CSOs oppose advisory body for DMC Warns of public revolt if govt fails to revoke decision Staff Reporter D I M A P U R , N OV 2 (NPN): Dimapur-based civil society organizations have strongly objected to the state government’s plan to reinstate the advisory body for the Dimapur Municipal Council (DMC) on the ground that such bodies have only created mismanagement and chaos in the urban local bodies. It was felt that the present set up in Dimapur under the Chief Executive Officer (CEO) has been working efficiently. The Dimapur-based CSOs under the banner of Naga Council Dimapur (NCD)- GBs (Sadar) Union, Naga Women Hoho Dimapur, Dimapur Urban Colony Council Federation have appealed to the chief minister to revoke the October 31 notification in the larger interest of the public.
Address bad road condition: CRPO
DIMAPUR, NOV 2 (NPN): Even as the Chozuba range taxi and truck union has threatened to impose bandh over pitiable road condition, the Chozuba Range Public Organization (CRPO) on Thursday appealed to the state government to open Chakhabama- Zunheboto highway and Kohima-Chozuba via KijumetuomaKhusomi village. In a press release, CRPO president, Puyoi Nyekha, and general secretary, Vesupra Luruo, stated that the recent bandh called by Chozuba range taxi and truck union against government’s failure to maintain roads affected normal life of Chozuba range public. Reminding that Chozuba range taxi and truck union has threatened to impose total bandh if the government failed to address the road condition within 20 days with effect from November 2, 2017, the CRPO said the organization would not take responsibility if any untoward incidents occurred. CRPO said general public of the range had to bear a lot of hardship due to road blocked. Despite several requests to address the road condition, CRPO said the government and the responsible department turned a deaf ear to those requests.

On behalf of the CSOs, Naga Council Dimapur vice president K. Ghokheto Chopy and general secretary, Thsapongkyu Sangtam in a representation to the chief minister Nagaland, expressed fear that the constitution of the advisory committee, as witnessed in the past, was “an attempt to invite gross mismanagement and irregularities once again leading to exhaustion of crores of public funds without any sign of developmental activities.” They pointed out that the present system under the Dimapur Municipal Council chief executive officer (CEO)/administrator had been functioning smoothly with competent support staff as public were witness to the tremendous development and improvement that had taken place under this system. The council also highlighted that Section 23(A) of the Municipal Act was in total contradiction with the Naga customary system and practises, as enshrined under Article 371(A) of the Constitution of India. In this regard, NCD
has asked the state government to first review those provision in the Municipal Act 2001 which were against the legitimate interest of the Nagas, before constituting the advisory committees for the Municipal and Town councils in Nagaland. Without which, Naga Council Dimapur asserted that the Dimapur based civil societies have collectively reaffirmed to oppose the state government’s decision at any cost. While seeking chief minister’s immediate and urgent intervention to cancel the notification, NCD warned that failure to revoke the decision would invite untoward public revolt and for which the state government would be solely held responsible. Meanwhile, a member of the CSO expressed serious concern that the advisory committee issue would turn out to be a repeat of the mass public outrage over Urban Local Bodies election earlier this year where lives were lost, properties damaged and brought the state to a standstill.
According to sources, there will be an eight-member DMC advisory body headed by a chief advisor. The state cabinet plea was that since Dimapur Municipal Council has 23 wards altogether, it was proposed to let each member look after three wards for better functioning. The Municipal Affairs department in its October 31, 2017 informed all Deputy Commissioners about the decision of the state government to constitute the advisory committee in all the Municipal and Town Councils in Nagaland to assists the administrators. The notification further asked the DCs to “recommend the names of persons for nomination/ appointment” as advisors in the ratio 3:1 of the total number or wards in every Municipal and Town Councils. While urging the DCs to take the matter on “priority”, the department also reminded the DCs to strictly stick to the guidelines (para a, b, c, d, e & f) of the 2010 notification, as the criteria for nomination/ appointment.
