Belgian envoy offers support to build KSC

KOHIMA, MAY 8 (NPN): Belgian ambassador to India, Jan Luykx has offered support in building Kohima Smart City using his country’s expertise and knowledge since Belgium was already involved in building smart cities in some states in India. He said this while reciprocating the welcome accorded to him and Trade and Investment Commissioner of Flanders, Alexis Bossuyt, who accompanied him, here on Tuesday by information technology and communication (IT&C) and power departments and Kohima Smart City Development Ltd at IT&C directorate. Luykx said there are many challenges to develop smart cities as they involve top-level IT, besides basic infrastructural needs like sewage. WSKH on fourlane project D I M A P U R , M AY 8 (NPN): Western Sumi Kukami Hoho (WSKH) has cautioned that it would not tolerate any organisation or individual creating any kind of problem that would hamper the ongoing fourlane highway works under its jurisdiction. The hoho disclosed hat that resolution to felicitate smooth execution of highway construction works within WSKH jurisdiction was adopted in its meeting held on May 7, 2018. Once completed, Western Sumi Kukami Hoho said the four lane highway would be beneficial for the entire populace of the state. The hoho has, therefore, said all sections of Naga society should encourage for timely completion of the highway project.

companies through trade fairs in India. Towards this end, he said trade missions will be held in the first week of December that will focus on pre-harvest, harvest and post-harvest technology and food processing technologies. Bossuyt said India can become a global service provider in IT&C sector as the country has “dynamic and brilliant” entrepreneurs who can develop new technologies. Speaking on the occasion, urban development & municipal affairs minister Metsubo Jamir pointed out
that climate impacts development of the State. So, he urged the visiting dignitaries to provide technological support for dealing with the climatic condition, and which will help bring tangible benefits and aid development of the State. In his speech, IT&C adviser Mmhonlumo Kikon was optimistic that Act East Policy will open up lot of opportunities in the Northeast and enable people to explore trade, adding the impact of trade among Asian countries as well as bilateral trade was yet to be felt by the region. Kikon maintained that proper integration will take place when the smart city becomes reality. He informed the gathering of the IT&C department’s initiative to provide free Wi-Fi connectivity in university and district administration offices, adding that it will be operationalised in Kohima in three to six months. Welcoming investment and collaboration, he asserted that the current dispensation in the State has the political will to take steps in the right direction.
Empower farmers for economic growth, says Governor Acharya Staff Reporter
D I M A P U R , M AY 8 (NPN): Nagaland Governor, PB Acharya, has called for empowering farmers with “knowledge and scientific technology” so as to enhance the economy of the state. Governor said this while addressing farmers and officials during field day cum farmers’-scientist interaction on “crop diversification for enhancing cropping intensity in rice fallow land through resource conser vation technology with special reference to Nagaland” at ICAR Research Complex for NEH Region, Nagaland centre, Medziphema here Tuesday. “Kisans (farmers) are the soul of the country and state,” Acharya said, adding that for the country or state to more forward “we need to strengthen the kisans.” Despite being blessed with natural resources in abundance, the governor lamented that Nagaland was “suffering” as the state (Cont’d on p-7) was still “dependable on

