Tinu missing-NPP; police say he is safe

According to reports, police said Tinu Longkumer was safe and healthy. “We formed a SIT (special investigation team) immediately after receiving the complaint and it soon managed to reach him. He said he is safe and healthy and that he was not abducted,” Mokokchung Superintendent of Police, Raguramarajan, told TNIE. He, however, refused to divulge details of the NPP candidate’s whereabouts. “He (Longkumer) will soon issue a statement,” the SP added. The fallout of NPP from the PDA alliance was a result of NPP deciding of field its own candidate against the PDA consensus constituent for the by-election. Citing this reason, two of its legislators-- Imnatiba Jamir and L. Khumo Khiamniungan had merged with the NDPP. Meanwhile, NPP Nagaland unit has also sent a letter to the Election Commission seeking an immediate enquiry into the disappearance of Longkumer.

Speaking in the same vein, allies BSP and SP alleged it was a diversionary tactic and said Prime Minister’s action was a “violation” of the model code of conduct. MOKOKCHUNG, MAR 27: Adding to the current political suspense in the electioneering under 26 Aonglenden assembly constituency where by election is to be held on April 11, National People’s Party (NPP) Wednesday claimed that its candidate for the by-electionO. Tinu Longkumer- has been missing since March 26, a day after filing his nomination. On the other hand, there are reports that the NPP candidate Tinu has withdrawn his candidature. However, according to officials, none of the four candidates have withdrawn the nominations till date. The last date for withdrawal of nomination for the by-poll is March 28. NPP Mokokchung district president I. Bendang Jamir has filed an FIR at Police Station I, Mokokchung , stating that the party’s candidate for the Aonglenden by-election has been missing since March 26. The FIR stated that the NPP was apprehensive that Tinu may have been abducted but no one was named as suspect. On the other hand,

sources indicated that Tinu would likely withdraw his nomination and instead, extend support to the PDA’s consensus candidate from NDPP, Sharingain Longkumer. However this was yet to be confirmed. Party leaders have been making every possible effort to contact Tinu so as to confirm various speculations but his mobile phones were switched off. None of his aides could also not be contacted. NEW DELHI, MAR 27 (AGENCIES): The outgoing Lok Sabha passed 240 of the 273 bills introduced during its term. While 10 bills were withdrawn, 23 bills remained pending, said election watchdog Association for Democratic Reforms (ADR) on Wednesday. On an average, MPs asked 251 questions and attended 221 of the 312 sittings of the 16th Lok Sabha. Supriya Sule of the Nationalist Congress Party asked the highest 1,181 questions. Party-wise, the highest number of questions were asked by 18 Shiv Sena MPs, each of whom on an average asked 639 questions, while two NPP MPs asked the least number of questions, an average of 10. Among states, 50 MPs from Maharashtra asked the highest number of questions with an average of 534 each, while two MPs from Nagaland asked the least number of questions, 12 each. Seven MPs from Delhi had the highest average attendance in the 16th Lok Sabha with 289 sittings. The ADR said the least attendance was recorded by two MPs from Nagaland. On an average, they attended 88 of the 312 sittings.

DIMAPUR/KOHIMA, MAR 27 (NPN): Taking note of the recent political developments, a crucial meeting of NPF legislators was held on Wednesday at Dimapur where the party deliberated on issues regarding the by-election, proposal by Congress to support its Lok Sabha candidate etc. Sources also informed that the legislators deliberated at length about the open declaration of seven NPF legislators supporting the PDA government and LS candidate. Though the party had served show cause notices to six out of the seven MLAs, the legislators said the door was open to them to come back to the party fold. NPF sources informed that other important issues were also discussed at the meeting, but refused to divulge the outcome. Meanwhile, NPF president Dr. Shürhozelie Liezietsu said that the fate of the six NPF MLAs will be

decided based on the reply to the show cause. Speaking to Nagaland Post on the sidelines of the NPF campaign kick-off programme at Senapati, Dr. Shürhozelie said he was taken by surprise when the seven MLAs decided to support the rival coalition. On Wednesday, NPF legislator C.L. John (45Tehok A/C) issued a signed statement putting at rest speculations by declaring his support to the NDPP-led PDA government under the leadership of chief minister Neiphiu Rio and deputy CM, Y. Patton. Though CL John’s name figured in the letter signed by six of his colleagues, he was unable to sign the letter since he was out of station. As a confirmation, he issued a signed statement citing the same reasons made in the declaration by the six NPF MLAsKejong Chang, E.E. Pangteang, Eshak Konyak, B.S. Nganlang, N. Thongwang and Toyang Chang.

Bill could not get through in Rajya Sabha due to strong opposition, including from NPF MP. Yet, he said BJP president Amit Shah on two or three occasions expressed his strong determination to pass CAB, if BJP returned to power. The NPF president insisted that CAB should not be mixed with other issues and cautioned that there would be no peace if the Bill was passed and appealed for support to the NPF candidate. He asserted that NPF would protect the minorities and identity of the Nagas, even as he urged voters to be cautious while exercising their franchise. He explained that his party did not want to divide secular votes and hence decided to support Congress candidate KL Chishi for Nagaland’s lone Lok Sabha (Cont’d on p-7) seat.

