DIMAPUR, MAR 21 (NPN): With announcement of the NPP candidate for the 26 Aonglenden assembly constituency byelection on April 11, the stage is set for a four-cornered contest. After days of suspense and a day after the National People’s Party(NPP) lost both its MLAs who decamped and merged with the Nationalist Democratic Progressive Party (NDPP), state National People’s Party (NPP) president and election committee chairman, Ato Yepthomi on Thursday announced that the NPP will field O. Tinujungshi Longkumer, for the by-election. Evidently, the decision had been known all along by the two NPP legislators who had opposed the move. When their objections were not considered both decided to also make their move towards NDPP. The legislators- Imnatiba Jamir (13 Arkakong) and L. Khumo Khiamniungan (57 Thonoknyu) rebelled and joined the NDPP through merger. As reported earlier,

NAGALAND Tinu had initially decided to contest as an Independent candidate after he failed to get hold of NDPP ticket. However, he later informed Nagaland Post that he opted for NPP ticket as the party had mulled to contest the by-poll. This ultimately led to a friction between NDPP and NPP, as the ruling-PDA had already decided to field a consensus candidate from the NDPP, in which NPP was also a constituent of the People’s Democratic Alliance (PDA) alliance. NDPP leader and Nagaland chief minister, Neiphiu Rio had also met NPP president and Meghalaya chief minister, Conrad Sangma recently to sort out the matter. Despite, hectic parleys between the two, it was reported that Conrad chose to go ahead and field his party candidate. It was not yet known

as to whether NDPP had officially severed ties with the NPP after the merger of the two NPP legislators. The by-election is crucial for the NDPP as the strength of the party in the Assembly had initially come down to 17 from 18 MLAs after the demise of the sitting NDPP legislator of 26 Aonglenden A/C Imtikumzuk Longkumer, brother of NPP candidate O. Tinu Longkumer. However, with the merger of two NPP legislators, the NDPP received a shot in the arm as its tally has now gone up to 19 in the 60-member house whose effective strength was reduced to 59 following Imtikumzuk’s demise. In order to retain the seat, the ruling-NDPP has fielded Sharingain Longkumer, son of former minister late Nungshizenba Longkumer, as the consensus candidate of the PDA

