KOHIMA, MAR 6 (NPN): Higher & Technical Education and Tribal Affairs minister Temjen Imna Along has expressed anguish over unknown miscreants ransacking Khelhoshe Polytechnic Aizuto (KPA) in Zunheboto on March 4, even as he assured that he was trying his best to upgrade the college. In a communiqué, PRO to the minister Samuel Sumi, claimed that Along was extremely saddened to hear about the incident and also claimed that he was trying his best to convince the Centre to upgrade KPA to a fullfledged engineering college and fulfil the long-cherished aspirations of students to become technocrats. The PRO stated that Along was personally trying to bring about a turning point in the 40 years history of KPA, adding the people were also expected to pave way for conducive atmosphere to let development take its own course as UGC had already approved in principle to upgrade the institute. Meanwhile, separate complaints were lodged by KPA principal and lecturers at Atoizu police station.

The order pointed out that a Delimitation Commission was set up under the Delimitation Act, 2002 to readjust the division of each state and union territory into territorial constituencies for the purpose of Lok Sabha and state assembly elections on the basis of census figures of 2001. The Commission completed the delimitation exercise and the Delimitation Order, 2008 in respect of all the states, except in these four North Eastern states, it said.

Neiphiu Rio, addressing a programme in Kohima, had said that the delimitation exercise in Nagaland was scheduled to be held soon. He said that the state government had rejected delimitation exercise as directed by the Centre in 2002 citing “faulty and unrealistic” projection of population in Census 2001. Rio also disclosed that the state cabinet was of the view that since the Naga political talks was at a very advanced stage, the exercise should have been deferred. Following the 2011 Census, which showed negative decadal growth, Centre had once again directed the state to conduct the exercise. COVID-19 cases in India rise to 31

NEW DELHI, MAR 6 (NPN): Ministry of Health and Family Welfare Friday giving an update on novel coronavirus (COVID-19) stated that one more suspect has tested positive for COVID-19. The COVID-19 confirmed case has a travel history of Thailand and Malaysia. According to the health ministry, the patient was in hospital quarantine and stable. There are now 31 confirmed cases in the country, which include 16 Italian nationals. As per the latest advisory, all international passengers irrespective of nationality are mandated to undergo universal medical screening. Adequate screening measures have been setup and nine more airports have been added to the existing 21, bringing the total to 30 airports, as of today. In addition, a day-long national level

During the day, Union Health Minister Harsh Vardhan held a meeting to review preparedness for COVID-19 management, through video conference with health ministers, chief secretaries of all states and UTs, central ministers and representatives from the related organisations and stressed on the need for keeping testing and quarantine facilities, isolation wards, and labs in active readiness. He asked the states and union territories to start an information education and communication campaign to remove misconceptions about the respiratory ailment. NSCN (I-M) refutes report

DIMAPUR, MAR 6 (NPN): NSCN (I-M) through its MIP Friday said it has no knowledge of the proposed talks scheduled to be held on March 9 in New Delhi, as reported by a news portal. NSCN (I-M) was reacting to a report published by a news portal, which was also widely circulated on social media, that an ‘emergency meeting’ was to be held between NSCN (I-M) and Centre on March 9. Further, NSCN (I-M) asked government of India to be “very clear about the position of its representative R.N. Ravi with regard to Framework Agreement (FA)” and “Ministry of Home Affairs and its agencies like the NIA with terrorist activities even after 22 years of Indo-Naga political negotiation that had started from August 1, 1997.” NSCN (I-M) advised MHA not to put itself into “base(Cont’d on p-8) less and pseudo position”.

