The development came as the political impasse lingered on for the 19th day after the assembly election results were declared, with the Congress and the NCP saying that they have not yet taken any decision on Shiv Sena’s proposal of forming a government, which they received only on Monday, and will hold further discussions. At a joint press conference in Mumbai with Congress leaders deputed by Sonia Gandhi to hold talks with him, NCP president Sharad Pawar said the two parties will discuss and

Some 12,000 books, from children story books to medical and engineering text books, were later distributed to representatives of various schools in Nagaland. Speaking at the book distribution programme , Acharya lamented on the problem in Nagaland despite having over 2000 schools, five universities, and a young population comprising of at least 60% of the population. He said educational institutions need to focus on preparing the youth to be self dependent. Acharya
reminded that Nagaland is rich but people are poor because they live under the delusion that they are backward tribals. He said society cannot progress if people choose to remain totally dependent. He said the education system in the country was formed by the colonial rulers to serve the British raj. He said it was high time Indians took pride in their rich history and heritage. Acharya said that a major flaw in the educational system was that it produced people who merely sought to be achievers only for earning their own livelihood. He categorically remarked, “an achiever who is not a giver is a looter”, while urging people to think of ways of contributing to the society instead of self aggrandizement. Acharya also lauded Prime Minister Modi for his bold leadership in bringing the Naga problem to near its logical conclusion. (Cont’d on p-7)

Youth Cong seeks rectification of NIT D I M A P U R , N OV 1 2 (NPN): Alleging corrupt practices by various government departments in issuing tender notices, Nagaland Pradesh Youth Congress (NPYC) Tuesday sought the intervention of the chief minister in stopping usage of clauses in tender invitations. In a memorandum addressed to the state chief minister, NPYC president Vilhousilie Kenguruse and general secretary, Limayangba, expressed shock at the notice inviting tender (NIT) issued by chief engineer PWD(R&B) dated October 23, 2019. According to NPYC, the clause No. 16 of the NIT states that “The acceptance of the lowest rate is not obligatory and quoting of non-workable rate will be summarily rejected”. NPYC claimed that the department did not have the intention and willingness to promote the young contractors, but
to resolve the revelation of the living God and to remind the forgotten common ancestry through Sümi Alakishi Prayer Group and Shisha Hoho that both had to have “fraternal brotherhood”. Accordingly, the first brotherhood was held on September 9, 1996 at Phek town. It was resolved that since the fraternal brotherhood was not manmade but established through God’s revelation, both communities, irrespective of status of size, “must respect and support the relationship and its longevity.” The two communities also resolved that the brotherhood will continue to also strive for the betterment of Nagas as a whole.
The meet also resolved to express gratitude to Western Sümi Hoho (WSH) for hosting the meet and also acknowledged the investment, labour and resources put for holding the meet and ensure its grand success. The meeting resolution was drafted by the Resolution Drafting Committee under the convenorDr. Huska Yepthomi; coconvenor-Yesonu Veyie and the following members-- Z. Lohe, Theja Therieh, Mikha Kenya, Sovenyi, Nikheto Jimomi and Dietho Rhakho. Several leaders from both communities also spoke at the programme which was also attended by around ten thousand Chakhesangs and Sümis. (Cont’d on p-7)
Couple with arms: Governor directs DGP to register case Staff Reporter
D I M A P U R , N OV 1 2 (NPN): Taking serious note of the photos and video that went viral on social media of a newlywed couple posing with assault rifles, Nagaland Governor RN Ravi has directed director general of police (DGP) to “register a criminal case, seize the guns and arrest the culprits”. According to sources, Ravi, who is also the Government of India’s Interlocutor for Naga peace talks, has directed the police to initiate action against the couple and other accomplices. When contacted, Ravi confirmed that he had directed DGP Nagaland to register a “criminal case against those wielding the guns and their fathers and others who were accomplice”. Ravi asserted that such activities were not (Cont’d on p-7) acceptable and would not
be tolerated. “This can’t be taken lightly. This is an ugly and crude manifestation of gun culture,” he added. According repor ts, DGP has asked CP Dimapur to initiate action. The photos had also grabbed the attention of most national media houses and published. Due to several decades of gun violence in Nagaland, unfortunately most citizens are not well versed with the laws regarding usage of guns, especially assault rifles. There are many instances where ordinary citizens, without any harmful intentions, have uploaded their photos with guns in their social media accounts. However, this particular photo caught the attention of many at a time when all eyes are on Nagaland as Naga political groups and the Centre have entered a decisive phase to end the decades old Naga problem.