Finance Minister Arun Jaitley on Wednesday slammed the previous UPA government of not giving scientists approval to develop the country’s own anti-satellite missile, saying it lacked “capability and clarity”. Terming Opposition’s criticism as “clerical objections”, FM Jaitley said, “Opposition needs lessons in country’s security.” His comments came after the Congress party claimed that the anti-satellite system mission was started by the UPA under the leadership of then Prime Minister Manmohan Singh. “If they want to rectify the Balakot (air strike) mistake, it is the opportunity for the opposition to do so and stand in support of our scientists,” he reportedly said, referring to the air strikes on terrorist training camps in Pakistan after the Pulwama terror attack.

ABAM for observing Sunday as holiday Govt’s electoral bonds scheme lets shell DIMAPUR, MAR 27 (NPN): Terming shopping on Sundays as totally against biblical teachings, Ao Baptist Church Association (Ao Baptist Arogo MundangABAM) has appealed to all believers in Jesus Christ to refrain from it. In its executive committee meeting held on March 21 and 22, ABAM also resolved to instruct its member churches to give “sound biblical teachings” to all believers in this regard. And as it stood opposed to opening of Sunday market in the past, the meeting also reaffirmed its commitment to stand for the same cause, “which goes against God’s glory”. “Nagas should understand that it would be a curse not only for the individuals but for the whole State, if we fail to follow the teachings of the word of God, which has been observed since our forefathers’ time,” exhorted the association in

ABAM pointed out that ancestors of Nagas had been holding different functions and feasts with devotion and religious fervour, adding those good traditions and culture lingered in “our hearts” till date as “we often talk about them, which our forefathers chose to venerate”. According to ABAM, w h e n t h e g o s p e l wa s preached to the people of Nagaland, all Nagas led by the Aos became followers of Christ, and feasts of yore, which were celebrated based on animistic religion, were obliterated. Yet, the concept of those celebrations remained in the mind, it added. Subsequently, believers lived their new faith in accordance with the teachings of the bible. And one of the legacies got from forefathers and still practised in a refined Christian way is the observance of Sunday, it pointed out.

As a consequence, they candidly complied and followed the teachings of Sabbath in those days and they could recognise the blessing of adhering to it in their lives, it claimed. Mentioning that though it was not clearly written as a law, Sunday was considered a holiday by most people of the world, ABAM pointed out that it had been observed and considered as the day for rest by both Christians and non-Christians. Thus, to take one day rest in a week was accepted as a human culture, it reasoned. Stating that it was through the teachings of Christianity that Sundays became more important and necessary and gave a new meaning for its obser-

vance, ABAM regretted that people very often indulged in many activities contrary to its true observance in present day world. It cited opening of shops and markets and Christians going for shopping as examples. Though the Churches and different organisations try to impress upon the people the culture of Sunday observance in accordance with the teachings of Bible, the association said it cannot bring the desired change as the people were very much “self-centred, selfish” and thought for self-gain only. ABAM emphasized that Sunday observance was important not only for the churches and believers, but for all citizens of Nagaland as Nagas are 100% Christians. “If shops are allowed to open in the State where people give the slogan ‘Nagaland for Christ’, what would be our witness for Christ to the world?” it asked.

NEW DELHI, MAR 27 (AGENCIES): Contradicting the Narendra Modi government’s stand in Supreme Court, the Election Commission on Wednesday stated in an affidavit that electoral bonds would affect transparency in political funding, thereby leading to “black money” in elections through “shell companies.” A petition filed by the Association of Democratic Reforms had challenged the validity of the scheme of Electoral Bonds is scheduled to be taken up by the Supreme Court on April 2, just over a week after which the first phase of the Lok Sabha election would begin. The central government had earlier told the court that electoral bonds will promote transparency and accountability in funding and donations received by political parties in India.

However, the poll body told the apex court that it had informed the law ministry about flaws in the scheme in May 2017 itself. The letter sent to the Ministry of Law and Justice on May 26, 2017 - which was annexed with the affidavit - specifically raised point-by-point issues with the amendments, the EC said. After the amendment made to Section 29C of the Representation of Peoples Act 1951(RPA), political parties need not report to ECI the donations received through electoral bonds. The ECI has described this a “retrograde step as far as transparency of donations is concerned” and called for withdrawal of the amendment. “In a situation where contributions received through electoral Bonds are not reported, on perusal of the Contribution Reports of

the political parties, it cannot be ascertained whether the political party has taken any donation in violation of provisions under Section 29-B of the Representation of People Act, 1951, which prohibits the political parties from taking donations from Government Companies and Foreign Sources,” reads the ECI affidavit. In its letter to the law ministry, ECI said it had also flagged the amendments made to Companies Act, 2013 that would encourage donations by “shell companies”. It cited that the amendment to Section 182 of the Act exhausted the restriction that contribution can be made only to the extent of 7.5% of net average profit of three preceding financial years, enabling even newly incorporated companies to donate via electoral bonds.