DIMAPUR, MAR 6 (NPN): Nagaland chief secretary, Temjen Toy Friday informed that there is no report of any confirmed cases of coronavirus (COVID-19) in Nagaland so far. Toy however emphasised the importance of precautionary measures through preventive action and preparedness to tackle any eventuality in the event of detection of any COVID-19 case. In a video conference with commissioner Nagaland and all deputy commissioners (DCs), he directed all districts to form District Task Force headed by the respective DCs, who would work in close coordination with chief medical officers and all other stakeholders, including school education department and District Disaster Management Authority. He further directed the departments concerned to ensure personal protective equipments like N-95 masks and hand-held thermal scanners were made available to all units. He added that there would be no ban on entry of foreign tourists to the State as the department concerned would closely monitor them. Speaking at the conference, School Education principal secretary Menukhol John asked all the DCs to ensure that the advisory issued was communicated to all schools in their respective districts. Taking part in the conference, H&FW principal director Dr Vizolie Suokhrie said Kohima and Dimapur had already iden-

tified quarantine locations with 50 beds. He claimed that every district was prepared to tackle any eventuality, assuring that more such places would be identified as quarantine locations in other districts. He also asked the villagers to report to the authorities concerned in the event of flu-like symptoms. On his part, Dimapur DC Anoop Khinchi expressed the need for more hand-held thermal scanners at Dimapur airport and stressed on scanning all arriving passengers. Currently, only passengers having travel history from 12 major affected countries are being scanned. Announcements would also be made at Dimapur railway station directing passengers with travel history from the 12 countries to go through the process of handheld thermal scanning.

DIMAPUR, MAR 6 (NPN): Tenyimi Youth Organisation of Dimapur (TYOD) has alleged that companies engaged in construction of Dimapur-Kohima four-lane road were endangering public life by carrying out landmine blasts in Chümoukedima hill section. In a representation signed by its president Thejangulie Angami and general secretary Khrozote Kapfo, the organisation urged Dimapur deputy commissioner (DC) to take necessary measures in this regard at the earliest. The representation stated that blasting powerful landmines to break/blast sandstones by the companies had become a daily affair in Chümoukedima area. It pointed out that most of the blasts were being done besides the old

road of national highway that resulted in blocking of the highway for prolonged periods, causing harassment to the commuters. In this regard, it cited the blast carried out on Thursday at 4:30 pm that brought down heavy sandstones from above and the road was completely blocked, which could be opened only after 10:30 pm. TYOD emphasised that landmines and cutting out surface should be carried out from top to bottom and not the other way just to save time and energy of the company that put public life at risk, which was uncalled for. It suggested that powerful landmine should be used only after 10:30 pm by restricting movement of all vehicular traffic till 5 the following morning. (Cont’d on p-8)

Race against time to develop vaccine for COVID-19 Poor road condition: DAPC NEW DELHI/NEW YORK, MAR 6 (AGENCIES): With Covid-19 covering a vast expanse, research institutes — from the US, UK, India and Australia — seem to be making quiet progress on probable vaccine candidates. Researchers have shared 115 genome sequences to understand how the virus works, on the Global Initiative on Sharing All Influenza Data website. The pre-clinical model may be ready by April as animal studies are critical for vaccine candidates to progress to phase 2 human clinical studies. Pune-based Ser um Institute of India has announced its vaccine candidate, being developed with US-based Codagenix, will be market-ready by early 2022, while Jenner Institute at University of Oxford is working with Italian manufacturer Advent Srl to

produce 1,000 doses of its vaccines for the first clinical trials. Serum Institute of India, which is world’s largest vaccine producer by number of doses produced, and is headquartered in Pune, has stated that the vaccine for COVID-19 will not be ready before 2022. Adar Poonawalla, the CEO of Serum Institute of India, spoke to CNNNews18 on the availability of vaccine to fight the COVID-19 which has engulfed the globe. Meanwhile, researchers in Seattle, US have begun recruiting healthy volunteers to participate in a clinical trial for an experimental COVID-19 vaccine, according to news reports. The vaccine, developed by the biotechnology company Moderna Therapeutics, was initially sent to the National Institute of Allergy

