DIMAPUR/DIPHU/ MOKOKCHUNG, NOV 16 (NPN): While the economic blockade on Nagaland, called by various Karbi Anglong-based civil society organisations, including Karbi Students’ Association (KSA), will begin from November 17, another blockade was imposed along Jorhat-Mokokchung border area on Monday, but was later lifted by evening. Though there were no untoward incidents, tension continued to persist in the border district of Mokokchung. Various Karbi Anglongbased organisations have decided to impose an indefinite economic blockade on Nagaland to protest against alleged illegal encroachment inside Karbi Anglong Daldali reserve forest by people from Nagaland. ANTHN urge groups to refrain from threat, intimidation D I M A P U R , N OV 1 6 (NPN): Fourteen Apex Naga Tribal Hohos of Nagaland (14 ANTHN) have urged all stakeholders to respect the sentiments of the people and that no political group should indulge in threat, intimidation or aggressive behaviour that could vitiate the peaceful atmosphere thus far. In a statement, 14 ANTHN maintained that as Naga people were anticipating a transparent political agreement that is honourable and acceptable, any threat, intimidation etc. could hamper the peaceful atmosphere. Asserting that they would not tolerate any such act within the domain of “our ancestral land” at any cost, the apex tribal bodies warned that should any Naga political group or individual resort to violence and bloodshed, they would be considered as opposing people’s will and therefore treated as “anti Naga” and they would jointly condemn and initiate severe actions against such individuals and groups. ANTHN also urged Government of India and Naga negotiating groups to come together and sign the agreement without further delay.

DC Dimapur refutes encroachment claims

However, deputy commissioner (DC) Dimapur, R. Soundararajan denied of any encroachment from Nagaland side, while assuring that there would be no immediate impact as the State had adequate stock of essential items even as he has sought a meeting with his Karbi Anglong counterpart to sort out the issue. Speaking to Nagaland Post, the DC said upon receiving information of some

work being carried out by Nagas in “disputed” area, he along with SDO sadar, police personnel led by ACP, SDPO and forest officials from Karbi Anglong visited the site last week. Thereafter, both parties were satisfied that the works were being carried out much within Nagaland only, he added. He said the border was demarcated by a stream, which had been accepted by both the States as de facto border and several verbal agreements had been reached that no developmental activities would be initiated in the area. Dismissing the allegation made by Assam-based organisations that encroachment activities by people from Nagaland had increased since October this year, the DC reiterated that mutual agreement had already been reached by both sides over demarcation. He said he had requested for an official meeting with Karbi Anglong DC to sort out the issue at official level and hoped that the meeting would be scheduled in a day or two.

Regarding safety and security of travellers from Nagaland, DC said he had requested his Karbi Anglong counterpart to ensure that there was no untoward situation during the blockade. On availability of essential commodities, he said Dimapur Municipal Council (DMC) administrator Albert Ezung has been tasked to find out the status

of essential commodities. Ezung asserted that there would be no immediate impact on prices of essential items like food grains, cooking oil, potatoes, onions, etc, even if the blockade persists, as the State had adequate stock. He said he had spoken to wholesalers, who had confirmed availability of essential commodities.

Protestors block highway; DC Mkg issues travel advisory Situation along Nagaland-Assam border (Mariani area) remained tense after Adivasi Students’ Union of Mariani area staged a protest by blocking the road towards Mokokchung district on Monday. All vehicles travelling towards Nagaland were prevented from crossing the border area. However, deputy commissioner Mokokchung when contacted informed that the blockade was lifted by evening. With situation still volatile and also in view of the economic blockade by Karbi Anglong based organizations, the DC issued a travel advisory, asking all those travelling to and from Mokokchung to avoid travelling through Assam and instead take the route via Wokha-Tseminyu road till the situation improves. It may be recalled that the All Assam Students’ Union Jorhat unit on Sunday threatened to launch an economic blockade against Nagaland in protest against alleged encroachment from Nagaland side inside Dissoi valley reserve forest under Mariani.

D I M A P U R , N OV 1 6 (NPN): Nagaland’s COVID19 tally breached the 10,000 mark after 140 new positive cases were reported on Monday-- 116 in Kohima and 24 in Dimapur. The tally as on November 16 stood at 10,025 cases. Meanwhile, one more COVID death was reported from Kohima, taking the total death toll to 57. According to Health department’s data, 47 deaths were COVID related, 6 deaths not COVID related while 4 deaths were still under investigation. Further, out of 10,025 cases, the distribution across various categories include 4128 cases from the armed forces/police, 1738 returnees, 3685 traced contacts and 474 frontline workers. 9th IR HQs sealed after 133 cases

In view of the detection of 133 COVID-19 positive cases, the Peren district administration has sealed the 9th NAP (IR) battalion headquarters, Saijang under Ahthibung sub division for 48 hours with effect from November 16. In an order, the extra assistant commissioner (EAC) Jalukie C Wangan has stated that all movement of person/ vehicle in the sealed area was strictly restricted /prohibited. Any person violating the order would be liable to be prosecuted as per the relevant sections of the law. Further, district authority has advised all to follow safety precaution at all time to ensure public safety.

