Police escort trucks carrying perishable goods

DIMAPUR, OCT 1 (NPN): With the ‘indefinite economic bandh’ on Dimapur entering its third day on Thursday and with no let up, although some trucks carrying perishable commodities were reportedly allowed to pass through to Dimapur under police escort, Nagaland Organized Retailers Association and Business Association of Nagas, have come down heavily against the menace of rampant illegal collections in Dimapur. According to reports, over 200 vehicles, including oil tankers bound for Nagaland and Manipur, were stranded at Lahorijan and Khatkhati area. When contacted, Commissioner of Police Dimapur Rothihu Tetseo informed Nagaland Post, that trucks carrying perishable goods were to be allowed entry with police escorts. SAPO seeks PM’s intervention over 4-lane road dev DIMAPUR, OCT 1 (NPN): Southern Angami Public Organization (SAPO) has sought the immediate intervention of the Prime Minister for development of fourlane road within the existing NH-29 (erstwhile NH-39)/ NH-2 from Kohima-Tadubi /Mao (Manipur). In a memorandum addressed to Prime Minister of India, the SAPO president Vimezhol Theyo and general secretary, Mhalie Lüho expressed dismay that a segment of the four-lane road project between Kohima and Imphal NH-29 (erstwhile NH-39) /NH-2 has been downgraded to two-lane from the approved original plan citing unreasonable technical difficulties. SAPO stated that to alter and downgrade the project of Kohima-Mao/ Tadubi (Manipur), which was a mere stretch of 38.9km, was not only a wrongful deviation from the approved original plan of four-lane, but also a betrayal of the hope and aspirations of the people of the region. SAPO, therefore, appealed to the PM to intervene and reconsider the original and the first survey proposal for four-lanning within this existing road NH-29/NH-2 Kohima-Imphal road. dararajan informed Nagaland Post that the district administration, CP Dimapur and Dimapur Chamber of Commerce and Industry held a meeting with the truck owners/drivers union on Thursday. He informed that the Dimapur-based unions were urged to request their counterparts in Assam to allow trucks carrying perishable goods to enter Dimapur. It was also learnt that Dimapur-based truckers were asked to talk with their counterparts in Karbi Anglong to lift the bandh. DMC administrator Albert Ezung stated that there was no shortage of any essential item since sufficient stock was available. He also said that transporters had agreed to allow passage of perishable goods into the state with police escort from Thursday night. BAN: Business Association of Nagas (BAN) while describing “illegal taxation” as the root cause of all the commotion—from economic blockade by truckers to price rise of commodities, urged upon the state government to curb illegal taxation at check gates. Zao and general secretary Dr. Lanugsangla Tzudir asserted that though illegal taxation has many forms the point of concern was taxation at check gates. BAN stated that the truckers bogged down by tax collection at check gates have said “enough is enough”. It stated that no right thinking person would want to be taxed multiple times at various locations. “Keeping in mind GST norms, one wonders if collection of some of these taxes is legal. Moreover, a major part of these collections do not reach the state’s exchequer,” BAN stated. According to BAN, the goods carrying vehicles stopped at various points not only encouraged multiple taxations for the same commodity, but also made it convenient for various unscrupulous individuals and organizations to levy taxes. In the midst of all these, BAN said the public would ultimately pay the price once the cost of commodities increases. Stating that the state government normally reacts only when the matter reached boiling

point, the BAN has, however, expressed hope that “the matter does not become too hot for the state government to handle.” NORA: Meanwhile, Nagaland Organized Retailers Association (NORA) through its media cell, asserted that the increasing number of demands, extortion and menace particularly in the entry gates of Nagaland was not only hampering business, but also creating a sense of insecurity among the logistics providers and companies. NORA said that the recent murder of a truck driver in Dimapur by unknown armed miscreants came as a great shock and worry to the business community and the citizens. Pointing out that the entire state was dependent on the transporters to bring essential goods from outside, the association stated that it was time the state root out such social evils that contribute nothing positive to the society but only create a very hostile and negative environment discouraging serious investor to enter the state. NORA maintained that such kind of environ-

ment where miscreants freely roam around with guns to extort and threaten hard working people was becoming a serious concern for big retailers in particular and the public in general. Further, pointing that goods are transported from different parts of the country, NORA said that if business-unfriendly situation continued to exist in state then logistics providers and companies would be reluctant to invest in Nagaland. NORA said it was a serious concern particularly for big retailers to hear the news of horrific murder of a driver, who was only carrying out his duty to ferry the essential commodities. It, therefore, appealed to the responsible authority to immediately bring the perpetrator(s) to book. It also appealed to the state government to ensure safety and security of the transporters, the business community and curtail the illegal collections. NORA expressed hope that the government would provide full support towards creating a more businessfriendly environment in the state.

