Modi, ‘India’s divider in chief’: TIME

NEW YORK, MAY 10 (PTI): The TIME magazine has featured Prime Minister Narendra Modi on the cover of its international edition with a controversial headline as the country enters the final phase of the mammoth general election. The American magazine’s May 20, 2019 international editions - the Europe, Middle East and Africa, Asia and South Pacific - feature the Modi cover story with the main headline “India’s Divider in Chief ” while the US edition has a cover story on Democrat Elizabeth Warren who is running for the White House in 2020. The article “India’s Divider in Chief ” is written by Aatish Taseer, son of Indian journalist Tavleen Singh and late Pakistani politician and businessman Salmaan Taseer. It also said the opposition Congress party has little to offer other than the dynastic principle. The article “Modi the Reformer” is authored by Ian Bremmer, president and founder of Eurasia Group, a global political risk research and consulting firm. The articles inside the

magazine have the titles “Can the World’s Largest Democracy Endure Another Five Years of a Modi Government?”, written by Taseer and “Modi Is India’s Best Hope for Economic Reform”, by Bremmer. Taseer’s article notes that “If in 2014 he (Modi) was able to exploit differences in order to create a climate of hope, in 2019 he is asking people to stave off their desperation by living for their differences alone. “Then he was a messiah, ushering in a future too bright to behold, one part Hindu renaissance, one part South Korea’s economic programme. Now he is merely a politician who has failed to deliver, seeking

delivered on the promise of 2014. It is why he has resorted to looking for enemies within,” he wrote. On the other hand, Bremmer’s article notes that while Modi’s economic record is mixed, “India still needs change, and Modi remains the person most likely to deliver. He has improved relations with China, the US and Japan, but it’s his domestic development agenda that has done the most to improve the lives and prospects of hundreds of millions of people”. Outlining the achievements of the Modi-led government, Bremmer talks about the Goods and Services Tax enacted in 2017, the “unprecedented amounts” of money directed towards the country’s new infrastructure, expansion of the Aadhaar biometric identification system that began under the previous Congress– led government. “Modi has the instinct to dominate and the thin skin of other strongmen, but he also has a genuine track record in providing the kind of reform that developing India urgently needs,” Bremmer writes.

K O H I M A , M AY 1 0 (NPN): Reacting to the report of non-availability of non-judicial stamp papers in the state, the directorate of treasuries and account Friday clarified that necessary indents has already been arranged but due to transportation problem from the firm, it has been delayed. In a press release, principal director RN Yanthan has, however, stated that nonjudicial stamps of Rs.10 denominations were available at Kohima North Treasury. The department stated that it was trying to make the materials available at the earliest. D I M A P U R , M AY 1 0 (NPN): In view of the recent devastating attack on agricultural crops by fall armyworm pest in Manipur and Mizoram and in some parts of Kohima, the state government has directed all the departments to advise the district officials to take preventive measures and be prepared for such eventualities. In an office memorandum, APC & principal secretary agriculture, T Imkonglemba Ao, has requested the departments to take all measure to eradicate the “They should make up pest in places where it has their minds on whether already been infested. they wanted drain cover According to an official or footpath?” bulletin, the department of

office to express their discontentment over their suspension as, according to him, “constitutional procedure” of the party was not followed while suspending them. Informing this correspondent about the sequence of events that led to locking of the office, Yanboh explained that despite seeking directives on which party to vote as there was no NPF

candidate during the recently-concluded Lok Sabha election, there was no word from the president and general secretary of NPF Mon division. He also accused the duo of misusing funds provided by the central office for election expenses. He said even after casting of ballots in the Lok Sabha election, the president and general secretary failed to convene a meeting and collect report. Considering the above points, Yanboh said they had written a letter to the party’s central executive office expressing non-cooperation to the Mon division president and general secretary on April 22. However, instead of getting response to their letter as is normally expected and taking the matter as a family issue, he alleged that they were suspended without any explanation call or show cause notice, as required by NPF’s constitution.

Speaking at the 28th NSF conference at Bhandari town, Patton said the socioeconomic and demographic threat to Naga people was alarming, adding that the present PDA government was serious about tackling the problem. NEW DELHI, MAY 10 (PTI): Supreme Court Friday asked chief secretaries of Nagaland, Arunachal Pradesh, Jammu and Kashmir, and Telangana and administrators of two Union Territories to provide in four weeks the data of people who have recovered from mental illness and are fit to go home, but languishing in hospitals. The top court said the data should be provided to the Centre to enable it to prepare a roadmap for setting up rehabilitation homes for such people. A bench of justices D Y Chandrachud and Hemant Gupta has asked the chief secretaries to furnish all the relevant details to the Ministry of Social Justice and Empowerment for formulation of a proper roadmap. Petitioner advocate Gaurav Kumar Bansal informed the court that there was noncompliance of its last order and some states have not provided necessary data to the Centre. The bench said that if chief secretaries failed to comply with the direction then it may be constrained to ask them to appear in person before it.