DIMAPUR, NOV 16 (NPN): The State Election department has informed that draft publication of electoral rolls in connection with special summary revision of photo electoral rolls with respect to January 1, 2021 as the qualifying date, has been done by the electoral registration officers in all the 60 assembly constituencies in the state on November 16, 2020. As per the draft published electoral roll, the total number of electors in the state stood at 1213409 (612429 male and 600980 female), which includes a total of 1205655 general electors (604758 male and 600897 female) and 7754 service electors (7671 male and 83 female). In a press release, the chief electoral officer (CEO) Nagaland Abhijit Sinha stated that if, in reference to the qualifying date, there was any claim for inclusion of name in the electoral roll or any objection to inclusion of name or any objection to particulars in any entry, one could

lodge on or before December 15, 2020. CEO stated that every such claim or objection should either be presented to the electoral registration officer or to the booth level officer (BLO) or sent by post to the office of the electoral registration officer. One could also visit www.nvsp.on or download voter helpline app from Google playstore for online registration and for submitting objections. In addition, CEO said the special campaign dates for special summary revision 2021 have also been fixed on November 20 and November 21, 2020 and December 4 and December 5, 2020. On those days, the respective BLOs would be present in the polling stations with the electoral roll and the various forms to facilitate any eligible citizens who want to enrol or correct one’s particulars or delete one’s name or submit objections to the inclusion of any name.

D I M A P U R , N OV 1 6 (NPN): Naga People’s Front (NPF), the principal opposition party in the state, Monday “strongly rejected” the chief minister Neiphiu Rio’s purported statement that likened the opposition party objecting to levying of extra tax on petroleum products as ‘barking’. NPF through its press bureau asserted that chief minister’s comment was “nothing but a sheer sign of arrogance or maybe he is exhausted with other words to defend himself.” NPF questioned “how can a chief minister of a state behave like a dictator and trying to shut the mouth of the opposition party for opposing his Government ‘cruel decision’ over the heavy tax levied on petroleum’?” NPF reiterated its allegation that the state government came up with “new formula to extract the suffering public money” when it failed to drain the

public money by the name of ‘Covid-Cess’. Pointing out that every state in the country was going through difficult times due to the pandemic, the opposition party, however, maintained that the government had no right to drain the public pocket at the cost of their livelihood. It stated that there were many ways and means where the government could regain its deficit, but not through “the right of the people to food and shelter.” According to NPF, the Naga public cannot be carried away with chief minister’s statement that the petroleum prices in Nagaland were lower than other neighbouring states. When the neighbouring states like Manipur, Mizoram and Arunachal Pradesh, which covered more distance than Nagaland in transportation, were selling petroleum in cheaper rate, the NPF asked how can the chief minister

claim that Nagaland petroleum prices was still lower than other neighbouring states? The opposition NPF has, therefore, reiterated its demand that the government immediately roll back the tax levied on petroleum. It stated that “no amount of justification should be given by the government at the expenses of the public.” It may be recalled that chief minister Neiphiu, when asked by a section of the media on November 13 to comment on NPF, terming the increase in tax as “cruel decision” by the government and demanding immediate rollback, the chief minister replied saying, “it is the duty of opposition to keep on barking”. He maintained that decision to increase the tax on petrol and diesel as “normal hike” and claimed that fuel prices in the state were still lower than other neighbouring states.

PATNA, NOV 16 (PTI): Nitish Kumar was sworn in as the chief minister of Bihar for the seventh time in two decades on Monday, heading a 14strong council of ministers whose two BJP members were tipped to become his deputies reflecting the changed power Nitish Kumar dynamics in the state. Kumar was administered the oath of office by governor Fagu Chauhan at a simple ceremony at Raj Bhavan. The 69-year-old is on course to becoming the longest serving chief minister of the state, surpassing the record of Shrikrishna Singh who held the top post since before Independence till his death in 1961.The swearing-in of Nitish marked the start of a tenure when his JD(U) stands enfeebled by an electoral setback. The BJP appeared to have extracted its pound of flesh, walking away with seven cabinet berths, and also keeping for itself the post of the Speaker of the assembly. BJP has dropped as deputy chief minister Sushil Kumar Modi. While the fate of Modi remains unclear, BJP handpicked two of its low profile MLAs Tar Kishore Prasad and Renu Devi for the Deputy CM’s post. Both took oath as ministers and sat on the dais alongside Kumar. Since Dy. CM is not a constitutional post, their elevation will come into effect with a cabinet resolution and subsequent gazette notification.

