Police escort trucks carrying perishable goods

DIMAPUR, OCT 1 (NPN): With the ‘indefinite economic bandh’ on Dimapur entering its third day on Thursday and with no let up, although some trucks carrying perishable commodities were reportedly allowed to pass through to Dimapur under police escort, Nagaland Organized Retailers Association and Business Association of Nagas, have come down heavily against the menace of rampant illegal collections in Dimapur. According to reports, over 200 vehicles, including oil tankers bound for Nagaland and Manipur, were stranded at Lahorijan and Khatkhati area. When contacted, Commissioner of Police Dimapur Rothihu Tetseo informed Nagaland Post, that trucks carrying perishable goods were to be allowed entry with police escorts. SAPO seeks PM’s intervention over 4-lane road dev DIMAPUR, OCT 1 (NPN): Southern Angami Public Organization (SAPO) has sought the immediate intervention of the Prime Minister for development of fourlane road within the existing NH-29 (erstwhile NH-39)/ NH-2 from Kohima-Tadubi /Mao (Manipur). In a memorandum addressed to Prime Minister of India, the SAPO president Vimezhol Theyo and general secretary, Mhalie Lüho expressed dismay that a segment of the four-lane road project between Kohima and Imphal NH-29 (erstwhile NH-39) /NH-2 has been downgraded to two-lane from the approved original plan citing unreasonable technical difficulties. SAPO stated that to alter and downgrade the project of Kohima-Mao/ Tadubi (Manipur), which was a mere stretch of 38.9km, was not only a wrongful deviation from the approved original plan of four-lane, but also a betrayal of the hope and aspirations of the people of the region. SAPO, therefore, appealed to the PM to intervene and reconsider the original and the first survey proposal for four-lanning within this existing road NH-29/NH-2 Kohima-Imphal road. dararajan informed Nagaland Post that the district administration, CP Dimapur and Dimapur Chamber of Commerce and Industry held a meeting with the truck owners/drivers union on Thursday. He informed that the Dimapur-based unions were urged to request their counterparts in Assam to allow trucks carrying perishable goods to enter Dimapur. It was also learnt that Dimapur-based truckers were asked to talk with their counterparts in Karbi Anglong to lift the bandh. DMC administrator Albert Ezung stated that there was no shortage of any essential item since sufficient stock was available. He also said that transporters had agreed to allow passage of perishable goods into the state with police escort from Thursday night. BAN: Business Association of Nagas (BAN) while describing “illegal taxation” as the root cause of all the commotion—from economic blockade by truckers to price rise of commodities, urged upon the state government to curb illegal taxation at check gates. Zao and general secretary Dr. Lanugsangla Tzudir asserted that though illegal taxation has many forms the point of concern was taxation at check gates. BAN stated that the truckers bogged down by tax collection at check gates have said “enough is enough”. It stated that no right thinking person would want to be taxed multiple times at various locations. “Keeping in mind GST norms, one wonders if collection of some of these taxes is legal. Moreover, a major part of these collections do not reach the state’s exchequer,” BAN stated. According to BAN, the goods carrying vehicles stopped at various points not only encouraged multiple taxations for the same commodity, but also made it convenient for various unscrupulous individuals and organizations to levy taxes. In the midst of all these, BAN said the public would ultimately pay the price once the cost of commodities increases. Stating that the state government normally reacts only when the matter reached boiling

point, the BAN has, however, expressed hope that “the matter does not become too hot for the state government to handle.” NORA: Meanwhile, Nagaland Organized Retailers Association (NORA) through its media cell, asserted that the increasing number of demands, extortion and menace particularly in the entry gates of Nagaland was not only hampering business, but also creating a sense of insecurity among the logistics providers and companies. NORA said that the recent murder of a truck driver in Dimapur by unknown armed miscreants came as a great shock and worry to the business community and the citizens. Pointing out that the entire state was dependent on the transporters to bring essential goods from outside, the association stated that it was time the state root out such social evils that contribute nothing positive to the society but only create a very hostile and negative environment discouraging serious investor to enter the state. NORA maintained that such kind of environ-

ment where miscreants freely roam around with guns to extort and threaten hard working people was becoming a serious concern for big retailers in particular and the public in general. Further, pointing that goods are transported from different parts of the country, NORA said that if business-unfriendly situation continued to exist in state then logistics providers and companies would be reluctant to invest in Nagaland. NORA said it was a serious concern particularly for big retailers to hear the news of horrific murder of a driver, who was only carrying out his duty to ferry the essential commodities. It, therefore, appealed to the responsible authority to immediately bring the perpetrator(s) to book. It also appealed to the state government to ensure safety and security of the transporters, the business community and curtail the illegal collections. NORA expressed hope that the government would provide full support towards creating a more businessfriendly environment in the state.

UP Police files case against Rahul Gandhi, Priyanka over Hathras march NOIDA (UP), OCT 1 (PTI): The police in Uttar Pradesh’s Gautam Buddh Nagar on Thursday said it has lodged an FIR against Congress leaders Rahul Gandhi, Priyanka Gandhi Vadra and around 200 other party workers under The Epidemic Diseases Act for not maintaining social distancing and not wearing face masks. The FIR was lodged under Indian Penal Code sections 188 (disobedience to order duly promulgated by public servant), 269 (unlawfully or negligently spreading infection of any disease dangerous to life), 270 (malignant act likely to spread infection of disease dangerous to life) and under section 3 of the Epidemic Diseases Act, the police said. Some party members have also been booked for indulging in a scuffle during which some women constables were hurt while the uniform of a lady subinspector got torn, the Gautam Buddh Nagar police said in a statement. Pictures of the incident were shared by the party. The Gandhis were seeking to walk down from Greater Noida to Hathras after their vehicles were stopped by the police near Pari Chowk. After walking for some time, they were stopped by the police.