allies comprising of BJP, JD (U) and Independent. On the other hand, opposition NPF has fielded former MLA, Toshipokba Longkumer and the Congress, former DC Tuensang, Alemjongshi Longkumer for the ensuing byelection. Meanwhile, Lipokzulu, who had earlier declared his candidature for the bypoll to the 26 Aonglenden assembly seat, Thursday said he has withdrawn as “a possible candidature for the said election.”
2 in fray for Lok Sabha seat so far M e a n w h i l e, w i t h regard to the forthcoming Lok Sabha elections, only two parties have announced the names of their nominees-- NDPP/PDA has re-nominated sitting MP, Tokheho Yepthomi and Congress has fielded
former chief minister, K.L. Chishi. Though NPF has reportedly received names of two aspirants-- a senior NPF functionary and a former BJP member, the opposition party was still yet to take a call on who will be contesting the 2019 Lok Sabha elections. It also remains to be seen whether NPP may field its candidate for the lone Nagaland Lok Sabha seat, if going by the announcement made by NPP president and Meghalaya chief minister Conrad Sangma that the party set up candidates in all 25 Lok Sabha seats in the North Eastern states. Meanwhile, the Republican Party of India (A), which recently launched its Nagaland unit, Wednesday informed that the party would be setting up a candidate for contesting the Lok Sabha Elections. This was announced by Republican Party of India (A) national general secretary Dr. Mohanlal Patil in a letter to the chief electoral officer (CEO) Nagaland. RPI (A) is an ally of the NDA at the Centre.
BJP’s first list for LS includes Modi, Rajnath, Shah; Advani not included NEW DELHI, MAR 21 (AGENCIES): Prime Minister Narendra Modi will once again contest from Varanasi in Uttar Pradesh, the BJP announced on Thursday as it released its first list of 184 Lok Sabha candidates after a long wait. In maiden Lok Sabha bid, BJP president Amit Shah will replace veteran MP LK Advani as BJP’s Gandhinagar candidate Advani, who has been MP from Gandhinagar seat in Gujarat for five consecutive terms since 1998 will not be contesting from the same constituency this time. Advani, who has served as the home minister and deputy PM of the country, won the Lok Sabha seat six times and has been credited with crafting the BJP’s rise in the late 80s, from just two seats in the 1984 Lok Sabha elections. Advani, many senior BJP leaders maintain, has been sidelined since he voiced his reservations against the candidature of Narendra Modi as Prime Minister ahead of the 2014 Lok Sabha polls. Last week, sources in the BJP said that a senior
leader from the RSS had visited Advani at his residence and informed him that the party would not be asking him to contest polls, officially citing the 91-yearold’s age. Union ministers Rajnath Singh and Nitin Gadkari have been fielded from Lucknow and Nagpur again respectively. Union minister Smriti Irani will once again take on Rahul Gandhi in Amethi, as she has been fielded from the Gandhi bastion after giving the Congress chief a tough fight in 2014. Disgruntled BJP leader and a vocal critic of Prime Minister Narendra Modi, Shatrughan Sinha might contest in the upcoming Lok Sabha polls on a Congress ticket. As per media reports, the BJP MP may fight the upcoming polls from Bihar’s Patna Sahib constituency on a Congress ticket. BJP has denied ticket to two sitting MPs from Maharashtra, one Minister and three others in Uttar Pradesh. In Assam, senior lawmaker and former union minister Bijaya Chakraborty,
80, who has represented the Guwahati seat thrice, has been replaced by former city mayor Queen Oja. According to BJP CEC secretary J P Nadda, Ahmednagar MP Dilip Gandhi has been denied ticket and has been replaced by Sujay Vikhe Patil, son of senior Congress leader Radhakrihna Vikhe Patil, who joined the saffron party only a few days ago. Mr Sujay is now set to take on Sangram Jagtap of NCP. In Assam, sitting MPs from Mangaldoi, Ramen Deka and Kamakhya Prasad Tasa - Jorhat - were replaced by Dilip Saikia and Tapan Gogoi, a minister in the Sarbananda Sonowal government. In Maharashtra’s Latur, the party reposed faith in Sudhakar Shrungare replacing sitting lawmaker Sunil Gaikwad. Among the members of political families who figure in the BJP’s first list are late Pramod Mahajan’s daughter Poonam Mahajan; late Gopinath Munde’s daughter Pritam Munde, and state BJP leader Eknath Khadse’s daughterin-law Raksha Khadse. Foothill unit-DALT ‘alarmed’ by NPCC vows to fight for Naga political issue, against CAB rampant extortion, illegal taxation Correspondent
DIMAPUR, MAR 21 (NPN): Foothill Unit-Dimapur Ao Lanur Telongjem (Dimapur Ao Youth Organization) Thursday said it was “alarmed” by the rampant threat and extortion/illegal taxation/random collection of money by miscreants from the public who were undertaking construction works at Aoyim village and Naga United village area. In a press release, Foothill Unit-DALT president Tuden Jamir and general secretary Monglie Aier claimed that several miscreants were on the prowl targeting landowners and construction workers by way of extorting money as ‘Tax’ for NPGs. The modus operandi of the miscreants, the Foothill Unit-DALT claimed was to target construction workers residing in the area of construction and demand
money from them as ‘Tax.’ It stated that there had been a number of instances involving those miscreants who snatched away mobile phones and belongings of construction workers. Stating that threat of extortion has become very serious and endemic, Foothill unit said there have been numerous instances where construction works had to be brought to an abrupt halt due to the construction workers, mostly non locals, quitting the work and leaving the area out of fear. It said that those miscreants had even gone to the extent of demanding money directly from individual/ landowners. “There have been cases when the same miscreant(s) have demanded money/extortion while taking the name of multiple Naga Political Groups,” the unit claimed. It also claimed
that many landowners were abandoning work due to inability to pay extortion demand and out of fear. Foothill Unit-DALT said it was “outraged” that such practice of harassment, threat and daylight robbery were being meted to the public who were building homes in their own land by own fellow Naga. Vowing to fight such menace with every resource available, the Foothill UnitDALT has urged every right thinking individual and organization to condemn such acts and join hands to get rid of such threat to the society. Further, the Unit also affirmed ‘One Government One Tax’ resolution of ACAUT Nagaland which was reaffirmed by PACNaga Council Dimapur during the public rally on October 31, 2018.
KOHIMA, MAR 21 (NPN): Nagaland Pradesh Congress Committee (NPCC) has vowed to fight for resolution of the Naga political issue, besides opposing the Citizenship Amendment Bill (CAB). Speaking at a ticket distribution ceremony for the ensuing Lok Sabha election and 26 Aonglenden by-poll at Congress Bhavan here on Thursday, NPCC president K Therie said, given an opportunity, his party would bring a solution to the protracted Naga political issue and urged the Nagas to throw out the party, if it failed. While KL Chishi was formally handed over party ticket to contest from the State’s lone Lok Sabha seat, Alem Jongshi was given the ticket to contest from the 26 Aonglenden Assembly constituency.

