D I M A P U R , N OV 1 8 (NPN): Heeding to the call of the North East Forum for Indigenous People (NEFIP), the Joint Committee for Prevention of Illegal Immigrants (JCPI) has announced an 18-hour Nagaland bandh from 6 p.m. on Tuesday to 12 noon on Wednesday in protest against the Centre’s announcement to table the controversial Citizenship Amendment Bill (CAB) in Winter Session of Parliament. The development follows NEFIP decision to resume its agitation against the CAB and authorising federating State bodies to decide the mode of agitation. Talking to Nagaland Post, JCPI secretary Tia Longchar said the committee has appealed to all owners of shops and business establishments to voluntarily down their shutters as a sign of protest. He said schools and colleges having exams, medical emergencies, wedding etc. have been exempted from the purview of the bandh. However, there was no mention of restriction on vehicular movements. Since JCPI will not be deploying volunteers to impose the bandh, Tia said
DoTE notifies training institutes
D I M A P U R , N OV 1 8 (NPN): Directorate of Te c h n i c a l E d u c a t i o n (DoTE) Monday notified the commercial training private institutes within Nagaland and centres running computer/hardware courses and IT related courses not to award ‘Diploma’ certificate without the approval of the All India Council for Technical Education (AICTE) New Delhi. Technical Education department also stated that training duration less than 3 years shall not be granted further extension to run the institute and the students obtaining certificates from such institute shall be treated as null and void. Stating that orders have been issued to such institutes to adhere to the norms and guidelines, the department, however, said that there were many institutes still running the courses by awarding “Diploma” in the certificates, which cannot be used until and unless it was recognized by All India Council for Technical Education (norms & guidelines). Further, the department stated that training duration less than three years can use the word “Certificate Course” and not as Diploma.

this was a clarion call to the people of Nagaland to extend solidarity and stand up against Centre’s move to push the controversial Bill. And once this contentious Bill becomes an Act, it would forever change the demography of the entire North-eastern States where indigenous population would become a minority in their own land like Tripura. Therefore, JCPI convener K Ghokheto Chopi and secretary Tia Longchar in a press note explained that it had decided to announce a Nagaland shut-down. JCPI urged all citizens of the State to extend full cooperation and bear with the inconveniences thus caused by suspending all normal activities and engagements to give a collective message to Centre to withdraw the controversial CAB. Meanwhile, an emergency meeting of Kohimabased tribal hohos and CSOs held at Red Cross Complex, Kohima on Monday in the wake of the Centre’s “adamant” attitude to introduce CAB unanimously decided
to extend full cooperation to NEFIP and JCPI’s call for total Nagaland shutdown. According to the organisations, the bandh has been called in protest against the “callous attitude” of Government of India (GoI) against the North-eastern region and Nagaland in particular despite “our continuous protest against the monster Bill”. They contended that the Bill, once passed by Parliament would change the demography of the entire region whereby “our economy, identity, culture and rights as indigenous people will be subverted by alien culture” and the people would become a minority in their own ancestral land. The present religionb a s e d c i t i z e n s h i p wa s against the secular principle of Indian constitution and the illegal immigrants who could prove their residency status for the last six years in the State will be naturalised as legal citizens like any of “us”, they added. The meeting also appealed to all sections of the society to rise on the
occasion and stand for their rights and reject CAB with their unflinching support to the bandh to send a strong message to GoI not to isolate the minority groups of Northeast from mainland India. This was stated in a press release by NEFIP vicepresident Theja Therieh. M e a n w h i l e, o r g a nizations likes the Naga Mothers’ Association and Nagaland Voluntary Consumers’ Organisation have come out in support of the state-wide bandh. NSF forwards memo to Gov: Naga Students’ Federation (NSF), a constituent of the North East Students Organization (NESO), has affirmed that it would go to any extent to see that the Citizenship Amendment Bill (CAB) “shall not bring any negative impact upon the Nagas in general.” Forwarding a NESO memorandum to the governor of Nagaland, NSF president Ninoto Awomi and general secretary Liremo R Kikon said that the CAB was an issue that was “very dear” to the federation and hoped that the governor would give the “deserved regard” to the forwarded letters of the NESO. NEW DELHI, NOV 18 (AGENCIES): T he 250th session of the Rajya Sabha began Monday with Prime Minister Narendra Modi and his predecessor Manmohan Singh both speaking about its significance in Indian democracy, but also disagreeing with each other on the perception of it being a roadblock to legislation passed by the government in the Lok Sabha. “The Rajya Sabha is about checks and balances. This is absolutely essential for our democracy. Debates
have to be many and effective. But, there is also a difference between checking and clogging (and between) balance and blocking,” said PM Modi. He was referring to the fact that many bills that his government passed in the Lok Sabha in its first term were not cleared by the Rajya Sabha. However, Modi went on to praise the Rajya Sabha for working “to further unity”, such as passing the bills pertaining to Articles 370 and 35(A). On the other
Bharti Airtel, Vodafone Idea to hike tariffs from December NEW DELHI, NOV 18 (IANS): The ongoing telecom crisis is set to hit the customers hard with two of the country`s largest telcos -Bharti Airtel and Vodafone -- deciding to hike tariffs from December 1 after they posted historic losses on account of provisioning for the AGR pending dues. Both the players, however, did not announce the quantum of hike that is expected to be worked out between now and December 1. “The telecom sector is highly capital intensive with fast changing technology cycles that require continuing investments. It is, therefore, extremely important that the industry remains viable to support the vision of Digital India,” Bharti Airtel said in a statement. “Accordingly, Airtel
will appropriately increase price offerings in the month beginning December,” it added. Vodafone had also noted that the acute financial stress in the telecom sector has been acknowledged by all stakeholders and a high-level committee of secretaries (CoS) headed by the Cabinet Secretary is looking into providing appropriate relief. Vodafone Idea Ltd had said that it would “suitably increase the prices of its tariffs” effective from December 1. Airtel and Vodafone Idea had posted a combined loss of Rs 74,000 crore in Q2 by provisioning for the AGR pending dues. Vodafone has hinted at not being able to remain as a going concern if relief does not come for the sector.

