GENEVA, MAY 8 (AGENCIES): A wholesale market in the central Chinese city of Wuhan played a role in the outbreak of the novel coronavirus last year, as the source or possibly as an “amplifying setting”, the World Health Organization said on Friday, calling for more research, Reuters reports. Chinese authorities shut down the market in January as part of efforts to halt the spread of the virus and ordered a temporary ban on trade and consumption of wildlife. “The market played a role in the event, that’s clear. But what role we don’t know, whether it was the source or amplifying setting or just a coincidence that some cases were detected in and around that market,” said Dr Peter Ben Embarek, a WHO expert on food safety and zoonotic viruses that cross the species barrier from animals to humans. NPCC to fund rail tickets of migrant workers D I M A P U R , M AY 8 (NPN): In line with Congress president Sonia Gandhi’s assurance to bear the payment of return rail tickets for all needy workers and migrant labourers wishing to travel to their homes across the country, Nagaland Pradesh Congress Committee (NPCC) has asked the State government to provide a list of all needy workers and migrant labourers from other States currently stuck in Nagaland and wishing to return home so that the party could fund their train tickets. In a letter to chief secretary Temjen Toy by its president K Therie, Nagaland Pradesh Congress Committee said while it was also identifying such individuals and reaching out to them, most of these migrants had applied to deputy commissioners and SDOs (civil) to help facilitate their return journeys. Promising of depositing the necessary amount with the chief secretary directly, the letter requested the government to contact the NPCC president or NPCC general secretary and party’s Task Force for COVID-19 chairman Capt (retd) GK Zhimomi, who is the nodal person, in this regard.

20 states readies to launch ‘one nation-one ration card’ NEW DELHI, MAY 8 (PTI): Food Minister Ram Vilas Paswan on Friday said as many as 20 states and union territories including Nagaland are getting ready for implementation of the ambitious ration card portability service ‘’One Nation-One Ration Card’’ from June 1. Under the initiative, eligible beneficiaries under the National Food Security Act (NFSA) would be able to avail their entitled foodgrains from any Fair Price Shop in the country using the same ration card. “So far, 17 states and UTs have integrated and three more states Odisha, Mizoram and Nagaland are also getting prepared. Total 20 states/UTs will be ready for the launch of ration card portability from June 1,” Paswan told reporters. Seeding Aadhar details with ration cards and install-

Food Secretary Sudhanshu Pandey said already intra-state ration card portability is being used, but the transactions are not significant. About one crore transactions a month are reported now. PDS shop owners have been asked to keep hand sanitizer which the beneficiary can use, after and before using their finger for biometric identification,” Pandey said. Dimapur to implement ‘oddeven system’ to limit vehicles D I M A P U R , M AY 8 (NPN): With a view to prevent clogging of roads by thousands of vehicles in Dimapur City and also reduce number of people out on the streets, Dimapur Police has decided to implement the ODD & EVEN number rule for all vehicles. In an order, Commissioner of Police Dimapur, R. Tetseo stated that the order will be effective from May 11 till May 17. The order stated that all types of

vehicles, both commercial and private, including twowheelers, having registration numbers ending with odd digits (i.e.1,3,5,7,9) only will be allowed to ply on Monday, Wednesday and Friday. The plying of vehicles with registration numbers ending with even digits (i.e. 0,2,4,6,8) will be allowed on Tuesday, Thursday and Saturday, the order mentioned. The prohibition and restriction on movement of vehicles will however,

not apply to those vehicles exempted through various government notifications that are currently in force in the state and Dimapur district. The CP warned that violation of the order will be liable to be penalized under Section 177 and 179 of the MV Act 1988. In this regard, Dimapur Police has appealed to all citizens to abide by the order issued in the interest of public safety and convenience.

Those vehicles exempted through various government notifications that are currently in force in the state and Dimapur district. The order also applies in areas covering the NH-29 and within the whole town area.

Zeliang slams COVID-19 cess decision Assault on scribe flayed DIMAPUR, MAY 8 (NPN): Leader of Opposition (LoP), TR Zeliang, Friday took to Twitter to slam the state government for its decision to impose COVID-19 cess on diesel, petrol and other motor spirits. In a 12-part Twitter thread, Zeliang said many have demanded a rollback of government’s “authoritative and misplaced decision”, but the government remained “adamant and deaf to the genuine appeals.” Drawing attention to the pro-rata cuts of 15% under ‘non- development’ from the budget estimates (BE) of 2020-21, which was recently notified by the state government as part of the austerity measure, Zeliang said if the funds collected from the initiative could be judiciously utilised, there would not be any immediate requirement for another form of tax. However, he alleged that the state government “as seen in the past” only wanted more from the people,

thus imposing COVID-19 cess on petroleum products. “This 15% pro-rata cut would amount to huge numbers, which will all be at the discretion of the finance minister of the state who is also the chief minister,” Zeliang said. In order maintain transparency and accountability, he said total amount accumulated and how it was being utilised should be put in public domain. Zeliang said that the chief minister gave “absurd reply” when he sought the logic behind imposition of COVID cess on petroleum products at an all-party meeting recently held in Kohima. According to LoP, the chief minister said that cess on fuel was “to tax the rich and help the poor.” “But is it really the case on ground? Arbitrary decision by the finance minister in charge, without any consultation with stakeholders or his Cabinet or for that matter even the Opposition

Therefore, Zelaing said the government’s reason that it was taxing the rich to help the poor was “outright lame excuse to cover up their poor policy.” He underlined that the “short-sightedness” of the government policy would further aggravate the already poor economic condition of the state.

