Peace talks on track: Rio

NEW DELHI, SEP 13 (AGENCIES): Nagaland government’s role in the peace negotiations between the Centre and the Naga groups is like a ‘bridge’ between the two sides and the NDPP-led alliance government is exactly doing the same to usher in an early solution to the issue, chief minister Neiphiu Rio has said here. “Our role is of a facilitator and we are exactly doing the same.....,” Rio told UNI in an interview here. Camping in Delhi for last few days, Rio, however, clarified that his present trip to the national capital was generally dedicated to meet Central leaders for flood related assistance and for developmental works. “But the parleys are on....Both sides- the Government of India and NSCN (I-M) have kept the talks on track,” he said. Rio said in his meeting with Union Home Minister Rajnath Singh and Minister of Road, Transport and Highways, Nitin Gadkari, he had placed various demands concerning the state’s requirement to tide over the crisis caused by the unprecedented floods and landslides.

Speaker condoles DIMAPUR, SEP 13 (NPN): NLA Speaker, Vikho-o Yhoshü has expressed deep sorrow over the demise of Phelhukhwe Kirha former president of the Southern Angami Public Organization (SAPO) and a prominent citizen on the September 13 after a brief illness. In his condolence message, Yhoshü described Kirha as a man who possessed high and towering qualities and an upright gentleman who was engrossed and committed to the profession he pursued. Yhoshü said late Kirha, a ‘National Teacher Award’ recipient, also served as pastor of Jakha Town Baptist Church after retiring from active social engagements. (Cont’d on p-11)

NST city bus service DIMAPUR, SEP 13 (NPN): Nagaland State Transport (NST) assistant general manager has informed the public that the Dimapur-Chumukedima-Dimapur NST city bus service will resume from September 15. According to NST, the bus service which will start from Dimapur NST station at 6 a.m. and return to the station at 6 p.m. (Monday to Saturday) will also stop at designated points. NST also gave the tentative fare-- up to 2 kms Rs 5, up to 5 kms Rs 10, 10 kms Rs 15, 15 kms Rs 20 and above 15 kms Rs 25.

“Our people are suffering much....the landslides have virtually changed the maps of various hill stations including the state capital Kohima. Several known neighbourhood localities like Naga Bazaar are changed today. You may not recognise the new Kohima town,” he said. Rio said the KohimaDimapur main National Highway is out of service for last six weeks and people are now moving on the alternative route via MeremaZubza section. Answering questions, Rio said the Central leaders have given him a patient hearing and assured that a ‘sympathetic’ decision will be taken soon. Only for flood related relief and rehabilitation,

the Nagaland government is accepting a Central funding of Rs 400 crore at least as immediate relief. In addition, Rio said substantial amount is accepted for roads and also a separate component for urban development and road communication works in urban areas. “Things are moving in the right direction and the inter-ministerial central team led by a joint secretary in the Ministry of Home Affairs has already visited the state,” he said. Rio thanked the role of Air Force and other central agencies as also the state government departments like Disaster Management Authority and said numerous sorties were made to airdrop essential supplies to the three remote affected districts of Tuensang, Kiphire and Phek. Many parts of the state were cut off from the rest of the state for about 15 days and more in JulyAugust, state government source said. The state government is also keen to improve helicopter service for the people. But Rio said the Centre is yet to allow extension of ‘flying hours’ in the state.

Naqvi launches Natl Scholarship Portal mobile app New Delhi, Sep 13 (IANS): Union Minority Affairs Minister Mukhtar Abbas Naqvi on Thursday launched the country’s first National Scholarship Portal mobile app here that would make the government welfare schemes more accessible to needy students. Naqvi said that the app will ensure a “smooth, accessible and hassle-free scholarship system for students from poor and weaker sections”. He said the students will get all the information regarding various scholarships on this mobile app. They will be able to apply for scholarships through the app. The students can also upload necessary documents on this app, can check the status of their application and scholarship disbursement status etc. Students from farflung/hilly areas and from the North-East will benefit the most. He said all scholarships are being given directly into the bank accounts of the needy students under Direct Benefit Transfer (DBT) mode through the portal which has ensured that there is no scope for duplication and leakage.

