won the Koratagere seat. Parameshwara said modalities related to government formation would be discussed later. However, BJP’s chief ministerial candidate B S Yeddyurappa accused Congress of trying to grab power unfairly. Yeddyurappa met the Governor and staked claim to form the government, slamming the move of the Congress-JDS combine as an attempt to come back to power through back door. “On Wednesday at 10:30 am in BJP legislative party meeting, I am going to be elected as party leader. After that all MLAs are going to meet the Governor to request him to allow BJP to form govt. Now the ball is in the court of the Governor. We will do as he decides,” B.S Yeddyurappa said. The usual practice is for the Governor to call the leader of the single largest party or pre-poll alliance to form the government, and in the event of a hung Assembly, asks him to prove the majority on the floor of the House.

At least 18 killed as flyover collapses in UP

BENGALURU, MAY 15 (AGENCIES): The BJP emerged as the single largest party today but fell 9 seats short of a majority in Karnataka where the Congress dramatically backed third-placed rival JD(S) for a post-poll alliance to keep the saffron party out of power. All eyes are now on Governor Vajubhai Vala who will have to decide whether to call BJP to try to form the government or go with the JD(S)-Congress combine, which together have a clear majority in the 224-member Assembly. Elections were held for 222 seats on May 12 while polling for the remaining two -- Rajarajeshwarinagar and Jayanagar -- will be held later. Both sides rushed to meet Vala, their vehicles slowly cutting through the throngs of party workers and supporters assembled outside the Raj Bhavan gates, and staked claim to power. Addressing BJP workers in Delhi, Prime Minister Narendra Modi, who undertook a vigorous campaign,

hailed the party’s win in Karnataka as “unparalleled and unprecedented”. The BJP bagged 104 seats, a gain of 64, while the Congress notched 78, a loss of 44 seats, though its vote share was nearly two percentage points more than the saffron party. The JD(S) secured 37

LUCKNOW, MAY 15 (AGENCIES): At least 18 people were killed and over 12 injured after being crushed under two concrete beams which fell off 40-foot-high pillars of an under-construction flyover in Varanasi on Tuesday evening. The mammoth slabs came crashing on crawling traffic on a busy service lane at 5:30pm between Cantonment railway station and Lahartara rail over-bridge on Tuesday evening. “It is feared that several people are buried under the rubble,” an official said, adding rescue teams were at spot to rescue those trapped. Some vehicles, including a bus, were crushed in the collapse, they said. At least three persons had been rescued, a

National Disaster Response Force official said. The UP Bridge Construction Corporation was constructing the 2261-metre-long bridge at a cost of Rs 129 crore, officials said. The span which fell today was laid barely three months ago, they added. Prime Minister Narendra Modi, who represents Varanasi in the Lok Sabha, and UP chief minister Yogi Adityanath expressed grief over the deaths. Meanwhile, opposition targeted the government over the tragedy in the “top-priority constituency of India”. CM announced a Rs five lakh ex-gratia to the next of kin of the deceased and Rs two lakh to the seriously injured, an official said.

ernment. Several BJP and Congress leaders rushed to Bengaluru from the national capital. The swift political manoeuvring by Congress in reaching out to JD(S) showed that it had learnt its lesson after the debacle in Manipur and Goa where it failed to form the government despite being the single largest party because of BJP’s shrewd moves. “We have all together discussed and decided this.... This is the opinion of the All India Congress party. Congress will support JD(S) because there is a hung Assembly situation here as no party has been given clear majority by the people,” outgoing Chief Minister Siddaramaiah told reporters after submitting his resignation. Neiphiu Rio with PDA candidate Tokheho Yepthomi and alliance partners after the rally on Tuesday. (NP)

D imapur , M ay 1 5 (NPN): Kicking off the Lok Sabha by-election campaign for the PDA candidate in Dimapur Tuesday, Nagaland chief minister Neiphiu Rio called upon the people to work collectively and support PDA consensus candidate, Tokheho Yepthomi. Addressing a well attended PDA campaign launch programme at DDSC Stadium Dimapur, Rio invited the people to be part of

the change of the NDPP-led PDA government. He said the PDA leaders will be campaigning in all 11 districts before the scheduled election on May 28. He urged upon party workers of PDA constituents to ensure a thumping win for the consensus candidate. The chief minister expressed gratitude to PDA partners- BJP, JD (U), NPP and Independent– for unanimously endorsing the NDPP candidate Tokheho Yepthomi as the consensus

candidate. He also cited some of the steps taken by the PDA soon after coming to power such as ban on VIP culture, chief guest system and undertaking urgent repair and maintenance of roads etc. Rio took a dig at the NPF for crying hoarse at BJP for deciding to form alliance with NDPP and also expressed surprise for branding BJP as “communal, anti-Christian party” after having an alliance with the party (BJP) for the past 15 years.

