GST rollback due to Guj polls: Chidambaram New Delhi, Nov 11 (IANS/AGENCIES): Former Finance Minister and Congress leader P. Chidambaram on Saturday took a dig at the government over the GST rollback in tax slabs, saying it took four months for commonsense to “germinate, flower and ripen into a fruit”. “Ministry of Finance must be complimented for ‘improving’ the macroeconomic situation in four months and 10 days!” Chidambaram said in a tweet. “Four months and 10 days is the time taken for commonsense to germinate, flower and ripen into a fruit,” the Congress leader said in another tweet. The former Finance Minister’s remarks came a day after the GST Council removed 178 items from the highest 28% category. KVYO irked by shifting of Hornbill rock festival venue

D I M A P U R , N OV 1 1 (NPN): Shocked by the state government’s purported decision to shift the “Hornbill Rock Festival” to Dimapur citing security reasons, Kohima Village Youth Organization (KVYO) on Saturday threatened to ban all Hornbill functions in Kohima. In a press note, KVYO president, Medozhatuo Rutsa, and general secretary, Ruokuoneitso Kire, warned that in the event the government shifted the venue from Kohima city, it would be compelled to ban all night activities in Kohima city, during the Hornbill festival. While reminding that the Hornbill events were confined only in Kohima without any security threat for years, KVYO, in this regard, sought to know from the government at which venue were there security lapses. Any decision to shift the event would deeply hurt the denizens of Kohima city, it said, adding “Kohima city belong to the Naga people, though Kohima village has graciously donated its land for the state capital city.” Clarifying that it was not opposed to spreading Hornbill festival to other districts, KVYO, however, said that government citing security reasons was “unreasonable and unbecoming”.

“Thank You Gujarat” after Finance Minister Arun Jaitley announced a big overhaul of new national tax GST on Friday. Hinting that the BJP government has timed the GST rate review with an eye on next month’s crucial elections in Gujarat where small traders are upset over the new tax, Chidambaram said “...Your (Gujarat) elections did what Parliament and common sense could not do.” After a day-long GST council meeting with state finance minister in Guwahati, Jaitley said that only 50 items will remain in the highest tax slab of 28 %, with 178 others moved to

the 18% bracket from November 15. Prime Minister Narendra Modi called the decisions “people-friendly and people-centric”. Crediting his party the Congress for pushing for GST Rate cut, Chidambaram said “Congress is vindicated. I am vindicated. The merit of capping GST at 18% is now recognised.” Taking a jibe at the Modi government, Chidambaram said in a tweet the government has “learned its lesson” albeit late. “4 months and 10 days is the time taken for commonsense to germinate, flower and ripen into a fruit.” Earlier on July 6, Chidambaram maintained that the Modi government’s GST was “very, very imperfect” and cannot be called “one nation, one tax” as it has seven or more rates. He had stated that the Congress will press for a reduction in tax rates and demand a cap of 18 %, besides seeking to bring petroleum, electricity and real estate under the new tax regime.

D I M A P U R , N OV 1 1 (NPN): Angami Public Organization (APO) on Saturday declared that it would “not allow any kind of protest, agitation or disruption under its jurisdiction during the festive season.” In a press note, APO general secretary, Keviselie Lhousa and press secretary, Khriekhotuo Mor said that the declaration was made keeping in mind the interest and welfare of the society. With the upcoming International Hornbill Festival-- to witness both international and domestic tourists, as well as Christmas and New Year festive season where people from all walks of life, particularly simple villagers would be doing their shopping, APO said “we must open our hearts and our hearths to our visitors without any disruptions.” APO was confident that “this call would be heeded without any malice and extend cooperation for the benefit of all.” Further, APO said it was seriously concerned by the massive environmental devastation that had been unleashed through earth cut-

ting and construction of the four-lane along the whole stretch of the highway and surrounding areas. While appreciating the efforts of developing the highway, APO however expressed regret that the process of construction seemed to have been undertaken without considerations of environmental impact causing total chaos. “The ramification of callous and horrendous nature of implementing the project is endangering the public,” APO stated. Therefore, APO has warned the concerned firm and the state government agency that it would not tolerate any kind of compromise to public lives and properties. In this regard, APO has asked the concerned authorities to immediately initiate effective mechanism to mitigate the dismal situation. APO cited the example of the ongoing highway construction carried out by a local contractor “competently and effectively between PHQ junction to New Police Reserve Phesama without disrupting public convenience.”

