D I M A P U R , M AY 2 (NPN): With the arrival heavy rains, one of the temporary transits over the Chathe river at 4th Mile, near Christian Institute of Health Sciences and Research was completely washed away by the rising water levels and strong currents. According to local sources, this happened at around 3:30 a.m. Wednesday. Following the main bridge’s collapse on July 11, 2017, a “hanging bridge” for pedestrians was strung across the river and eventually two temporary transits over the water were built using hume pipes.

Kire clan responds to TR Zeliang D I M A P U R , M AY 2 (NPN): In connection with the ongoing imbroglio over alleged irregularities in RD fund allotments and undue favour shown on a particular village allegedly by Lhoubeilatuo Kire, principal secretary RD, the Kire clan has sought to clarify certain allegation against Lhoubeilatuo. In a press release, Kire Chienuo president, Dr Kikrukuolie Kire and general secretary, Vilavotuo Kire, stated that Lhoubeilatuo had never served any ultimatum on NPF party or TR Zeliang as alleged. Rather, they said it was the Kire clan who questioned the conduct of TR Zeliang in the light of instances of personalized allegation. The signatories said they confirmed from the organizations that Lhoubeilatuo had never lobbied nor rallied support of social organizations for issuing press release in his favour. Meanwhile, Kire clan warned that if anything happened to Lhoubeilatuo physically or his career, the clan would put the blame on TR Zeliang and hold him responsible. (Full text on p-6)

However, during Wednesday’s downpour, one of the two temporary hume pipe bridges was washed away. The pedestrian hanging bridge was still intact. Speaking to Nagaland Post, PWD (R&B) Executive Engineer, Er. Talitemsu Jamir, who had been at the spot to take stock of the situation, said the other hume pipe bridge, downstream of the one destroyed, was also affected and may likely be washed away. According to him, there must have been heavy rains in the hilly areas upstream also, going by the way the water level rose. When asked about the Bailey bridge currently under construction, he said

it could not be completed as per the schedule due to vehicles plying through their work areas in a hurry, impeding the workers. Er. Tali remarked that the upstream bridge being washed away was a blessing in disguise because now the vehicles had stopped driving through the Bailey bridge work area and they could continue working in full swing. Barring unforeseen hindrances or obstructions, he said the Bailey bridge should be good to use in four to five days. He also added that the hume pipe bridges and the Bailey bridge were all stopgap measures and these repeated setbacks will stop

only when the RCC bridge was completed. Meanwhile, C-Edge College, principal, Dr. Chubatola Aier expressed appreciation for the state PWD department for working consistently to make the Bailey bridge open to the public at earliest. Dr. Chubatola also expressed deep appreciation for Er. Tali and his team for being on the spot to supervise the work. Naga United Village, Council secretary K. L Lokho, when contacted, also said that the public was eagerly looking forward to quick resolution of the issue and appreciated the department for their tireless services.

Rash driving case: one gets 13 yrs jail D I M A P U R , M AY 2 (NPN): Dimapur district court has sentenced Ravi Meeing to 13 years imprisonment for rash driving after the prosecution successfully proved the case, which dates back to December 24, 2014, when the convict driving Toyota Etios Liva ploughed over Christmas carol procession organised by Ao Baptist Fellowship, Signal Basti, killing three persons on spot and injuring 13 others near Sub-Urban Police Station Tinali/Lhomithi Junction. In a press note, public prosecutor Dimapur, Hutoi Yeptho, stated that the court of the principal district and sessions judge, Dimapur, Neiko Kanuo, convicted the accused Ravi Meeing for rash driving on a public way and causing hurt to victims. In a 30-page judgment, the court recommended for compensation of Rs. 2 lakh each to be paid to the family of the three deceased-- Zungalemla (70), Purtula (60) and Noklemchiba (73). During trial, altogether ten prosecution witnesses were examined and the prosecution successfully proved the guilt of the accused Ravi Meeing and sustained conviction, it stated.

Sec. 144 CrPC clamped in Meluri NDPP slams DAN govt for Correspondent

KIPHIRE, MAY 2 (NPN): Following clashes between Lephori and Mollen villagers over a disputed land under Meluri sub-division, the Additional Deputy Commissioner (ADC) Meluri has promulgated Section 144 of the CrPC within the whole disputed area between Lephori and Mollen villages restricting movement of two or more persons with or without arms. Speaking to this Correspondent over phone, ADC Meluri, Dr. Tinojongshi Chang, said situation remained tense after more than 46 farm houses in the paddy fields, belonging to Lephori villagers, were burnt down, as the land was believed to be disputed one. He said security personnel have been deployed to maintain law and order situation. Chang said he has directed both villages and neighbouring villages to maintain calm and also requested the Pochury Tribal leaders to maintain peace. In the order, promulgating section 144 CrPC, the ADC stated that during the clashes between the

two villages, one person from Mollen village suffered injury. Taking note of the tense situation, ADC directed both the village councils to restrain their villagers from taking the law into their own hands. However, defying the directive and request of the Pochury tribal leaders to both the villages to maintain peace in the interest of Pochury tribe, ADC said Mollen villagers on May 1 afternoon burned down the huts of paddy field belonging to Lephori villagers. ADC said that the incident further aggravated the already tense situation. He said there were confirmed reports of involvement of neighbouring villagers in support of Mollen village though the disputed land was purely between Lephori and Mollen village. ADC observed that the situation could further aggravate and there was likelihood of law and order problems within Meluri sub-division if strict measure was not taken. Therefore, ADC Meluri said he promulgated section 144 of the Cr.PC with immediate effect.