Vested interests at play: KPU on BDO office issue DIMAPUR, NOV 2 (NPN): In connection with the ongoing standoff between Kandi public and the government over the delay in construction of BDO office building at Chunlikha RD block, the Kandinu public union (KPU), Kandinu, Tseminyu sub-division has alleged vested interests were at play, saying even after almost five years since the foundation stone was laid, the construction was yet to start. In a press release, Kandinu public union vice president, Tiwalo Kath, pointed out that the foundation stone for the BDO office was laid by the NPF government during the chief ministership of Neiphiu Rio on February 29, 2012. He alleged that after the years of playing petty politics, work order for the same was issued in the month of November 2016. However, Kath said that even after part-payment was made to the contractor for
the work, the rural development department was still holding up the construction of BDO office. KPU vice-president also said that repeated reminders to the department by the villages under Chunlikha block to start work were of no avail. “To make matters worse, it was reported that the local MLA, also the parliamentary secretary, has in a self style manner sanctioned money from his own pocket and started construction of BDO office at another site of his own choice different from the foundation-laid site,” Kath claimed. In this regard, he questioned what action was the department going to take for the private construction. Kath opined that the private construction of BDO office at GHS compound, Chunlikha was illegal, arbitrary and violative of the department’s order and the
work order issued, adding that KPU would not accept it at any cost. Further, stating that no MLA or minister was above the people, Kath said the government was not the private property of the elected MLAs and that “such antipeople activities” would not go unnoticed. As per the government decision of 2012, KPU vice president said the RD department should direct the contractor to start work immediately at the foundation laid site and declare private construction for said office as illegal. Questioning the silence of the department on the issue, the KPU vice president demanded that the RD department spell out the proper reasons in the media for remaining silent. KPU also cautioned that the RD department alone would be held solely responsible if any untoward accidents happened.
Parliament’s Winter Session likely to be shorter New Delhi, Nov 2 (IANS): Parliaments Winter Session is likely to be curtailed this year in view of the ongoing assembly elections in Gujarat and Himachal Pradesh where the BJP is locked in a straight contest with the Congress. Informed sources said the session could be short this year and the dates would be decided once the Cabinet Committee on Parliamentary Affairs (CCPA) meets. Normally, the Winter Session commences from mid-November and ends before Christmas. Going by precedents, the dates for the session should have been out by now as normally the members are intimated around three weeks in advance for them to file notices for questions. The sources said leaders and MPs of both major parties were busy electioneering in the two poll-bound states and that could be one of the reasons why this session had not been convened yet. The delay had also set off speculation that the government could also be mulling an early Budget session starting in middle or late January.
From Dec 1 verify your mobile number with Aadhaar NEW DELHI, NOV 2 (AGENCIES): From December 1, people can verify their mobile SIM cards with Aadhaar without giving their biometric details to telecom service providers through OTPs. The move was announced by the official Twitter handle of the Unique Identification Authority of India on Thursday. The Government had made it compulsory to link Aadhaar to their mobile SIMs card. Failing to do that while lead to deactivation of the number after February 2018. According to reports, biometrics cannot be stored by the telecom operators nor will they have access to any of the other personal data. The order came after the Supreme Court passed in February this year in Lokniti foundation case so criminals, fraudsters and terrorists cannot use issued SIMs.
‘Defection of disgruntled members a welcome step’
DIMAPUR, NOV 2 (NPN): Reacting to the defection of Dimapur District Congress Committee officer bearers and frontal organizations Nagaland Pradesh Congress Committee on Thursday said that the decision of some “disgruntled” party workers in Dimapur to join hands with “corrupt and divided NPF bandwagon is a welcome step”. It said the Congress party was silently tolerating the activities of these “political turncoats” since 2013 and also in the ULB election, hoping that better sense will prevail. In a statement, the NPCC claimed even AICC secretary in-charge of Nagaland Dr K Jayakumar, during his numerous visits to the State, had taken due note of the few party workers who were more interested in furthering the cause of other party while still claiming to be Congress workers. According to the statement, the AICC had directed the NPCC to take drastic measures in overhauling the entire party setup in the State, especially in Dimapur, to shed the “deadwoods that have become liability”. Towards this end, the NPCC had appointed A Bendangyanger Jamir as the new DDCC president on October 17 and had specifically tasked him to revamp the entire committee. Realising that there will be no more space for people sailing in two boats, some few disgruntled party workers led by former DDCC president misguided some party workers into joining an “already rotten boat” of NPF that is sinking on its own weight, the statement added. While reminding party workers, voters and well-wishers that DDCC is intact and fully functional under the presidentship of Bendangyanger Jamir, the Congress said it is fully confident that the new team will be able to deliver results as the party is now free of “opportunist and pessimist” people who were a big hindrance to people wanting to join the party. The party urged its workers to work for the people and not for position. “Nagaland and especially the people of Dimapur desperately need freedom from fear, protection of livelihood and better infrastructures in tune with the rapid urbanisation,” it added. The statement appealed to the people of Nagaland to come forward and join hands with the Congress to rid the State of “mass corruption and unbearable taxation” that has destroyed simple and honest ways of life.