Staff Reporter DIMAPUR, MAY 8 (NPN): Media fraternity expressed outrage at the assault on the staff reporter of a Dimapur-based newspaper by an unarmed branch constable (UBC) of GRPS Dimapur railway station on Friday afternoon at the station area while returning home after covering an event. In a complaint filed, the reporter Prasanjit Dutta working in Nagaland Page, said he had gone to seek permission from the GRPS to walk through the over bridge, but was slapped and also racially abused by the constable. In the complaint, the victim said when he informed that he belonged to a community, the constable told him to go back and not to spread coronavirus. Later, the police constable wrote an apology letter to both the reporter and the media and both

of which were accepted. ADCP Crime and PRO Dimapur police also informed that appropriate disciplinary action has been initiated against the erring personnel. Earlier, Kohima Press Club (KPC) through its president Alice Yhoshü and general secretary Atono Tsükrü condemned the assault on the reporter despite having produced his press ID Card. Nagaland Press Association (NPA) through its president H. Chishi also expressed strong condemnation at the assault meted out to the journalist by a police officer. Chishi appealed to the state government to sensitise police and allow journalists to work without obstacles. Indian Journalists Union (IJU) has also condemned the assault and demanded the government of Nagaland to ensure safety and security of journalists of the state.

COVID-19 nationwide tally nears 60k GMCH PG student tests NEW DELHI, MAY 8 (PTI): Nationwide tally of confirmed infections was seen fast approaching 60,000 and the death toll crossed 1,900 on Friday. According to the daily morning update from the health ministry, a total of 3,390 COVID-19 cases and 103 deaths were reported in the last 24 hours till Friday 8 AM, taking the total number of cases to 56,342 and death toll to 1,886. However, a PTI tally of numbers reported by different states and union territories till 9 PM showed that at least 59,100 have tested positive so far across the country while 1,904 have died. This marks an increase of over 6,000 cases and nearly 100 deaths since Thursday morning. Close to 17,000 COVID-19 patients have also recovered so far, giving a recovery rate of more than 29 per cent. The worldwide recovery rate has been hovering around 33 per cent for the past few days.

D I M A P U R , M AY 8 (NPN): Nagaland government spokesperson for COVID-19 and planning & coordination, land revenue and parliamentary affairs minister Neiba Kronu Friday informed that the state will be arranging special trains or buses, as per requirements, to bring back the stranded people after sorting out the dates of the applicants. According to Kronu, 33 individuals had applied for e-passes, while 7,015 opted for government arrangements for transportation till 5 p.m. on Friday. Meanwhile, inter-district movement of stranded persons to their home districts that began on Thursday continued for the second day on Friday. Altogether, 1758 passengers in 85 buses travelled back to their respective destination from various locations of the State, he added. Kronu said that the Health & Family Welfare department, in collaboration with the police, was digitally monitoring quarantined persons through nCovid-19 Nagaland Visitor’s App. The monitoring is done on the basis of COVID-19

DIMAPUR, MAY 8 (NPN): Out of 805 COVID19 suspected samples sent for testing from the state till date, the reports of 775 samples had tested negative and results of 30 were awaited, state government spokesperson and minister Neiba Krnou informed on Friday. He also said that on May 8, 7369 persons were screened and a total of 77 persons were under facility quarantine.

SVC alleges Assam positive for COVID-19 police highhandedness

GUWAHATI, MAY 8 (PTI): The Guwahati Medical College (GMC) will not admit patients for the next few days after a post graduate student of the state-run facility tested positive for COVID-19, Health Minister Himanta Biswa Sarma said on Friday. Assam recorded a spike in coronavirus cases on Thursday, as eight people tested positive -- four each in Guwahati and Silchar -- taking the number of cases in the state to 53. “A PG student at Guwahati Medical College tested COVID positive last night. Consequently, we are screening everyone who came in contact with him, and the entire premise has been sanitised. We have closed the hospital for new patients for the next few days,” Sarma said. “Special arrangements will be in place for patients already admitted and collection of new swab samples,” he said on Twitter. There are 18 active cases of novel coronavirus in the state, while 34 people have recovered so far. “ Fo u r p e r s o n s i n G u wa h a t i t e s t #COVID19+ One of them had come from outside Assam, and is in home quarantine, while 3 are from Guwahati... D I M A P U R , M AY 8 (NPN): Sangtamtilla Village Council (SVC) has sought immediate intervention of the state government into the alleged highhandedness of the Assam police along the interstate border. In a memorandum to DC Dimapur, SVC chairman Asemba Mongzar and Sangtamtilla village head GB Litingse stated that since the state border has been sealed on account of COVID-19 pandemic, the village council along with home guards and IRB personnel were continuing their duty. However, SVC said that one Debo Sharma, head GB of Tilla bosti, Karbi Anglong, had opposed to COVID-19 duty and kept on reporting the matter to Assam authorities resulting in Assam police arriving at the area on four occasions

and directing the removal of the camp from the area. On May 8 around 10 a.m., SVC said Assam police led by ADC Diphu and SP Diphu along with 25-30 police personnel “forcefully” dismantled the gate, which was also witnessed by SDO Sadar, ACP Zone-II, office in-charge urban police station, Dimapur. SVC pointed out that the residents of the Sangtamtilla village and council were doing the duty not only for village public, but for the entire state. However, SVC said that they were being “physically and mentally tortured” by the Assam police supported by one Debo Sharma. SVC has, therefore, appealed to the state government to immediately intervene on the issue, failing which they would be compelled to take law into their own hands. K Y M C
