D imapur , M ar 2 9 (NPN): Things have simmered down in the 26 Aonglenden assembly constituency, where by-election is to be held on April 11 along with the Lok Sabha elections, after two candidates (NPF and NPP) not only withdrew from the race but also announced their full backing for the ruling PDA consensus candidate from the NDPP. The by-election will now be a straight contest between the candidates of the PDA and the Congress. While the NPF has expelled its nominee -Toshipokba Longmuker -- for a period of six years as disciplinary action, for withdrawing from the race without the consent of the party, the NPP on the other hand, has filed an FIR with Mokokchung police. NPP sources also said the party will take further action in this regard. The total number of electorate under 26 Aonglenden assembly constituency is 12,269 with 6,098 male and 6,171 female voters. Heaviest spell of rain to hit NE DIMAPUR, MAR 29 (NPN): Northeast India is all set to experience the heaviest spell of rain and thundershower activities from March 30 onwards. According to Skymet Weather report, rains would commence in the region by the evening or night of March 30, gradually picking pace on March 31. The intensity would initially vary between light to moderate. However, as the time progresses, heavy showers would be observed in Nagaland, Manipur, Mizoram and Tripura. Moreover, Arunachal Pradesh may see some snowfall activity at its upper reaches. From April 3 onwards, the intensity of rains will start declining, but scattered light rains may continue over Manipur, Mizoram and Tripura until April 4 or 5. The major reason for these rains can be attributed to the remnants of Western Disturbance which will reach Northeast India by March 30.

The 2015 by-election in the constituency was also fought between the then ruling NPF/DAN against veteran Naga politician and former governor and five time chief minister, Dr. S.C. Jamir. Incidentally, in the 2011 by-election, Neiphiu Rio was the DAN chief minister and in the current 2019 by-election, he is also the chief minister of the PDA coalition. The NPF candidate Toshipokba defeated Jamir in the 2011 by-election for

the 26 Aonglenden assembly constituency. The by-election to the 26 Aonglenden assembly constituency was plummeted into high voltage suspense when the NPP candidate O. Tinujongshi went “missing” and the party filed an FIR with Mokokchug Police. He resurfaced later to withdraw his candidature and pledged his full support to the NDPP/PDA candidate. The same day, the NPF candidate Toshipokba also withdrew from the race and pledged his full support to the NDPP/PDA

NPF expels Toshipokba

A day after Toshipokba, NPF candidate for the by-election to the 26 Aonglenden Assembly Constituency, withdrew from the contest, the NPF president has expelled him from the party for a period of six years with effect from March 29, 2019. In an expulsion order, NPF president Dr. Shürhozelie Liezietsu noted that Toshipokba, who was an active member of NPF, was issued a party ticket on March 19 to contest the by-election. While receiving the ticket, NPF president said the candidate signed a pledge to remain faithful and loyal to the NPF constitution and be subject to party discipline. However, the party chief noted that he withdrew his nomination paper on March 28 without the knowledge and consent of the party. The party chief maintained that his act of declaring support to a particular candidate, who belongs to the political opponent of the NPF, was directly against the stand and principle of the party. Further, pointing out that his action attracted Art. XIV para 2 (a) & (c) of the Party Constitution, he said the NPF has expelled him from the party in pursuance to a recommendation of the Disciplinary Action Committee.

AYODHYA (UP), MAR 29 (PTI): A day after hinting that she is not averse to contesting against Prime Minister Narendra Modi in the Lok Sabha polls, Congress general secretary Priyanka Gandhi Vadra attacked him for “ignoring” his own Varanasi constituency. On Thursday night, reacting to a suggestion from a party worker that she should fight the elections from her mother Sonia Gandhi’s Rae Bareli constituency, Priyanka Gandhi had quipped, “Shouldn’t I fight from Varanasi?” She fuelled more speculation on this possibility on Friday by targeting Modi over the state of the constituency that sent him to Parliament in 2014. But when reporters asked her a direct question, she said, “If the party tells me, I will fight from anywhere.” At a “nukkad sabha” – street corner meeting -- in Ayodhya, she lashed out at the Bharatiya Janata Party, calling it “pro-rich”, “anti-

