DIMAPUR, MAR 26 (NPN): Stung by the open rebellion of its seven NPF legislators who have announced their decision to support the PDA consensus candidate in the Lok Sabha election, the Disciplinary Action Committee (DAC) of NPF has issued a show cause notices to six of the seven legislators. Though the joint statement on March 25 contained the names of seven NPF legislators, only six of them had attested their signatures. The name without the signature was that of C.L.John. The others who signed the joint statement included - Kejong Chang, E.E. Pangteang, Eshak Konyak, B.S. Nganlang, N. Thongwang Konyak and Toyang Chang. Though NPF legislator, C.L. John had extended his support to the PDA government, he was reportedly out of station and could not sign the letter. DAC convener Blaise Iheilung and secretary Tsumongo Ovung in the show cause, asked the six MLAs to explain why disciplinary action should not be initiated against them and to submit their replies within seven days, i.e., on or before April 2, 2019. Cash, liquor, arms seized ahead of poll Correspondent

KOHIMA, MAR 26 (NPN): After the announcement of Lok Sabha Nagaland Parliamentary Constituency and by-election in Aonglenden A/C, the law enforcement agencies have seized Rs. 69,57,740 cash, 19,038.949 liters of liquor and six arms. Informing this during the press conference at commissioner’s office here Tuesday, chief electoral officer Abhijit Sinha said 605 persons were bound down after election date was announced. He also 879 arms license have also been deposited.

On the same day on March 25, when Nagaland Post had contacted, some of the rebel MLAs, they said they were compelled to support the ruling government under pressure from their supporters most of who resigned from NPF. On Tuesday, NPF leaders including senior legislators could not be contacted though it was learnt that the party legislature and senior party leaders held a marathon meeting. The rebel NPF legislators face an arduous challenge of escaping provisions under the Anti Defection Law since they have issued a signed statement in declaring support to the PDA coalition government and its consensus candidate.

DIMAPUR, MAR 26 (NPN): Even as the opposition NPF and Congress held a meeting Tuesday at Kohima to finalize the deal to support the Congress Lok Sabha nominee, KL. Chishi, the NPF was still yet to take a final call on the matter. According to highly placed sources, though the meeting between NPF and Congress was “fruitful”, the ball now lies in the NPF’s court to take this final call. “NPF has verbally assured to support the Congress candidate. However, we are waiting for the formal/official letter and declaration from the NPF’s side,” Congress sources added. The meeting was attended by NPCC president K. Not surprised at being removed from PDA: NPP

DIMAPUR, MAR 26 (NPN): National People’s Party (NPP) appeared unsurprised but bemused by the reaction of the PDA against its party as consequences of fielding candidates to the 26 Aonglenden by-poll and for the lone Lok Sabha seat. In a statement NPP general secretary (IPR) Ricky Ozukum reiterated that despite the removal of three of its members from the ruling alliance, NPP was prepared for any eventuality. NPP said the development did not come as a surprise but that it was prepared to go to any extent to ensure that interests of the people and would never be compromised for money or position. NPP said it was a mature political party and would go the extra mile so that Nagas also grow on a par with rest of the country and play a positive role in ensuring peace and prosperity. 60% of rural population without piped water supply in Nagaland Correspondent

KO H I M A , M A R 2 6 (NPN): Nagaland State and Technology Council (NASTEC), department of Science & Technology has disclosed that nearly 60 percent of the rural population in Nagaland did not have piped water supply. NASTEC senior scientist, Dr. Nesatalu Hiese, disclosed this while speaking at an event on water issues in Nagaland under the banner “Leaving no on behind: water for all” organised by North East Network (NEN) at NEN Resource Centre, here Tuesday. Dr. Hiese asserted that access to water supply and sanitation infrastructure was increasing, but access to reliable, sustainable and affordable water supply and sanitation service was lagging behind in the state. She said the total drinking water requirement for the whole state was 96.26 millions of liters per day (MLD) with urban area requiring 56.30 MLD and rural areas 39.96 MLD. KVCU wants alternative to Rapist gets 10 years rigorous imprisonment Aadhaar for beneficiaries DIMAPUR, MAR 26 (NPN): Konyak Village Councils’ Union (KVCU) has expressed concern that due to non-seeding of Aadhaar with ration cards many beneficiaries were being denied of their benefits. In a representation to the director Food & Civil Supplies (F&CS), KVCU president PM Nockpai Konyak sought alternate measures so that the genuine beneficiaries were not deprived of their benefits. KVCU said the government directive on compulsory Aadhaar linking of all beneficiaries and the reports that one should also not be deprived for not being able to produce Aadhaar have left the public in confusion. Further, KVCU stated that coverage of Aadhaar capturing in Mon district was very poor. It said that the data figure of capturing Aadhaar could show in high percentage, but the practical and technical problem was that many have neither received nor could download it. The union also pointed out that there were several villages in far flung areas where there was zero percentage of Aadhaar coverage. KVCU said that now it has become more difficult to capture Aadhaar since the machineries were not portable, adding that the poor public and old aged persons cannot afford to travel to get registered for Aadhaar. The union contended that the public cannot be held solely responsible for not being able to produce Aadhaar. KVCU said the government or the agency was also responsible for failing to facilitate and activate Aadhaar generating centres.