He also met the wife of the exlegislator while handing it over.” Pirai added, “Terang is a reputed contractor and a businessman in Diphu. He was also involved with several socio-cultural activities in the hill district.” Over the past few days, Kaziranga forest staff have

arrested 11 rhino horn smugglers, including two staffers of Kaziranga and three social workers associated with various wildlife protection and conservation activities at the national park. DFO (Kaziranga) Ramesh Gogoi said the rhino horn was initially recovered by two forest staffers-Habibur Rahman and Ashok Bhuyan-- during patrolling. Subsequently, they handed over the horn to Rameswar Signar, a social worker, in Ingley Pathar village of Karbi Anglong district, close to Kaziranga, he added. Rameswar, with the help of two others, then gave it to Terang who later sold it to the ex-MLA. “Our investigation is on to recover the horn. We believe the probe is on the right track and some political leaders in Nagaland may get exposed,” said a forest officer who is engaged in the investigation.

DIMAPUR, OCT 1 (NPN): Nagaland on Thursday reported 81 COVID positive cases, 57 in Dimapur, 20 in Kohima, 2 in Mokokchung and 1 each in Longleng and Mon, taking the tally to 6244 cases. As per the severity of symptoms, 1044 active cases were asymptomatic,32 mild and 2 moderate cases. Further, out of 6244 cases, the distribution across various categories of people include 2974 cases from the armed forces/police, 1501 returnees, 1423 traced

contacts and 346 frontline workers.

The total coronavirus cases mounted to 63,12,584, while the death toll climbed to 98,678 with the virus claiming 1,181 lives in a span of 24 hours, the data updated at 8 am showed. There are 9,40,705 active cases of coronavirus infection in the country which comprises 14.90 per cent of the total caseload, the data stated. The COVID-19 case fatality rate due to the coronavirus infection has dropped to 1.56%.

DIMAPUR, OCT 1 (NPN): Nagaland State Disaster Management Authority (NSDMA), Home Department has predicted that heavy to moderate rainfall activity was expected in the state over the following week. In a press release, secretary NSDMA, Lhouchalie Viya, stated that though the state registered rainfall deficiency of 26% during monsoon season from June 1 to September 30, 2020, rainy season was going to continue till about October 20, 2020. A weather system has formed in the Bay of Bengal and likely to persist over the region for the next four-five days, NSDMA stated, adding that no extreme weather activity was expected. However, moderate rain and thunderstorms with lightening was expected mostly during evening and night between October 1 -6, 2020. It stated that improvement of weather

was expected from October 7, 2020 onward and light weather activity between October 7 and October 10, 2020. During that period, NSDMA stated that thundershowers and lighting accompanied with heavy rains was expected in the districts of Kiphire, Kohima, Longleng, Mokokchung, Mon, Peren, Phek and Tuensang. Moderate and light rain was expected in Dimapur district. NSDMA has requested all the DDMAs and other line departments to remain alert and attend to any emergences caused by natural calamities to save lives and properties during this period. NSDMA also urged the public to be vigilant during this period from lighting and heavy rainfall in the region. It has requested the public not to shelter under large tress and near the river banks to prevent unnecessary risk to life from lightning and landslide.

KOHIMA, OCT 1 (NPN): As part of its initiative to promote cycling in the State Capital, Kohima Smart City Development Ltd (KSCDL) has launched a communityled bicycle rental programme under “Kohima Cycle for Change Challenge”. During initial phase (for a month) bicycles will be provided on rent to citizens to promote cycling culture. Speaking to Nagaland Post, KSCDL CEO Kovi Meyase explained that the smart city authority wanted to promote healthy lifestyle among the citizens by encouraging them to take to cycling. He said various district authorities and nodal departments would be approached with a plea to make a dedicated cycling lane for a few kilometres “which will be a good beginning”. shop and free cycle training. Cycles4Change mobile app was also launched,” he said, adding that the first bicycle pump track in the Northeast would be coming up in the next few days. Speaking about the community-led bicycle rental programme, Meyase said it was a pilot implementation for a month with 10 cycles available for the citizens at a nominal charge of Rs 100 per day. Informing that Kohima Smart City was collaborating with Nagaland Mountain Biking Association for maintenance and operation of the rental bikes, Atoba said that they were also working out a revenue sharing model for cycling in the city. Along with 95 other cities, Kohima is taking part in the India Cycles4change challenge, which will run in two stages. In October, 11 cities will be shortlisted and will receive Rs 1 crore award and guidance from national and international experts to further scale up the initiatives in stage two, which will be held until May 2021.

DIMAPUR, OCT 1 (NPN): All Nagaland College Students’ Union (ANCSU) has sought more colleges offering post-graduate (PG) courses, Nagaland University’s (NU) facilitation centres at NU, Meriema campus and at School of Engineering, Technology & Management (SETM), Dimapur campus, appointment of professors as per University Grants Commission (UGC) guidelines, issuance of meritorious certificates and medals to subject toppers annually and timely release of necessary documents. In a representation to NU vice-chancellor (VC) by its president Vimeyiekho Vitso and general secretary Imnameren N Jamir, the union pointed out that there were limited master degree seats in Nagaland

and stressed for more colleges offering PG courses. They appealed to the VC to promptly assess the eligible colleges that have applied to offer PG courses and grant approval for the forthcoming academic session. This, they reasoned, would enable many aspiring students to study master degree courses in the State itself. Proposing NU facilitation centre at varsity’s Meriema campus and SETM’s Dimapur campus, ANCSU claimed that, besides causing inconveniences to students, authorities of many colleges too faced huge challenges travelling to Lumami for receiving and dispatching files and other necessary documents due to distance. Hence, the union appealed to the VC to set up varsity’s facilitation centres.

