Dimapur tops HIV prevalence in the state Dimapur has 10,505 PLHIVs; Nagaland ranks 3rd in India with 21,269 PLHIVs Staff Reporter D I M A P U R , N OV 1 5 (NPN): Nagaland State Aids Control Society (NSACS)’s latest data relating to HIV (April 2006 to August 2019) prevalence shows that Dimapur with 10,505 PLHIVs had the highest prevalence in the state. Further, Nagaland with 21,269 people living with HIV (PLHIV) was third highest in the country. This was disclosed by Dr. Hotoka Hesso SMO ART Plus Centre Dimapur, while speaking as resource person at the NSACS 9th Multimedia Campaign, 2019 at Town Hall here Friday. Dr. Hesso also revealed that 60% PLHIV were between age group of 15 to 35 years. Highlighting the overall Nagaland scenario, Dr.Hesso maintained that a total of 19,500 have been registered at ART centre. Out of the total registered,

Governor greets on National Press Day D I M A P U R , N OV 1 5 (NPN): On the occasion of National Press Day, Nagaland governor, RN Ravi, has conveyed his warm greetings and good wishes to all members of the media fraternity of the Country especially Nagaland. National Press Day is celebrated on November 16 every year to commemorate the establishment of the Press Council of India. In his message, Ravi said free press was one of the foundation stones of democracy and plays a pivotal role in connecting the government and the citizens. “I trust the occasion will inspire every member of the fraternity to be more responsive, responsible and proactive in their responsibilities,” governor said. As Press Council of India proposes to discuss and deliberate on the topic ‘Reporting – Interpretation: A Journey’ on the National Press Day, the governor expressed hope this would contribute towards further strengthening the quality of reporting in the news organisation. He also extended best wishes for the successful celebration of the day and hoped that the media continue to present a responsible and free press in the Country.

Take steps to implement job quota for PwDs: HC D I M A P U R , N OV 1 5 (NPN): Gauhati High Court, Kohima Bench has directed the Government of Nagaland “to take appropriate action or actions” with regard to job reservation for Persons with Disabilities (PwDs) within a period of five months so that the provisions of the Rights of Persons with Disabilities (RoPwDs) Act, 2016 could be fully implemented in the State. The judgement passed by a bench of Justice Songkhupchung Serto also directed the state government to reserve one post each for EAC and secretariat assistant for visually impaired persons. It may be mentioned that visually impaired petitioner, Toviholi Swu, assisted by Nagaland State Legal Services Authority (NSLSA) had earlier filed two writ petitions before the Gauhati High Court, Kohima Bench alleging that no

proper identification of post and services have been made by the government in the government departments and establishments for reservation for visually impaired or disabled persons. With regard to various posts advertised by NPSC on August 31, 2018, the petitioner challenged that the government did not follow the provision of RPwD Act of 2016 and reserve 4% of the total number of vacancies in the cadre strengths of each group of posts to be filled up with persons with benchmark disabilities. The petitioner applied for EAC post and secretariat assistant and she was stated to have cleared the first two stages of examination. However, since no post was reserved in two services mentioned, especially for people belonging to her category of disabled persons, the petitioner filed the writ questioning the advertisement and challenging the

notification. It was stated that the petitioner, who appeared for NPSC exams several times, had even reached the viva round. While passing the verdict, the judgement ruled that “The petitioner’s prayer is not beyond the rights or entitlement as per the Act of 2016 and as per the right guaranteed under Article 21 of the Constitution of India. Granting of her prayer as per the provisions of the Act and the provisions of the Constitution will not infringe anybody’s right.” “The question is should the persons belonging to disable category like the petitioner in this case continue to be deprived of their rights provided under the new Act of 2016 and their rights under Article 14, 16 and 21 of the Constitution of India..,” the judge observed and held that the government cannot play hide and seek under the cover of the authority given to them.

KOHIMA, NOV 15 (NPN): Opposition NPF is all set to have a new team of office bearers as the party has scheduled its general convention at Capital Convention Centre here on November 22. This was stated by NPF spokesperson Achumbemo Kikon during a press briefing held at the party’s office on Friday. He said delegations from party’s Arunachal and Manipur units too would participate in the convention. He said the election board set up by the party was on the job to select the new team. Meanwhile, the NPF spokesperson alleged that under the PDA government there was no semblance of governance in the State. Recalling the promise made by the PDA government to provide good road within 60/100 days, the NPF spokesperson said the road condition remained the same even after lapse of the deadline. According to him, the recent intervention of governor RN Ravi in the incident where a newly-wedded couple brandished auto-

matic weapons was worrisome and asked whether the governor was running the government or the popular government. He said there was system in place to run the government, but with the intervention of the governor, it was difficult to understand who was running the show, he added. He said the governor’s intervention in the matter indicated that the present government was not capable, while adding that the Ravi’s interference on the issue was akin to President’s rule without popularly elected government. On Naga political issue, Kikon said NPF legislators and party officials led by TR Zeliang had camped in Delhi in the last part of October and met NNPGs and NSCN (I-M) and had positive interaction with both the groups.

