Consensus needed for simultaneous polls: EC

AHMEDABAD, NOV 16 (PTI): Simultaneous polls, or ‘one nation, one election’, was “not happening very shortly” unless political parties sit together and evolve consensus and bring about requisite amendments in law, Chief Election Commissioner Sunil Arora said here on Saturday. Earlier, Arora said that the demand for simultaneous polls has not come only from political quarters, the CEC said even before Prime Minister Narendra Modi had talked about ‘One Nation One Poll’, it was the former President (Pranab Mukherjee) who had raised this issue in his speech. He said initially the cycle of Parliament and assemblies were in sync and it was only since 1967 that disbalances started appearing due to various reasons. This is not something in which the EC could do much except saying it would also prefer such an arrangement, he added. “And this is not a bureaucratic statement, just saying we agree in principle, etc. However, it is for the political parties to sit together and evolve some consensus, do the requisite amendments in law so that

Petrol price hiked

D I M A P U R , N OV 1 6 (NPN): Petrol prices increased for the third successive day across four major cities while diesel price remained unchanged on Saturday. After today’s price revision, the prices of petrol went up by 14 paise per litre in Delhi. In Dimapur, a litre of petrol was costing Rs. 71.74 while price of diesel stood at Rs. 63.66 per litre on Saturday. In Kohima, a litre of petrol and diesel was Rs. 72.54 and Rs.64.92 respectively. Currently, prices of petrol and diesel are reviewed by oil marketing companies on a daily basis, and any revisions are implemented at fuel stations with effect from 6 am.

NCD meeting on Nov 19

D I M A P U R , N OV 1 6 (NPN): Naga Council Dimapur (NCD) has informed all the 19 tribes’ constituted councillors that a meeting would be held on November 19 at 12 noon at Council Conference Hall, Nyamo Lotha Road Dimapur to discuss the present prevailing political scenario. In a press release, NCD general secretary Thsapongkyu Sangtam has requested all the constituted councillors to attend the meeting. Any councillor from 19 tribes failing to attend meeting for three consecutive times without assigning a valid reason would be disqualified, NCD stated.

He said simultaneous elections were in practice in the country till 1967, before a “cyclic imbalance” was created due to dissolution of some state assemblies, among other reasons. The CEC also asserted that Electronic Voting Machine (EVM) cannot be tampered with, despite claims to the contrary from some people. “I would like to say to all of you responsibly as the CEC of the country that EVMs cannot be tempered with. They can malfunction, like your car or two-wheelers, but they cannot be tampered with,”

Arora said “eminent scientists” working on EVMs and VVPATs for the Election Commission “feel very unhappy and deeply anguished that after all this work, the integrity of the VVPAT and EVMs gets doubted”. “We sound quite irrational when we talk about EVMs in this manner (that it has been tampered with, etc.),” he said. Arora cited results of various polls since 2014 to buttress his point that EVMs cannot be tampered with. Addressing a gathering of students of the university, Arora also said people from economically-weaker sections are more active when it comes to voting in comparison to those from the upper strata of society. “Such people cannot be shown nukkad natak to raise voting awareness. For them, awareness must come from within,” he said. He announced setting up of ‘chair on interdisciplinary approach to electoral studies’ in the Centre for Development at India International Institute of Democracy and Election Management to “commemorate and celebrate” former Chief Election Commissioner TN Seshan’s “special

connection with the young and aspiring Indians”. Seshan, who was CEC between 1990 and 1996, died on November 10. The CEC has constantly been expressing his views about the need for a political consensus to emerge on the issue of simultaneous polls for the commission to take any serious step on the issue. In September, the CEC, while responding to the same question, had said the debate on the subject hadn’t been settled yet. “Unless there is a consensus among the parties, it can’t be taken as given,” he had said. In June, shortly after assuming the PM’s chair for the second time, Modi invited all parties to hold a discussion on it. He had floated the idea during his previous term as well. But then it had run into rough weather following its criticism by former election commissioners. Former election commissioners, such as TS Krishnamurthy, are of the opinion that a lot of administrative arrangements, including increasing the strength of paramilitary forces for poll duties, might be required for holding simultaneous polls.

