NEW DELHI, NOV 28 (AGENCIES): Opposition parties took to the streets all over the country on Monday to denounce the scrapping of high value currency but the protests were largely symbolic barring in a few states. Monday also saw the first two instances of vandalization, in Manipur, of banks by clients after they were stopped from withdrawing Rs 24,000 citing a cash crunch (See full report p-4). The Left called a ‘Bharat Bandh’ against both the November 8 demonetisation and the widespread currency shortage. Most other political parties marked it as “Aakrosh Diwas”. Life was badly hit in
Longon calls on Health minister
Left-ruled Kerala and Tripura while Left activists partly halted rail and road traffic in Bihar. The protests in West Bengal were dominated by chief minister Mamata Banerjee, who vowed to oust Prime Minister Narendra Modi from politics. “I appeal to everybody, take a vow -- either I will die or live, but remove Modi from politics. There is no place for dictators like you, Modi babu,” Mamata told a massive rally in Kolkata. She asked Modi to take back his “disastrous decision” of banning Rs 500 and 1,000 notes, saying it had caused widespread misery and some 80 deaths in the country.
This is it!
Normal life was crippled in Tripura in response to a 12-hour shutdown called by the Left that shut government and private offices, educational institutions and shops. The shutdown appeared to be total in Kerala. Only private vehicles plied, offices saw minimal attendance and normal life was crippled. In Kerala too, banks were allowed to remain open. The strike evoked a mixed response in Bihar. Normal life was hit in some rural areas, but urban areas were largely unaffected. Train and road traffic was disrupted in some places. The RJD and Congress did not join the shutdown

Nadda also reviewed various aspects regarding establishment of Nagaland Medical College and Tertiary Cancer Care Centre in Kohima. In his tweet, Nadda said: “Met Sh. P. Longon, Health Minister of Nagaland. Discussed pivotal issues concerning the expansion of National Health Mission in #Nagaland”. “Reviewed the matters relating to establishment of Nagaland Med. College & Tertiary Cancer Care Centre at Kohima,” he wrote in the microblogging site. Harminder Singh Mintoo
NEW DELHI, NOV 28 (AGENCIES): In a swift operation, chief of Khalistan Liberation Front (KLF) militant outfit Harminder Singh Mintoo was arrested here last night within hours of his escape from Nabha jail in Punjab, with Delhi Police saying he was planning to flee abroad, to Malaysia or Germany. However, high alert continued in Punjab, Haryana and Delhi as about 12 armed dreaded fugitives are still at large. Two cars used
by them in the escape have been found in Haryana’s Kaithal district. 48-year-old Mintoo was nabbed from Nizamuddin railway station’s parking area, marking the second arrest in the sensational jailbreak case of yesterday morning in which 8 people stormed the prison to free six inmates. Earlier, Parminder alias Penda was arrested yesterday in Shamli district of UP, few hours after the jailbreak. Mintoo, accused in 10 terror cases, was in touch with terror groups in Pakistan, Punjab DGP Suresh Arora said. Mintoo was carrying a sophisticated semi-automatic pistol along with six live cartridges when he was arrested, Arvind Deep, Special Commissioner of Delhi Police’s Special Cell, told reporters.

but staged protests. The JD-U of chief minister Nitish Kumar kept itself away from both the strike and demonstrations. In New Delhi, the Congress described the demonetisation as the “biggest scam in independent India” and asked Modi to apologise for the “mess” he had created. Spokesperson Randeep Surjewala said “Modi has brought the entire country to a standstill and demonetised the whole country”. In Chennai, police arrested DMK leader M.K. Stalin, state Congress President S. Thirunavukkarasar and CPI-M leader G. Ramakrishnan along with their supporters. But life was oth-
erwise normal in the state. Delhi Chief Minister Arvind Kejriwal said the scheme had flopped vis-avis its stated objectives. “The entire scheme is a flop,” he said, adding Modi’s ego had put the entire nation into misery and pushed back the economy by a decade in just 20 days. The ‘Bharat Bandh’ evoked little support in Uttar Pradesh, where both the BSP and the ruling Samajwadi Party are bitter critics of demonetisation. Samajwadi Party workers protested on rail tracks in Allahabad and Kanpur. “The BJP says the opposition has called a Bharat Bandh but the fact is the BJP itself has done a Bharat Bandh by demonetising high currency notes,” BSP leader Mayawati said. In Odisha, opposition activists staged noisy protests in many cities and towns. But the ruling BJD has welcomed the demonetisation move. Led by Congress vice president Rahul Gandhi, leaders from the Congress, CPI-M, CPI, DMK and RJD protested outside Parliament. Both Rajya Sabha and Lok Sabha were again adjourned on Monday.

