KOHIMA, SEP 11 (NPN): Taking serious note of the loss of money due to penal interest because of the negligence of the Head of the Department (HoD) and Drawing and Disbursing Officer (DDO), finance department would be issuing show cause notice to some defaulting departments soon. Special Secretary (Finance) V Kezo informed this during the one-day workshop on National Pension Scheme (NPS) for HoDs and treasuries and sub-treasuries at the directorate of treasuries and account conference hall here Wednesday. Kezo said the state government along with the finance department, treasuries and AG were in the process of capturing data, little better than the previous data, adding that some anomalies in data have already been detected. He said by virtue of sitting in the chair of HoD, the officer must own responsibility to direct the subordinates to collect the treasury challan once the pay bill was passed.

KOHIMA, SEP 11 (NPN): State employees of District Rural Development Agency (DRDA), who had been on phase-wise agitation against non-payment of salary, have suspended their month-long stir after the state government released their salaries till July, 2019. One of the DRDA officials told Nagaland Post that DRDA offices in all the districts were likely to be opened from Thursday onwards. Even as the state government released some of the pending salaries, the aggrieved employees have served a two-month deadline on the state government to release the remaining two months pending salaries. Meanwhile, director of rural development, Imlimeren Jamir, has appealed to all the DRDA employees to call-off of the ongoing agitation. In a letter to all the DRDA project directors, Jamir stated that the government has released the salaries of all DRDA employees till the month of July, 2019 and the same has been transferred into their respective DRDA accounts on September 10.

NCD reaffirms stand against move to shift DC office DIMAPUR, SEP 11 (NPN): Naga Council Dimapur (NCD) executive meeting held on September 10, 2019 has resolved to re-affirm its earlier stand against the shifting of Deputy Commissioner (DC) office from Dimapur to Chumoukedima. In a press release, NCD president T Bangerloba and general secretary Thsapongkyu Sangtam said that the present DC office was “strategically located” and convenient for the general public. NCD maintained that the move to shift the public office would have negative impact on the lives of citizens of Dimapur. Further, NCD also opposed the use of new nomenclature “DC Chumoukedima Camp Dimapur”. Meanwhile, NCD expressed dismay over the locking up of PWD building due to non-clearance of pending bill by the government. In this regard, NCD has urged that the department to clear the pending bills at the earliest and secure the land and building as per chief secretary order published in local dailies on September 10, 2019 and immediately cancel all illegal government departmental land encroachers patta.

Kezo also reminded that the post they occupy was not an inherited property and said special audit were going on and erring officials will be summoned. He expressed regret that erring government officials do not feel remorse of losing the state government’s exchequer in terms of crores. The special secretary said that stubborn attitude of the HoDs and DDOs to address the problem of NPS was not less than a fraud to the state government. He urged them to have sense of responsibility and collect treasury challan every month so as to keep

the NPS up to date. Kezo also cautioned the treasury officers not to be in hand and gloves with the erring DTOs and HoDs. Reminding that HoDs were to perform duty and must have self esteem, Kezo urged the officers to put extra effort in delegating responsibility to the subordinate and staff in preparing correct bills and NPS and upload on time. He said such small measures would go a long way in improving the quality of accounting and smooth functioning of all the departments. the main objective of the workshop was for HoDs to effectively implement the National Pension System in the state. He said it was embarrassing to see Nagaland in the last position in performance chart. He urged all the HoDs to be more responsible in the implementation of the schemes in their respective department. PAC urges state government to enact stringent criminal law DIMAPUR, SEP 11 (NPN): Pointing out loopholes in the judiciary system that allow criminals to get bail easily, the Public Action Committee (PAC) under the aegis of Naga Council Dimapur (NCD) has urged the state government to enact stringent criminal law, which would deter criminals. In a representation addressed to the state chief minister, PAC convenor Vekhosayi Nyekha and co-convenor K Ghokheto Chophy stated that while the executive forces perform their duties by apprehending criminals, the judiciary grants bail to the criminals without any difficulty. “This has greatly demoralized the Police forces (executive) to effectively and sincerely perform their duty,” the committee stated. PAC said perfor-

mance of the police was commendable, but due to lack of stringent laws to book and punish the criminals, the perpetrators and trouble makers were set free within a few days and lack of strict law have become a big encouragement to criminals to commit crimes without restrains. PAC has, therefore, maintained that in order to lighten the plight of the public, who were all affected directly and indirectly, the need to enact laws such as Maharastra Control of Organized Crime Act, 1999 and the Bihar Control of Crime Act, 1981, by state legislature was “felt ever more than before.” “Such an act is found most relevant in Dimapur where crime is high due to its metropolitan status...” PAC added. PAC expressed confi-

dence that the chief minister would seriously ponder on its request as “this will definitely bring change in containing all illegal tax collections and criminal activities…” PAC said it conducted a study on the ground realities prevailing in Dimapur and brought out a fact finding report, which it described as “appalling.” According to the committee, it was found that from the smallest product to the biggest, illegal tax was being collected at every point of transaction. It said a product from the entry point to godown to retail was illegally taxed, which triples the price of every product. The committee asserted that the living costs of the citizens have been greatly affected as there was no price regulation due to illegal tax collections.

DRDA employees suspend protest

Airfares set to rise 7-9% MUMBAI, SEP 11 (PTI): Air passengers are likely to shell out the highest fares for domestic travel this fiscal with the ticket prices expected to spike 7-9 per cent during the period because of limited capacity additions since the grounding of Jet Airways, rating agency Crisil Research said Wednesday. Crisil also forecast domestic passengers traffic to grow 6-8 per cent in FY20, as against a healthy 19 per cent growth registered in the year ended March 2019, on account of non-revival of Jet Airways. The 7-9 per cent expected the rise in airfares will be the highest since fiscal 2013, which had seen then Kingfisher Airlines going bust, it said. Crisil Research expects domestic passenger load factor (PLF) for the industry to remain flat at around 86 per cent in fiscal 2020.

