Hornbill Festival meant to promote and protect rich Naga culture: CM
NEW DELHI/MUMBAI, NOV 25 (PTI): The Supreme Court is set to pass an order on Tuesday on the issue of a floor test in the Maharashtra Assembly to ascertain whether chief minister Devendra Fadnavis enjoyed majority, as the BJP and the Shiv SenaNCP-Congress combine sparred over their claims of support. The order will be passed at 10.30 am on Tuesday, the court said on Monday, giving the shaky 3-day-old Maharashtra government a breather. The dramatic turn of events that led to the return of BJP’s Fadnavis as chief minister on Saturday propped up by NCP’s Ajit Pawar after the latter’s revolt against the Sharad Pawarled party also echoed in Parliament with the Congress and other opposition members creating a ruckus. Ajit Pawar, the nephew of Sharad Pawar, was made the deputy chief minister. Both the Lok Sabha and the Rajya Sabha were adjourned several hours ahead of schedule in the wake of unrelenting protests by the opposition members.
The order by the apex court bench comprising justices NV Ramana, Ashok Bhushan and Sanjiv Khanna came after a 80-minute hearing on a petition by the 3-party combine against the governor’s decision to invite the BJP to form the government and swearing in Fadnavis and Ajit Pawar

In an unpredecented action in Indian politics, the Shiv Sena-NCP-Congress combine on Monday organised a public parade of their 162 supporting MLAs in a bid to disprove the claims of 170 legislators made by the BJP and its ally Ajit Pawar. Besides the enthusiastic 162 MLAs of the three “Maha Vikas Aghadi’’ partners, top leaders of all three parties like Sharad Pawar, Supriya Sule, Praful Patel and Nawab Malik, Jitendra Awhad (all NCP), Uddhav Thackeray, Aditya Thackeray, Eknath Shinde, and Sanjay Raut (all Shiv Sena), Ashok Chavan, Prithviraj Chavan and Mallikarjuna Kharge (Congress) and others were present. Abu Asim Azmi of the Samajwadi Party was also at the parade.
D I M A P U R , N OV 2 5 (NPN): Combined Technical Association of Nagaland (CTAN) has demanded termination of “illegal appointees” (30 SOs grade-II, 7 Draftsmen and 7 surveyor) under Nagaland Public Works Department (NPWD), who were appointed between July 6, 2016 and August 10, 2018. CTAN through its media cell stated that the Civil Engineers Association of Nagaland (CEAN) had on February 7, 2019 submitted a representation with the name lists requesting the department for termination of illegal backdoor appointees of SO Grade-II, Draftsmen and Surveyor dated with 30 days from the submission of representation. H o w e v e r, C T A N said that the appeal of the CEAN has not been acknowledged yet, adding
as the chief minister and the deputy chief minister respectively. The Sena-led combine pressed for an order for carrying out the floor test on Monday itself, which was opposed by Fadnavis and Ajit Pawar. The BJP is the single largest party with 105 MLAs
that there has been no official notification from the side of the department on the issue. CTAN claimed that the posts of nine SO grade-II, which was advertised vide notification NO.NPWD/EIN-C/DRB/90/2019 dated November 23, 2019, was for the existing vacancy and not as demanded by CEAN when the said representation was submitted. CTAN has, therefore, appealed to the responsible department to acknowledge the demand made by CEAN. It also requested the department to hold the departmental exam for the post of SO grade-II till the demand of CEAN was met. CTAN has further appealed to all the departments to restrain from conducting any departmental exams till the SSB was fully functional.
Anti-Corruption Bureau (ACB) on Monday closed investigations in some of the cases pertaining to the infamous “irrigation scam” in the Vidarbha Irrigation Development Corporation (VIDC) when it was headed by deputy chief minister Ajit Ajit Pawar Pawar, officials said here. ACB has shut the investigations into at least nine cases in which Ajit Pawar was allegedly involved, though it is not clear if he was directly named, on the first day of the new government taking office on Monday, 48 hours after it was sworn in early on Saturday. However, DG of Maharashtra Anti-Corruption Bureau Parambir Singh said today that “none of these cases closed today pertain to Ajit Pawar”.
in the 288-member state assembly followed by the Shiv Sena (56), NCP (54) and Congress (44). The majority mark is 145. The Centre told the apex court that the BJP had the support of all 54 NCP MLAs to form a government and asked for two to three days to reply to the plea against Governor Bhagat Singh Koshyari’s decision. After perusing Koshyari’s letter inviting Fadnavis, the bench said it has to be decided whether the chief minister enjoyed majority on the floor of the House. Appearing for the Shiv Sena, senior advocate Kapil Sibal countered the BJP by
NEW DELHI, NOV 25 (PTI): The Centre on Monday reviewed the security situation in the Northeastern states which have witnessed protests in the past few weeks over the move to amend the Citizenship Act to grant Indian nationality to non-Muslims from Bangladesh, Pakistan and Afghanistan, officials said. Heads of state intelligence agencies of all Northeastern states, Assam Rifles and paramilitary forces attended the meeting which was chaired by National Security Advisor Ajit Doval. The meeting, convened by the National Security Council Secretariat, which is headed by Doval, analysed the intelligence inputs coming from the ground with regard to opposition to the Citizenship (Amendment) Bill, a security official said.
saying the combine has affidavits from 154 MLAs and the BJP should be asked to prove its majority within 24 hours if it has the numbers. Though the deadline for proving majority has not been brought on judicial record, Solicitor General Tushar Mehta, appearing for the Centre and the Secretary to the Governor, and senior advocate Mukul Rohatgi, appearing for Fadnavis, said the Governor had given 14 days time. In Mumbai, leaders of the Shiv Sena, NCP and the Congress submitted a letter to the governor, reiterating their claim that they have the required numbers to form a government.
The top officials gave detailed presentations on the findings of their respective organisations about the protests and people’s approach towards the proposed legislation. The bill seeks to amend the Citizenship Act, 1955 in order to grant Indian nationality to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who come to India after facing religious persecution in Bangladesh, Pakistan and Afghanistan even if they don’t possess proper documents. This was an election promise of the BJP in the 2014 and 2019 Lok Sabha polls. A large section of people and organisations in the Northeast have opposed the bill, saying it will nullify the provisions of the Assam Accord of 1985, which fixed March 24, 1971 as the cut-off date for deportation

