Ukhrul rally calls for end to standoff NSCN (I-M) accuses AR of belligerence

IMPHAL, APR 30: A mass rally converged at Sihai village in Manipur’s Ukhrul district on Tuesday called for ending the ongoing standoff between NSCN(I-M) and security forces over the location of the former’s camp at Sihai village. Hundreds of people including womenfolk took part in the rally organised under the aegis of Tangkhul Civil Society Organisations (CSOs). The area where cadres of NSCN (I-M) were reportedly taking shelter is situated between border pillar (BP) 124 and 125 of the IndoMyanmar and about 15 km from Sihai village. The rally was organised to ensure ‘peace, tranquility and love’ amidst the standoff between NSCN (I-M) and Assam Rifles in the area. edly insisting the cadres of the NSCN (I-M) to vacate the area and shift to a nearby designated camp of the outfit. The people and CSOs were apprehensive that the standoff could lead to an unwanted situation. The “Solidarity March” was staged in support of the Indo-Naga peace process and converged at Sihai village where the villagers were leading a life of fear and panicky since the Assam Rifles troops stationed in the village.

The citizens took out rally reportedly after no positive result came out despite the intervention by leaders of Tangkhul CSOs who approached the AR officers to take up necessary steps to ease the tension. The Assam Rifles troopers stationed there have cordoned off the area after a thorough survey of the location of NSCN (I-M) camp and its surrounding since Friday evening, reports said. Army choppers were also hovering around the camp site, it added.

Petrol, diesel Rahul Gandhi apologises prices hiked to SC for misquoting verdict NEW DELHI, APR 30 (AGENCIES): Oil-marketing companies increased the prices of petrol and diesel across the four metro cities on Tuesday. Petrol is priced at Rs. 73.13 per litre in New Delhi, Rs. 75.15 per litre in Kolkata, Rs. 78.70 per litre in Mumbai and Rs. 75.90 per litre in Chennai, according to state-run Indian Oil Corporation’s (IOC) website, iocl.com. Petrol prices were increased by 5 paise per litre in all the cities. Diesel rates stood at Rs. 66.71 per litre in New Delhi, Rs. 68.45 per litre in Kolkata, Rs. 69.83 per litre in Mumbai and Rs. 70.44 per litre in Chennai. Diesel rates were increased by 5 paise in Delhi, Kolkata and Chennai, while it was hiked by 6 paise in Mumbai. State-run oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis. Globally, oil prices on Tuesday reversed earlier losses after Saudi Arabia said a deal between producers to withhold output that has been in place since January could be extended beyond June to cover all of 2019, reported news agency Reuters.

NEW DELHI, APR 30 (AGENCIES): Congress president Rahul Gandhi Tuesday expressed apology to the Supreme Court for attributing “chowkidar chor hai” remarks to the Court in the context of the April 10 verdict of the Court to hear Rafale review on merits. “I sincerely apologise for attributing the comments to SC,” said Gandhi’s lawyer Dr Abhishek Manu Singhvi. On April 15, the top court had sought Gandhi’s explanation on a petition filed by BJP MP Meenak-

shi Lekhi, who has sought criminal contempt against the Congress president for wrongfully attributing statements to the apex court. According to Live Law report, senior advocate Mukul Rohatgi, appearing for Lekhi, had told the CJI-led bench that Congress president made a remark that the “Supreme Court has said, chowkidaar chor hai” in the verdict in Rafale review delivered on April 10. In response, Gandhi filed an affidavit saying that ‘Chowkidar’ remarks were made during political campaign in a “rhetorical fashion at the heat of the moment” and clarified that he did not have the slightest intention to bring SC into the political arena or disrepute. He also said that the comments were twisted by his opponents and expressed ‘regret’ for using ‘chowkidar’ remarks in juxtaposition with the SC verdict.