Defending the saffron party, he said “no Naga has been converted to Hinduism after joining BJP.” He reiterated that BJP was not a religious party, and both NDPP and BJP were political parties working tirelessly for the welfare of the people. Rio also questioned the credentials of NPF as a regional party since it had allied with Congress in the 90s and then with the BJP from 2003-18 in order to form the government in the state. mandatory for getting pension’

NEW DELHI, MAY 15 (PTI): Aadhaar card is not mandatory for central government employees to get their pension, Minister of State for Personnel Jitendra Singh has said. In 30th meeting of the Standing Committee of Voluntary Agencies here recently, he said Aadhaar is an additional facility to enable the use of technology for submission of life certificate without the need for visiting banks. His assertion assumes significance as there were reports of some retired employees facing difficulty in getting the pension in the absence of Aadhaar linkage with their bank accounts. Singh clarified that Aadhaar has not been made mandatory for getting pension for government employees, according to the minutes of the meeting. (More on p-8)

GUWAHATI, MAY 15 (AGENCIES): Northeast Frontier Railway (NFR) has tightened the control on train monitoring with involvement of senior officials to move the trains on time. As many as ten trains including the prestigious Rajdhanis, Shatabdis and trains of NE India like NE Express, Kamrup Express and Avadh Assam Express are now being directly monitored by the General Manager of the zone on real time basis, according to the CPRO of the NFR, P J Sharma. A 15-day punctuality drive has been started during which all the mail express trains running within the zone will be foot plated by officers of the NF Railway in its jurisdiction. Foot plating is the practice where the officer is present in the cabin of the driver during the run

for real time monitoring of the aspects like signal visibility, observation of safety protocols like signal exchange, and riding quality of the track, taking off of signals in time and avoidable en route detention. T h e m ove m e n t o f trains in 19 stations of the zone including Katihar, New Coochbehar, New Bongaigaon, Guwahati, Kamakhya, Agartala, Naharlagun, Dibrugarh, Ledo, New Tinsukia, Farkating and Mariani is now being monitored through sensors called Data Loggers. This means that in these stations, the timing of movement of trains is being feed to a central system without any human interference. Thus the figures of arrival, departure timings of trains can no longer be altered or manipulated and only the actual timings will be reported.

D I M A P U R , M AY 1 5 (NPN): All Nagaland School Teacher’s Association (ANSTA), Tobu unit, has demanded immediate deputation of an SDEO to Tobu-sub division, as the office had been functioning without it (SDEO) for the past three months. In a press release, ANSTA Tobu unit president P Langphoang also urged the authority concerned not to post/depute any officer for the time being or as retirement posting. Pointing out that seven SDEOs were posted at Tobu in the last seven years, Langphoang said this clearly indicates the negligence of the department towards welfare of the student community. The association also asked the authority to credit the deducted amount for NPS in respective PRAN account and not to victimise the teachers for such a long duration.

Gender bias kills over 200,000 girls in India each year: Lancet study L O N D O N , M AY 1 5 (IANS): Apart from the rising number of female foeticide cases in India, more than 200,000 girls under the age of five die each year in the country, finds a Lancet study led by an Indian-origin researcher. The study, published in the journal Lancet Global Health, has found that there is on an average 239,000 excess deaths each year of girls under the age of five owing to neglect due to gender discrimination. The numbers which are particularly higher in the northern states of Uttar Pradesh and Bihar, are mostly due to unwanted child bearing and subsequent neglect. For too long, the focus has been only on prenatal sex selection, said co-researcher Christophe Guilmoto from the Universite Paris Des-

cartes in France. “Gender-based discrimination towards girls doesn’t simply prevent them from being born, it may also precipitate the death of those who are born,” he said. The figures which are around 2.4 million in a decade can only be checked with stress on female literacy and employment in modern industries, the researchers noted. “Regional estimates of excess deaths of girls shows any intervention in the food and health care allocation should particularly target Bihar and Uttar Pradesh, where poverty, low social development, and patriarchal institutions persist and investments on girls are limited,” said Nandita Saikia postdoctoral research scholar at the International Institute for Applied Systems Analysis (IIASA) in Austria. Excess female child

mortality is also found in 90 per cent of the districts in the country. In all, 29 out of 35 states in India had overall excess mortality in girls under five, and all states and territories bar two had at least one district with excess mortality. The problem is most pronounced in northern India, -- Uttar Pradesh, Bihar, Rajasthan and Madhya Pradesh -- which account for two-thirds of the total excess deaths. In Uttar Pradesh excess female mortality was calculated at 30.5 per cent, while in Bihar the rate is 28.5, in Rajasthan 25.4, and in Madhya Pradesh 22.1. In parts of western Rajasthan and northern Bihar, excess mortality as a result of gender bias accounts for 30-50 per cent of the mortality rate of females under five. K Y M C