Calling upon the people of Nagaland to exploit the natural resources, the governor urged the Nagas to “create wealth out of natural resources” as everything was at their disposable. “We need not be a subsidy state when we can be independent economically,” exhorted Acharya. Expressing concern over the diminishing work culture in Naga society, the governor asked how many Nagas were prepared to work hard and earn their livelihood. He pointed out
that non-Nagas from outside the state was in control of the state economy and called upon the Nagas to revive their work culture. In a brief remark, principal secretary, veterinary and animal husbandry, MK Mero, asserted the need of convergence with farmers, saying they were the key if the state wanted to attain self-sufficiency. Stating that Nagaland was aiming to be self-sufficient by 2025, he said to attain such status there was a need for farmers to increase their productivity. Highlighting the need for Nagaland to be selfsufficient in livestock and agriculture, Mero said about Rs. 200 core was spent annually to import meat into the state causing a “huge drain” in the state economy. He also called upon the educated youth to venture into livestock and agriculture farming. “If educated youths take get involved in farming activities then it would solve unemployment problem in Nagaland,” Mero said. KOHIMA, MAY 8 (NPN): With barely two days left before the May 10 deadline for candidates to file nomination to the Lok Sabha by election on May 28, the ruling Progressive Democratic Party (PDA) and the opposition Naga People’s Front (NPF) have announced the names of their respective candidates. C Apok Jamir minister Neiphiu Rio but he resigned in February to contest the state assembly election on NDPP ticket. The NPF has nominated former parliamentary secretary Tourism C. Apok Jamir as its candidate. Apok lost the February 2018 election for the Mokokchung town constituency to NDPP candidate and present minister of Urban Development and Municipal Affairs Metsubo Jamir. Apok was also one term MP of Rajya Sabha as Congress member.
Meanwhile, NDPP has nominated former minister Tokheho Yepthomi as the consensus PDA candidate for the Lok Sabha seat. NDPP spokesperson Merentoshi R. Jamir informed Nagaland Post that the alliance (PDA) has decided field former minister, Tokheho Yepthomi. Tokheho lost the election for the Dimapur-III constituency to NPF candidate Azheto Zhimomi. Meanwhile, NDPP and NPF have decided to issue the party tickets to their respective candidates on May 9. As for the Congress, sources said that the party was yet to decide on its candidate. Since the president was in Delhi, the party will finalize only after his return, sources added. It was also learnt that RJD was likely to set up its candidate. Sources informed that the party ticket will be issued at RJD headquarters in Patna on May 9.