Khamo said there was a cancer burden in Nagaland as most of the patients were diagnosed at stages III and IV leading to low survival rate. She said lack of early diagnostic tools, awareness, proper screening programmes and proper facilities for treatment were the main challenges, while the patients in remote villages had difficulty in accessing basic healthcare facility due to lack of transportation, poor communication, language barriers, financial constraints, etc. Khamo maintained that the need of the hour was to create awareness on risk factors like tobacco, alcohol and traditional dietary habits such as smoked and fermented food items, training and health education, promote use of clean fuel in villages to minimise indoor air pollution and promote
consumption of fresh fruits and vegetables. She said research on cancer would help modern medical science to understand preventive measures, help in risk reduction and development of newer treatment, while implementing cancer patient welfare and health insurance schemes to improve affordability and accessibility to treatment. She suggested spreading awareness on cancer, providing early detection facilities like endoscopy, colonoscopy, colposcopy and mammography in all district hospitals, providing counselling facilities and creating poor cancer patient fund. Khamo further suggested rehabilitation of cancer patients, providing common cancer drugs at subsidised rates, making available various specialists in oncology at a centralised
place, setting up radiotherapy facility, starting cancer helpline, starting cancer society and making cancer a notifiable disease. She called for getting all cancer patients registered with PBCR, NHAK. Dr Tetei Khalo gave an introduction on palliative care while Miss Phek 2019 Shefüvi Pfithu shared her walk of courage and determination. Cancer survivor Banuo Z Jamir, who chaired the function, said cancer was not a curse unlike what many people thought, while appealing to cancer survivors not to feel ashamed but come out openly and share their experience, which would be a morale booster and encouragement for many. Health & family welfare principal secretary Ramakrishnan, cancer survivors and others attended the fellowship.

IMPHAL, NOV 12 (NPN): Naga Mothers’ Association (NMA) leaders have arrived in Manipur with a message of peace and held interactions with leaders of Meira Paibi (women torch bearers). The NMA delegation reached here on Monday and held talks with Meira Paibi leaders and other women activists on Tuesday. Talking to reporters later, the visitors explained that they had come here with a message of peace and love for people of the region, particularly in the two neighbouring States. NMA adviser Dr Rosemary said that during the interaction, they discussed various issues concerning Manipur and Nagaland, particularly in the wake of peace talks between Centre and Naga rebel groups. Observing that mili-
tarisation had taken place in both the States, both sides discussed the prevailing situation arising out of militarisation, she informed the media. She added that they also discussed issues concerning the Naga peace talks and remarked that it was very encouraging that both sides shared their opinions in a free and frank manner. Rosemary appealed for peace in the region, particularly in the two States. She stressed, “Any kind of solution between the Centre and Naga groups should not disturb peace and tranquillity in the region. Peace should be the primary concern of the negotiators.” Pointing out Nagaland had been facing insurgency for the over half a century and that the State paid a heavy price, the NMA adviser remarked, “We are looking for peace. We are
looking for peace among all Nagas across boundaries. The resolution of Naga political issue will depend on Indian government and Naga negotiators.” She said people had no knowledge about the kind of “breakthrough” achieved between the India government and Naga negotiators in the last round of peace talks held on October 31. “So, we are all waiting for a final outcome. We desire a permanent peace through peaceful resolution of the Naga political issue,” she added. But she asserted that whatever be the resolution, women of the two States would continue to maintain good relationships. “We are friends with Meira Paibi. We have shared Lifetime Peace Prize in 2013 conferred by Times of India. We continue the same relationship. That is why we have come here,” she added. K Y M C