KOHIMA, SEP 11 (NPN): An undated resolution containing a joint statement signed by all 26 Naga People’s Front (NPF) legislators in 2018 for the purpose of merger or coalition with other political parties in order to form a government, has stoked speculations especially after seven of them have declared withdrawal of their names and signatures appended. In a letter addressed to NPF party opposition leader T.R.Zeliang and copies of which were also forwarded to the Nagaland L e g i s l a t ive A s s e m b ly (NLA) speaker Vikho-u Yhoshü, NPF party president Dr. Shürhozelie Liezietsu and MP (Rajya Sabha) K.G. Kenye, the seven rebel NPF legislators-C. L.John, E.E.Pangteang, Eshak Konyak, Thongwang Konyak, Kejong Chang, B.S.Nganglang and Toyang Changkong Chang- stated that they were made to sign on the undated NPF legislature party resolution in 2018.

KOHIMA, SEP 11 (NPN): Nagaland joined the rest of the country in launching the “Swachhata Hi Seva” campaign — a cleanliness initiative — on Wednesday. Nagaland PHED minister Jacob Zhimomi launched the campaign as special guest at conference hall, deputy commissioner (DC) Kohima. Speaking at the launching programme, the minister said the development encompassed not only good building, road and bridges, but having clean and hygienic environment, clean household and sanitation system, which he said were integral part of the development. Extending full support of the department towards the movement to end single use plastics in the state,

Zhimomi stressed on the need to declare the urban areas as Open Defecation Free (ODF). The minister urged the responsible department to take the initiative to achieve this goal. formed that SHS 2019 will run from September 11 to October 27, 2019 wherein a large scale awareness and mass mobilization of plastic waste collection would be undertaken. During this period, she said all the state/UTs would organize large scale citizen engagement activities for awareness generation and community mobilization through voluntary service of clean and green drives,

cleanliness pledges, cleanliness rallies etc in three phases. During phase I (from September 11 to October 1), there would be the predatory and awareness generation period. Phase II (October 2 marking the 150th birth anniversary of Mahatma Gandhi) would be marked with mass social voluntary work of plastic waste collection and phase III (from October 27) would be marked

He also disclosed that the NPF legislature has reminded the Speaker to decide on the petition since it has been long delayed. Earlier, NPF legislature party leader T.R Zeliang rubbished the talks that NPF will merge with BJP adding there has been no such official discussion between the two parties so far. Zeliang informed that neither BJP nor NPF had contacted other over the matter though it could have figured as some personal level.

NSCN(I-M) slams those claiming to be stakeholders for Naga solution DIMAPUR, SEP 11 (NPN): NSCN(I-M) through its ministry of information and publicity(MIP) has hit out at what it described as “opportunists, deserters, opponents and detractors, who have never fought for the cause(Naga) have now started claiming their shares when solution is around.” In the statement, NSCN(I-M) posed several questions on those who, it said, were now claiming harvest but who did not labour for it. It asked whether they were faithful soldiers fighting against aggressor in the east, west, north or south and whether they were revolutionary patriots who suffered at the hands of the enemies and where were they when “national leaders” were mobilising support at the international arena? It may be recalled that the seven rebel NPF legislators had openly declared support to the People’s Democratic Alliance (PDA) consensus candidates of the Nationalist Democratic Progressive Party (NDPP) during the Lok Sabha election and by election. The letter from the seven MLAs comes in the wake of speculations that the opposition leader was trying to either merge with BJP or convince BJP national leaders in forming an alternative coalition led by BJP as a major partner. ated that the ongoing talks was between government of India and NSCN as two entities and therefore, there was no question of stakeholders. It again quoted Ravi who purportedly stated that there would be only one talk and one solution while other groups could be accommodated in the framework agreement. It said that in response, Th.Muivah had said “ they are welcome if they want to be part of the framework agreement.” NSCN(I-M) reiterated that it would be a “horrible loss for both Nagas and the Indians” if they missed the second bus( for solution) and reaffirmed the framework agreement as the only meeting point between “ the war-ridden Indians and the Nagas” and also a uniting point for the divided Nagas. States can reduce fines under new MVA: Gadkari NEW DELHI, SEP 11 (AGENCIES): The Centre has no objection on states bringing down penalties for traffic violation under the new Motor Vehicles Act, Union Minister of Road Transport and Highway Nitin Gadkari said. According to Economic Times, Gadkari said that states are free to make changes in penalties given the subject is the concurrent list. This comes as several states have objected to implementing the new Motor Vehicles Act in totality, which led penalties for traffic violations increase manifold from September 1. The Gujarat state government has slashed the new fines by up to 90%, citing humanitarian grounds. Tamil Nadu government has also decided to bring

down penalties under the new Act. Gadkari said that the idea to levy hefty fines was not to earn revenue but to discipline road users. “You have to understand, we have the highest rate of deaths due to traffic accidents in the world,” Gadkari told reporters on the sidelines of a press conference here on Wednesday. He said the government will not charge fines if people are more aware of the traffic rules and road safety. “The penalties are already part of the new (Motor Vehicles) Act, we are not going to change them. Even if the states are earning revenue from these penalties, it will go to their kitty, and come to the Centre,” Gadkari said. K Y M C