Ranjan Gogoi appointed next CJI NEW DELHI, SEP 13 (PTI): Justice Ranjan Gogoi was Thursday appointed as the 46th Chief Justice of India, according to the Law Ministry. Justice Ranjan Gogoi would assume office on October 3 after present incumbent Dipak Misra retires a day before. Justice Gogoi will have a tenure of a little over 13 months and would retire on November 17, 2019. President Ramnath Kovind signed warrants of appointment of Justice Gogoi following which a notification announcing his appointment was issued. Born on November 18, 1954, Justice Gogoi was enrolled as an advocate in 1978. He practised in the Gauhati High Court on constitutional, taxation and company matters. High Court on February 28, 2001. On September 9, 2010, he was transferred to the Punjab and Haryana High Court. He was appointed as Chief Justice of Punjab and Haryana High Court on February 12, 2011 and then a judge of the Supreme Court on April 23, 2012. Justice Misra had earlier this month recommended Justice Gogoi as his successor as per established practice of naming the senior-most judge after the CJI for the post.

Speculation over Justice Justice Gogoi’s appointment as the next CJI arose after the court’s four most senior judges, including Justice Gogoi, called a press conference in January and criticised Justice Misra on various issues, especially the manner of allocation of cases to certain benches. Justices J Chelameswar (since retired), Madan B Lokur and Kurian Joseph were the others who addressed the press conference, perhaps a first in the history of the Indian judiciary. According to the Memorandum of Procedure, which governs the appointment of members of the higher judiciary, “appointment to the office of the Chief Justice of India should be of the seniormost judge of the Supreme Court considered fit to hold the office”.

Seamless coordination must for better policing in NE: Rijiju I tanag ar , S ep 1 3 (IANS): Union Minister of State for Home Affairs Kiren Rijiju on Thursday urged the security forces in northeastern states to have a seamless coordination and intelligence sharing to ensure security of the region. The Minister was addressing the delegates at the 25th Conference of DGPs, IGPs and heads of the Central Police Organisations (CPO) of the North Eastern states which got underway in Arunachal Pradesh capital town Itanagar on Thursday. Complimenting the forces for successfully handling the complex issues over the years leading to improved security scenario in the region, Rijiju said security issues and policing in the northeast are little unique and challenging, considering the fact that the states in the region share borders with countries like China, Myanmar, Bangladesh and Bhutan. “Due to its geographical situation and exposure to international border, the region has to deal with not only internal but also external problems,” Rijju said.

Speaking on the occasion, Arunachal Pradesh Chief Minister, Pema Khandu urged the police chiefs to take steps to ensure regular informal talks among senior police officers of inter-state border districts to deal with the concerns of people of border areas. Arunachal Pradesh Director General of Police (DGP), S.B.K Singh and Additional Director, Intelligence Bureau, A.K. Mishra also spoke on the occasion. The two-day conference of police and intelligence officers is being attended by the DG, police and senior police officers from the northeastern states, senior officers from Central Police Organisation and Intelligence Bureau. The West Bengal police department is also taking part in the conference.

NSF to hold public rally in Dimapur today DIMAPUR, SEP 13 (NPN): As a part of its third phase of initiative to check Inner Line Permit (ILP) defaulters and influx of Illegal immigrants into Nagaland, besides demanding inclusion of Dimapur district under the purview of ILP, Naga Students’ Federation (NSF) is organising a public rally at City Tower here at 11 a.m. on Friday. In a statement issued by its general secretary Imtiyapang Imsong, NSF called upon all citizens concerned and general public to extend support and co-operation to make the proposed public rally a huge success. Meanwhile, reiterating its demand for bringing Dimapur district under ILP regime, The Indigenous Naga (TIN) has announced its support to NSF’s proposed rally on Friday. In a press release issued by its media cell, TIN appealed to all right-thinking indigenous Naga citizens of various organisations to boldly come forward in supporting this popular demand of the Nagas. SHILLONG, SEP 13: Former Meghalaya Chief Minister Donwa Dethwelson Lapang on Friday resigned as member of the Congress, which he had associated for the last four decades. The resignation of this Congress stalwart from this northeast is major blow for the opposition Congress in the region as it prepares its ground for the 2019 Lok Sabha polls and upcoming Mizoram assembly elections scheduled to be held in the coming months. In his resignation letter to Congress President Rahul Gandhi, Lapang noted that he quit party after the Congress party has embarked upon a policy of phasing out senior and elderly people.

