At least four northeastern rebel groups - National Socialist Council of Nagaland (Khaplang), National Democratic Front of Bodoland (Songbijit), United Liberation Front of Assam (Independent) and Kamatapur Liberation Organization-- have formed a rebel coalition United National Liberation Front of Western Southeast Asia in the remote jungles of Sagaing, from where they have launched attacks on Indian forces at regular intervals. After one such raid in June 2015, in which 17 Indian soldiers were killed, Indian para-commandos attacked a rebel base inside Burmese territory. Subsequent surgical strikes by Indian forces have also been launched on a pro active basis. Indian and Myan-

CHUKITONG/ WOKHA, NOV 7 (NPN): Nagaland Home minister, Y. Patton on Tuesday said if all negotiating Naga Political Groups (NPGs) and the Government of Y. Patton (NP) India (GOI) were to agree to an amicable solution to the decades-long Indo-Naga political issue, then a solution to the issue would be better than Assembly elections scheduled early next year. Addressing a big gathering of Chukitong Range Tokhü Emong festival participants at local ground, Chukitong under Wokha district as chief guest, Patton further appealed to all the Lothas to unitedly extend full cooperation to any such solution, if it were to materialize. Extending festival greetings to the capacity crowd, the Home Minister said Tokhü Emong was a time for coming together through forgiveness and forgetting of past acrimony. “And, therefore, keeping in mind the festive spirit, I will not talk about politics. We will talk about politics later,” he added. Patton also advised the three ranges under his constituency (37 Tyui) to rotate the celebration of Tokhü Emong every year in order to foster the spirit of unity and friendship amongst people from the (Cont’d on p-8) three ranges.

B.D. Mishra (retd) and chief minister Pema Khandu. Assam Rifles troopers are guarding the unfenced India-Myanmar border, of which 520 km of the 1,643km border is in Arunachal Pradesh. NEW DELHI, NOV 7 (AGENCIES): India on Tuesday successfully flighttested its indigenous Nirbhay (the fearless) land-attack cruise missile, which can deliver nuclear warheads to a strike range of 1,000-km, after a string of failures since March 2013. The development is significant because the armed forces have long been demanding nuclear land-attack cruise missiles (LACMs), with ranges over 1,000-km and versatile enough to be fired from land, air and sea. Often brandished as India’s answer to the famed American Tomahawk missiles, as also an effective counter to Pakistan’s Babur LACM, the Nirbhay had been in the making for a decade without much success till now. The sub-sonic missile, designed to carry a 300-kg nuclear warhead, had failed during its first test in March 2013. Though the second test in October 2014 was a partial success, the third and fourth tests in October 2015 and December 2016 also flopped, leading to talk that the project may have to be scrapped.

MP, Neiphiu Rio on Tuesday said that “decades old Naga struggle was not a failure but a success story.” “The recognition of the uniqueness of Naga history, culture, identity Neiphiu Rio (DIPR) and tradition was a great achievement and that when our issue is recognised as a political issue, it is time to come together, take what is available and practical,” he said this while speaking as the chief guest at the Tokhu Emong celebrations at the public ground, Wokha. According to a press note, issued by press secretary to MP, Rio said that he along with the state cabinet led by chief minister, T.R. Zeliang recently met with the representatives of the Prime Minister’s Office, Union Home minister, Interlocutor, National Security Adviser, NSCN (I-M) leadership, and the Working Committee of the six NNPGs at New Delhi. While congratulating both NSCN (I-M) and the Working Committee for undertaking the dialogue with the Government of India, Rio said it was a good beginning and urged the Nagas to pray and support the peace efforts. “If we are integrated emotionally, socially, culturally and politically, a day will come for the Nagas to come together. So I would say this is a good beginning and therefore let us continue to pray,” Rio (Cont’d on p-8, more on p-3) stated.

NEW DELHI, NOV 7 (AGENCIES): A public health emergency was declared in New Delhi Tuesday as a choking blanket of smog descended on capital city. mar army have launched cross border strikes against trans-border rebel groups since 2004 , but only in hot pursuit over a thick jungle hill border where boundary demarcations are difficult to understand. Myanmar army has not been able to concentrate on these anti-Indian rebels because of their diverse counter insurgency commitments, but apparently India’s strong support to Myanmar on the Rakhine issue is now been reciprocated by the Tatmadaw. The statement was a reassurance to the centre, which is concerned about militant activity in the region. The senior Myanmar military officer said he hopes the two armies can continue friendly relations and peacefully resolve border issues.

tion, Dr. Roshan lamented the fact that the initiation age to tobacco in the region was much lower than in other parts of the country as young people – sometimes as young as just 15 years – started using tobacco products. Speaking on the occasion, Dr. Praveen Birur, Lead Specialist of Biocon Foundation and Professor of Dental School, Bangalore, proposed that schools be targeted to stop initiation of children to tobacco. He also stated that innovative health technologies should be developed so that even low-skilled health workers could operate them.