The representation also urged the VC introduce online provisions to enable colleges to make financial transactions in digital mode, or allow the same through the facilitation centre. Urging the varsity to remain vigilant while appointing assistant and associate professors, the union insisted that both private and government colleges must strictly adhere to UGC guidelines and appoint only those having requisite qualifications. It also called for vigilance regarding payment of salary by institutions to the faculties, which should be as per UGC guidelines. KOHIMA, OCT 1 (NPN): Coinciding with “International Coffee Day”, department of Land Resource Kohima district organized coffee plantation at Dzüprei L. Khel Kohima village on Thursday, on the theme, “transforming lives through coffee” under PMKSY, Watershed Committee. Speaking to Nagaland Post at the plantation site, district project officer Kohima Dr. Menuosietuo Tseikha said the department had taken up massive plantation considering the high potential of producing coffee in the state. He informed that department has distributed and planted 10, 50, 000 saplings during the current year alone covering 470 hectares across the length and breadth of the state capital. Correspondent KOHIMA, OCT 1 (NPN): Owing to heavy rain in the state capital Kohima on Thursday, a concrete retaining wall behind BSNL office, Jail Colony Kohima collapsed on Thursday afternoon. However, there were no casualties reported, while some motorbikes parked at the site were partially damaged. According to an eye witness, the incident occurred around 1 p.m after incessant rain which had at least damaged

five motorbikes parked at the site. One of the Jail Colony Panchayat representative said that the district administration and disaster management visited the site and took stock of the damage area. He also pointed out that the landslide may have occurred due to drainage system inside the office compound. He informed that the residents of the BSNL staff quarters were also evacuated in the evening for safety precautions.

GUWAHATI, OCT 1 (PTI): BJP leader and one of the prime accused in Assam police recruitment scam, Diban Deka, has surrendered before the police in the state’s Barpeta district. Deka, who, along with former DIG PK Dutta, had been absconding since the scam came to light, surrendered on Wednesday night in Pathacharkuchi area, a police officer said. He has been brought to Guwahati for further interrogation, the officer said. Examination to recruit unarmed sub-inspectors was cancelled on September 20, minutes after it began, as the question paper was found to have been leaked on social media. Mizoram’s COVID-19 tally crosses 2,000 mark

Aizawl, Oct 1 (PTI): Mizoram’s COVID-19 tally on Thursday crossed the 2,000 mark as 31 more people, including 23 security personnel tested positive for the virus, a health department official said. At least 1,252 samples were tested in the last 24 hours of which 31 were diagnosed with COVID-19, pushing the state’s coronavirus tally to 2,017, the official said. Of the 31 fresh cases, 16 were reported from Aizawldistrict, 10 from Kolasib and 5 cases were reported fromLawngtlai district, he said. Thirteen Border Security Force (BSF) jawans, 9 Army personnel, 1 Assam Rifles staff and 5 employees of Border Road Organisation (BRO) are among the newly infected patients, he said. G uwahati , O ct 1 (PTI): Activist Akhil Gogoi was granted bail on Thursday by a special court here in one of the two cases being probed by the NIA in connection with his alleged role in the violent protests against the Citizenship (Amendment) Act in Assam last year. Gogoi was granted bail after five days of hearing inthe case, which was filed at the Chabua police station and later transferred to the NIA. NIA special judge Pranjal Das granted bail to Gogoi on a surety of Rs 30,000 and routine conditions, including not tampering with evidence and influencing witnesses. The special court on August 7 had rejected his bail plea in the other case, which was registered at Chandmaripolice station. He then filed a petition challenging it in the Gauhati High Court, which admitted the matter on September 28 and fixed October 13 as the next date of hearing. Correspondent IMPHAL, Oct 1: A brief tension ensued at ManipurAssam border gate at Jiribam on Thursday after Manipur police restricted people from entering the state following suspension of the corona virus screening at the interstate entry point. The tension however subsided after thermal screening resumed in the forenoon. Reports said that the corona vir us screening booth at Jiribam gate of Manipur was suspended after COVID-19 outsourced staff members of the state health department ceased to discharge their duties. The outsourced staff members started a 10-day cease-work strike from Thursday, demanding immediate disbursement of

their monthly honorarium for months. Marking the com mencement of the strike, the outsourced staff members locked down the thermal screening booth at the border gate, forcing commuters from Assam side to be stranded. Police on duty at the border check post prevented all commuters including individuals on private vehicles from entering the state in the absence of medical clearance by the outsourced staff members of the health department after thermal screening. As the COVID-19 SOP (Standard Operating Procedures) issued by the Manipur government, it was compulsory to screen all people entering the state. The police however allowed inter-state truckers to proceed as they were

screened by the police personnel using infrared thermal thermometers. With the number of vehicles and commuters arriving at the entry point increasing and the screening booth remained closed, tensions brewed. Stranded commuters engaged in a heated exchange with police personnel on duty as they failed to get satisfactory reply for being prevented from entering Manipur. Chief medical officer (CMO) of Jiribam district who arrived along with some staff of the health department to the spot also failed to convince the angry commuters. The CMO later ordered breaking of padlock in screening booth and started screening the commuters which included officials and labourers of the companies engaged in the railway proj-

ect. After normalcy returned at the inter-state entry point around 11 am, a total of 124 commuters were screened for the day, an official report here said. Corona virus screening of people entering the state at different entry points including at Imphal Airport has started since the start of spreading the pandemic in the country. Manipur started screening at all the five entry points of the state including IndoMyanmar border gates since the first week of January this year as precautionary measures to avoid the spread of the virus. Screening is being done at Bir Tikendrajit International Airport in Imphal, Mao in Senapati, Behiang in Churachandpur, Moreh in Tengnoupal and Jiri Gate at Jiribam subdivision of the district.