KOHIMA, NOV 25 (NPN): Nagaland chief minister Neiphiu Rio said Hornbill Festival was meant to promote and protect rich cultural heritage of the Nagas, besides preserving their age-old traditions. Speaking during inauguration of renovated Angami morung at Naga heritage village at Kisama here on Monday evening, Rio observed that the festival attracted lots of local and international tourists, besides VVIPs, where tribes of Nagaland displayed their rich culture and traditions. He said all the tribes made respective morungs at Kisama to showcase their rich culture and traditions to the tourists coming from outside. Stressing on morungs, the chief minister explained that these were community houses highlighting different characteristics of different tribes. He said the Angami morung was constructed with the contribution of Angami legislators from LAD fund, even as he encouraged other community legislators to also contribute to their respective morungs. Rio expressed the
of all illegal immigrants irrespective of religion. The Congress, Trinamool Congress, CPI(M) and a few other parties have been steadfastly opposing the bill, claiming that citizenship can’t be given on the basis of religion. The BJP-led NDA government had introduced the bill in its previous tenure and got the Lok Sabha’s approval. But the government did not introduce it in the Rajya Sabha, apparently due to vehement protests in the Northeast. The bill had lapsed following the dissolution of the last Lok Sabha. As per the earlier bill, those who have entered India on or before December 31, 2014, are eligible to get the benefits after it becomes an act. There is a possibility of changes in the cut-off date too, another official said.

hope that a morung would continue be a place of enjoyment and blessings, besides promoting and upholding the identity of “our community”. He remarked that whoever visited a morung during the Hornbill Festival would be the ambassador for the Nagas. Admitting that Nagaland still had a long way to attract tourists, he said constructing morungs could be a step forward towards promoting tourism. He encouraged the gathering to make Nagaland the “real land of festivals” that promoted peace, harmony and development. The morung was dedicated by Rev Keviyiekielie Linyü and the traditional blessing invoked by Neisa Thol. The programme was

Reacting to a press note issued by defence PRO Lt Col Sumit Sharma that “covert recruitment racket” of NSCN (I-M) was busted in Mon on November 21, which appeared in local dailies, the organisation claimed that ever since the Naga political movement started more than 70 years ago, the passion to serve the Naga nation had been growing steadily and spontaneously among Naga youth because the Indo-Naga political issue mattered to them. According to NSCN (I-M), the issued mattered to the youth because it was a question of redefining

