Modi, cabinet to be sworn-in today
NEW DELHI, MAY 29 (AGENCIES): Prime Minister-elect Narendra Modi will take the oath of office on 30 May at Rashtrapati Bhavan in an event that is expected to witness the presence of more than 6,000 guests. Those attending this ‘mega’ oath ceremony includes all prominent Opposition leaders, Chief Ministers of all the states, Governors of all the states, senior Bharatiya Janata Party (BJP) leaders, members of both the Houses of Parliament and senior BJP functionaries in states. Former prime ministers and presidents have been sent invitations for the event. Apart from this, several Heads of State including that of BIMSTEC (Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation) countries, have also been invited for the swearing-in ceremony. The oath ceremony will take place in the forecourt of Rashtrapati Bhavan and not in the Durbar Hall. On the eve of his swearing-in for a second term, Prime Minister Narendra Modi on Wednesday held a marathon meeting with
Hours after Jaitley opts out of Cabinet, Modi visits him
Arun Jaitley
NEW DELHI, MAY 29 (IANS): Prime Minister Narendra Modi on Wednesday met former Union Finance Minister Arun Jaitley at his residence, hours after he opted out of the Union Cabinet citing health conditions. Modi, who is set to be sworn in as the Prime Minister for a second time on Thursday, arrived at Jaitley’s residence here at 8.55 p.m. The meeting between the two leaders lasted about 25 minutes. It is learnt that Modi urged the former Finance Minister to reconsider his decision to keep out from the new Cabinet. The meeting comes in the backdrop of the letter written by Jaitley to Modi earlier in the day asking him not to include him in the new cabinet, citing health issues. “During the last 18 months, I have had some serious health challenges. My doctors have enabled me to emerge out of most of them,” Jaitley said in a letter to Modi.

BJP president Amit Shah as he gave final touches to the shape of his government, which is likely to have representation from most allies and showcase the party’s newfound strength in different regions. Finance Minister Arun Jaitley’s decision to opt out on health grounds has fuelled speculation about who will get the coveted portfolio with Railway Minister Piyush Goyal, who filled in for Jaitley and presented the populist pre-election budget, being seen as a key contender. There is also a buzz about Shah, who has been elected to Lok Sabha from Gandhinagar and is a key architect of his party’s landslide win, joining the government. If Shah joins the Modi
cabinet, he is likely to get one of the four major portfolios; Finance, Home, Defence or External Affairs. The BJP has refrained from making any official comment about the likely members of the government, with its leaders insisting that it is the prime minister’s prerogative. Senior party leaders like Rajnath Singh, Nitin Gadkari, Nirmala Sitharaman, Narendra Singh Tomar, Prakash Javadekar, Ravi Shankar Prasad, Dharmendra Pradhan and Smriti Irani, are likely to join the second Modi government after being its members in its first avatar. Singh also met Modi on Wednesday. Some officials of the Prime Minister’s Office (PMO) also met Shah on Wednesday at his resi-
dence. The prime minister had held a long meeting with Shah on Tuesday too. Some party leaders are of the view that a few leaders from the organisation can also be rewarded with ministerial berths. BJP allies like Shiv Sena, JD(U), AIADMK, LJP, Akali Dal and Apna Dal are also set to be represented in the government. Parties like Sena and JD(U) may get two berths as they are the largest constituents of the ruling National Democratic Alliance after the BJP, while others may get one berth each. A BJP leader said the government is likely to bear the stamp of the party’s impressive show in new regions like West Bengal, Odisha, North East and Telangana. Modi, he said, may surprise with a few choices, referring to his decision to induct a number of former bureaucrats-turned-BJP leaders. Some party leaders believe that the prime minister may also induct leaders like Manoj Sinha, who lost the Lok Sabha polls but is seen as one of the “performing” ministers of his first government.
J.P. Nadda to succeed Amit Shah as BJP chief

NEW DELHI, MAY 29 (IANS): With BJP organisational architect Amit Shah set to join the Cabinet, decks are being cleared for the baton to be handed over to Health minister J.P. Nadda as the new president. Nadda is expected to work closely with Shah even after the latter demits office. Once the Union Budget is out of the way on July 10 (in all probability), then sometime in September, three states will go to the polls— Maharashtra, Jharkhand and Haryana. Nadda will then oversee the election campaign strategy. Thereafter there is a possibility of polls in Jammu and Kashmir and even a highly wobbly Karnataka where the coalition appears to be skating on thin ice.