India, China plan next round of talks

NEW DELHI, OCT 1 (PTI): The Indian and Chinese army are working to schedule their seventh round of talks to take steps towards “early and complete” disengagement of troops along the Line of Actual Control (LAC) in eastern Ladakh in accordance with the existing bilateral agreement and protocols, the Ministry of External Affairs (MEA) said on Thursday. The comments by the spokesperson of the MEA Anurag Srivastava came a day after the two countries held another round of diplomatic talks under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on border affairs to resolve the five-monthlong military standoff in eastern Ladakh. The two sides have already held a series of diplomatic and military talks to defuse the standoff but no concrete breakthrough has been achieved yet. The sixth round of Corps commander-level talks was held on September 21 following which they announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters. Army slams Pak for malicious social media campaign NEW DELHI, OCT 1 (PTI): The Indian Army on Thursday slammed Pakistan for carrying out a “malicious” social media campaign targeting one of its senior officers with a larger aim to defame the force. In a statement, the Army said it is a secular organisation and all officers and soldiers serve the nation with pride irrespective of their religion, caste, creed or gender. The Army specifically referred to various social media posts from Pakistan aimed at Lt Gen Taranjit Singh, who is serving as the Dy Chief (Operations) of Integrated Defence Staff under the Department of Military Affairs. “Over the past few days, a state sponsored malicious social media disinformation campaign has been run by Pakistan against the Indian Army and in particular against Lt Gen Taranjit Singh, a senior officer posted in the DMA,” the Army said. “Having failed consistently to incite religion-based disaffection within the country, Pakistan, in a desperate attempt, is now trying to create a divide within the Indian Army,” it said. The Army said it categorically rejects such malicious attempts to defame the institution. Certain social media posts from Pakistn talked about punitive measures against Lt Gen. Singh, alleging they were reflection of biases against a particular community.

BALRAMPUR (UP), OCT 1 (PTI): A 22-year-old Dalit woman died after allegedly being raped by two men in Uttar Pradesh’s Balrampur district, succumbing to critical injuries on the same day as the teen from Hathras in the state who breathed her last in a Delhi hospital two weeks after she was gangraped. Both the women died on Tuesday and were cremated on Wednesday. The two men accused of assaulting the woman from Balrampur have been arrested, police said amid outrage over the death of the 19-year-old Dalit woman from Hathras. The Balrampur victim’s mother told reporters on Wednesday night that the rapists broke her daughter’s legs and back, a charge denied by the police. “My daughter had gone to take admission in a college on Tuesday. On her way back, three-four persons abducted her, took her to their room, gave her an injection and raped her. They later sent her back on an e-rickshaw, which dumped her outside our house. They broke her legs and back. She could not stand or talk,” the woman said. Quoting the victim’s family members, Balrampur Superintendent of Police (SP) Dev Ranjan Verma said the woman worked in a private firm and returned home on Tuesday in a seri-

ous condition. She looked dazed and had a cannula, medically known as Vigo and used for administering an injection or other fluids in the body, inserted in her hands. She was rushed to a nearby hospital but died on the way, the SP said. When the matter was reported to the police by the hospital, her parents alleged she was gangraped, he added. Acting on the family’s complaint, police identified the accused as Shahid and Sahil and arrested them. About the mother’s allegation that the woman’s legs and back were broken, Verma said, “It was not confirmed in the post-mortem. We contradict this news.” The district magistrate and the SP, along with the mahant of the Devipatan temple, Mithilesh Nath Yogi, visited her home on Thursday morning, met the family members and condoled her death. “The family members were assured that the accused will be given a strict punishment in accordance with law. A letter sanctioning a financial assistance of Rs 6,18,450 was handed over to them by the mahant. The amount will be sent to the victim’s mother’s bank account by the afternoon,” a statement issued here said. The mother has demanded a compensation of Rs 25 lakh and a government job for her son. “My daughter wanted

to become a lawyer but she was killed. The same fate should await the culprits. We want justice. My son should be given a government job and we should get at least Rs 25 lakh as compensation,” she said. SC rejects PIL for probe into ‘mismanagement’ of Covid NEW DELHI, OCT 1 (PTI): The Supreme Court Thursday rejected a PIL filed by retired bureaucrats alleging gross mismanagement of the COVID pandemic by the central government as the number of those infected by the virus has crossed 63 lakh in the country. A bench headed by Justice L N Rao was told by advocate Prashant Bhushan that on February 4, the MHA had issued an advisory but international passengers were not screened until March 4. Bhushan said the “Namaste Trump” event was allowed to happen on February 24 and one lakh people had gathered at a stadium despite the MHA advisory that crowding should be avoided. He submitted that experts had advised against a full lockdown due to which the GDP contracted by an unprecedented 23%, while crores of jobs were lost and