DIMAPUR, APR 30 (NPN): NSCN (I-M) through its MIP said that whatever was happening in the stand-off between Assam Rifles and NSCN (I-M) at Sihai Khunou, Ukhrul district was “extremely unfortunate” especially since 21 years of political negotiations was on the verge of signing of a final agreement. MIP said it was not the right time for Indian security forces to display “such hostility” which could lead to brinkmanship and that “such an absurdity” went against the spirit of Cease Fire Ground Rules. MIP pointed out that at CFGR review committee meetings held occasionally, both sides- government of India and NSCN (I-M) recognised that the need was to maintain mutual trust, understanding and respect. It also recalled that in the last meeting held in Chumukedima, Dimapur on June 8,2018 the government of India team led by special secretary (MHA) Rina Mitra and the NSCN (I-M) team led by ‘Lt.Gen’ (Retd) V.S.Atem had agreed to take

all possible measures to improve the ground situation considering the importance of progress of the ongoing “Indo-Naga” political negotiations and respecting the historic Framework Agreement signed between the Centre and NSCN (I-M) on August 3,2015. MIP said NSCN (I-M) has maintained a stand to uphold the hard earned progress of the “Indo-Naga” political negotiation but accused Assam Rifles looked down. In keeping with such spirit, NSCN (I-M) claimed that it has maintained the stand to uphold the hardearned progress of the IndoNaga political negotiation. However, it alleged that Assam Rifles look down upon NSCN (I-M) as some it disliked and kept on alienating it without following any ethical rules as per the spirit of ceasefire ground rules. MIP said even if there was any misunderstanding because of different interpretation of ceasefire ground rules, there was a mechanism to follow to redress anyviolation of CFGR. (Cont’d on p-7)

CHENNAI, APR 30 (PTI): The Madras High Court on Tuesday held that Puducherry Lt Governor Kiran Bedi “cannot interfere” in the day-to-day affairs of the elected government of the Union Territory, a decision hailed by Chief Minister V Narayanasamy who termed it as “victory” of democracy. Allowing a petition by K Laksminarayanan, a Congress MLA, Justice R Mahadevan set aside the two communications issued in January and June 2017 by the Union Ministry of Home Affairs “elevating” the power of the administrator. Referring to the Supreme Court judgement on the tussle between Delhi Chief Minister Arvind Kejriwal and Lt Governor Anil Baijal, the judge said restrictions imposed on the Government of Delhi are not applicable to the Government of Puducherry.

NEW DELHI, APR 30 (PTI): The Supreme Court Tuesday directed the Centre to file response by May 4 to the petitions seeking review of last December’s verdict which dismissed the pleas challenging India’s deal to procure 36 Rafale fighter jets from France. The top court did not allow the Centre’s submission that the hearing on three review petitions in the case be adjourned as it wanted four weeks to file its response to the pleas. A bench comprising Chief Justice Ranjan Gogoi and Justices S K Kaul and K M Joseph asked Attorney General K K Venugopal, representing the Centre, that the reply, if any, be filed by Saturday and listed the review petitions for hearing on May 6. On being told by Venugopal that till now no notice has been issued to the Centre on the review petitions, the court said it would refer to the request of the attorney general in its order and issue a formal notice. An Army team of 18 personnel led by Major Manoj Joshi embarked on an expedition to Mount Makalu in Nepal on April 2. On April 9, the team spotted “mysterious footprints” measuring 32 x 15 inches to close to the Makalu base camp, the sources said. The picture was retweeted 7,700 times and received over 17,000 likes

until Tuesday evening. The sources said the pictures were sent by the team using satellite communication. “We will share the photos and videos with domain experts to understand more about this,” a source said. The sources did not elaborate on which domain experts they will approach. The team is expected to be back in India next month. The pictures posted by the Army received a barrage of reaction on Twitter -- some were overwhelmed while some had a field day mocking the Army. Makalu is the fifth highest mountain in the world at 8,485 m. It is located in the Mahalangur Himalayas, some 19 km southeast of Mount Everest, on the border between Nepal and Tibet, China.