farmer” and against the interests of the armed forces. Referring to her own recent visit to Varanasi, Priyanka Gandhi said she was told about the road from the airport to the city when she asked about “development” in the area. She claimed only 15 km of a 150-km road sanctioned by the previous Congress government has been built there, and when people drive away from the airport it is full of potholes. Claiming Modi did not care about Varanasi, she said, “I was told that in the past five years he has not visited even a single village in his own constituency though he has been travelling all over the country and

abroad.” She was expected to visit the Hanuman Garhi temple in Ayodhya, but planned to keep away from the disputed Ram Janmabhoomi-Babri Masjid site. Earlier during this campaign trip, the Congress general secretary in-charge of eastern Uttar Pradesh, visited the family bastions of Amethi and Rae Bareli which have elected party president Rahul Gandhi and Sonia Gandhi. She claimed the BJP government is helping only the rich. “The government’s focus is only on helping the rich, making the rich, richer. They have money for the businessmen, but not for the poor,” she lamented.

BJP State unit Mayang Lima sworn in as Declaration of criminal cases: Supreme Court notice to Centre, EC rebuffs ‘rumours’ state’s first Upa-Lokayukta NEW DELHI, MAR 29 (PTI): The Supreme Court on Friday issued notice to the Centre and the EC on a plea seeking initiation of contempt proceedings for alleged violation of the apex court’s judgment directing all candidates to declare their criminal antecedents to the poll panel before contesting elections. A bench comprising Justices R F Nariman and Vineet Saran also sought response from the three deputy election commissioners, law secretary and the cabinet secretary for not complying with its judgment dated September 25, 2018. The court was hearing a plea filed by lawyer Ashwini Kumar Upadhyay. In September last year, a five-judge Constitution bench had unanimously held that all candidates will

have to declare their criminal antecedents to the Election Commission(EC) before contesting polls and had called for wider publicity, through print and electronic media about the antecedents of candidates. On October 10 last year, the EC had issued notification regarding the amended Form-26, and directions to political parties and candidates for publication of criminal antecedents. However, the plea filed by Upadhyay had alleged that the EC neither amended the Election Symbol Order, 1968 nor the model code of conduct (MCC) so the said notification has no legal sanction. “On October 10, 2018, the ECI issued direction to political parties and candidates for publication of criminal antecedents with-

out amending the Election Symbol Order & Model Code of Conduct so the direction has no legal sanction,” the plea had said. It had also said that the ECI did not publish a list of leading newspapersnews channels nor clarified the timing for declaration of criminal antecedents by candidates which led to the candidates publishing them in unpopular newspapers and news channels during odd hours. “It (the ECI) had not published list of leading newspapers-news channels, so candidates published criminal antecedents in unpopular newspapersnews channels. The ECI has not clarified the timing of publication, so candidates published criminal history in odd hours when people don’t watch news channels...,” it had said.

DIMAPUR, MAR 29 (NPN): BJP Nagaland state unit has rebuffed what it claimed were “speculations and rumours” that BJP Nagaland would “admit other political parties in its fold and take over the government”. In a press release, BJP Nagaland general secretary K James Vizo sought to reiterate that the party was committed to its pre-poll partner NDPP and other post poll alliance parties (PDA) under the leadership of Neiphiu Rio. Vizo said BJP would work wholeheartedly for the success of the PDA consensus candidates in order to strengthen the PDA in the State and the NDA at the Centre. He also said that the party was well contented with its present strength and was united under the leadership of its state president and minister Temjen Imna Along and BLP leader and deputy chief minister Y Patton. Rubbishing the speculations and rumours, Vizo said it was only aimed at destabilizing the PDA relationship, adding that the party was “matured enough not to succumbed to such political traps.”

KOHIMA, Mar 29 (NPN): Principal District & Session Judge (Retd) Mayang Lima was sworn as the state’s first Upa-Lokayukta at a ceremony held at Naga Bhavan, Raj Bhavan Kohima Friday. Governor of Nagaland, PB Acharya administered the oath of office to Mayang Lima. Lima, who is the first Upa-Lokayukta of the state, will hold the office of the Upa-Lokayukta of Nagaland for a term of five years or

till he attains the age of 70. Lima was also the former registrar of the Kohima bench of the Gauhati High Court. The oath taking ceremony was attended by the Lokayukta of Nagaland, Justice Uma Nath Singh and senior Government officials led by the Chief Secretary of Nagaland, Temjen Toy. Upa-Lokayuktas are appointed after consultation with the Lokayukta. Justice Uma Nath Singh was appointed as the first Lokayukta of Nagaland on February 22, 2019.