Tipping the scales of justice

A

lmost 28 years after one of the worst communal outrages in the history of independent India, a special CBI court in Lucknow has acquitted all 32 accused, including BJP veterans and former deputy prime minister LK Advani, former union HRD minister Murli Manohar Joshi, former union minister Uma Bharti, Vinay Katiyar, current union minister Sakshi Maharaj former Uttar Pradesh CM Kalyan Singh, citing lack of ‘conclusive’ proof of their involvement in the demolition of the Babri Masjid on December 6,1992. The voluminous 2300- paged evidence produced in court by the CBI did not prove that the demolition was planned in advance but happened on the spur of the moment. BJP leader L.K. Advani led several thousand strong ‘rath yatra’ beginning on September 25,1990 from Somnath temple in Gujarat across several States. Advani addressed a series of crowds across several states, vowing to construct the Ram mandir at Ayodhya. It was a courtship through religious sentiments and ultimately, the aggressive mobilisation resulted in the destruction of the masjid on December 6, 1992, despite the assurances given by the BJP government of Kalyan Singh. The CBI produced more than 350 witnesses and 600 documents as evidence before the court. However, these came to nought. The judgement thus left unanswered the questions- Who hatched the conspiracy to demolish the mosque? Who incited the frenzied mob — comprising tens of thousands, if not lakhs, of kar sevaks –who went berserk with hammers and axes? Also what happened to the well-documented role of senior politicians in fanning the flames? Unfortunately, the CBI has no answers to these all-important questions. Once dubbed by the apex court as a ‘caged parrot’ the CBI has to explain why the case fell flat despite all the oral evidence, TV footage and newspaper reports. The CBI court’s findings are at variance with those of Justice MS Liberhan Commission, which had concluded in its 2009 report that the masjid demolition was planned and systematic. The demolition had triggered riots that claimed nearly 2,000 lives across India. The acquittal of senior BJP leaders comes less than a year after a five-judge Bench led by then CJI Ranjan Gogoi on November 9, 2019, decided the Ayodhya title dispute and ruled in favour of Ram Lala, paving the way for construction of Ram Temple. Just as BJP leaders took credit for the Supreme Court ruling for the construction of the Ram temple in Ayodhya, they are likely to use the special court’s judgment in the Babri demolition case to ‘reconstruct’ the BJP’s image. The judgement will also buttress the BJP’s rejections in the past of the allegations by Congress that the demolition was a pre-planned conspiracy. The Congress party didn’t do the rath yatra that led to the demolition of the Babri Masjid but it was responsible for opening the gates which, literally and metaphorically, has led to a majoritarian India. After Supreme Court judgement on the dispute and then the CBI court’s acquittal of BJP leaders, there is growing clamour by Hindu saints and seers for the “liberation” of Mathura and Kashi, by removing two mosques. The popular saying “alls well that ends well” is a misnomer for all right thinking citizens, since politics and not justice has been served.

Those times of exaltation are exceptional and they have their meaning in our life with God, but we must beware to prevent our spiritual selfishness from wanting to make them the only time. We are inclined to think that everything that happens is to be turned into useful teaching. In actual fact, it is to be turned into something even better than teaching, namely, character. The mountaintop is not meant to teach us anything, it is meant to make us something. There is a terrible trap in always asking, “What’s the use of this experience?” We can never measure spiritual matters in that way. The moments on the mountaintop are rare moments, and they are meant for something in God’s purpose.

As directed by the Ministry, a survey had already been carried out earlier for the construction of 4-lane road. (Enclosed Annexure - 1 & 2). However, the matter was delayed and kept pending for reasons best known to the concerned authority. Subsequently, Shri Nitin Gadkari, Hon’ble Union Minister for Road Transport, Highways and MSMEs Govt. of India in his recent video conference on 17th August 2020 had officially accorded the approval of 4-lanning project against NH- 29 (erstwhile NH-39)/ NH-2 from Kohima to Imphal road with an estimated cost of Rs. 2663 Crore, which is widely circulated and published in News Print. (Annexure enclosed 3, 4, 5 & 6).

While we are grateful for the “Look East Policy” which was launched in 1991 to focus our attention towards the northeast, we are indebted to your Government for transforming that vision into action through the “Act East Policy” and as a result of which the present four lane highway is being approved and sanctioned, and which will play a vital role towards the fulfilment of the “Act East Policy”. The downgrade of the four lane road to two lane: That Sir, much to our discouragement and dismay, a segment of the four-lane road project between Kohima – Imphal NH-29 (erstwhile NH-39) /NH-2 has been downgraded from the approved original plan under the directive of MoRTH, Govt of India , NHIDCL and Govt. of Nagaland, citing unreasonable technical difficulties. Whereas, the topography of Manipur and Nagaland foothills are similar in nature in almost every aspect and therefore, to alter and downgrade the project of Kohima – Mao/ Tadubi (Manipur) which is a mere stretch of 38.9 Kms, is not only a wrongful deviation from the approved original plan of four lane but also a betrayal of the hope and aspirations of the people of the region. Presently, it is observed that the implementing agency namely the NHIDCL is going ahead with 4-lanning road from Dimapur to Kohima in Nagaland and Tadubi to Imphal in Manipur, leaving aside Kohima to Tadubi sector and downgrading it to two lane only which is in contravention to the earlier agreed position of four lane. That Sir, the talks to resolve the matter with regard to the project had failed to materialize among the parties of MORTH, Govt of India, NHIDCL, Government of Nagaland and SAPO, and we have