Governor greets Kukis
DIMAPUR, NOV 2 (NPN): Nagaland governor, PB Acharya, has extended greetings to the Kuki community on the occasion of Kut festival and prayed that the festival bring peace, unity and prosperity to the community. In a message, Acharya described the festival as a happy occasion for the community whose stock of food is plentiful after a year of tremendous hard labour. Governor also reminded all to thank the Almighty for His unwavering love and blessing. Governor viewed that the festival should provide opportunities for budding generations and other villagers to display their skills and physical strength. Asserting that the festival should be a source for building unity, the governor called upon all to come together and make the atmosphere conducive in towns and villages for peaceful co-existence and all round development in the state.
Mass social work in DMC area
DIMAPUR, NOV 2 (NPN): Dimapur Municipal Council (DMC), in continuation to its earlier order dated October 25, 2017, has informed all the residents of Dimapur municipality that henceforth there would be mass social work every Saturday starting 8am onwards for the month of November 2017 in order to check the outbreak of dengue. In an order, DMC administrator, Moa Sangtam, directed all residents of Dimapur municipality area to completely remove/drain stagnant water within their respective house compounds from household utensils, flowerpots, drains etc during the social work.
DC Wokha informs
DIMAPUR, NOV 2 (NPN): DC Wokha, Wezope Kenye, has informed all the affected structure owners, located between 72/400km to 105/000km on NH-2, that signing of agreement for damaged compensation with the department would be executed on November 6, 10 a.m. at DC’s conference. In this regard, Kenye has informed all responsible to produce two copies of latest passport size photos for the said exercise. DC stated that the list of all affected structure owners would be displayed at notice board of the DC office, Wokha for further verification and authentication by the concerned affected owners.

KOHIMA, NOV 2 (NPN): In the ongoing war between the two factions of Naga People’s Front (NPF), Vikheho Swu, MLA has questioned chief minister, T.R. Zeliang whether the “Global Leadership Award” he had received in 2016 for having an “Opposition-less” government was meant to legitimise his “unconstitutional government”. Speaking on the ninth day of the sit-in protest organised by NPF central youth wing at Civil Secretariat here in protest against the Nagaland Legislative Assembly speaker, Dr. Imtiwapang Aier for not responding to disqualification petition filed by NPF (Dr. Shürhozelie faction), Swu hit out at the present government. He said it cannot exist without rule and added that, no matter how much the rivals try, justice and rule of law will come to Nagaland. Swu backed his colleague Yitachu in attacking Governor PB Acharya for not adhering to the Indian constitution when the latter dismissed then Chief Minister Dr Shürhozelie Liezietsü in June this year. Echoing his colleague’s stand, Swu said if Indian constitution did not apply in the State of Nagaland, then a separate Naga constitution will have to be moved in the Assembly. He said the Governor, Speaker and Chief Minister must be annoyed with the protest, yet he affirmed that the protest (Cont’d on p-7) will continue till justice prevailed.
DIMAPUR, NOV 2 (NPN): NPF central youth wing under Neiphiu Rio on Thursday questioned the justification of the ongoing dharna being held by leaders from the rival camp at the Civil Secretariat here. In a statement, the NPF Central Youth Wing (Rio faction) termed the ongoing protest programme as a “sheer democratic contempt” being enacted by people who refused to come to terms with reality and accept the truth. It also wondered how the people, who are on a dharna listening to “empty discourses” by a few leaders, are managing their private affairs. Alleging that personal losses incurred by those taking part in the dharna are being compensated by their pay masters, the Rio-led NPF Central Youth Wing said it was for the Naga people to judge as to how far the dharna is justifiable in true “legal and democratic sense”. The statement said time and again facts about the legal and democratic aspects vis-à-vis the ongoing political imbroglio have been explicitly expounded by several legal luminaries and by persons attached with other institutions. However, it was quite unfortunate that people loyal to former Chief Minister Dr Shürhozelie Liezietsü refused to accept the truth and still continued to justify their bogus claims through threat, intimidation and unsubstantiated political gimmickry through media, it added.