At the outset, Venugopal said the Centre has already circulated a letter for seeking adjournment in the case. Bhushan pointed out that he and his two copetitioners have also filed two applications and the Centre be asked to file replies to them too. The trio, besides the review plea, has filed one application for per jury against the government for suppressing material information and misleading the court. In the second plea, the three have sought production of certain relevant documents by the Centre for just adjudication of the review plea. The Attorney General

said the Centre would oppose both the applications. In the verdict, the apex court had said there was no occasion to doubt the decision-making process in the procurement of 36 Rafale fighter jets from France and dismissed all the petitions seeking an investigation into alleged irregularities in the Rs 58,000 crore deal. The top court had said there was no substantial evidence of commercial favouritism to any private entity. On January 2, Sinha, Shourie and Bhushan approached the apex court seeking review of the judgement, alleging that it had relied upon “patently incorrect” claims made by the government in an unsigned note given in a sealed cover in the court. The Centre had submitted that three privileged documents were unauthorisedly removed from the Defence Ministry and used by the petitioners to support their review petitions against the verdict which had dismissed all pleas challenging the procurement of the fighter jets.

Panel for electric vehicle charging infrastructure DIMAPUR, APR 30 (NPN): State government has constituted a technical committee for implementation of “Electric Vehicle Charging infrastructure and its regulation” in Nagaland. In an office memorandum, the urban development department stated that the terms of reference of the committee include work out the modalities on the setting up of electric motor vehicle charging infrastructure and also work out modalities for its implementation and regulations thereof. The committee has been asked to submit its report within two months’ time from the date of issue of the office memorandum. The committee would be headed by chief engineer (D&R) Power, Nagaland as Convenor, chief engineer (R&B) PWD Nagaland, transport commissioner Nagaland and director New & Renewable Energy, Nagaland a s members and joint director SMD (AMRUT) and convenor Re-drafting Committee, NBBL Urban Development Department as member secretary.

CHK condemns alleged murder

DIMAPUR, APR 30 (NPN): Chakhesng Hoho Kohima (CHK) has strongly condemned the alleged murder of late Nesato Swuro in Kohima on Monday by the accused Neilalie, Kikruorietuo Venyo and two other accomplices. In a press release, CHK general secretary, Sakhohu Vadeo, said that “such senseless and barbaric act of killing one’s own brethren is unacceptable and intolerable.” The hoho said it was “extremely painful” and “unimaginable” that such crime was taking place in Naga society, wherein youths were “led out with uncontrolled emotions and taking a man’s life for nothing.” CHK demanded that the police and administration award befitting highest order of punishment to the accused for their act of murder. The hoho also demanded that the accused should not be given bail in any case. In the event of doing so, CHK cautioned that it would not hesitate to take own course of action. Meanwhile, hoho has conveyed condolences to the bereaved family and shared sympathy over the loss.

NBPU flays Lanka bomb attacks

DIMAPUR, APR 30 (NPN): Nagaland Baptist Pastors’ Union (NBPU) has condemned the serial bomb attacks in the churches and hotels across Sri Lanka on Easter Sunday that resulted in loss of many innocent lives and causing injuries to many. In a press release, NBPU expressed solidarity with the Churches, affected families and individuals in Sri Lanka and prayed for peace, comfort, strength through Lord Jesus Christ at this time of pain, distress and sorrow. NBPU also requested all its members and churches to keep praying for all the believers and Churches who were going through persecutions in the country and also in other parts of the world. Further, NBPU has called upon its members and Churches to be vigilant and watchful in prayer. “We appeal to all its members to pray for our Churches and our land for peace and God’s protection from any evil attacks,” stated NBPU citing Bible passages 1Peter 5:8-9 NKJV and 1Cor.16:13-14 NKJV.