exhausted all other means for redressal of this project despite our best effort, good intentions and despite serving repeated appeals and reminders to the Govt. of Nagaland, with copies endorsed to the concerned Ministry. For that reason, we are compelled to write this letter with great hope and expectation that you will intervene in this matter personally. (Annexure enclosed 7 & 8) The significance of the Historical NH-29 (erstwhile NH-39) /NH-2: Kohima – Imphal Road: It is pertinent to mention that this stretch of Inter-State Highway connecting Manipur and Nagaland is a significant route constructed since time immemorial, which connects India to South East Asian countries, and serves as a catalyst to the “Act East Policy”. Significantly, within our Southern Angami region, two major Army cantonments namely Zakhama & Chakhabama are located having to depend on this National Highway for its movements and strategic plan of the Indian Armed Forces. Furthermore, the land for the existing road was donated by the landowner free of cost for the purpose of connectivity during the earlier part of the 19TH century. The villagers from the neighbouring 13 villages within SAPO area initially constructed the footpath connecting Kohima to Manipur’s first village, Mao. After the British Army expedition, it was gradually developed into bullock cart and horse cart road for the convenience of communication and movement between Kohima and Imphal. During the World War-II, the British Government modified the road into a motorable road. One of the fiercest and the most memorable battles with the highest number of casualties took place on this road during the 2nd World War. As such, it is

remembered to this day by the world as the ‘Battle of Kohima’ or in Lord Mountbatten’s words, “one of the greatest battles in history”, took place on this very road. Also, the Japanese Government, in commemoration of its slain soldiers, a World War–II Museum was constructed beside the said road at Kisama. This road which is the shortest route to Southeast Asia has emerged as one of the most frequented road because of its appeal to domestic and inter national tourist on this road. Further, on 30th March 1953 former Prime Minister Nehru, accompanied by the then Burmese Premier U Nu, had travelled on this road from Manipur - Kohima. The 13 villages of SAPO declared the road as ‘ecology road’ for its strategic location between the cultivated fields and that of Japfü Mountain (2nd highest mountain in Nagaland) and Dzükou valley (The Paradise on Earth) during the early 20th century. The preserved virgin forest and mountains within the vicinity of this area as envisaged by our ancestors, “still has a rich array of natural flora and fauna and medicinal plants”. More importantly, besides its role in Socio-economic development, this area produces one of the best and highest amounts of fresh water for various purposes including the water supply to the capital city, Kohima. Today, with minor maintenance service by the Indian Government, this historic road has become the main lifeline for the States of Nagaland and Manipur. Keeping in mind of its importance, the then President of India physically visited Khuzama Village, which is the last village of Nagaland bordering with Manipur and had given assent to convert the British Road into four lane road from Kohima to Manipur. NEW DELHI, OCT 1 (PTI): Seeking to allay concerns of farmers over a new set of legislations amid continuing protests by some parties, senior union minister Rajnath Singh on Thursday assured the farm community that the MSP (minimum support price) will not only stay, but it will also be continuously increased too in coming years. He also assured that no one can claim ownership of farmers’ land in lieu of contract farming and said there are enough measures in the legislations to safeguard the interests of farmers. Opposition parties have alleged that farmers would be left at the mercy of corporates under the new laws, which have come into effect after the passage of three key bills in the recent monsoon session of Parliament. Hitting out at Congress and other opposition parties, Singh said they are trying to create misunderstandings about the farm bills passed by Parliament.

He also attacked Congress for the burning of a tractor by protesters from their youth wing. “A tractor was burnt. What is its logic? As weapons are sacred and respectable for soldiers, similarly tractors are to farmers. And I know this being a farmer, in any eventuality farmer will never burn his tractor. This was done by a political party for its political interest,” he said. The Congress’ youth wing activists on Monday had set a tractor ablaze near India Gate in the national capital, a few hundred metres from the Rashtrapati Bhavan and Parliament, to protest the contentious farm laws. Talking to a select group of journalists, the Defence Minister said, “Being a farmer’s son myself, I want to make it clear that the Modi government will never do anything that is not in the interest of farmers. And these agriculture-related bills are for economic and social empowerment of farmers.” Singh also accused the Opposition of creating a

Singh further said if prices of their produce rise at a later stage, farmers will also get proportionately higher payments. Accusing the Opposition of creating misapprehensions about the new law that it poses a threat to farmers’ land, Singh said, “No power, in any case, can claim ownership of farmers’ land using this bill. Enough measures have been made to safeguard the interests of farmers.” Underlining that all agriculture-related legislations are meant for the social and

economic empowerment of farmers, Singh appealed to farmers and their organisation to come and talk to him to clear any misgivings. “I appeal to all farmers’ organisations that if they have any issue please come and talk with us. We are ready to listen to their suggestions for the welfare of farmers. I have already started talking to farmers organisations to clear misgivings and misconceptions,” he said. The government has been under attack from the Opposition for the passage of three farms bill in the recently held monsoon session of Parliament. The government presented these bills as profarmers, saying these will ensure that farmers get better prices for their produce and do not get subjected to regulations of ‘mandis’. It has also said that farmers will be now free to sell their produce to anyone and these legislations will increase competition and promote private investment, which will help in the development of farm infrastructure and generate employment.

Custom-made B777 plane for VVIP travel arrives in India NEW DELHI, OCT 1 (PTI): A custom-made B777 aircraft, which will be used to fly the president, vice president and prime minister, has arrived in Delhi from the US on Thursday, said government officials. The plane was scheduled to be delivered by aircraft manufacturer Boeing to Air India in July but its delivery was delayed twice once in July for a few weeks due to COVID-19 pandemic and then in August for a few weeks due to technical reasons - the officials noted. Air India One, which is the call sign of the aircraft, landed at the Delhi airport from Texas at around 3 pm on Thursday, they stated. Senior officials of the national carrier had reached the US during the first half of August to receive the plane from Boeing, the officials said. Another custom-made B777 plane for the travel of VVIPs is likely to be received from Boeing during a later date, they noted. These two aircraft were part of Air India’s commer-

cial fleet for a few months in 2018 before they were sent back to Boeing for retrofitting them for VVIP travel. Officials said the total cost of purchase and retrofitting the two planes has been estimated to be around Rs 8,400 crore. The B777 planes will have state-of-the-art missile defence systems called Large Aircraft Infrared Countermeasures (LAIRCM) and Self-Protection Suites (SPS). In February, the US agreed to sell the two defence systems to India at a cost of USD 190 million. During the travel of the VVIPs, the two B777 aircraft will be operated by pilots of

the Indian Air Force (IAF) and not of Air India, an official said. Currently, the president, vice president and prime minister, fly on Air India’s B747 planes, which have the call sign Air India One. Air India pilots fly these B747 aircraft for the dignitaries and the Air India Engineering Services Limited (AIESL) maintains them. When these B747 aircraft are not flying the dignitaries, they are used by the Indian national carrier for commercial operations. The custom-made B777 planes will be used for travel of the dignitaries only.