Khandu welcomes Centre’s initiative to solve Naga issue

NAMSAI, NOV 16 (PTI): Arunachal Pradesh Chief Minister Pema Khandu on Saturday welcomed the Centre’s initiative to solve the decades-old Naga problem and categorically stated that there will be no compromise on the territorial integrity of the state. The Arunachal Pradesh government will make clear its stand on the Naga peace process to the Centre when called for discussion, he said. Welcoming the Centres initiative, Khandu said New Delhi is serious to solve the issue once for all. “We will soon call an all-party meeting to discuss the issue besides taking the view of other stakeholders. We will submit our decision to the Centre before a framework agreement is signed,” the chief minister said while addressing the National Press Day celebra-

tion here. “We are clear in our stand and we want that Naga peace process should not affect the state at any cost,” he said. Centre has already rejected insurgent outfit NSCN(I-M)’s demand for unification of Naga inhabited areas in Manipur, Arunachal Pradesh and Assam. All the three northeastern states have vehemently opposed it. The Home ministry had clarified that before any settlement is arrived at with Naga groups, all stakeholders, including the states of Assam, Manipur and Arunachal Pradesh will be duly consulted and their concerns will be taken into consideration. The NSCN (I-M) had demanded ‘Nagalim’ or Greater Nagaland in which all Naga-inhabited areas in the Northeast would be under one administrative

umbrella. The map of ‘Nagalim’, released by the NSCN (I-M) a few years ago, spreads over 1,03,473 sq km beyond the 16,527 sq km area of Nagaland. It includes Anjaw, Changlang, Lohit, Longding, Namsai and Tirap districts of Ar unachal Pradesh. The NSCN (I-M) and its rival factions have claimed that these areas, primarily Changlang, Longding and Tirap districts, are dominated by Nagas. Successive gover nments in Arunachal Pradesh have time and again made it clear that they would not compromise on the state’s territorial integrity. A framework agreement was signed on August 3, 2015 by NSCN (I-M) leader Th Muivah and Centres interlocutor R N Ravi in the presence of Prime Minister Narendra Modi.

NEW DELHI, NOV 16 (IANS): The nearly monthlong winter session of Parliament beginning November 18 will see over 35 legislations taken up, including the controversial Citizenship (Amendment) Bill, 2019, which amends the definition of illegal migrant, and the Personal Data Protection Bill. The session, which will end on December 13, will see a total of 20 sittings. Currently, there are 43 bills pending in Parliament. Of these, 12 Bills are listed for consideration and passing and seven are listed for withdrawal. Twenty-seven Bills are listed for introduction, consideration, and passing. The Central government is likely to push for passage of the Citizenship (Amendment) Bill that seeks to amend The Citizenship Act, 1955 to make Hindu, Sikh, Buddhist, Jain, Parsi, and Christian illegal migrants from Afghanistan, Bangladesh, and Pakistan, eligible for citizenship of India. The bill is a key BJP plank which is aimed at granting nationality to nonMuslim immigrants from neighbouring countries.

Speaking to reporters here, senior Sena leader Sanjay Raut also said that the Uddhav Thackerayled party walking out of the BJP-headed National Democratic Alliance (NDA) remains a formality now. The Shiv Sena will sit in the opposition benches in the Rajya Sabha, party spokesperson Sanjay Raut said. “We have got to know that the seating arrangement of two Shiv Sena MPs has been changed in the parliament,” he said. PDA govt rudderless, CM and cabinet should resign: NPF D I M A P U R , N OV 1 6 (NPN): Opposition NPF has once again trained its gun on the PDA government accusing the latter being “rudderless and paralyzed”, adding that the state seems most likely to be in an emergency state of situation. It therefore demanded that the chief minister and his cabinet colleagues resign on moral grounds claiming that rampant misgovernance had been taking place. DIMAPUR, NOV 16 (NPN): Reacting to the claim of Petroleum and Land Transport Workers’ Federation of India (PLTWFI) Nagaland unit that it was in possession of ‘proper order’ from the state government, the Nagaland Voluntary Consumers’ Organisation (NVCO) has urged the state government to immediately clarify whether it had issued such order in favour of PLTWFI to collect cash on any highways in Nagaland. NVCO through its press & media cell maintained that PLTWFI having entered into MoUs with All Manipur Road Transport Drivers & Motor Workers Union and All Assam Truck Drivers Union to collect cash on highways across Nagaland was “simply making a mockery in the eye of law.” It claimed that several pay-counters have been set up in Kohima district in co-ordination with the All Manipur Transport Drivers & Motor Workers Union and local people. Entire railways network will be electrified: Goyal CHANDIGARH, NOV 16 (IANS): Union Minister Piyush Goyal on Saturday said the government is fully committed to environmental causes and aims to electrify the railways in gradual phases. “The entire railway network in India would be electrified in phased manner making it environmentfriendly,” the minister said. Addressing the inaugural session of the two-day Global Law Conference on Environmental Law here, he said India would lead the world in poverty alleviation, counter-terrorism and climate justice. He said there is a dire need to keep a balance between the environment and the development process based on the needs of society, adding that it is in the Indian tradition and heritage to respect nature.