The party workers were seen holding placards and some of which read-- “Monetise Rs.5001000 notes,” “Allow schools and hospitals to accept all notes,” and “Open service bank in rural areas” etc. NPCC members hit out at Prime Minister Narendra Modi-led government for its “disastrous” demonetisation move which they

said had brought untold sufferings especially to the common man. The speakers also took a dig at the BJP government, not only for rendering Rs.1000/500 notes illegal, but also for the conspicuous lack of planning and execution. The whole process has created chaos in every part of the country resulting in the deaths of many. Insufficient lower de-
nomination notes, non-availability of ‘change’ for Rs. 2000, lack of banking facilities in rural areas, inability to purchase essential commodities due to withdrawal limits etc were, among other things, some of the concerns raised by the speakers. NPCC president K. Therie in his address lambasted the move saying it was a “disaster” which has burdened the common pub-
lic in numerous ways. He accused Modi of failing to fulfil his election promises on the issue of black money and added that demonetisation was just a sham to cover up his unsuccessful attempts to bring back black money from offshore accounts. Therie maintained that no person in their right mind would implement such “egoistic diktat” which

He however acknowledged that adopting IT and e-governance at the initial stages would be difficult since it requires changes in working system. Minister Transport, IT&C P. Paiwang Konyak highlighted the achievements of the department and said the core infrastructure project under the national e-governance Plan (NeGP) being implemented by the department consists of the state data centre, state wide Area Network, State Portal & state delivery gateway, capacity building and common service centre. Sources informed that OPD complex and main hospital project come under the North Eastern Council (NEC) and based on that new construction was approved by the Central government. Sources maintained said that unless the demolition was carried out soon the time period of the project would also elapse. Pointing out that the old building was ill-defined in its structure, sources said it should therefore be demolished so new construction could be taken up at the earliest.
Sources also expressed concern that unless the old building was demolished, it would continue to be used as a hub for anti-social activities like public littering and immoral activities. It may be mentioned that the new complex constructed under NEC project consist of clinical laboratory, laboratory for RNTCP, biochemistry laboratory, antiretrovirus and MRT. The ground floor comprises of X ray room, ultra sound, ECG, MO emergency room, nurses duty room, four casualty rooms, dispensary room etc.

has not just inconvenienced the common man but has caused deaths in several cases. Therie also took a jibe at the leadership acumen of Modi, saying “he should know that black money is not with common people but with people in position-- big corporations, mafias etc.” Therie also termed Modi’s ‘cashless society’ slogan a ridiculous proposition pointing out how very few shops in Nagaland accept cards. Later, a representation signed by NPCC president and party workers addressed to the President of India was submitted through Deputy Commissioner’s office, Dimapur. Meanwhile, Kohima District Congress Committee also staged a rally in Kohima and later submitted a memorandum to the President of India through DC Kohima.

NTC while enclosing a copy of the Gauhati High Court’s judgment and order to chief secretary highlighted some important issues considered by the Court in the interest of the parties. It reminded on the Para 16 of the Judgment and Order, which the court had noted the jurisdiction and powers of SVC (resolution dated 9/4/1976), to enquire into the complaints of corruption, misconduct, and lack of integrity or other kinds of malpractices or misdemeanours on the part of public servants including members of All India Services. Similarly, at para 17 of the order, the court stated that the State respondents have not modified the meaning of public servant “which runs contrary to the statute”.