Nagas’ political identity, their historical and political rights, and thus a question of Nagas’ pride as a nation. This was the reason why young people, irrespective of their education level, continued to be motivated to find their way to NSCN camps and other political groups, it added. Terming PRO’s statement as “misplaced” and that it went against the historical right and reality as testified in the past many years, NSCN (I-M) asserted that Naga people’s zeal to serve the political cause of Naga nation should not be “undermined and contaminated” in such a manner. “The sanctity of the dearest Naga political issue will stand strong to inspire Naga youth, no matter how much effort is put in by Assam Rifles and Indian Army personnel to give a different colour,” a statement issued by NSCN (I-M) added.
India’s economy in shambles under BJP govt: Cong Rio, Patton inspect Sanuorü bridge works Staff Reporter D I M A P U R , N OV 2 5 (NPN): Accusing the BJPled government at the Centre of selling India’s interest at every step and bartering country’s financial independence and economic stability, the grand old party Monday said that country’s economy lay in shambles today. Addressing a press conference organised at Hotel Saramati here as part of party’s nationwide protest over unemployment, economic slowdown, agrarian distress and the Regional Comprehensive Economic Partnership (RCEP) agreement, the All India Mahila Congress (AIMC) general secretary Bismita Gogoi said that job creation was in “coma” as economic and agriculture growth remained in the “ventilator.” “Sinking economy, shrinking savings, shutting

down of businesses and spiralling bank frauds reflect the sad state of affairs of Indian economy under BJP government,” she said. Even as the government deciding not to join the RCEP, Gogoi expressed apprehension that BJPled government could join RCEP and betray the country leading to the economic downfall of the country. Calming that BJP government has turned India’s “demographic dividend” into a “demographic disaster”, AIMC general secretary pointed out that as per
National Sample Survey Office (NSSO) data unemployment was at a 45-year high and still climbing. Also, citing Centre for Monitoring of Indian Economy (CMIE) data, she said that unemployment rate stood at 8.19% as in August 2019 highest ever. Describing the state of education as “even more dismal”, Gogoi said that 74% of youth between the age of 18-23 years did not go to college. “Even worse, only 2.5% colleges in India run a Ph.D programme,” she said citing 8th Annual
All India Survey on Higher Education 2018-19, Ministry of HRD. She accused the BJP government of demolishing the educational edifice and employment avenues for the young in the country. Holding BJP government responsible for “deep financial distress” in the Indian economy, AIMC general secretary said GDP growth was lowest in six years and new private investments have hit 16-year low. Besides, she said that industrial growth has shrunk to 1.1% in August 2019, growth in capital goods was -21% (negative) since February 2013 and Bank’s NPAs were already Rs.800,000 crore. “To add to the financial woes, the Central government’s Gross Tax Reenue for 2019-20 are likely to see a shortfall of Rs.200,000 crore,” Gogoi said. KOHIMA, NOV 25 (NPN): Nagaland chief minister Neiphiu Rio and deputy chief minister Y Patton and others inspected the ongoing construction of the four-lane arch bridge over Sanuorü river on Monday morning. Estimated to cost Rs 20 crore, money is, however, yet to be released to the contractors though the work order was issued 13 months back. Though Rio insisted that the subway should be opened for the citizens as there were many complaints, officials of the department concerned and the contractor refused as opening the subway would hamper the construction work. But despite non-release of any money, contractors KC Angami and Vilelie Khamo assured the chief minister that by MarchApril 2020, the two-lane
road would be completed while the four-lane would be completed and handed over to the government before the 2020 Hornbill Festival. Talking to Nagaland Post, the chief minister regretted that even after knowing the requirements for road maintenance, his government could not take up work due to non-availability of resources. On maintenance of the alternative Jotsoma bypass-Peducha road leading to the State Capital, he said the requirement was well-known, but the government was unable to maintain it due to lack of funds. Pointing out that too many heavy trucks plied on the Peducha road, he said the government was working out modalities for imposing load limits on the road. Admitting that the Centre had declared many roads in the State as national highways and was providing
funds for new roads, he said the biggest challenge was getting funds for maintenance of roads. Rio claimed that the State government was working on headquarter roads, adding there were contractors capable of carrying out such works. Meanwhile, contractors Angami and Khamo informed this correspondent that they started the work as they wanted to set an example to the people and fellow contractors as in many cases the contractors refused work or left it incomplete due to non-release of payment. The duo claimed that they had spent over Rs 8 crore on the project in the last 13 months. On the other hand, department officials said that Jotsoma bypass was included in the headquarter road maintenance project, adding that DPR had already been submitted to the ministry. K Y M C