This is 36.16 per cent of the total borrowing,” Bajaj said. The borrowing will be done in 16 weekly auctions at Rs 27,000-28,000 crore per week and the tenures will be the same as the first half of 2 years, 5 years, 10 years, 14 years, 30 years and 40 years. Observing that the major portion of the first quarter was under lockdown, Bajaj said there was an impact on the revenues and that was the reason, the government had increased borrowing limit in May. “However, since the opening up of the economy from June onwards, there has been an improvement in the revenues. Also, the expenditure prioritisation was done and there has been some increase in expenditure in some areas, while we have been able to ensure that the other expenditure which could have been avoided is avoided,” he said. The government had envisaged raising 58 per

cent of the total borrowing target of Rs 6.98 lakh crore from the dated securities in the first half of the current fiscal. Against this, the government has borrowed Rs 7.66 lakh crore during April-September. The government raises money from the market to fund its fiscal deficit through dated securities and treasury bills. The Budget has pegged fiscal deficit at 3.5 per cent for the current fiscal, down from 3.8 per cent of the GDP in the last financial year. Last fiscal, the government had to resort to the “escape clause” in the Fiscal Responsibility and Budget Management (FRBM) Act for deviating from fiscal deficit target to 3.8 per cent from the Budget estimate of 3.3 per cent for 2019-20. The “escape clause” allows the government to breach its fiscal deficit target by 0.5 percentage points at times of severe stress in the economy, including periods of structural change and those when growth falls sharply. About deviation from fiscal deficit target, he said the FRBM has a provision that permits deviation in

New Delhi, Oct 1 (IANS): Reliance Industries Limited (Reliance Industries) and Reliance Retail Ventures Limited (RRVL) announced on Thursday that Mubadala Investment Company (Mubadala), the Abu Dhabi-based sovereign investor, will invest Rs 6,247.5 crore into Reliance Retail Ventures Limited (RRVL), a subsidiary of Reliance Industries Limited (Reliance Industries). Kolkata, Oct 1 (PTI): India’s tea exports declined 18.4% to 115.27 million kg during the January-July period this year amid the COVID-19 crisis. The country had exported 141.26 million kg of the commodity in the year-ago period, Tea Board provisional data said. Shipments to CIS countries were down to 30.14 million kg in the first seven months of the current year as against 31.49 million kg exported in the corresponding period of 2019. Iran, an important export destination of India tea, also lowered its imports to 20.93 million kg during the period under review as compared to 36.76 million kg in the corresponding months last year, the data said. China, however, increased its import to 5.64 million kg from 5.39 million kg shipped out to the neighbouring country in the first seven months of 2019. The supplies of the beverage to the UK and the US also fell during the period to 3.28 million kg and 6.11 million kg respectively. According to Tea Board data, price realisation alsodeclined to USD 2.99 per kg during the January-July period ofthe current year, as against USD 3.27 a kg in the corresponding months of 2019. Value of exports stood at Rs 2,559.56 cr during the first seven months this year as compared to Rs 3,223.15 cr in the same period last year.

New Delhi, Oct 1 (PTI): GST collections rose to Rs 95,480 crore in September - the highest level since the lockdown - in signs of a revival of economic activity and demand returning from the lifting of restrictions. The Goods and Services Tax (GST) collections were almost 4 per cent more than the September 2019 collection of Rs 91,916 crore and nearly triple of April 2020 mop-up. Also, it is 10 per cent higher over August 2020 collection. The Finance Ministry in a statement said the gross GST revenue collected in September 2020 is Rs 95,480 crore, out of which Central GST is Rs 17,741 crore, State GST is Rs 23,131 crore, Integrated GST is Rs 47,484 crore (including Rs 22,442 crore collected on import of goods) and cess is Rs 7,124 crore (including Rs 788 crore collected on import of goods). New Delhi, Sep 30 (PTI): The Finance Ministry on Wednesday said the government will borrow Rs 4.34 lakh crore in the second half of the current fiscal to meet its expenditure requirement amid COVID-19 crisis afflicting the country’s economy. With this, the government will stick to the revised borrowing target for the current fiscal. The Centre had revised the borrowing target to Rs 12 lakh crore in May against Rs 7.8 lakh crore approved in the Budget 2020-21. “Out of this Rs 12 lakh crore, we have already borrowed Rs 7.66 lakh crore, which constitutes 63.83 per cent of the total borrowing that was envisaged at the beginning of the year that is May. This Rs 7.66 lakh crore also includes Rs 68,000 crore as the greenshoe option, which was taken up by the central government,” Economic Affairs Secretary Tarun Bajaj said. Pak court orders seizure of Nawaz Sharif’s assets

ISLAMABAD, OCT 1 (PTI): A Pakistan anticorruption court on Thursday ordered the seizure of assets of deposed prime minister Nawaz Sharif for his failure to appear in the Toshakhana graft case, days after he was declared an absconder in the matter that allegedly caused a heavy loss to the national exchequer. An anti-corruption court on September 9 indicted former president Asif Ali Zardari and exprime minister Yusuf Raza Gillani, while declared Sharif an absconder in the case. The Islamabad-based accountability court was hearing the case filed by the National Accountability Bureau (NAB), which submitted a detailed record of Pakistan Muslim League-Nawaz (PML-N) supremo’s movable and immovable properties.