UP Police files case against Rahul Gandhi, Priyanka over Hathras march NOIDA (UP), OCT 1 (PTI): The police in Uttar Pradesh’s Gautam Buddh Nagar on Thursday said it has lodged an FIR against Congress leaders Rahul Gandhi, Priyanka Gandhi Vadra and around 200 other party workers under The Epidemic Diseases Act for not maintaining social distancing and not wearing face masks. The FIR was lodged under Indian Penal Code sections 188 (disobedience to order duly promulgated by public servant), 269 (unlawfully or negligently spreading infection of any disease dangerous to life), 270 (malignant act likely to spread infection of disease dangerous to life) and under section 3 of the Epidemic Diseases Act, the police said. Some party members have also been booked for indulging in a scuffle during which some women constables were hurt while the uniform of a lady subinspector got torn, the Gautam Buddh Nagar police said in a statement. Rahul Gandhi also fell down in the scuffle after police tried to stop him and his supporters from proceeding on the Yamuna Expressway near the Jewar toll plaza. Pictures of the incident were shared by the party. The Gandhis were seeking to walk down from Greater Noida to Hathras after their vehicles were stopped by the police near Pari Chowk. After walking for some time, they were stopped by the police.

The Congress had earlier claimed that the Gandhis were arrested by the police. “Shri Rahul Gandhi, Smt Priyanka Gandhi and senior Congress leaders have been arrested by the UP police,” the Congress said on Twitter, using the hashtag “JusticeForIndiasDaughters”. Police said they were charged for alleged violation of prohibitory orders issued under CrPC section 144. “The two leaders and around 150 others were detained and later released on personal bonds,” Joint Commissioner (Law and Order) Love Kumar told PTI.

According to assistant conservator of forest Pirai B: “The man, identified as Mansingh Terang of Diphu in Karbi Anglong district, confessed to selling a broken piece of rhino horn to a former MLA in Nagaland. He also met the wife of the exlegislator while handing it over.” Pirai added, “Terang is a reputed contractor and a businessman in Diphu. He was also involved with several socio-cultural activities in the hill district.” Over the past few days, Kaziranga forest staff have

arrested 11 rhino horn smugglers, including two staffers of Kaziranga and three social workers associated with various wildlife protection and conservation activities at the national park. DFO (Kaziranga) Ramesh Gogoi said the rhino horn was initially recovered by two forest staffers-Habibur Rahman and Ashok Bhuyan-- during patrolling. Subsequently, they handed over the horn to Rameswar Signar, a social worker, in Ingley Pathar village of Karbi Anglong district, close to Kaziranga, he added. Rameswar, with the help of two others, then gave it to Terang who later sold it to the ex-MLA. “Our investigation is on to recover the horn. We believe the probe is on the right track and some political leaders in Nagaland may get exposed,” said a forest officer who is engaged in the investigation.

DIMAPUR, OCT 1 (NPN): Nagaland on Thursday reported 81 COVID positive cases, 57 in Dimapur, 20 in Kohima, 2 in Mokokchung and 1 each in Longleng and Mon, taking the tally to 6244 cases. As per the severity of symptoms, 1044 active cases were asymptomatic,32 mild and 2 moderate cases. Further, out of 6244 cases, the distribution across various categories of people include 2974 cases from the armed forces/police, 1501 returnees, 1423 traced

contacts and 346 frontline workers.

Existing lockdown curbs to continue

State government has notified that the existing guidelines with regard to the lockdown/ unlock in all parts of the State issued vide Order dated August 31, 2020 would continue to remain operative in Nagaland till further orders. This was stated in an official order by the office of the chief secretary, Nagaland.

The recovery rate stands at 83.53 per cent. The total coronavirus cases mounted to 63,12,584, while the death toll climbed to 98,678 with the virus claiming 1,181 lives in a span of 24 hours, the data updated at 8 am showed. There are 9,40,705 active cases of coronavirus infection in the country which comprises 14.90 per cent of the total caseload, the data stated. The COVID-19 case fatality rate due to the coronavirus infection has dropped to 1.56%.