DIMAPUR, SEP 13 (NPN): NSCN (I-M) kilo kilonser, Hukavi Yepthomi on Thursday said that there will be only “one talk and one solution.” He said this during the consultative meeting with the Medziphema GBs Union, West Villages GBs Union and Sakhipheto Area GBs Union held at Hotel Saramati, Dimapur (Full report on p-4) on September 13.

According to NSCN (I-M) MIP, the discourse was harmonious as both the GPRN and the GBs’ unions freely exchanged their views and ideas. MIP further said that “the GPRN expect the commitment and dedication from our Naga civil bodies like Nagas ever stood before until the final solution is arrived at.” The GPRN was head-

ed by the kilo kilonser, Hukavi Yepthomi and accompanied by hosts of NSCN (I-M) functionaries. According to MIP, 28 members of the GBs unions and area representatives took part in the consultative meeting, MIP added. It may be recalled that the NSCN (I-M) in the recent past has held several consultative meetings with various apex tribal bodies.

NEW DELHI, SEP 13 (NPN): A three-member delegation of Eastern Nagaland Legislators’ Union (ENLU) comprising its convener and Health & Family welfare minister S Pangnyu Phom, general secretary and SCERT & IPR adviser, Toshi Wungtung and Department of Under Developed Areas (DUDA) adviser Bongkhao Konyak called on NITI Aayog vice-chairman Dr Rajiv Kumar here on Thursday. The three ENLU members were accompanied by senior State government officials. The delegation impressed

upon NITI Aayog the desire of the people of Eastern Nagaland for development of various sectors like road connectivity, health, tourism, agriculture, etc. Apprising the vice-chairman about the various problems faced by the people of the area, Pangnyu pointed out that the four districts of Eastern Nagaland were totally underdeveloped. He expressed the hope that the commitment made by Prime Minister Narendra Modi on February 22 this year at Tuensang for development of Eastern Nagaland would be taken up by Government of

India with all seriousness. On his part, Toshi Wungtung thanked Kumar for giving his time to the delegation to discuss the issues faced by people of the region. He said project proposals had been identified for certain thrust areas as per urgency. Highlighting the dismal state of affairs in the four districts, which also happen to be among the most remote districts in the State, Wungtung appealed to the vice-chairman to take up the issues expeditiously. Welcoming the delegation, Kumar asked them to submit detailed project reports on thrust areas so that NITI Aayog could take them up with line ministries. He assured to extend all possible help in this regard. The delegation was accompanied by DUDA joint director Dr Anungla Imdong Phom and New Delhi Nagaland House principal resident commissioner Jyoti Kalash and deputy resident commissioner Kethosituo Sekhose.

secretary Thejangukho Yalietsu, Zhaleo first visited “Balijan bridge” that was washed away by flash floods this year. The reconstruction process of the steel girder bridge, which is three-metre wide and 12-metre long, began in August and was made operational on Thursday. Later, Zhaleo visited Ghokuto village to assess the ongoing works. He also inspected the lower Balijan bridge between Suhoi and Hoito villages, which was also referred for further renovation, besides taking a first-hand assessment of the hanging bridge over Chathe river near Khughovi village. Zhaleo assured to extend all possible help and make necessary methodical arrangements for repairing the hanging bridge, whose RCC foundation could be seen tilted and almost dangling precariously.

DIMAPUR, SEP 13 (NPN): BitChem Asphalt Technologies Limited Thursday donated a Rs. 500000 towards the Chief Minister’s Relief Fund (CMRF). The company’s three-member team led its director (sales & marketing) Chandermohan Attri handed over the cheque to Nagaland chief minister Neiphiu Rio at his residence in New Delhi, CMO media cell stated.