PAC backs NVCO, KDTODU

Public Action Committee (PAC) of NCD has extended support to Nagaland Voluntary Consumers’ Organisation (NVCO) and Kohima District Truck Owners & Drivers Union (KDTODU) in their fight against illegal collections. PAC said it was the bounden duty of the state government to contain illegal collections, lease systems, syndications so the citizens did not become victims of greed of a few. PAC said the trend of collecting illegal money by unions and organisations have become a menace, which was responsible for undue escalation of prices. PAC said it found no reason as to why the state government cannot reign on such illegal collections when the Court order of June 3, 2014 stands and why the state government cannot strictly implement its own standing order dated June 22, 2009. Further, PAC expressed shock that apex organisations such as Southern Angami Public Organisation should show such ill examples. It urged SAPO and other unions, organisations etc to stop such collections immediately. PAC has “unconditionally” extended support to all like-minded organisations that fight against social evils affecting the Nagas. It also appealed to all the unions and organisations to come out in support of the genuine organisations “fighting for a better (Cont’d on p-7) and healthier Naga society.”

In a sharp jibe at its estranged ally-turned-foe, the BJP, Raut said the NDA was not somebody’s property. “The Shiv Sena and the Akali Dal were equally important founders of the alliance,” he added. The Shiv Sena fell out with the BJP over sharing the chief ministerial post, a few days after the results of the Maharashtra assembly polls were announced on October 24. The echo of the worsening relationship between the two parties reverberated at the national level too, with the Sena’s lone minister in the Modi government, Arvind Sawant, resigning on November 11. The NCP had set preconditions that Sawant resign and the saffron party walk out of the NDA bloc if it wants support of the Sharad Pawar-led party in forming government. “I have learnt that the meeting (of NDA constituents) is being held on No-

We had already decided against attending the meeting considering the kind of developments that are taking place in Maharashtra...our minister resigning from the Central government,” Raut said. He further said he had learnt that his party had not received an invitation to attend the NDA meet. “It is alright, if it has not been sent. We had already decided (against attending the meeting),” Raut said. Without naming anyone, Raut said nobody can claim “ownership rights” on the NDA. He said “NDA is not somebody’s property. Bal Thackeray (late Shiv Sena founder) and Akali Dal are equally important founders of the NDA,” he said. Asked whether only a formal announcement of the Sena walking out of the NDA remains pending now, Raut said, “You can say that. There is no problem in saying that”.

DMC issues directive on waste disposal D I M A P U R , N OV 1 6 (NPN): Dimapur Municipal Council (DMC) has noted that some people under its jurisdiction, in complete violation of its order/rules, were practicing the act of throwing waste on the roadside as well as in the dustbins/collection points even after municipal workers lift the waste in the morning. In a circular, DMC administrator Albert Ezung has therefore issued certain instructions to be followed by all the residents/shopkeepers/business establishments/institutions in order to keep the city clean. DMC has directed that no garbage/waste shall be thrown/deposited on the road side other than the designated waste bin or collection point. No garbage shall be thrown/deposited

in any dustbin/collection point once it is cleared by DMC in the morning. Further, DMC has instructed that the garbage/ waste of the respective household/shop/business establishment or any other Institutions where door to door collection system is not been adopted are to be thrown/deposited in the designated Waste Bin/Point before 6am and after 6pm. DMC has, hence, requested all responsible to strictly follow the instructions and extend full cooperation and support to DMC to make the Dimapur city as waste/garbage free. DMC has cautioned that anyone found violating the rules shall be penalized with fine and other legal course of action as per provisions of law. K Y M C
