IMPHAL, NOV 13: Coordinating Committee on Manipur Integrity (COCOMI), which is spearheading the current agitation in the state, Wednesday contended that it is not convinced by the repeated verbal assurances of the government not to harm Manipur’s integrity unless the assurance is in written form. COCOMI’s reaction comes a day after Manipur chief minister N Biren Singh reiterated the commitment given by Union Home Minister Amit Shah that Manipur’s integrity will not be harmed by the final settlement of the Naga political issue. COCOMI coordinator Sunil Karam said that similar verbal assurances have been given multiple times by both Prime Minister Narendra Modi and Union Home Minister Amit Shah. In his message, Ravi urged Sümi men, women, elders and youth to continue to spread the message of peace, love and unity within the Naga society and neighbouring States. As Nagas await a dawn of new beginning, governor said Sümis must endeavour to harvest lasting peace in Nagaland and beyond. “For an enduring peace, it is imperative for Naga people to spread the message of harmony and oneness towards which the Sumis must play a pivotal role,” he said. Further, Ravi prayed that Ahuna festival foster the spirit of oneness amongst all the communities in Nagaland and beyond.

The group has intensified its agitation demanding terms and condition of the recently concluded talks be made public and written assurance from the central government not to harm Manipur’s integrity. Karam fur ther announced COCOMI will boycott the Manipur Sangai Festival schedule to commence from November 21. How can festive mood be created among the people of the state in such a crucial situation, he asked and added that COCOMI will not review any of its decision announced earlier until and unless the doubts being felt by the people of the state is cleared by the Centre and state government.
Dimapur CSOs reaffirm ‘one govt, one tax’ D I M A P U R , N OV 1 3 (NPN): Civil Society Organizations (CSOs) of Dimapur Wednesday reaffirmed to stand by the October 31, 2013 resolution “One government, one tax.” The decision was made during an emergency meeting called by the Public Action Committee (PAC) of NCD along with all tribal hohos and representatives of NCD, DUCCF, DCCI, NWHD, BAN, DNSU, GBs Union and non-Naga at Lotha Hoho Ki, Dimapur. In a press note, PAC media cell informed that the meeting was called aftermath of the November 10 meeting at ‘Oking’ between NCD and NNPGs. The house also expressed appreciation and satisfaction with the PAC’s activities and assured to continue extending full support to the PAC. PAC and Working Committee (WC), NNPGs held a joint meeting on Sunday to deliberate on the issue arising out of communication gap, misconception and misunderstanding between PAC and WC over the PAC drive against unabated and multiple gate collections.
DC Kohima constitutes enquiry Arms case: Dmu panel to probe illegal collection Police arrest 2 DIMAPUR, NOV 13 (NPN): Nagaland Voluntary Consumers’ Organization (NVCO) has disclosed that the deputy commissioner (DC) Kohima has constituted an enquiry committee to check the illegal collection of cash at check gates and on highway in and around Kohima following the complaint lodged by the Kohima District Truck Owners and Drivers’ Union (KDTODU). In a press release, NVCO press & media cell said an enquiry committee meeting was held on November 4, 2019 at DC office Kohima, which was attended by KDTODU, NVCO, Kohima police, divisional forest officer Kohima, assistant commissioner, excise and prohibition Kohima, KMC. It said the committee comprised of ADC Chiephobozou as Convener, SDO (Civil) Sardar Kohima as member secretary and SDO(Civil) Jakhama and SDO(Civil) Zubza as members. At the meeting, convened by enquiry committee convener, all responsible departments presented their report. NVCO stated that maximum
collection of cash at the check-gates and on highways was within the jurisdiction of Southern Angami area including Southern Angami Public Organisation (SAPO) local tax in and around Kohima. According to NVCO, lease tender period of SAPO local tax issued earlier ended in the month of September, 2019. However, it stated that SAPO has conducted a fresh tender for 12 months w.e.f October, 2019, which was given to a group that offered Rs. 10 lakh. “This is the case where SAPO just conducts tender for a lease period of one year and simply earn the amount of Rs. 10 lakhs,” NVCO said. NVCO has urged the enquiry committee to thoroughly investigate and find out the under whose initiative and on what basis such collection was being carried out. It also demanded summoning of officials of All Manipur Transport Drivers’ & Motor Workers’ Union and question their involvement in illegal collection of cash on the highways of Nagaland especially in the Southern Angami area.