D I M A P U R , N OV 1 1 (NPN): Close on the heels of NPRAAF’s revelation that Finance department had on July 13, 2017 released Rs 8.98 crore to department of Planning & Coordination (P&C) for providing financial assistance to 41 unnamed beneficiaries, the Network of Nagaland Drug & AIDS Organisation (NNagaDAO) condemned the department of planning & coordination and its officials for failing to furnish those names. In a press release, NNagaDAO president and Kripa Foundation director, Abou Mere, demanded that the responsible department officer be made accountable in the event of failure to furnish names. It said the government should take action against the responsible officer for negligence and financial resource loses meant for development. Expressing concern over non-adherence to the finance ministry’s directive in implementing PFMS, the NNagaDAO has appealed to the government to direct all departments and implementing agencies to immediately use PFMS.

IMPHAL, NOV 11: Manipur civil society organizations (CSOs)-- All Manipur United Clubs’ Organization, United Committee Manipur and the Committee of Civil Societies Kangleipak on Saturday informed that the CSOs would be organizing a “one day open political dialogue on the possible outcome of framework agreement in the context of Manipur’ on November 18. Talking to media persons, United Committee Manipur president Elangbam Johnson maintained that even though government of India had repeatedly assured that any solution to the Naga problem would not affect the territorial integrity of Manipur, there was the need for a united stand of the people of the state. Johnson said people of Manipur had been demanding Centre to produce a white paper on the framework agreement signed on August 3, 2015 between the Government of India and NSCN (I-M). While appreciating

the sincere efforts being made by both the parties towards establishing lasting peace in the region, Johnson however said that “any attempt to infringe upon the territory, history and administration of Manipur based on ethnicity would not be tolerated.” He reminded that the Manipur CSOs had also made its stand clear in the six-point memorandum submitted to the interlocutor for Naga talks, R.N. Ravi. In this regard, Johnson appealed to the people from all works of life to take part in the scheduled open dialogue to give their suggestions on what civil society organizations can do and what Manipur government ought to do. The open dialogue has been initiated in the wake of several rumours doing the rounds that there was possibilities of signing the final agreement between government of India and NSCN (I-M) by December 2017 end or before the Nagaland general assembly elections scheduled to be held in February-March 2018.

DIMAPUR, NOV 11 (NPN): While lauding Dimapur Commissionerate Special Branch (DCSB) for the recent arrest of five persons allegedly involved in generating fake Aadhaar cards in Dimapur Central Nagaland Tribes Council (CNTC) has asked the state government to review Aadhaar. According to CNTC Media Cell, the government was questioned on whether it would legalise or nullify those thousands of fresh applicant Aadhaar cards made by using fictitious documents, which were issued mostly to many suspected illegal immigrants from the neighbouring state of Assam. CNTC said the seized Aadhaar cards from those illegal racket centres be annulled and invalidated and also demanded that all other Aadhaar cards made before in the state be thoroughly examined. “We would want

to see the chief minister and the home minister do their part as the police have been doing their part with the best of their ability,” CNCT stated, adding that coordinated efforts should come from all sections as both of them had said accordingly. Further, CNTC suggested that both the chief minister and the home minister should also coordinate with their counterparts of Assam otherwise lakhs of illegal immigrants would be legalised and claim to be a citizen of India from those fake Aadhaar cards made in Nagaland state. Meanwhile, the CNTC has also appealed to all colony GBs, chairmen and respective councils to be vigilant and watchful of those activities in their localities and inform the police to take punitive action against those miscreants involved in such illegal activities.

