DIMAPUR, SEP 24 (NPN): Against the backdrop of the killing of a truck driver (identified as Jiten Gogoi) in Dimapur on September 22 by unidentified armed miscreant(s)- Dimapur District Truck Owners Association, Dimapur Truck Drivers’ Union, Dimapur District Truck Driver Welfare Trade Union, Lahorijan and Khatkhati Truckers’ Welfare Society and Bokajan Truck Owners Association - Thursday served an ultimatum on the government of Nagaland to resolve the varied problems faced by truckers in Dimapur within three days failing which they would prevent all trucks from entering Dimapur by declaring complete ‘chakka jam’ indefinitely. In a joint statement, the trucker associations demanded that the state government end lease system being practised by the Dimapur Municipal Council.

Flight schedule DIMAPUR, SEP 24 (NPN): Airport Authority of India, Dimapur has issued the latest flight schedule to and from Dimapur. According to Dimapur airport director, Mughavi Zhimomi the following flights will be operational on Monday, Wednesday, Friday and Sunday- Air India (from GAU 8.50 a.m. & to IMF 9.15 a.m.), Air India (from IMF 11.20 a.m. & to GAU 11.45 a.m.), Indigo (from CCU 2.25 p.m. & to CCU 3 p.m.) and on Tuesday, Thursday and Saturday-- Air India (from CCU 1.30 p.m. and to CCU 2.30 p.m.), Indigo (from CCU 9.05 a.m. and to CCU 10.05 a.m.). Zhimo informed that Air India flight for Saturday has been proposed, but yet to be confirmed.

Dy CM condoles

DIMAPUR, SEP 24 (NPN): Deputy CM, Y Patton has condoled the sudden demise of NPSC under secretary Yimtsu Lotha Wednesday. In a message, Patton described late Yimtsu as a hardworking and one of the senior-most officers in the department. In his death, he said Nagas have lost a dedicated officer and a good human being. Patton, along with his wife, conveyed condolences to the bereaved family and prayed that God grant them strength to overcome the sorrow and for the departed soul to rest in peace.

They claimed that the lease system was the root cause of “these entire problems” as the leasees (contractors) were “actively involved in passing details of goods vehicles to all the miscreants.” The associations pointed out that the current situation has created fear among the drivers, who were not willing to enter Dimapur until their safety and protection were fully assured. Further,

the truckers said that the “internal conflict of taxation among the so-called transporters/brokers” based in Dimapur have also created fear psychosis among the truckers. They alleged that the transporters insist that truckers meet different underground groups and also do not allow truckers to be provided with police escort while entering Dimapur. The associations said

that as they were deeply worried by the deteriorating law and order in the city and were left with no option but to serve ultimatum on the state government and law enforcing agencies. They also demanded that the state government provide immediate compensation to the victim’s family to sustain the livelihood since the victim was the sole bread earner of the family.

PDA govt responsible for decay in law & order, says NPF While condemning the killing of a truck driver identified as Jiten Gogoi in the early hours of September 21 at Dimapur, NPF has expressed sympathy with the kith and kin of the victim and the business community in general. In the light of the shocking incident, NPF press bureau has lamented on the law and order situation which has made criminals audacious enough to commit such heinous crime in the heart of the commercial hub of Nagaland. NPF said the audacity of the perpetrators in committing the crime in the middle of a densely populated city demonstrated a

sheer contempt at both the government of the day and the law enforcers. NPF said it believed that due to the persistent failure of the PDA government to enforce “accountability and transparency” in matter of public security and welfare a huge contributor for the deplorable law and order situation which the state finds itself in today. According to NPF, the reluctance of the government to censure or discipline criminal negligence and unethical practices in public office or taking stringent measures to curb illegal activities has only emboldened anti-socials

and criminals to have scant respect for the law enforces and take the law into their own hands. Further, NPF also extended solidarity with the business community and the DCCI in particular and urged upon the law enforcement agencies and district administration to spare not efforts to arrest the culprits involved at the earliest. It also reiterated that the incident was another evidence of the belief that the PDA government has “completely failed” either provide and ensure a peaceful law and order situation or good governance and therefore, “must step down on moral grounds.”