payments to contractors for ‘invisible work’ DIMAPUR, MAY 2 (NPN): NDPP has accused the previous DAN government of releasing payments to PWD contractors without issuing them any work order and without any work being done. NDPP media & communication committee charged the previous NPF government of having approved the release of sanctioned amounts for payment to contractors without issuing any work order or seeking progress report and without any work being done. NDPP said these were in gross violation of government norms and laid down rules. NDPP has demanded to know as to under whose direction or pressure was this was done and why public funds were sanctioned for payment to contractors without following procedures for budgeted funds without any work done and in violation of all norms?. In case of any lapse on the part of PWD in following the laid down rules and procedures, NDPP called for an independent and unbiased investigation into the matter, besides initiating necessary disciplinary action against those guilty of such gross malpractice. NPF demands action against PDA govt for ‘violating’ model code of conduct Correspondent

KOHIMA, MAY 2 (NPN): Taking a dig at the PDA government for appointing 13 party functionaries of the NDPP, BJP, NPP and JD (U) in the rank of cabinet and ministers of state, despite model code of conduct for election being in force, NPF spokesperson Achumbemo Kikon has demanded that Election Commission of India (ECI) take cognisance over the appointments and initiate action for violating the model code of conduct that came into effect on April 26. Addressing media persons at the NPF central office here on Tuesday afternoon, Kikon said the PDA government cannot make such appointments when the election model conduct was in force. Demanding that the appointments should be kept in cold storage till the

time the election process was over, he also questioned the sincerity of the Neiphiu Rio-led government on its much-publicised move of doing away with VIP culture and initiating austerity measures as he stressed that the appointments will only add burden to the State exchequer. Asserting that the PDA government’s announcements and its actions were contradictory, Kikon said this indicated that all was not well within the government. He also likened it with a “rickety bridge” that could collapse anytime. Kikon also accused the government of making too many promises as the citizens were yet to see anything concrete on the ground. Taking strong note of the recent abduction of an oil tanker driver and helper that resulted in closure of petrol stations, causing in-

convenience to citizens, NPF slammed the government for being responsible for the total breakdown of law and order situation in the state. On the ongoing road repair works begin carried out across the state, Kikon said it was nothing new as the NPF government had done the same in the past years. He, however, expressed doubt whether the PDA government will be able to keep its word as hardly four more days remained for the 60-day deadline announced by it earlier. Revoke appointment orders: NPRAAF DIMAPUR, MAY 2 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has expressed strong opposition against the recent decision of the PDA coalition government to accord cabinet status to three and minister of state (MoS) status to ten office bearers of the PDA and has asked the government to revoke the order immediately otherwise it (NPRAAF) will pursue the matter to any level to protect the Indian Constitution and the people. A resolution to this effected was adopted at NPRAAF’s executive council meeting on Wednesday. NPRAAF through its information & publicity cell, pointed out that the state government was in deep financial crunch and such appointments will only further burden the State exchequer.

It asserted that the action of the PDA government also amounted to “hoodwinking” the constitutional mandate contained in Article 164(1A), adopted with the aim of minimum government and maximum governance. Citing the 91st Amendment Act of 2003, passed by the parliament on January 1, 2004 with a view to minimise expenditure on office of profit, NPRAAF however said the Act was “diluted by random backdoor appointments of ministers” The forum also reminded the government of the July 26, 2017 Supreme Court ruling, wherein the court had struck down the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provision) Act, 2004, terming it as (Cont’d on p-7) unconstitutional.

Zeliangrong bodies resolve to Transfer & posting uphold Yaruiwo’s executive order of IAS/NCS officers Correspondent

IMPHAL, MAY 2: Taking strong exception to the recognition of Zeme, Liangmai and Rongmei, the Zeliangrong bodies have decided to uphold the “Executive Order of the NSCN (I-M) Yaruiwo late Isak Chisi Swu dated June 30, 2011 issued on the subject “Reorganization of Administration in Zeliangrong Region.” In a joint statement, Zeliangrong Baudi (Assam, Manipur and Nagaland), Zeliangrong Youth Front (ZYF) and All Zeliangrong Students’ Union (AZSU) reminded that the Zeliangrong public and civil society groups including the three bodies had served ultimatum on NSCN(I-M) giving April 30, 2018 deadline

to revoke the “arbitrary and unilateral decision” of Tata Hoho, for separate tribe recognition as Zeme, Liangmai and Rongmei. Following the failure to revoke the Tatar Hoho decision, they said Zeliangrong people resolved to uphold the Yaruiwo’s executive order. The bodies reminded that four-point executive order was issued in view of administrative inconvenience faced by NSCN/GPRN because of the large and vastness of geographical areas of Zeliangrong people, which covered Assam, Manipur and Nagaland, adding that it cannot be misconstrued as trifurcation of the region or separate of tribe. They said Zeliangrong people felt deep

sense of solidarity and security when NSCN (I-M) ato kilonser Th. Muivah spoke on preservation of Zeliangrong unity during the visit of the collective leadership to Peren on July 12, 2010. A government notification stated that Sentiyanger Imchen, IAS, principal secy & Commissioner Nagaland has been transferred as principal secretary Municipal Affairs with addl. charge of Development commissioner while Motsuthung Patton, IAS, commr. & secy., Municipal Affairs with addl charge of Development commr. has been transferred as Commissioner Nagaland. Longasen Lotha, NCS, SDO(C) Akuluto, has been transferred as SDO(C) Kohima; Zhoi Lohe, NCS, SDO(C) Kohima has been transferred as SDO(C) Akuluto; Trongdiba Tongpi T Sangtam, NCS, EAC VK has been transferred as EAC Mokokchung and Tumben P Tsanglao, NCS, EAC Mokokchung has been transferred as EAC VK.