DIMAPUR, NOV 13 (NPN): Dimapur police on Wednesday arrested two individuals in connection with a case of unauthorized display of arms by a married couple, pictures of which went viral on social media. Informing this in a press note, PRO Dimapur police said a suo moto case was registered at Diphupar PS after which two individuals of the GPRN/ NSCN-- Ato Sumi (23 yrs) s/o Nevishe, v/o. Zhekishe, PS- Niuland Dimapur and Mughaho (28 yrs) s/o Kikheto, Satakha, Zunheboto were arrested on November 13 for allowing unauthorized display of firearms in contravention to ceasefire ground rules. PRO said that the married couple were also arrested, but later released on police bail bond. It may be recalled that Nagaland Governor, RN Ravi, after taking serious note of the photos that went viral on social media, directed the state police to register a criminal case and arrest the culprits. According to TNT report, police seized the arms; however, after a letter from the Cease Fire Monitoring Group the arms were released on Zimma and the two arrested persons were forwarded to the court.
CJI office falls under RTI, says SC NEW DELHI, NOV 13 (PTI): The Supreme Court on Wednesday held that the office of the Chief Justice of India is a public authority and falls within the ambit of the Right to Information Act. A five-judge Constitution bench headed by Chief Justice Ranjan Gogoi upheld the 2010 Delhi High Court verdict and dismissed three appeals filed by secretary general and the Central Public Information officer of the Supreme Court. Cautioning that RTI cannot be used as a tool of surveillance, the top court in its judgement held that judicial independence has to be kept in mind while dealing with transparency. The bench, also comprising Justices NV Ramana, DY Chandrachud, Deepak Gupta and Sanjiv Khanna, said that only the names of judges recommended by the
Collegium for appointment can be disclosed, not the reasons. While CJI and Justices Deepak Gupta and Sanjiv Khanna have penned one judgement, Justices Ramana and Chandrachud have written separate verdicts. It said that Right to Privacy is an important aspect and it has to be balanced with transparency while deciding to give out information from CJI office. Justice Chandrachud, who wrote a separate judgment, said the judiciary cannot function in total insulation as Judges enjoy constitutional post and discharge public duty. Justice Sanjiv Khanna said independence of judiciary and transparency go hand in hand. Justice Ramana, who concurred with Justice Khanna, said there should be balancing formula for
Right to Privacy and Right to transparency and independence of judiciary should be protected from breach. The High Court on January 10, 2010 had held that CJI office comes within the ambit of RTI law, saying judicial independence was not a judge’s privilege, but a responsibility cast upon him. The 88-page judgement was seen as a personal setback to the then CJI, KG Balakrishnan, who has been opposed to disclosure of information relating to judges under RTI Act. The move to bring CJI office under the transparency law was initiated by RTI activist SC Agrawal. His lawyer Prashant Bhushan had submitted that though the apex court should not have been judging its own cause, it is hearing the appeals due to “doctrine of necessity”.

A meeting of the forum along with both members of Parliament held at Rhododendron Hall, Chumukedima here on Wednesday further reiterated the August 7 resolution and appealed to all stakeholders – negotiating parties
(Working Committee of seven NNPGs and NSCN (I-M), hohos, civil society organisations (CSOs), churches and people – to foster a spirit of unity and oneness to facilitate the eventual solution to the protracted Naga political issue that was honourable, acceptable and recognised the uniqueness of the history of Naga people. Appreciating Prime Minister Narendra Modi, Union home minister Amit Shah and Nagaland governor and Centre’s interlocutor RN Ravi for having brought the talks thus far, JLF also welcomed the proactive role played by massbased organisations, tribal
hohos, NGOs, churches and CSOs for making all-out efforts to create a congenial atmosphere for ensuring that the talks were headed in a positive direction. The House appealed to people of the neighbouring States to extend all possible cooperation so that the peace process could conclude in a successful manner that would enable peace and stability in the entire region. RH reiterates Tseminyu district demand DIMAPUR, NOV 13 (NPN): Rengma Hoho (RH) general session held at its headquarters Tseminyu on November 9, 2019 reiterated its stand for demand of Tseminyu district and has appealed to the state government to consider its demand at the earliest. In a press release, RH president Kenyuseng Tep and general secretary Thonchilo Kath said that the state government should consider the demand respecting the rights of
Rengmas as Tseminyu becoming a district was a long overdue. RH maintained that Rengmas were neglected since the inception of the statehood and have been sidelined from all reforms - administratively, economically and on decisions of the government. Medium intensity quake jolts Assam, Nagaland D I M A P U R , N OV 1 3 (NPN): Two medium-intensity earthquakes shook parts of Assam and Nagaland on Wednesday afternoon and evening respectively. On Wednesday afternoon around 1:10 pm, an earthquake measuring 4.7 at the Richter scale struck Assam ,with its epicentre at Diphu. Later in the evening at around 6:40 p.m. another quake of 4.7 intensity on the Richter scale struck Nagaland. The epicentre of the quake was 52 km from Dimapur. The tremor was felt in several parts of Nagaland including Kohima and neighbouring areas in Assam. There was no report of any damage to life and property due to the earthquakes. K Y M C
