai. The women shooters, who could have sealed Olympic qualification, faltered in the 10m air pistol event. Teen sensation Manu Bhaker, after a medal-less Asian Games campaign, and senior shooter Heena Sidhu were off-colour and both failed to make the finals. Walk to Himalayas has been organizing MTB races in northern part of India under their banner ‘WTH Biking Challenge’ and have a team of riders who participated in events in India and Abroad. Kevilebo will now be a part of the team. He will be participating in Cross-Country (XC), Enduro and Downhill races for the team. Ever since the start of the Test series between India and England, the opening batsmen from both the teams have been below-par as they managed to score just one fifty the whole series and that came from the bat of Shikhar Dhawan. ing batsman before the start of the series, Murali Vijay, who scored just 26 runs in the first two matches including a Pair at Lord’s, was sent back home after the third Test and was replaced by Prithvi while KL Rahul has been given an extended run and the Karnataka batsman failed to repay the faith the team had in him as he has been struggling to get going against the England pacers, especially against the deliveries that come in. In the eight innings he batted in the series, he has registered scores of 4, 13, 8, 10, 23, 36, 19 and 0 in the second innings of the Southampton Test. Rahul string of low scores might have just opened the door for Prithvi Shaw, who is hailed as the next big thing in Indian cricket. Prithvi, who led India to victory in the 2018 under-19 World Cup, has been in fine form with India A in their recent tour of England and the home series against South Africa A.