Illegal migrant issue, a serious Zeliang disappointed at delay concern for Nagaland: Patton in solving Naga political issue role of every stakeholder. He, therefore, called upon every concerned citizen including civil societies to partake actively in containing the illegal migrant issues in the state. On the occasion, Patton assured the student community that the present PDA government was fully committed to look into the welfare and genuine concerns of the students. He encouraged the younger generations to work hard for academic excellence, saying there was no substitute for hard work in the present competitive world. Patton, who began his political journey from Bhandari assembly constituency, expressed gratitude to the people of the area for the love and support.

Leader of opposition and senior NPF leader TR Zeliang has expressed disappointment at the delay in arriving at a final solution to the decades-old Indo-Naga political issue despite peace talks for the past 21 years and signing of the Ceasefire Agreement of 1997. Speaking at the 28th general conference of Naga Students’ Federation (NSF) at Bandhari town in Wokha district on Friday, Zeliang further lamented that even after signing of the Framework Agreement between Government of India and NSCN (I-M), which is now joined by seven NNPGs, the issue has not reached a conclusion. In this regard, he complimented the role of NSF in keeping the people emotionally and socially integrated, stating it deserves (Cont’d on p-7) appreciation.

to promptly report to WC members of NNPGs should any donation demand is made. The WC meeting also endorsed the formation of a special team comprising of members of military wing from all NNPGs under WC to tackle the menace of imposters and dubious elements terrorising entrepreneurs and business outlets, especially in and around Dimapur. Admitting that the commercial hub of Nagaland is in the grip of guntoting imposters posing as representatives of NNPGs, the WC said they would be identified and befittingly penalised. Stating that there are also reports of policemen in civilian dresses arresting people randomly at gunpoint, the committee feared that without proper identity, there is a danger of them being mistaken as rogue elements. Calling for putting in place proper mechanism to avoid accidents through mistaken identity, the NNPGs also appeal to all citizens, particularly business community, to extend co-operation in this endeavour.

re-election...,” he says. In 2014, Modi converted cultural anger into economic promise. He spoke of jobs and development. Taking a swipe at the socialist state, he famously said, ‘Government has no business being in business’. That election, though it is hard to believe now, was an election of hope, the article says. “Not only has Modi’s economic miracle failed to materialize, he has also helped create an atmosphere of poisonous religious nationalism in India,” Taseer writes. On Congress -- India’s oldest party -- he said it has no more political imagination than to send Priyanka Gandhi - Rahul Gandhi’s sister - to join her brother’s side. It would be equivalent to America’s Democratic Party fielding Hillary Clinton again in 2020, with the added enticement of her daughter Chelsea as Vice President. “Modi is lucky to be blessed with so weak an opposition - a ragtag coalition of parties, led by the Congress, with no agenda other than to defeat him. agriculture has also stated that the fall armyworm infestation has been reported from Kohima district on maize crop cultivation. Fall armyworm is an invasive pest damaging the entire field within few days of its infestation. Fall armyworm is an exotic pest and can feed on 80 different crops, but the main impact is on maize crop. This is a topic of concern for farmers and the scientist across the country. Therefore, the department has requested

the DAOs of the district to immediately start with the monitoring, surveillance and pest scouting for immediate control measures. The important steps to be taken into account are timely application of plant protection measures to avoid spreading, creation of awareness to the stake holders and management strategies at community level. For input support, the directorate of agriculture can provide Azadirachtin for first window (seedling

to early whorl stage) Emamectin benzoote for second window (mid whorl to late whorl stage). The package of practices on management strategies will also be uploaded in the NeGPA website (Naga Farm Doctor App). Infestation of fallarmy worm: Following the report of damage caused to maize crop, KVK functionaries went for inspection in Medziphema and Jalukie area and confirmed that it was fall armyworm infestation. The team found that 80-90% of the crops were affected. KVK personnel have cautioned the farmers about the pest and its polyphagous nature which can feed on many host plants like maize, rice, sugarcane etc. The pest can cause complete devastation of the crop plant within a week if appropriate control measures are not taken. The

infestation normally starts with the larvae feeding on the tender shoots and leaves by scraping and migrating to the whorls resulting in silvery transparent membrane on the leaves with faecal matter in the infested whorls. The detailed information on life history, identification and ecology is available on ICAR-NBAIR website (http:www.nbair.res. in/insectpests/Spodoptera_ frugiperda.php) and the management action plan for this devastating pest is available on the advisory section of the Directorate of Plant protection, Quarantine & Storage(DOPPQS), Faridabad (http://ppqs. gov.in/advisories-section) and also available on the ICAR_NBAIR, Bengaluru website (http://www. nbair.res.in/recent_events/ spodoptera%20frugiperda. pdf).

According to Zeliang, Nagas have travelled a long journey of freedom movement and struggled for more than 70 years. Terming CAB as an important issue for Nagas in particular and indigenous people of the Northeast in general, he urged the federation to take the lead in raising the issue and continue to fight till the last. He said NSF is not just a mere student body but a conglomeration of young and upcoming leaders. And as apex organisation of the student community, he said the federation should make it a tradition to focus on core issue of any given problem while abstaining from politicising the matter at any cost. For instance, Naga political issue or CAB and any other such matters should not be politicised, he stressed. (Cont’d on p-7)