DIMAPUR, NOV 11 (NPN): Taking serious note of the state cabinet’s proposal to purportedly regularise hundreds of backdoor appointees, during its meeting held at CM’s office on Saturday, ACAUT has warned the stated government that it will be charged of contempt of court if it chose to ignore the Gauhati High Court, Kohima bench stay order dated July 28, 2017. ACAUT media cell pointed out that the matter was amongst the various agendas tabled before the cabinet meeting held on November 11. Though the outcome of the meeting was yet to be known, ACAUT reminded that the court had already stayed the contentious OMs dated 4.8.2008 and 11.8.2016 allowing the government to regularise all backdoor appointments after three years of service. ACAUT therefore demanded that the Cabinet issue an immediate clarification with regard to the status of sl. nos. 10, 16, 22, 23, 26, 27 and 39 of the Cabinet memo pertaining to regularisation of backdoor appointments. “In case the Cabinet has already regularised the appointees, such will be nothing short of killing the future of thousands of Naga youths for which the chief minister and his cabinet colleagues will have to bear eventual consequences,” ACAUT stated. It may be recalled that the writ petition was filed by the ACAUT and PSAN challenging backdoor appointments made after June 6, 2016.

1st fem-pop bypass surgery performed Staff Reporter

D I M A P U R , N OV 1 1 (NPN): For the first time in Nagaland, a team of doctors performed femoro-popliteal (fem-pop) bypass surgery at Faith hospital here on Friday. The surgery was performed by a super specialist surgeon MCh (vascular surgery), Dr. Saravanan Balachandran, and two surgeons of Faith hospital. Speaking to media persons after performing the surgery, Dr. Wotsa said that surgical procedure lasted for five hours. He said the patient was a 24-year-old male who was suffering from Beurger’s disease (Thromboangitis obliterans). Dr. Balachandran said the patient’s complaints started four years back when would feel pain while walking for a short distance. Slowly, the distance he could walk was reduced and soon he gave up schooling be-

cause he could no longer walk, said the doctor. It was learnt that when they met the patient for the first time, he was unable to even sleep because of the pain, a condition known as rest pain (pain in the legs even when a patient is at rest) with non-healing ulcers in the left leg. CT angiogram revealed blockage of artery in the thigh. A “femoro-popliteal bypass” was planned and a great saphenous vein was harvested from the legs and

the blocked segment of artery was bypassed, thereby restoring blood flow to the lower legs. Giving a brief description of the disease, Dr. Balachandran said that peripheral vascular disease was a disease of blood vessels of the upper and lower limbs which reduced blood flow causing pain, non-healing ulcers and ultimately progressing to gangrene. He further informed that without proper treatment, the patient would resort to amputation.

DIMAPUR, NOV 11 (NPN): Echoing the concern raised by the DAN delegation to the Central leaders recently “for solution before Christmas”, advisor Urban Development, S.I. Jamir on Saturday said that the current Nagaland Legislative Assembly was ready to be dissolved if solution was arrived at before Christmas or the 2018 Assembly polls.

Talking to Nagaland Post on the sidelines of the golden jubilee celebration of Government Middle School Zeliangrong village Dimapur, Jamir said it would not be appropriate for solution to be declared after elections are held due to various factors. Chizami VEMB clarifies to Power deptt D I M A P U R , N OV 1 1 (NPN): Reacting to power department’s list of top 100 defaulting SPM villages, the Chizami Village Electricity Management Board (VEMB) has clarified that the village strictly followed VEMB rules laid down by the government. In a press release, Chizami VEMB chairman, Wekupe Chirhah, stated that collection of revenue bills were done on monthly basis and never defaulted in the past years. However, it said the department for several months has not provided the log book in spite of several appeals, which has resulted in delayed payment. VEMB also asked the department to clarify whether it would provide log book or to allow VEMB manage by itself. K Y M C