Admitting that Congress had taken a backseat at one time, Therie warned that RSS and BJP would not provide any solution as their ideology was to bring uniform civil code – “one nation, one law”. He alleged that BJP did not want any special identity or provision for the Nagas and even wanted to remove Article 371 (A), He added that this was understood only by Congress as its policy was unity in diversity. Therie asserted that Congress Prime Ministerial
candidate Rahul Gandhi was prepared to give solution by acknowledging the decision of NPCC political affairs committee that emphasised solution through peaceful and constitutional means. He remarked that 21 years of negotiation without solution was not reasonable, and termed this as “deliberate”. He alleged that BJP took advantage of various issues in the Northeast and wanted to bring more than two crore immigrants by granting them citizenship to
finish the tribal people. Referring to the stand of BJP president Amit Shah to pass CAB in Rajya Sabha, if voted to power, the NPCC president said such statement was an insult to the people of Northeast and regretted that regional parties did not understand the issue. He accused NDPP of selling out Nagas. To fight the issues, he said Congress had sought support from likeminded parties, adding that he had appealed to NPF and NCP to support its candidate as the two parties’ stand was same over Naga political issue and CAB. He exuded confidence that the two parties would consider his party’s appeal. Thanking party workers for overcoming various obstacles in the past many years, Therie said the ensuing Lok Sabha poll battle would be between Congress and BJP. (Cont’d on p-7)
NSCN/GPRN celebrates 40th Republic Day India slips on happiness scale; may impact polls Staff Reporter
DIMAPUR, MAR 21 (NPN): In his maiden speech on the occasion of the 40th Republic Day celebration at CHQ Hebron Thursday, NSCN/GPRN president /yaruiwo, Q. Tuccu said that nothing was final on the Naga issue until an honourable negotiated political settlement is agreed upon based on the August 3, 2015 ‘Framework Agreement’. He explained that after more than decade long negotiations under the leadership of its chairman late Isak Chishi Swu and chief negotiator Th. Muivah, NSCN and GoI mutually agreed and signed the historic ‘Framework Agreement’. It is the foundation based on which a new relationship between the two entities would be established and both parties were committed to abide by this agreement, he added. He further maintained

that the group was “ready to understand together with our neighbours and prepared to take a realistic approach respecting each other(s) history”, and expressed gratitude to all well wishers and support groups from Nagalim and others supporting the ongoing political dialogue between Government of India (GoI) and NSCN (I-M). Pointing out that the national movement was based on two core foundations of “Nagalim for the Nagas and Nagalim for
Christ”, Tuccu said leaders in the past had declared the foundations and “we are guided by these principles that have brought the Nagas thus far”. (Full text on p-6) A speech on political talks was delivered by NSCN/GPRN general secretary/ato kilonser, Th Muivah, in which he dwelled on different topics from the time of NNC, the peace process and the role of Naga people in Naga political movement, the 16-Point Agreement, integration of Naga homeland
and solution of the Naga political problem. He also called upon the citizen to be serious about reconciliation, saying “We need to know how to claim our share and rights that we have been blessed with and, if we fail to understand that, we will all be losers”. He, however, said once the Nagas learn about their rights, then they would emerge strong. In this regard, he questioned the gathering whether they were ready to face the challenges and defend. Pointing out that the Nagas were on a self-destructive mode, Muivah said it was “madness” on the part of people like S.C. Jamir to dismiss Naga integration on basis of the 16-Point Agreement. He said people were acting for their own interests and not thinking about the interests of the Nagas, for which India was taking advantage. (Cont’d on p-7)
NEW DELHI, MAR 21 (IANS): Maintaining a downward trend, India slipped to the 140th position, seven spots down from last year, in a happiness ranking of 156 countries this year, according to a new report which is unlikely to cheer up the ruling coalition in the run-up to the general elections. World happiness has fallen in recent years, driven by the sustained downward trend in India, said the World Happiness Report, released on Wednesday in conjunction with the United Nations’ International Day of Happiness. As for emotions, there has been a widespread upward trend recently in negative effect, comprising worry, sadness and anger, especially marked in Asia and Africa, it added. Does happiness affect voting behaviour? A special chapter in the World Happiness Report 2019, produced by the Sustainable Develop-
ment Solutions Network, a UN initiative, explored the relation between the two. The research showed national average life satisfaction is significantly related to the vote share subsequently received by parties that go into the election as part of the governing coalition. “There is a clear and significant positive relationship between national life satisfaction in the run-up to general elections and the subsequent electoral success of governing parties,” the report said. A one standard deviation increase in national life satisfaction is associated with nearly an eight percentage-point increase in vote share, the findings showed. This year’s happiness report focuses on happiness and the community -- how happiness has evolved over the past dozen years -- with focus on the technologies, social norms, conflicts and government policies that
have driven those changes. Special chapters focus on generosity and pro-social behaviour, the effects of happiness on voting behaviour, big data, and the happiness effects of Internet use and addictions. As in 2018, Finland took the top spot as the happiest country in the world, according to three years of surveys taken by Gallup from 2016-2018. Rounding out the rest of the top 10 are countries that have consistently ranked among the happiest. They are in that order -- Denmark, Norway, Iceland, the Netherlands, Switzerland, Sweden, New Zealand, Canada and Austria. The US ranked 19th, dropping one spot from last year. The report, which is in its seventh edition, ranks 156 countries by how happy their citizens perceive themselves to be, according to their evaluations of their own lives. K Y M C