Rahul proposes Presidium; Venugopal, Scindia in race NEW DELHI, MAY 29 (IANS): With Congress President Rahul Gandhi adamant that he will not withdraw his resignation, he remains, in parallel, furious with the old guard- Ashok Gehlot, Kamal Nath and P. Chidambaram (Gehlot’s son Vaibhav lost while Kamal Nath’s son Nakul and Chidambaram’s son Karti won) - who were busy pushing their children in the recently-concluded hustings and “not working for the party per se”. However, better counsel is now prevailing where he has accepted that he will lead the Congress party in the Lok Sabha where its strength from a paltry 44 has gone up to 52, an increase of a mere eight MPs. Sonia Gandhi will remain UPA Chairperson and the family/ dynasty will distance itself from day-to-day affairs of the party. All three Gandhi family members - Sonia, Rahul and Priyanka - will not be involved in the daily functioning of the party. An interim Working President with two or more working Vice Presidents in a loosely-
K.C. Venugopal
Jyotiraditya Scindia
formed presidium will run the party operations and plan for elections and campaigns. K.C. Venugopal may emerge as interim President while Prithviraj Chauhan could be one of the Vice Presidents. Given that the Congress has 23 MPs from the south, it appears that a south Indian will helm the party for the time being. Or alternatively, cut the umbilical cord with the past and appoint Jyotiraditya Scindia as the Working President and have the youth brigade of Sachin Pilot, Milind Deora and others under him to turn the party’s fortunes around. The recent rout which has seen the Congress draw a blank in 17 states and Union Territories and as many as eight chief ministers and the leader of the party in the Lok Sabha losing is its
darkest chapter yet. In the ensuing vacuum, Treasurer Ahmed Patel, once Political Secretary to Sonia Gandhi, is back to hold the reins. Congress had fielded 421 candidates across the country but only 52 of them got elected, marking the second dismal performance by the party in the second successive general elections. Among the party leaders who lost were four members of the Congress Working Committee (CWC), the highest decision-making body of the party. But the Young Turks are determined to dislodge the old guard. Pilot and Scindia are in the forefront to back Gandhi in his “clean-up” attempt. Sources said that in his outburst at the CWC meeting, Gandhi had selectively targeted the old guard.
NCCI asks shops to minimise use New NSF team to push for setting up SSB of single-use plastic carry bags Correspondent
D I M A P U R , M AY 2 9 (NPN): Appreciating the initiatives taken by its confederating chamber of commerce & industry of Phek, Kiphire, Wokha, Mon and Longleng to fight single-use plastic, Nagaland Chamber of Commerce and Industry (NCCI) has asked all business establishments where the single-use plastic ban has not been implemented to use a minimalistic approach in using plastic carry bags and switch to paper and jute bags. In a press release, NCCI chairman Dr Khekugha Muru also appealed to customers to support the cause and follow certain good practices like carrying shopping bags while going for shopping and keeping the shopping bags handy in a vehicle to avoid usage of plastic bags. Such small support from the customers would help in a great
way towards plastic-free Nagaland, he stressed. Calling for emulating the success story of Phek in the fight against single-use plastic by all, NCCI urged the remaining confederating units to start generating awareness in their respective districts and set a target to do away with single-use plastic bags, thermocol plates and cups in a time-bound manner. The trade body reminded the business community that the success of plastic-free Nagaland initiative hugely depended on them, adding that they had a moral obligation to care for the future generations and Mother Earth. Mentioning that Nagaland was blessed with rich flora and fauna, beautiful mountains, rivers and lakes, NCCI, however, rued that reckless use and dumping of plastic bags, thermocol
plates and cups had slowly but surely started showing adverse effects on the environment. It said that mindless use of plastic had also resulted in clogged drains, while burning of plastics had aggravated air pollution in towns and cities, leading to a health hazard. The trade body said it was convinced that it was time not only for the business community, but every customer to wake up and join the movement and fight against use of single-use plastics and save Mother Earth for future generations. Meanwhile, Nagaland Chamber of Commerce and Industry congratulated and appreciated Himalayans Cleanup team of Nagaland for organising zero-waste event in the State on May 25, while appealing to all stakeholders to join the fight.
