Paradise Papers: 714 Indians on tax haven list
NEW DELHI, NOV 6 (IANS/AGENCIES): At least 714 Indians are named in documents leaked from two financial companies – Bermuda’s Appleby and Singapore’s Asiaciti – that help the rich and the powerful move their money abroad and invest it in 19 tax havens. The findings have emerged as part of the Paradise Papers released by the US-based International Consortium of Investigative Journalists (ICIJ), which was behind the Panama Papers made public last year. According to the report, India ranks 19th among 180 countries whose citizens and companies sheltered their wealth in secretive tax havens abroad. “In all, there are 714 Indians in the tally,” said the report in a front-page banner story done as part of a world-wide probe carried out by the International Consortium of Investigative Journalists (ICIJ). “Interestingly, it is an Indian company, Sun Group, founded by Nand Lal Khemka, that figures as Appleby’s second largest client internationally, with as many as 118 different offshore entities,” the report added.
No MNREGA Funds from Centre, states halt payments NEW DELHI, NOV 6 (AGENCIES): Payments under the Mahatma Gandhi National Rural Employment Guarantee Act have been frozen in 19 states as of October 31 this year. A report in IndiaSpend cites official government data and states that wages in Haryana have not been paid since August 31, 2017. In states like Jharkhand, Karnataka and Kerala, payments have not been made since September this year. Then there are states like Uttarakhand, Bihar, Tripura, Gujarat, Maharashtra where wages have not been paid since October. If the states and the number of workers enrolled are to be considered, the data reflect that over 92 million active MNREGA workers may not be getting their pay on time. The amount of wages to be paid amount to somewhere close to Rs 3,066 crore. The report attributes statement by NREGA Sangharsh Morcha here. The repor t fur ther states that the central government has not approved most payments for 20 days in March-April 2017, and around 8-% of such payments for May were not processed.

The revelations form part of the largest ever leak of financial data involving two companies, Bermuda’s Appleby and Singapore’s Asiaciti, which helped the global rich and powerful, including from India, to move their money abroad. The Express said that among Appleby’s Indian clients were several prominent corporates and companies which subsequently came under the scrutiny of investigating agencies like the Central Bureau of Investigation (CBI) and the Enforcement Directorate (EF). These include firms in the Sun-TV-Aircel-Maxis case; Essar-Loop 2G case; SNS-Lavalin in which Kerala chief minister Pinarayi Vijayan was named and then cleared; the Rajasthan ambulance scam which has
recently been routed to the CBI and which names a company called Ziquista Healthcare (Sachin Pilot and Karti Chidambaram were early honorary/independent directors of the firms respectively); and fresh financial links in a CBI case against YSR Congress chief Y.S. According to the Express, this cache of 13.4 million documents named “Paradise Papers” tumbled out 18 months after Panama Papers: both sets of data were obtained by the German newspaper Suddeutsche Zeitung. In India, as it did with Panama Papers, the report investigated these records - involving Indians and Indian entities -- for over 10 months to come up with the India findings which it said will be published in over 40 investigative reports beginning on Monday. The documents – named the Paradise Papers – have not mentioned any evidence of illegality yet. Nand Lal Khemka’s Sun Group, Appleby’s second-largest client with 118 different offshore entities, was also mentioned in the list, The Indian Express reported. Jindal Steel, Apollo Tyres, Havells, Hindujas, Emaar MGF, Videocon, the Hiranandani Group and
DS Construction are other major corporate names on the list. Several prominent companies under the scanner of the Central Bureau of Investigation and the Enforcement Directorate are also listed as Appleby’s clients. The Paradise Papers also shared information about United States Commerce Secretary Wilbur Ross’s business ties to a shipping company that is linked to Russian President Vladimir Putin’s inner circle, AFP reported. It also revealed Britain’s Queen Elizabeth II’s investments in tax havens.

A multi-agency group (MAG) probing the Panama Papers leak will look into the ‘Paradise Papers’ on financial holdings abroad that list a number of 714 Indian individuals and entities, official sources said today. The sources said the MAG, constituted in April last year to investigate the legality of money stashed in offshore entities by Indians named in the Panama Papers, would probe the latest disclosure made by the ICIJ.
‘Deranged’ gunman kills 26 worshippers in Texas church WASHINGTON, NOV 6 (IANS): A lone gunman carrying a military-style rifle opened fire on worshippers at a Baptist church in Texas killing 26 people in one of the deadliest mass shooting in the US state’s history, media reports said. The attack took place on Sunday morning in Sutherland Springs, a small town some 45 km southeast of San Antonio city. Law enforcement officials told The New York Times that the gunman was identified as Devin Patrick Kelley, 26, who died shortly after the attack. The cause of his death was being investigated. President Donald Trump, at a news conference on Monday in Tokyo, said that he thought “mental health” was the problem, reports The Washington Post. “Based on preliminary reports,” he said, the shooter was “a very deranged individual, a lot of problems for a long period of time”. Kelley started firing at the First Baptist Church shortly after the morning service began at 11 a.m., the police said. He was armed with a Ruger AR-556 rifle, and within minutes, many

In a press note, ACAUT media cell informed that the court while admitting the PIL on Monday, gave the respondents– chief secretary, Chief Minister’s Office, DGP, Food & Civil Supplies commissioner & secretary, director of Food & Civil Supplies, Commissioner of Police Dimapur, Union Ministry of Petroleum & Natural Gas and the Central Bureau of Investigation (CBI)– one month to file their replies. ACAUT said that the report of the Special Investigating Team (SIT), investigating the case, was
non-satisfactory and that the chief minister, T.R. Zeliang had also failed to keep his assurance made to the Coordination Committee on Fuel adulteration (CCOFA) to setup an independent inquiry committee. ACAUT further pointed out that the SIT had also failed to chargesheet the real kingpins. This compelled ACAUT and others to approach the court by filing a PIL, seeking further investigation by CBI under section 173 (8) of the CrPc, the media cell stated. According to the PIL, ACAUT stated that the “SIT was formed only to shield the corrupt officials of Food and Civil Supplies department and the politicians.” It also said that the real kingpins in the racket were not the few arrested non-locals.

KOHIMA, NOV 6 (NPN): Irked by the silence of Governor PB Acharya even after 11 days of protest by NPF central youth wing against the NLA speaker, Dr.Imtiwapang Aier, NPF legislator and spokesperson Yitachu, MLA said Nagaland was the only state in the country where a Governor had put the entire government machinery at risk. Speaking at the Civil Secretariat here, which has been the venue of the ongoing protest, Yitachu said the sitin was almost nearing a fortnight and yet the Governor was maintaining complete silence. Denouncing the alleged indifferent attitude of Acharya reflected in him not sending the letter of NPF Central Youth Wing to the President of India till Monday, Yitachu said if the Governor and Nagaland Legislative Assembly (NLA) Speaker could terrorise the Chief Secretary, then other officers stood no chance and asked whether this was the way to deliver good governance. DIMAPUR, NOV 6 (NPN): A construction worker was apprehended on Sunday for allegedly trying to rape a 15-yaer old girl in Dimapur. According to Dimapur Women police station personnel, the incident reportedly took place on Sunday at around 8.30 p.m., when the construction worker identified as one Aimur-ul Islam, allegedly molested and attempted to rape a 15-year old girl when she was alone at home. The accused was reportedly apprehended by nearby residents and handed over the women police station.