In its latest update on Wednesday, the California Department of Forestry and Fire Protection’s (Cal Fire) confirmed the fatalities due to the Zogg Fire, currently raging in Shasta County, which has so far scorched 55,046 acres of land with only 9 per cent containment. “The fire continues to burn in grass, oak woodland, chaparral and mixed timber. “We were thrilled to observe repeating dream content associations across individuals that reflected the apocalyptic ambience of Covid-19 lockdown,” said study lead author Dr Anu-Katriina Pesonen from the University of Helsinki in Finland. “The results allowed us to speculate that dreaming in extreme circumstances reveals shared visual imagery and memory traces, and in this way, dreams can indicate some form of shared mindscape across individuals,” Pesonen added. The research team transcribed the content of the dreams from Finnish into English word lists and fed the data into an AI al-

gorithm, which scanned for frequently appearing word associations. The computer built what the researchers called dream clusters from the “smaller dream particles” rather than entire dreams. The Planet Patrol platform allows members of the public to collaborate with professional astronomers as they sort through a stockpile of star-studded images collected by NASA’s Transiting Exoplanet Survey Satellite (TESS). “Automated methods of processing TESS data sometimes fail to catch imposters that look like exoplanets,” said project leader Veselin Kostov, a research scientist at NASA’s Goddard Space Flight Center in

Greenbelt, Maryland, and the SETI Institute in Mountain View, California. “The human eye is extremely good at spotting such imposters, and we need citizen scientists to help us distinguish between the look-alikes and genuine planets.” Volunteers will help determine which TESS snapshots include signals from potential planets and which ones show planet impersonators, NASA said on Wednesday. TESS uses its four cameras to take full images of one patch of sky, called a sector, every 10 minutes for a month at a time. This long stare allows TESS to see when planets pass in front of their stars,

or transit, and dim their light. Over the course of a year, TESS collects hundreds of thousands of snapshots, each containing thousands of possible planets -- too many for scientists to examine without help. On the new website, participants will help astronomers sift through TESS images of potential planets by answering a set of questions for each - like whether it contains multiple bright sources or if it resembles stray light rather than light from a star. cientists have used artificial intelligence (AI) to help analyse the dream content of close to 1,000 people and found that Covid-19 had infected more than half of the distressed dreams reported. For the study, published in the journal Frontiers in Psychology, the research team crowdsourced sleep and stress data from more than 4,000 people during the sixth week of the Covid-19 lockdown in Finland. About 800 respondents also contributed information about their dreams during that time - many of which revealed shared anxiety about the pandemic.

While the range had already opened up for the core Olympic probables, SAI said that 64 additional shooters would be provided ammunition and targets at government expense. In addition to the core group, which was revealed

by the National Rifles Association of India (NRAI) in June, athletes included in the developmental group and Khelo India shooters were also training at the Range. SAI also confirmed that it has agreed in principal with the NRAI to hold a separate camp for shooters who are in the mix for the Tokyo Olympics. “However, considering the prevailing extraordinary circumstances of the COVID-19 pandemic, the details of the camp are being worked out in consul-

New Delhi, Oct 1 (PTI): Players face ouster from the tournament and their teams, a hefty fine of Rs 1 crore besides deduction in points if they breach the bio-bubble put in place for the IPL. In a notification sent to all the eight participating franchises by the BCCI, a player will have to undergo a six-day quarantine for an “unauthorised departure” from the bubble. It will be a one-match suspension if it is a second offence and a third violation will lead to his removal from

the tournament with no replacement to be provided. The players could be fined as much 3000 AED (60,000 INR approx) for not completing their daily health passport, not wearing GPS tracker and missing a scheduled COVID-19 test. The same rules apply for family members and team officials. All players and support staff are being tested every fifth day of the tournament in the UAE. The team officials too need to be very careful in ensuring that the strict bio-

bubble is not breached. If a franchise allows “any person into the bubble to interact with players/ support staff ”, it will have to pay a fine of Rs 1 core at the first offence, a point will be deducted at the second offence and two points (equivalent to one win) for the third violation. In an unlikely but possible scenario when a team is unable to field a playing XI as less than 12 players are available, the BCCI will try to reschedule and if that is not possible, the match would be deemed lost.

269 million viewers watched IPL 13 in first week New Delhi, Oct 1 (IANS): The opening week of the 13th edition of the Indian Premier League (IPL) being playing in the United Arab Emirates (UAE) was watched by 269 million viewers, 11 million more per match compared to the like period of last year’s edition. According to a BARCNielsen report titled ‘Television Viewership and Advertising Consumption of IPL-13 2020’, the opening week of the ongoing IPL edition saw a 15 per cent growth in viewing minutes as compared to 2019. The opening week of IPL 2020 witnessed a 21 per cent growth in average impressions per match as compared to the 2019 edition of the cash-rich league, despite holding one match less and fewer channels showing the league than in 2019. The tournament, in the first week, registered 60.6 billion viewing minutes across seven matches and 21 channels. As per the report, the tournament opener between defending champions Mumbai Indians and Chennai Super Kings on September 19 attracted a viewership of 52 million impressions (which is 29 per cent higher than in