DIMAPUR, OCT 1 (NPN): Nagaland State Disaster Management Authority (NSDMA), Home Department has predicted that heavy to moderate rainfall activity was expected in the state over the following week. In a press release, secretary NSDMA, Lhouchalie Viya, stated that though the state registered rainfall deficiency of 26% during monsoon season from June 1 to September 30, 2020, rainy season was going to continue till about October 20, 2020. A weather system has formed in the Bay of Bengal and likely to persist over the region for the next four-five days, NSDMA stated, adding that no extreme weather activity was expected. However, moderate rain and thunderstorms with lightening was expected mostly during evening and night between October 1 -6, 2020. It stated that improvement of weather

was expected from October 7, 2020 onward and light weather activity between October 7 and October 10, 2020. During that period, NSDMA stated that thundershowers and lighting accompanied with heavy rains was expected in the districts of Kiphire, Kohima, Longleng, Mokokchung, Mon, Peren, Phek and Tuensang. Moderate and light rain was expected in Dimapur district. NSDMA has requested all the DDMAs and other line departments to remain alert and attend to any emergences caused by natural calamities to save lives and properties during this period. NSDMA also urged the public to be vigilant during this period from lighting and heavy rainfall in the region. It has requested the public not to shelter under large tress and near the river banks to prevent unnecessary risk to life from lightning and landslide.

Kohima paddling its way to promote cycling culture ANCSU seeks for more PG colleges, university facilitation centres etc.

KOHIMA, OCT 1 (NPN): As part of its initiative to promote cycling in the State Capital, Kohima Smart City Development Ltd (KSCDL) has launched a communityled bicycle rental programme under “Kohima Cycle for Change Challenge”. During initial phase (for a month) bicycles will be provided on rent to citizens to promote cycling culture. Speaking to Nagaland Post, KSCDL CEO Kovi Meyase explained that the smart city authority wanted to promote healthy lifestyle among the citizens by encouraging them to take to cycling. He said various district authorities and nodal departments would be approached with a plea to make a dedicated cycling lane for a few kilometres “which will be a good beginning”. India Cycles4change Challenge on July 25, the CEO admitted that for a noncycling city like Kohima, it would be an uphill task but nonetheless they registered for the challenge. “It is difficult to vie with other metropolitan cities, but we will continue with our efforts and, as mandated by the Union Ministry of Urban Development, we have taken various initiatives to promote cycling in Kohima such as Handle Bar Survey, work-

shop and free cycle training. Cycles4Change mobile app was also launched,” he said, adding that the first bicycle pump track in the Northeast would be coming up in the next few days. Speaking about the community-led bicycle rental programme, Meyase said it was a pilot implementation for a month with 10 cycles available for the citizens at a nominal charge of Rs 100 per day. for Change Challenge Atoba Longkumer explained that the challenge, which is an initiative of the Smart Cities Mission, was launched in July this year to encourage cities to take up cycling and promote cycling in response to COVID-19 pandemic. Informing that Kohima Smart City was collaborating with Nagaland Mountain Biking Association for maintenance and operation of the rental bikes, Atoba said that they were also working out a revenue sharing model for cycling in the city. Along with 95 other cities, Kohima is taking part in the India Cycles4change challenge, which will run in two stages. In October, 11 cities will be shortlisted and will receive Rs 1 crore award and guidance from national and international experts to further scale up the initiatives in stage two, which will be held until May 2021.

DIMAPUR, OCT 1 (NPN): All Nagaland College Students’ Union (ANCSU) has sought more colleges offering post-graduate (PG) courses, Nagaland University’s (NU) facilitation centres at NU, Meriema campus and at School of Engineering, Technology & Management (SETM), Dimapur campus, appointment of professors as per University Grants Commission (UGC) guidelines, issuance of meritorious certificates and medals to subject toppers annually and timely release of necessary documents. In a representation to NU vice-chancellor (VC) by its president Vimeyiekho Vitso and general secretary Imnameren N Jamir, the union pointed out that there were limited master degree seats in Nagaland

and stressed for more colleges offering PG courses. They appealed to the VC to promptly assess the eligible colleges that have applied to offer PG courses and grant approval for the forthcoming academic session. This, they reasoned, would enable many aspiring students to study master degree courses in the State itself. Proposing NU facilitation centre at varsity’s Meriema campus and SETM’s Dimapur campus, ANCSU claimed that, besides causing inconveniences to students, authorities of many colleges too faced huge challenges travelling to Lumami for receiving and dispatching files and other necessary documents due to distance. Hence, the union appealed to the VC to set up varsity’s facilitation centres.

The representation also urged the VC introduce online provisions to enable colleges to make financial transactions in digital mode, or allow the same through the facilitation centre. Urging the varsity to remain vigilant while appointing assistant and associate professors, the union insisted that both private and government colleges must strictly adhere to UGC guidelines and appoint only those having requisite qualifications. It also called for vigilance regarding payment of salary by institutions to the faculties, which should be as per UGC guidelines.