Closure of NH29 stretch on Sept 26 and 27 DIMAPUR, SEP 24 (NPN): Deputy Commissioner (DC) Dimapur has ordered total restriction of all movement along NH-29 from Chathe River Bridge (Patkai Bridge) to Kukidolong from 7 a.m. of September 26, 2020 to 11 p.m. of September 27, 2020 for restoration works. In a circular, deputy commissioner Dimapur Rajesh Soundararajan said that the restriction was necessitated as a precautionary measure to prevent any injury, loss of life and damage to property. In this regard, DC has advised the general public to take the alternative route from Dimapur-Kohima/ Kohima-Dimapur for light vehicles only via 7th MileNew DC office-ShokhuviRazaphe-Mhaikam-PimlaMhainamtsi-Jhornapani/ Medziphema and vice versa. It may mentioned that the frequent rockslides along the Dimapur-Kohima section has not only affected the ongoing 4-lane road project but also poses as serious threat to commuters.

DIMAPUR, SEP 24 (NPN): With 59 fresh COVID-19 positive cases being reported from across the state, the tally rose to 5730 cases on Thursday. According to a Health bulletin, 46 cases were detected in Dimapur, 8 in Kohima, 4 in Zunheboto and 1 in Mon. As on September 24, there were 1088 active cases, 4598 recovered, 16 deaths*

and 28 migrated. As per the severity of symptoms, 1075 active cases were asymptomatic, 10 mild, 2 severe and 1 case on ventilator. Further, out of the 5,730 positive cases, the distribution across various categories of people include 2716 cases from the armed forces/police, 1462 returnees, 1216 traced contacts and 336 frontline workers.

P T I a d d s : I n d i a ’s C OV I D - 1 9 c a s e l o a d breached the 57-lakh mark, while over 46 lakh people have recovered from the disease, pushing the national recovery rate to 81.55%, according to Health Ministry data updated on Thursday. The total coronavirus cases mounted to 57,32,518 with 86,508 people testing positive in a day. The death toll climbed to 91,149 with 1,129 people succumbing to the disease in a span of 24 hours, the data updated at 8 am showed. The total recoveries surged to 46,74,987 in the country so far. The case fatality rate due to the coronavirus infection was recorded at 1.59%. There are 9,66,382 active cases of coronavirus infection in the country which comprises 16.86% of the total caseload, the data stated.

(NPN): A day after the cabinet decided to withdraw the COVID-19 cess on diesel, petrol and other motor spirit, the state government has notified that the revocation of cess would come into effect from the midnight of September 24, 2020. With the withdrawal of cess, petrol price would cost Rs.80.39 per litre in Dimapur while in Kohima it would cost at Rs.81.29 per litre. A litre of diesel in Dimapur and the state capital would now cost Rs.72.20 and Rs.72.92 respectively. State government imposed COVID-19 cess of Rs 5 per litre on diesel and Rs 6 per litre on petrol and other motor spirits with effect from April 28 midnight. Assam police exam paper leak: Ex-DIG under scanner; 3 held G U WA H AT I , S E P 2 4 (PTI): A former Deputy Inspector General of Police in Assam has come under the scanner of the Criminal Investigation Department (CID) in a case pertaining to the leak of the question paper of a test for recruitment of police sub-inspectors. The question paper for the written examination for 597 posts of sub-inspector of Assam Police was leaked on September 20 and the authorities had cancelled the test minutes after it commenced across the state on that day. The crime branch and the CID have conducted marathon raids in the residence of PK Dutta, an exDIG and in many hotels owned by his family and several other places in and around the state capital. Three persons, including a woman employee of the state government, have been arrested and five others, one from the Special Task Force (STF), have been detained in connection with the leaking of the question paper, officials said on Wednesday. recruitment question paper leak scam, on Thursday said he has “fled the state” as he is afraid of being killed anytime as “many big and corrupt officials” of Assam Police are involved in the nexus against him. Deka, who identifies himself as the national executive member of BJP’s Kisan Morcha, is among those who have been interrogated by Assam police CID and the crime branch of Guwahati police. The crime branch personnel began their probe on Thursday morning at a hotel owned by Swapna Dutta, the wife of the exDIG, while CID sleuths had searched their residence at Hengerabari are here through the night. by investigators at Dutta’s residence began again on Thursday afternoon. While CID and the crime branch are tight-lipped about their findings, sources claim that Dutta is absconding and around 5 kg of gold have been seized from his house in the overnight raid. The sleuths have also raided a lodge, where a mock test with the leaked question paper allegedly took place a day before the scheduled examination and around 50 candidates appeared for it. Of the three arrested, one was apprehended by the CID and the rest by the crime branch of the city police. Assam Chief Minister Sarbananda Sonowal had directed Kumar to conduct the examination again within a month and asked the director general of police to identify the nexus behind the conspiracy and ensure strict punishment to the culprits as soon as possible. Meanwhile, State Level Police Recruitment Board chairman Pradeep Kumar has denied the allegation that his wife had set the question papers of the examination.