DIMAPUR, MAR 26 (NPN): Dimapur district court has sentenced one Bongpha to 10 years rigorous imprisonment (RI) after convicting him of raping a differently-abled woman. In her judgment and order dated March 25, 2019, the Principal District & Ses-

sion Judge, Y Longkumer, found him guilty for offence under section 376(2) (l) Indian Penal Code and sentenced him to 10 years RI with a fine of Rs.500 and in default of the fine would undergo another simple imprisonment of one month.

The judge further recommended for award of compensation to the victim to DDLSA under section 357-A Cr.PC from the victim compensation scheme of the state government of Nagaland, stated a press release issued by public prosecutor T Marlemba.

Scrutiny of nomination for LS polls, Aonglenden by-poll end Correspondent

KOHIMA, MAR 26 (NPN): Scrutiny of nominations for the lone Lok Sabha seat and by-election to Aonglenden constituency came to a close on Tuesday. Addressing a press conference at Commissioner’s office here on Tuesday evening, Commissioner Nagaland and returning officer (RO) M Patton said, on scrutiny of their nominations papers and proper examination of the documents, all four candidates who had filed nominations for the Lok Sabha polls were found valid. However, Patton said Dr M.M. Thromwa Konyak, who filed his nomination from Indian Christian Secular Party (ICSP), failed to produce the original authorisation letter from the party and he, thereby, could not be allowed to represent the party.

But, the RO said as his nomination was found to be valid and as per the commission’s guidelines, Konyak was deemed to be an independent candidate. For Aonglenden byelection, the scrutiny of nominations was done by Mokokchung SDO (Civil) and RO Abhinav Shivam and the documents of the four candidates were found to be valid. Patton also informed the media that two general observers – Alok Nath and Ravi Jha – had reached Nagaland. He said Nath would be stationed in Kohima and cover Dimapur, Peren, Kohima, Pughoboto, Phek, Zunheboto and Wokha, while Jha would be stationed in Mokokchung and cover Mokokchung, Mon, Longleng, Kiphiri and Tuensang. Deepak Kumar Shahi will be covering Aonglenden by-election, he added.

Similarly, election expenditure observers L Prabhunand Singh will be stationed in Kohima and monitor Assembly constituencies 1-20, while S Sundaresan will be stationed in Mokokchung and cover Assembly constituencies 21-40. Dipakbhai will be stationed in Tuensang and cover Assembly constituencies 41-60. It was informed that inspection of accounts of election expenses of the contesting candidates would be held on March 29, April 4 and April 8. Patton said the last date for withdrawal of nomination was March 28, after which the list of candidates would be finalised and the candidates allotted symbols. He said those wishing to withdraw their nominations could do so during office hours from the last day of scrutiny till March 28. Meanwhile, 450 polling stations have been identified

as critical and vulnerable, all of which would also have web streaming and offline videography. Chief electoral officer (CEO) Abhijit Sinha, who too addressed the media, said the first batch of Central forces had already reached the State, while other batches were expected by end of March. Besides the Central forces, he said State home guards and village guards too would be deployed to complement other forces. As per the final electoral rolls, there was a total of 12,13,777 voters in the State, including 7,490 service electors. There was an increase of 16,341 voters this year as compared to 2018 electoral rolls. In Aonglenden constituency, there are 12,482 voters, out of which 46 were service electors, 6,290 female and 6,146 male vot(Cont’d on p-7) ers. K Y M C
