life, she was treated as an object of enjoyment,” said the judges, noting that the offence created a “tsunami of shock”. The convicts, they said, also tried to run over the woman and her friend after dumping them on a road, naked and bleeding. Amid outrage and street protests not just in India but also in other parts of the world, four of the rapists were sentenced to death by a trial court in 2013. A year later, the high court confirmed it. But Akshay Thakur, Vinay Sharma, Pawan Gupta and Mukesh moved the Supreme Court for mercy. Ram Singh, the bus driver, was found hanging in his cell in Tihar jail in March 2013, months before the rapists were convicted. The sixth convict was just short of 18 when he was arrested. He walked out of a correction home in December 2015 after spending three years - the maximum punishment for minors - sparking public outrage and an overhaul of the juvenile law.

KOHIMA, MAY 5 (NPN): Nagaland Gover nment Higher Secondary School Employee Association (NGHSSEA) on Friday demanded total bifurcation of higher secondary from elementary education. The decision was taken after NGHSSEA held consultative meeting with the DDEO’s, principals, vice principals, higher secondary officials and executive of NGHSSEA at LCS building Kohima. The association has also threatened to launch phase wise agitation, in the event state government failed to meet their demand within May 9. Briefing media persons, president NGHSSEA Kelhikha Kenye said that in the first phase of agitation the employees would be wearing black badges from May 10-12 followed by pen-down strike and mass casual leave The ultimatum included: submission of incumbency list and post continuation to the AG to enable the officers of school education department to obtain pay slips, publish seniority list of (Cont’d on p-8) officers of higher secondary

NEW DELHI, MAY 5 (AGENCIES): Four of the men held guilty of raping and torturing a 23-year-old medical student on a moving bus in Delhi in December 2012 will hang, the Supreme Court said on Friday, describing the crime as a “story of a different world”. The court referred to the dying declaration of the young woman and said the “brutal and demonic” crime had been proved beyond doubt. “Those who did this to me, do not spare them” These were the words that police officer Chaya Sharma heard from Nirbhaya, the young student gang-raped on a moving bus and tortured with an iron rod in December 2012. “If ever a case called for

N E W D E L H I , M AY 5 (NPN): The Central government has reportedly elevated Nagaland University (NU) pro- Vice Chancellor Pardesi Lal as the next Vice Chancellor. According to reports, the union government had made the appointment of Pardesi Lal as VC of Nagland University besides a VC for Aligarh Muslim University.

NGHSSEA demands bifurcation of higher secondary from elementary education section under school education department, promotion of higher secondary officers to fill up the vacant post and to review the order in respect of 23 GHSS wherein DDO power was withdrawn from GHSS principals and handed over to DEO’s of secondary cadres (intensifying cadre conflict). Kenye said that the house has taken the decision by taking into account the administrative and structural problems. He informed that the house resolved to oppose any proposal to abolish the post of DDEO which was presently occupied by higher secondary cadre. It also demanded that the DDEO post currently allocated to higher secondary cadre should be retained. He said, since 1992 higher secondary was introduced in the state, the employees have not resorted to any form of agitation, as it believed in dialogue to settle any issue. But since, NGHSSEA could no longer tolerate, it resorted to protest to express their rights, he said. NGHSSEA also expressed concern on the stripping of power of Drawal and Disbursing Officer (DDO) from

GHSS principals to District Education Officers (DEO). According to NGHSSEA, power of DDO empowered to principals, were used as effective deterrent for the school administration even amongst the school administrators. The association viewed that the government’s move to withdraw the power of DDO from GHSS principals was “anti-school administrator”. It pointed out that giving power of DDO to official, who has no experience about school administration would affect 23 higher secondary schools. It therefore, urged the government to withdrawn the power of DDO handed to DEO. Earlier on March 3, the association submitted representation to principal secretary school education for a partial review of GHSS establishment, promotion of higher secondary officers, incumbency list and post continuation and tentative seniority list of higher secondary officers. Again on April 3, NGHSSEA had submitted a reminder asking government to issue necessary orders. But the government was yet to fulfil the demand of the association.

Person goes missing every 4th day in state: NSCW Correspondent

KOHIMA, MAY 5 (NPN): Nagaland State Commission for Women (NSCW) chairperson, Dr. Temsula Ao, on Friday stated that as per the police data one person goes missing every fourth day in Nagaland. She pointed out that out of those missing persons, 83% were below the age of 18 (children and minors), 13% have been reportedly trafficked and 35% remained untraceable, the commission stated. NSCW also added that the reported cases of rescued victims were increasing In Nagaland. NSCW chairperson was speaking at the legal awareness programme on “Human Trafficking” held at the De Oriental Grand here Friday organized by NSCW in association with the National Commission for Women, New Delhi. The seminars have been conducted in almost all the

districts and sub-divisions and expected to continue till the end of May 2017. NSCW chairperson said that human trafficking was an organized criminal trade, which was expanding at a phenomenal rate. However, she said it was unique as unlike other trades as the commodity that was being traded involved human beings. Dr. Temsula Ao asserted that there were many instances on human trafficking and missing persons that were unheard of because the parents who willingly send out their ‘minor’ children outside do not realize that

they were unwillingly participating in a form of human trafficking of their own flesh and blood. Because of such ignorance, NSCW chairperson said the agents take advantage and easily recruit groups of minors to be sold off to other agents in the trafficking racket for employing them in houses of ill repute or place them in affluent homes as forced or unpaid labourers. She reg retted that though the nodal agencies could be the anti-human trafficking units, which were supposed to be in all the districts attached to women cells, yet there seemed to be ambiguity about the establishment and functioning of such units. Stating that the commission through its awareness programme has created its first step against human trafficking, Dr. Temsula said (Cont’d on p-8) K Y M C