BENGALURU, MAY 8 (IANS): In a statement that is bound to ruffle the feathers in the opposition, Congress President Rahul Gandhi on Tuesday said he would become the Prime Minister if the Congress emerges as the largest party in the 2019 Lok Sabha polls. He also said that Prime Minister Narendra Modi will not be the Prime Minister again. “Well that depends... that depends on how well the Congress does. I mean... the Congress, if it’s the biggest party, yes,” he said in reply to a question at an interaction with eminent citizens here. This is the second time Rahul Gandhi has expressed his readiness to be the Prime Minister if the Congress gets a majority in next year’s Lok Sabha polls. In September last year, speaking to students in Berkley, he had said that he was “absolutely ready” to be the Prime Minister. The statement assumes significance in the context of parties that want to keep equi-distance from both the BJP and Congress and are working for a Third Front or Federal Front, which would not want to work under Gandhi. Telangana Chief Minister K. Chandrasekhar Rao has already met leaders including West Bengal Chief Minister Mamata Banerjee and DMK’s M.K. Stalin in efforts to tie up a Federal Front of parties.
DIMAPUR, MAY 8 (NPN): NPF has expressed its inability to attend two crucial Political Affairs Committee (PAC) meetings– with legislators on May 9 and with tribal hohos on May 11. Former minister and NPF MLA Imkong L Imchen said in a press release said that his party will not attend either of the meetings as these have not been convened or routed through the Assembly speaker, who is the appropriate authority, and neither has the leader of opposition, T.R. Zeliang been formally communicated regarding the meetings. Imchen pointed out that Nagaland chief secretar y Temjen Toy had issued a circular on April 30 stating that PAC had convened a special meeting of all tribal hohos at the State Banquet Hall, Kohima at 10 a.m. on May 11 to discuss issues concerning the on-going peace talks and women reservation policies for urban local bodies, among others, and that each hoho is
Opposed to ‘unconstitutional’ ranks only: NPRAAF ENSF appeals for quality works DIMAPUR, MAY 8 (NPN): Amidst the ongoing hullabaloo over appointments of leaders of ruling alliance partners as PDA members, Nagaland Public Rights Awareness and Action Forum (NPRAAF) has clarified that it was not against the appointments but only opposed to the “unconstitutional” ranks given to them along with salary, allowances and other perks. In a statement issued by its information & publicity cell, NPRAAF said the coalition government can appoint more members for better coordination among ruling alliance partners, if deemed necessary, and that it is absolutely the political parties’ discretion. However, the forum averred that it is only opposed to the ranks of cabinet and state ministers accorded to them along with salary, allowances, perks and other facilities, which come directly under the purview of Sec 21 IPC. According to NPRAAF, the appointments go against the
July 26, 2017 ruling of Supreme Court, which stated that Article 194 did not authorise the State Legislature to create office of profit even by legislation. The forum pointed out that the action of the State government has gone against the apex court ruling and tantamount to outwitting the constitutional mandate contained in Article 164 (1A) , which was adopted with a view to minimise expenditure on office of profit. NPRAAF asserted that it will never endorse the coalition government’s move to use public exchequer at will to sponsor PDA members or any constitutionally unsanctioned post when the State government is in deep financial crisis and finding difficult even to pay monthly salary to government employees and bills to contractors. The statement sought detail information from the chief secretary as well as parliamentary affairs department on the powers and functions of the “backdoor ministers”, besides
salary, perks and allowances any other facilities provided to the “non-legislators made ministers through backdoor”. It also demanded to know under which provision of law they were given the rank and status of ministers. Suggesting cancellation, suspension or rectification of the appointment letters immediately, NPRAAF said it will be in the best interest of the government to serve the people meaningfully instead of engaging itself in legal confrontation that will ultimately affect even the appointment of advisors, who are bereft of cabinet and State ministers ranks and status even as elected legislators. The forum declared that it will never allow the State government to misuse public money to appease party functionaries through unconstitutional means. NPRAAF is a non-political civil society organisation that fights the scourge of corruption in the State.
DIMAPUR, MAY 8 (NPN): Eastern Naga Students’ Federation (ENSF) has appealed to all the departments, companies, firms and contractors to deliver quality workmanship while executing any development projects in Eastern Nagaland jurisdiction. In a press release, ENSF vice president, Manpang Wangyen, and assistant general secretary, Kumcho Yimchunger, expressed dismay that for the past years Eastern Nagaland had been neglected and turned “into a freestyle zone” for departments, companies, firms and contractors etc. Acknowledging the state government for showing keen interest to develop the “most neglected” and backward areas of the state, the ENSF hoped that government would not only develop Eastern Nagaland but also facilitate the “Act East Policy”. ENSF, however, said “it is undeniable fact that the unexplored and untouched
motherland was made waste disposal zone by the successive governments and thus, resulting the condition of Eastern Nagaland pathetic and pitiable in all the developmental sectors.” Stating that it has take strong note of the poor quality in developmental activities particularly in Eastern Nagaland, ENSF warned the responsible contractors and departments that the federation cannot afford to compromise the quality of workmanship in any circumstances. “The contractors, firm and any company engaged with any projects in the Eastern jurisdiction are expected to execute the work as per DPR without any disrepute,” ENSF stated. Further, ENSF said it would not entertain any responsible that failed to abide by the terms of contract or compromise with low quality, adding it would initiate own course of action as deemed fit.

Imchen pointed out that in the past the ruling party used to officially communicate to the opposition for fixing such a meeting and the speaker, being a neutral authority, used to convene such meetings. Stating that Zeliang urged the speaker to convene a meeting of the Legislators’ Forum for Naga Political Issue during the last budget session of the Assembly in March, Imchen lamented that it has not been convened by the appropriate authority. He said under the circumstances NPF will not attend the meeting.
ZPON flays bid to divert SRDP projects from Peren DIMAPUR, MAY 8 (NPN): Zeliang People’s Organisation Nagaland (ZPON) has expressed its dismay at the alleged attempt by the PDA government to divert the Special Road Development Programme (SRDP) Fund, 2017-18 approved on February 3 this year. The organisation said the diversion bid will affect four projects in Peren district that are very important and a genuine need of the district. ZPON president Kezin Zeliang and general secretary Kerang Dumtta in a press release said the people of Peren too were looking forward towards a positive developmental change from the new government with its much-hyped “Change is coming” slogan. However, they rued that the first change in Peren has come as a big blow, which has dashed hopes of the people. Demanding to know on what grounds and criteria the four projects were proposed to be diverted, ZPON said as per a Nagaland Post report on May 2 the four projects selected for Peren district under SRDP 2017-18 and proposed to be diverted are maintenance of road at Samziuram village at a cost of Rs 3 crore, construction of road from Heningkunglwa village to Dimapur-Khupanala (Cont’d on p-7) K Y M C