and Infectious Diseases (NIAID) in Maryland on February 24, according to The Wall Street Journal. The agency anticipates launching a clinical trial by the end of April and will sponsor the Kaiser Permanente Washington Health Research Institute to conduct the testing, NIAID Director Anthony Fauci told The Wall Street Journal. Coalition for Epidemic Preparedness Innovations (CEPI) has been working with Australia’s Commonwealth Scientific and Industrial Research Organisation (CSIRO) on preclinical models. CEPI, which receives funding from India’s department of biotechnology, aims to develop preclinical models for evaluating vaccine candidates from four CEPIfunded consortia: CureVac in Germany, Inovio and Moderna in the US and the

University of Queensland, Australia. Massachusetts-based Moderna Inc has shipped vials of its vaccine to US National Institutes of Health for studies on healthy volunteers. Pennsylvaniaheadquartered Inovio Pharmaceuticals is collaborating with Beijing Advaccine Biotechnology Company to advance the development of its vaccine. Trevor Drew, director of the CSIRO Australian Animal Health Laboratory, hoped to “have something ready for vaccine producers” by March or April. Indiaborn SS Vasan, who leads the CEPI project at CSIRO, said, “We’ve grown the virus for our research and reconfirmed the genomic sequence published by Doherty Institute. We have got promising results with our initial susceptibility studies...,” he added.

Tuensang serves ultimatum

DIMAPUR, MAR 6 (NPN): Expressing dismay over the poor condition of National Highway 155/202 that connects Mokokchung to Tuensang, the Development Action Plan Committee (DAPC) Tuensang has served an ultimatum on the state chief minister to give an assurance that the road works would be carried out “before financial budget session 2020”, failing which the joint forum would be compelled to initiate indefinite road blockade from March 24, 2020. In a memorandum addressed to the state chief minister, DAPC president N.Kaimang Chang and general secretary S Singkhum Thonger pointed out that NH-155/202 linking Mokokchung-LongkhimChare via Tuensang to Shamator had remained

neglected causing untold miseries to the citizens. While stating that it was impossible for a serious patient to travel on such road condition, DAPC also said that the passenger fares and also fares of goods-carrying vehicles have increased considerably due to poor road. The committee said that many proposals and appeals have been made to the responsible department, but the road still remained abandoned. DAPC said that the present road was not in a condition for vehicles to ply. It also stated that Tuensang district waited for better road facilities, but it has become a distant dream. DAPC has questioned why Tuensang district being the oldest district in Nagaland was left ignored in every aspect of development activities compared to other districts.

DIMAPUR, MAR 6 (NPN): Nagaland Goan Burah Federation (NGBF) Friday announced plan to hold a peaceful rally in all the district headquarters including two sub-divisions (Meluri and Tseminyu) on March 9, 2020 from 10am to 12 noon. In a press release, NGBF president Shalem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga stated that executive meeting of the federation held on March 4, 2020 unanimously resolved to hold the rally to urge the Government of India “to fulfil the promises given to the Nagas.” “We are made to understand by the negotiators that all the core issues have been resolved and agreed upon by them and all unresolved matters shall be left to be pursued through Democratic Political processes,” NGBF stated and maintained that there was, therefore, no more reason to delay in concluding the ongoing Naga peace talks. Meanwhile, the NGBF has invited all the civil society organisations, tribal hohos and individuals to participate in the proposed rally “to voice out in unison for early Naga Political solution.”

NH-29 reopened

DIMAPUR, MAR 6 (NPN): National Highway29, the main highway that connects state capital and neighbouring Manipur, was reopened for traffic Friday after remaining closed due to landslide Thursday. Taking to twitter, the Dimapur police informed that “Vehicular traffic fully restored at the landslide affected area near Chumoukedima Police check gate on NH-29 #Drive safe Nagaland.” Following the landslide, the police Thursday had advised light vehicles to take alternate routes – Niuland-Zhadima or Jalukie-Pimla for the next 12 hours.
