Power outage in parts of Dimapur DIMAPUR, SEP 21 (NPN): Power department has informed consumers under Dimapur electrical sub-division No.1 that there will be power shutdown on September 22 from 7 a.m. to 10 a.m. due to maintenance of 33 KV line from Nargajan S/ station to Metha S/station. The areas to be affected include Lhomthi colony, Sechu colony, Zeliangrong, westyard,Army Supply, Old Daily market, Kalibari road, Sematilla, Hongkong market, MP Road, Naga Bazar, New Market, GS Road, Church road, Circular road (Chishi Mkt complex line), NST colony, Station road, Erose lane, MST Colony, Church colony, Notun Bosti Ao Khel, LRC Colony, Lake View, Naga Cemetery, Island colony, Khermahal, Golaghat road, Niesatuo colony, River belt, Notun Bosti, Supply colony, Nepali Bosti, Fellowship colony, Circular road (Holy cross line), Forest colony, PWD colony, Residency colony, Land mark and Midland. Night curfew along Indo-Myanmar border

DIMAPUR, SEP 21 (NPN): In continuation to the earlier order, the deputy commissioner (DC) and district magistrate (DM) Mon, Thavaseelan K, has extended promulgation of night curfew along the IndoMyanmar border for three months up to November 22, 2018. The prohibitory order under section 144 CrPC will be enforced from 10pm to 3am in the 3 km belt along the Indo-Myanmar Border under Mon district.

NSCN (I-M) welcomes submission of memo

DIMAPUR, SEP 21 (NPN): NSCN (I-M) has welcomed the submission of a memorandum by ‘Liberation’, an NGO, to United Nations (UN) General Assembly on September 3 urging both the UN and Government of India to expedite the ongoing Naga peace process. In a statement issued by its MIP, NSCN (I-M) said it acknowledged submission of the memorandum “Protection of Indigenous Peoples’ Rights” by Liberation, but denied media reports that GPRN was involved in it. NSCN (I-M) said that the NGO had submitted the memorandum on its own volition. GPRN welcomed such initiative taken by some well-wishers of the Nagas that raised “our” issue at the international level. NSCN (I-M) clarified that it never laid claim over

CS launches Govt e-Marketplace DIMAPUR, SEP 21 (NPN): State chief secretary, Benchilo Thong, on Friday formally launched the state mission on Government e-Marketplace (GeM) at Secretariat Conference Hall, Kohima. GeM is the national public procurement portal; an end-to-end online marketplace for central and state government ministries /departments, central & state public undertakings, autonomous institutions and local bodies, for procurement of common use goods and services in transparent and efficient manner. Speaking at the launching programme, the chief secretary said that the workshop being carried out as part of the

nationwide drive commenced on September 6 last and continue till October 17, 2018. He said GeM portal was rapidly increasing its business since its inception with transacted business totaling to Rs.11,875.80 crore. GeM portal shows that 1,42,194 sellers and service providers were registered on the portal till date. Thong maintained that workshop intends to create awareness about GeM, its benefits, and to bring on board sellers as well as buyers in order to avail the benefits of buying from a portal. For government departments, GeM provides a huge advantage of offering a wide range of products and services

along with the benefits of a transparent and easy procurement process. The chief secretary requested all the administrative heads and heads of departments to actively consider maximum utilisation of the benefits offered by the portal so that the value of the funds placed at their disposal is multiplied. Additional chief secretary & finance commissioner, Temjen Toy, said GeM was basically a procurement programme where the entire transaction is paperless. Kohima, SEP 21 (NPN): Comptroller and Auditor General (CAG) report, which was tabled in the recently concluded second session of the 13 Nagaland Legislative Assembly (NLA), detected huge financial anomalies in various departments. DUDA (Border Area Development ProgrammeBADP): According to the CAG re por t, payment amounting to Rs. 15.94 crore was made without execution of works, short execution, incomplete and abandonment of works while also it noticed that third party inspection agency for monitoring of works under BADP was not constituted. It also pointed out that the baseline survey conducted by the department did not bring out quantifiable gaps in social and physical infrastructure and therefore did not provide decisive inputs in preparation of Annual Action Plan. The report said allocation of funds also

indicated disproportionate emphasis on infrastructure and other sectors like Education, Health, Agri and Social were given minimal share. DCC Bills for an amount of Rs. 4.56 crore out of Rs. 7.62 crore were not submitted even after delays ranging between two to three years, the report stated. Further, CAD detected that payments amounting to Rs. 15.95 crore without execution of works, short execution, incomplete and abandonment of works were noticed. During 2012-17, the reports stated that 457 works were taken up under BADP in the State in 116 villages at a cost of Rs. 123.69 crore. Out of the 457 works, 97 works (estimated cost Rs. 50.07 crore) were taken up in the 16 villages covered under this performance audit during 2012-17. In response, CAG said the AG asked the department to furnish details of beneficiaries and exact locations of the projects/schemes. The department, however, had not furnished this information till the time of finalization of the report in May 2018, report added. Doubtful execution of projects/schemes: As per CAG report, joint inspection during May-July 2017 revealed doubtful execution of six out of 54 projects/schemes involving Rs.6.68 crore, which included cultural centre at Touphema, skill development centre in Dimapur, tribal old age day care at Padampukhuri (Dimapur), tribal co-education centre

at Khermahal (Dimapur), community training institute at Burma Camp (Dimapur) and Rangkau Mission Hostel, Peren district HQ. Short execution of works: Out of the sample of 56 projects/schemes selected for joint inspection, nine works were executed during 2012-16 at a cost of Rs.9.78 crore. During joint inspection, execution of items of work costing Rs.8.67 crore (out of Rs.9.78 crore) were examined and it was observed that items of works executed to the extent of only Rs.2.23 crore - there was short execution of items of work to the value of Rs.6.44 crore. Meanwhile, CAG recommended that cases of payments made without execution of works/doubtful or short execution of works, etc. should be handed over to the State Vigilance Commission and disciplinary proceedings/FIRs be initiated/lodged against the concerned officials.