KOHIMA, MAY 29 (NPN): The new office bearers of Naga Students’ Federation (NSF) who recently took over for 2019-2021 have committed themselves to look into the State government’s recruitment policies, besides attending to students’ welfare issues with utmost priority. Newly-elected NSF president Ninoto Awomi informed media persons at a press conference at the federation’s office here Wednesday, that the decision was adopted at the first official meeting of NSF on Tuesday. Awomi said the NSF demanded scrapping of departmental exams and asked the State government to come up with Staff Selection Board (SSB), in line with Central Staff Selection Commission (SSC). He also demanded that backdoor appointment for

Grade-III posts be immediately stopped since the departmental examination for Grade-III posts were not trustworthy. He also said results of the departmental exam were questionable as most selected candidates were either relatives of politicians and bureaucrats or belonged to a particular minister’s constituency. Awomi announced that NSF would soon constitute a committee to look into this matter and would invite experts to work out how to set up SSB. He also informed that once the modalities were prepared, NSF would present this before
TIME magazine now says ‘Modi united India like no PM’ N E W YO R K , M AY 2 9 (AGENCIES): Weeks after TIME magazine featured Narendra Modi on the cover of its international edition with a controversial headline, it has now run an article that says no prime minister has united India in decades the way he has done. The article titled ‘Modi Has United India Like No Prime Minister in Decades’ is written by Manoj Ladwa, founder and chief executive of the India Inc Group, a Londonbased media organisation. The article comes just days after BJP secured a landslide victory in the country’s general elections, winning 303 seats in the 542-member Lok Sabha. “Despite the strong and often unfair criticisms leveled at Modi’s policies both throughout his first term and this marathon election, no Prime Minister has united the Indian electorate as much in
close to five decades,” Ladwa writes. Ladwa, who in 2014 had led the Research Analysis and Messaging division of the Narendra Modi for Prime Minister campaign, further writes that Modi won a massive mandate as he managed to transcend India’s greatest fault line: the class divide. The article is published in the TIME Ideas section, which the publication said “hosts the world’s leading voices, providing commentary on events in news, society, and culture.” The article is in stark contrast to the TIME cover story done on Modi earlier this month titled ‘India’s Divider in Chief ’, written by Aatish Taseer, son of Indian journalist Tavleen Singh and late Pakistani politician and businessman Salmaan Taseer. “Having plugged some horrendous holes in India’s notoriously inefficient and corrupt bureaucracy in his first term, he will now need to focus
much more ruthlessly on reforming those institutions and make them fit for the coming decades. This will require him to remain the pragmatic politician he is, and continue to shun the temptations of populism as he sets out his stall for a second term.” While all achievements of the Modi’s government are still “works-in-progress”, Ladwa said that its efforts have been recognised by virtually every single global institute of any standing, including the World Bank, the IMF, and the UN, and “Modi’s India is finally progressing at a rate worthy of its size and potential. In another article titled ‘India’s Economy Needs Tougher Reform. How Will Modi Use His Election Mandate?’ published on the TIME website, Alyssa Ayres, senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations, writes that the “continuity of a second Modi term,
then, suggests to some that a bold economic reform agenda may be what comes next.” Ayres, who served as US deputy assistant secretary of state for South Asia from 2010 to 2013 under the Obama Administration, said due to his probusiness orientation and roadshow pitches for investment, Modi has gained a reputation among US industry as someone with a reformist mindset. “We may well see the new Modi government storm into its new term with a bang, tackling market access problems and liberalizing the economy further to boost economic growth. “It could happen. But equally possible might be an approach that continues a focus on infrastructure, sanitation and other development projects necessary for improved prosperity but not necessarily keys to unlocking greater bilateral trade and investment,” Ayres writes.
the government for implementation. NSF has also insisted that merit should be given precedence for appointments as equal job opportunity must be given to all aspirant students seeking government jobs. NSF education secretary Kegwahun Tep, also present, told the media that in the interest student welfare issues, NSF will back All Nagaland College Students’ Union (ANCSU) in the latter’s demand on the scholarship issue, besides taking up delay in distribution of books and uniforms, poor infrastructure, etc. He also expressed deep
concern over the proxy teachers’ issue, even as the department of school education had said it was trying its best to resolve the issue. He said NSF will cooperate with the department in sorting out the issue. Naga political issue On the Naga political issue, NSF president Awomi the executive after a thorough deliberation on Tuesday, unanimously resolved to render unflinching support to the ongoing Naga peace process, facilitate mutual understanding among various groups and impress upon the negotiating entities for an early settlement to the protracted Naga political issue. He also said NSF also resolved to work in earnest for emotional integration of all Naga-inhabited areas and reminded everyone that NSF was not confined to Nagaland alone but also present in Arunachal Pradesh, Assam, Manipur and Myanmar. VCs allege inferior quality HVSU demands of work on PMGSY road completion of DIMAPUR, MAY 29 (NPN): Village PMGSY road councils of Seyochung, Thangthure and Yingphire have alleged inferior quality of work on the 16.87-km Pradhan Mantri Gram Sadak Yojana (PMGSY) road between L-022 and Yimphire. In a letter to chief engineer, PWD roads & bridges, L Chokhaba Anar, Atsacho and Lichose, chairmen of Seyochung Village Council, Thangthure Village Council and Yingphire Village Council respectively, said joint council of the three villages held a consultative meeting on Tuesday to discuss the issue. The trio informed the chief engineer that work was not up to the expectation of general public, while pointing out that even after lapse of the stipulated time of five years, more than one-and-a-half kilometre stretch of the PMGSY road was yet to be completed. They also said that wherever work was complete, grass tended to grow on the surface of the road within a month. The three village council chairmen appealed on behalf of the joint council to the chief engineer to intervene in the matter and stop further payment, unless clearance certificate was issued from their end.
DIMAPUR, MAY 29 (NPN): Following an appeal published in Nagaland Post on May 26 by village councils of Hurong and Hutanger to the contractor for completion of Pradhan Mantri Gram Sadak Yojana (PMGSY) road From Kichang to Hutanger via Hurong, Hutanger Village Students’ Union (HVSU) has appealed to the department concerned (PWD R& B) and the contractor to look into the grievances of the villagers and resume construction of the work at the earliest. Alleging that the contractor had not started the work till date, leading to lots of inconvenience and difficulties for the villagers, failing which, HVSU president Ponji T and general secretary Hoshito in a press release stated that they would be compelled to initiate their own course of action if the contractor failed to initiate work immediately.