Dr. Shürho to continue as NPF president Correspondent
KOHIMA, NOV 18 (NPN): With NPF scheduled to hold its General Convention on November 22 to appoint a new team of office bearers, veteran politician and incumbent NPF president Dr. Shurhozelie Liezietsu is likely to continue as the party chief. Sources informed Nagaland Post that most of the office bearers and CEC members will remain unchanged. It was also informed that Rajya Sabha member, K.G. Kenye will also be re-assigned as the party’s secretary general. The general convention will be held at NSF solidarity park, where host of party men and dignitaries from Manipur and Arunachal Pradesh including state functionaries and legislators will be attending, sources said. Meanwhile, it was learnt that the seven suspended NPF legislators were kept in the dark about the convention. This was confirmed by one of the suspended MLA, who said that they were yet to receive any invitation.
Protests held across NE against CAB Correspondents
G U W A H A T I / SHILLONG/AIZAWL/ ITANAGAR/IMPHAL, NOV 18 (PTI/NPN): Protests were held in the north eastern states on Monday opposing the proposed Citizenship (Amendment) Bill and effigies of Prime Minister Narendra Modi were burnt in Assam. The protest rallies coincided with the first day of the winter session of Parliament during which the bill is proposed to be introduced. Sit-ins were also launched in various places of Guwahati and effigies of Assam chief minister Sarbananda Sonowal were burnt by youth organisation AJYCP in different parts of the state as a mark of protest against the CAB. The protests were held by the North East Students Organisation (NESO), the region’s umbrella organisation of students unions, its constituents, farmers’ body Krishak Mukti Sangram Samiti, youth body Assam Jatiyatabadi Yuba Chatra Parishad (AJYCP) and LeftDemocratic Mancha, Assam among others. Justice Bobde takes oath as CJI NEW DELHI, NOV 18 (PTI): Justice Sharad Arvind Bobde, who was part of the historic Ayodhya verdict earlier this month, was on Monday administered oath as the 47th Chief Justice of India by President Ram Nath Kovind and started holding court at 11:30 am. Bobde, 63, succeeds Justice Ranjan Gogoi who demitted office on Sunday. He took oath in English in the name of God at a brief ceremony held at the Durbar Hall of the Rashtrapati Bhavan. Justice Bobde will have a tenure of over 17 months as the CJI and is due to retire on April 23, 2021. Vice President M Venkaiah Naidu, Prime Minister Narendra Modi and several senior ministers and other leaders were present at the oath-taking ceremony. Justice Bobde was chosen following the rule of seniority and his name was recommended by Justice Gogoi in a letter to the Centre.

NESO and AASU along with other organisations took out a large rally from Uzan Bazar in Guwahati to Raj Bhawan. In neighbouring Meghalaya, Khasi Students Union held a sit-in near the third secretariat here protesting against the bill. A group of anti-CAB protesters will launch a stay off the road protest from 7 pm on Monday till 6 am Tuesday. Meghalaya chief minister Conrad Sangma Monday said that neither his government nor his party (National People’s Party) will support the CAB if the content of proposed
amendment was against the interest of the people of the state and the North Eastern region as a whole. In Aizawl, a rally was taken out by the Mizoram apex student body (Mizo Zirlai Pawl) in protest against the CAB. The protestors said the Centre’s decision to introduce and pass the bill will create a huge demographic imbalance in the north east. In Itanagar, the All Arunachal Pradesh Students Union (AAPSU) held a protest march and demonstrated in front of the Raj Bhawan against CAB. In Imphal, students and vendors of iconic all-women market took to streets in Imphal as mass protest against CAB resumed in Manipur on Monday.
BAN expresses dismay, says ‘illegal taxation is back’ DIMAPUR, NOV 18 (NPN): Business Association of Nagas (BAN) expressed anguish that despite enormous time and effort put in by tribal bodies and organizations under the aegis of the Public Action Committee of Naga Council Dimapur (NCD) the fight against illegal taxation/collection has become futile as the same activity has started at the check gates leading to rise in prices of certain commodities. With the festive season round the corner, BAN said the business community was hopeful of a ‘tax free’ Christmas. However, with some “unsculpturous elements” having other ideas, BAN said the
business community will have to pass on the tax burden to the citizens, ultimately leading to rise in price of commodities. While appreciating “the pretty picture” of NCD and WC, NNPGs in the press with the message that “issues have been amicably resolved”, BAN however said that the citizens would surely like to know from the NCD what issues were resolved? NCD being the apex tribal body in Dimapur and having started a noble initiative like the PAC, BAN said the business community and citizens were hopeful that this initiative will continue to curb the menace of illegal taxation.

Place Mopong circle under ADC Tobu HQ: KU branch D I M A P U R , N OV 1 8 (NPN): Konyak Union (KU) Branch Mopong has appealed to the state government to immediately withdraw the attachment of Mopong circle from Anjangyeang and place it under ADC Tobu Administrative HQ. In a press release, KU Branch Mopong president Yangkoan Konyak said since the time of NEFA till 1986, Tobu-Mopong was under Tuensang district and was later shifted to Mon district. Till then, he said Mopong was under ADC Tobu However, Konyak said the government took “drastic step” by attaching Mopong Circle under Anjangyeang Administrative headquarters in 2014 without consulting the general public “purely on political ground”.