Six months after a nationwide lockdown, Covid19 is spreading fast across the length and breadth of India with more testing and developments on the vaccine front but no clarity on when the disease will be controlled, say scientists. On March 24, Prime Minister Narendra Modi announced a 21-day lockdown for the entire country, stating it was the only way to break the chain of infection. At the time, the number of people infected with the SARS-CoV-2 virus was a little over 500 and the death toll 12. Six months on, India has the second highest number of cases in the world after the US with a tally of 57.32 lakh cases, 86,508 people testing positive in a day and a total of 91,149 fatalities, according to Union

As Covid-19 rages — and even laypersons get conversant with the complexities of RT-PCR tests versus the cheaper but not so reliable rapid antigen tests — US-based economist and epidemiologist Ramanan Laxminarayan said there is a hidden epidemic happening even as the pandemic spreads. He noted that the infection is spreading widely across all parts of the country, including into rural India, although the visibility is lower in places where testing is weak or inadequate. “We will likely see some increases in states like UP and Bihar but only if RT-PCR testing increases. Right now, we have a hidden epidemic in many parts of the country which have weak health systems,” the director of the Center for

Disease Dynamics, Economics & Policy in Washington told PTI. However, he expects the number of cases to start coming down in the next month or two as India approaches some sense of population immunity. “As a substantial number of the population is infected and recovers from the disease, they are unlikely to spread the virus. Given the precautions that are being taken both by the government and individuals, the epidemic has slowed down. This would mean that we would see a sustained plateau for a while before the cases start coming down,” Laxminarayan said. On March 23, a day before the Prime Minister announced the lockdown and two days before it came into force, India had tested 18,383 samples. (Cont’d on p-8)

5 NE states among 14 with good Covid response: Govt NSCN (I-M) meets Sumi leaders at Pughoboto GUWAHATI, SEP 24 (AGENCIES): Assam, Tripura, Mizoram, Manipur and Arunachal Pradesh are among 14 states and Union Territories that have responded better than other states to Covid-19 pandemic with higher tests per million and commensurate positivity rate lower than the national average, a TOI report stated quoting the Union health ministry. “As India rides the wave of very high testing, 14 states and union territories have demonstrated better Covid response with higher Tests Per Million (TPM) and commensurate lower positivity rate than the national average,” the ministry added. The national cumulative positivity rate is 8.52% and the Tests Per Million stands at 48028 on Tuesday. It added that the country’s testing capacity has surged

to more than 12 lakh tests daily. Up to September 22, a total of 6,62,79,462 samples have been tested with 9,53,683 samples being tested on Tuesday. It added, “India’s testing capacity has surged to more than 12 lakh daily tests. Higher than 6.6 crore total tests have been conducted across the country. A high level of testing leads to

early identification of positive cases. As evidence has revealed, eventually positivity rate will fall. According to the ministry’s statement, 1,085 deaths have been registered in the past 24 hours and 10 states and Union Territories account for 83% of the deaths in the last 24 hours due to Covid. “Maharashtra reported 392 deaths followed by Karnataka and

Uttar Pradesh with 83and 77 deaths, respectively,” the ministry stated. 10 states and UTs account for 83% deaths in last 10 days: A total of 83,347 new cases have been reported in the last 24 hours in the country and 74% of the new confirmed cases are concentrated in 10 states and Union Territories, the ministry stated, adding that “Maharashtra has alone contributed more than 18,000 followed by Andhra Pradesh and Karnataka with more than more than 7,000 and 6,000 cases respectively.” Also, 1,085 deaths due to Covid-19 have been registered in a day with 10 states and UTs — Maharashtra, Karnataka, Uttar Pradesh, Tamil Nadu, Punjab, West Bengal, Andhra Pradesh, Delhi, Haryana and Chhattisgarh — accounting for 83 per cent of the new fatalities.

At the meeting, NSCN (I-M) said the people of the area “expressed their understanding of the talk” and took the stand to fully support the “Indo-Naga”

political solution that was honourable and acceptable. It said that the meeting also took the stand that solution must include Naga flag and Yehzabo (Constitution).