NSCN (I-M) on Z-plus security by GoI to its leadership Petitioners highlight genesis of NCD imbroglio D I M A P U R , N OV 1 6 (NPN): Drawing attention to comparison made by WC, NNPGs over the issue of Z-plus category security provided by the government of India top leadership of NSCN (I-M), the MIP said this arose because of New Delhi’s seriousness of dealing its leaders who had arrived New Delhi at Centre’s invitation, to carry forward the Naga political talks and therefore, drawing any comparison was superfluous. In a statement, NSCN(I-M) through its MIP narrated the sequence of events by recalling that once its collective leadership reached New Delhi they were provided Z-plus security with Intelligence Bureau (IB) quarter at their official residence. MIP said the leaders were extended the high profile security because they carried the Naga political

mandate after the Centre signed ceasefire with NSCN (I-M) to pave way for solution. MIP said everything was done by the government of India which NSCN (I-M) leaders had not asked for. NSCN (I-M) said “New Delhi knows too well who carried the Naga political issue and who required high profile security cover” and for which no group can mislead the Naga people on Naga issue. Further NSCN(I-M) reiterated that who is doing what to defend the political identity of Naga struggle is already laid bare before the people and also what was delaying the peace process needed no further elaboration. NSCN(I-M) reminded that the Framework Agreement of August 3, 2015 was the initiative of Prime Minister Narendra Modi

and was signed in his presence along with other high dignitaries of the government of India, including India’s defence minister, Indian Army chief and national security adviser (NSA) also witnessed by the whole world as it was telecast live. NSCN (I-M) emphasised that this was the political significance of the agreement that was mutually agreed upon and signed. NSCN(I-M) said that after realising the futility military solution to the Naga political movement, the Centre came looking for NSCN (I-M)’s collective leadership who were based abroad that time. It said that Prime Minister PV Narashimha Rao had gone all the way to Paris in 1995 to meet NSCN (I-M) leaders– chairman Isak Chishi Swu and general secretary Th Muivah.

NSCN(I-M) pointed out that it had put a precondition that to start political negotiation, New Delhi should recognise Naga issue as “political” and stop terming it as “India’s internal law and order Issue”. Ultimately, the ceasefire was officially declared on August 1, 1997 after NSCN (I-M) was convinced of the change of policy of government of India towards the Naga issue. NSCN(I-M) said it was agreed that political dialogue would be held at the highest level, i.e. Prime Minister level, without precondition and outside India in a third country. Accordingly, it said, the talks were held abroad in Paris, New York, The H a g u e, B a n g k o k a n d Chiangmai (Thailand), Zurich, Geneva, Osaka, Kuala Lumpur, Vienna and Mi(Cont’d on p-8) lan.

D I M A P U R , N OV 1 6 (NPN): Three new members of Naga Council Dimapur(NCD)– J. Walter Longchar, S. Mar Aier and Chovose Neinu- said they were constrained to highlight the genesis of the present NCD imbroglio in order to “maintain the integrity of the NCD for posterity”, in response to the statement of the Selection Committee “unconstitutionally formed by the outgoing NCD councillors from amongst nonmembers.” The three pointed out that the tenure of the outgoing NCD team was to expire on March 6,2020 but it continued in office on the plea that their final report was yet to be completed. They said the outgoing NCD again extended its tenure “unconstitutionally for another three months” on the pretext of ongoing construction of the new

cemetery but this was rejected by the Dimapur-based Tribal Forum. The three said the outgoing NCD then apologized and which was accepted by the Tribal Forum but on condition that the outgoing NCD complete the handing over by March 31,2020. However, after expiry of the deadline, the three said the outgoing NCD team continued to hang on without any information. This compelled the Tribal Forum to question the legality of the office. The signatories said that during this period, the new councillors were nominated by their respective tribes. However, they said the new councillors were denied from being installed or allowed to occupy office while the outgoing NCD team went ahead in organising programmes despite the pandemic besides inaugura-

tion of the new cemetery. The petitioners said they learnt that the outgoing NCD team appointed “some outsiders/non-councillors” as Selection Commission “without the knowledge of the new councillors” to select the new office bearers. Terming it as “completely unconstitutional” they said it was nothing but an attempt to make the NCD a syndicate by the outgoing councillors. They accused the outgoing NCD team of having the audacity to assign non-NCD members to appoint new office bearers through whims and fancies. The three said this was also highly objectionable , since selection of new office bearers without the knowledge and involvement of the new councillors from among whom a new team is selected, was unconstitu(Cont’d on p-8) tional.