Indian missile fired before Mi17 V5 chopper crash: Report List of star campaigners announced NEW DELHI, MAR 29 (AGENCIES): Investigators have found that an Indian air defence missile was fired shortly before the crash of a Mi17 V5 helicopter at Budgam, near Srinagar on February 27, which resulted in the deaths of six air force personnel and a citizen on ground. The investigators are examining the sequence of events which preceded the crash, reports the Economic Times. The final moments preceding the crash, including if the IFF (Identity, Friend or Foe) systems were switched on or not, are being carefully looked at to determine what went wrong. The air force brass, highly placed sources told ET, has made it clear that it would not shy away from initiating court martial proceedings against personnel if they are found blameworthy in the inquiry. ET has learnt that the focus of the investigation now is to determine if multiple layers of safeguards meant to protect assets from friendly fire failed and

Sources said that the missile – believed to be of Israeli origin – was activated after an air defence alert was sounded over Jammu and Kashmir, besides other parts of the border, after an over 25 Pakistani air force jets were detected along the border on the morning of February 27. The alert, sources said, indicated that Pakistani jets may be trying to breach the border for a strike on Indian military

targets and there were concerns that armed UAVs available with that country may also have been deployed. A slow moving target like the Mi 17 V 5 helicopter could potentially be mistaken for a low flying armed UAV homing into an air base, according to these sources. “When an air defence alert is sounded, several things take place. There are a set of rules that transport aircraft and helicopters need to follow and there are set entry and egress routes demarcated for aircraft flying. Also,

aircraft are to switch on their IFF (Identify, Friend or Foe) systems,” sources told ET. They added that all angles are being probed to determine if lapses took place and where. A senior officer is conducting the court of inquiry into the crash and has been given access to all inputs available with ground controllers as well as the actions of the helicopter in the ten minutes that it was in the air. As reported by ET, the chopper crashed in the 10-minute span when IAF jets were engaged in an aerial battle with the Pakistan Air Force fighters, along the Line of Control in the Nowshera sector, and air defence systems were on operational alert. Command and control systems were under immense pressure as reports of attempted intrusions were sounded along the border. The Indian side officially acknowledged the crash but has not mentioned it in official statements on the aerial battle and the current conflict with Pakistan.

KOHIMA, MAR 29 (NPN): With the Lok Sabha Elections 2019 for 1- Nagaland Parliamentary Constituency and by-election to the 26 Aonglenden A/C getting close, additional chief electoral officer (ACEO) N Moa Aier has issued a list of star campaigners of the various political parties. As per the list, there are 40 star campaigners for Indian National Congress (INC) including Rahul Gandhi, Priyanka Gandhi Vadra, Dr. SC Jamir, Navjot Singh Sidhu and K Therie. The star campaigners for National Democratic Progressive Party (NDPP) include Neiphiu Rio, Chingwang Konyak, Abu Metha, Alemtemshi Jamir, Nzuota Swuro and 35 other members. Naga People’s Front (NPF) star campaigners include Dr. Shürhozelie Liezietsu, Apong Pongener, Dr. Huskha Yepthomi, KG Kenye, TR Zeliang and 35 other members. Interestingly the seven NPF MLAs, who recently declared their support to PDA consensus candidate, were also included in the list of star campaigners. Star campaigners are individuals whose travel expenses are not to be accounted for in the election expense accounts of candidates. Special Expenditure Observer: Election Commission of India has appointed DD Goel, ex-IRS, as Special Expenditure Observer in Nagaland for the upcoming elections. EC stated that the special expenditure observer would be required to watch the conduct of elections in the state with a special emphasis on controlling and curbing the abuse of money power, in consultation with the CEO and other officers of the state and such other Election Authorities as deemed appropriate. CEO, Abhijit Sinha, informed that Goel would be arriving in Nagaland on April 1, 2019 and on the same day he would be holding a meeting with the nodal officers of the state associated with election expenditure monitoring.