D I M A P U R , N OV 1 5 (NPN): Dimapur District Cooperative Milk Union Ltd. (DIMUL) has procured a record 14.74 lakh litres of milk during 2018-19. The procurement in 2018-19 was 2.57 lakh litres up from the previous fiscal year (201718), which stood at 12.17 lakh litres, said Arü Khate, chairman, DIMUL. Speaking at the 22nd annual general meeting of DIMUL on Friday at DIMUL central diary plant premises, Dimapur, Khate said it was encouraging to note that the sale of all products has recorded an improvement over the previous years. The rapidly growing markets for livestock products in general, and dairy products in particular, are opening new avenues for enhancing rural incomes, said the chairman. Khate said over the years, the milk union has capitalised on the phenomenal growth potential of the retail market by remaining competitive with quality products and brands, which have been well accepted even outside the state. D I M A P U R , N OV 1 5 (NPN): Ao Senso Telongjem Dimapur (ASTD) has expressed its gratitude to Public Action Committee (PAC) under Naga Council Dimapur for bringing down illegal and unabated taxation in the state in general and Dimapur district/town area in particular as had been witnessed by the general public so far. In a press release issued by its president L Wati Jamir and secretary K Mar Lemtur, the organisation asserted that it firmly stood by the resolution of “One Government One Tax” adopted on October 31, 2013 and reaffirmed to continue to stand by it. ASTD further cautioned that any form of intimidation and threat in the guise of national movement to any PAC member or his family would never lead to any tangible solution.

(NPN): Petroleum and Land Transport Workers’ Federation of India (PLTWFI) Nagaland unit has refuted the allegation that it was collecting illegal tax. In a press release, PLTWFI Nagaland unit president Akheto Achumi stated that the federation was in possession of ‘proper order’ from the state government. PLTWFI also stated that it had entered into MoUs with All Manipur Road Transport Drivers & Motor Workers Union and All Assam Truck Drivers Union on “exchange of daily welfare services (DWS) to the particular drivers.” It stated that DWS fees subscription was only for the drivers and not on truck or truck owner. Therefore, the federation maintained that the question of collection of illegal tax or any other forms of tax did not arise.

TU alleges scam Sena to lead three-party in NAFCC project alliance govt in Maha

DIMAPUR, NOV 15 (NPN): Alleging a scam involving misappropriation of crores of rupees in the beneficiaries of National Adaptation Fund for Climate Change (NAFCC) project under Tseminyu, the Tseminyu Union (TU) has demanded immediate setting up of an independent inquiry committee to re-verify the project within a period of one month. In a press release, TU president H Kegwalo Tep and general secretary Ntsenyhun Nsü also alleged that many landless households and multiple beneficiaries in one household were detected and many bogus beneficiaries were paid enormous amount depriving the genuine ones of their rights. TU has demanded disciplinary action against the erring officials, project committees and all individuals or group involved in the alleged scam. Meanwhile, TU has cautioned that it would be “liable to take its own course of action” if the responsible authority failed to constitute independent inquiry committee within (Cont’d on p-7) stipulated period.

MUMBAI, NOV 15 (PTI): The first-ever Shiv Sena-NCP-Congress alliance in Maharashtra appears to be taking shape with Sharad Pawar on Friday expressing confidence that the government of the three parties will last a full term. The NCP also said that the Sena, which fell out with the BJP over chief minister’s post, will lead the alliance. A delegation of Congress, NCP and Shiv Sena is set to meet Governor Bhagat Singh Koshyari on Saturday, but the three parties maintained that it was for seeking immediate aid for rain-affected farmers, and was not about government formation. The three-party coalition, a new experiment in Maharashtra involving outfits with diverse ideologies, will be led by the Sena, leaders in the Uddhav Thackeray-party and the NCP said, marking a progress in power-sharing negotiations. They have already prepared a draft common minimum programme (CMP). NCP chief Sharad Pawar said a Shiv SenaNCP-Congress government will be formed, and it will complete five-year term as he ruled out the possibility of mid-term polls in the state which is currently under President’s rule. “There is no possibility of mid-term polls. This government will be formed and it will complete five years,” the NCP chief said in Nagpur. K Y M C
