Cracks in BJP’s NE grand alliance

GUWAHATI, MAR 17 (AGENCIES): Days after its announcement, cracks have developed in Bharatiya Janata Party’s grand alliance with parties in North East for the coming Lok Sabha polls after several smaller players decided to field own candidates and refuted having any pre-poll tie-up. On Saturday, the Indigenous People’s Front of Tripura (IPFT), partner in BJP-led coalition government in Tripura, announced its own candidates for the two LS seats in the state after talks on seat sharing with the BJP failed. “Since we are part of the government in Tripura and also a partner of North East Democratic Alliance (NEDA), we had asked BJP to give us one seat in the state. But they refused. Hence, we have decided to field our own candidates,” NC Debbarma president of IPFT said. While Debbar ma, who is the revenue minister in the Biplab Deb-led government, would contest from the Tripura East seat, Suklacharan Noatia would be the IPFT candidate from

Rio, Patton condole Parrikar’s demise DIMAPUR, MAR 17 (NPN): Nagaland chief minister, Neiphiu Rio on Sunday expressed shock and pain by the demise of Goa chief minister and former Union Defence minister, Manohar Parrikar who passed away on March 17 at Goa. In a condolence message to Parrikar’s sons-- Utpal and Abhijat Parrikar, Rio said late Parrikar was known for his transparent, efficient and prompt decisions and earned the respect of the masses as the chief minister of the common man. In his demise, Rio said the State of Goa in particular and the country in general has lost a tall, renowned and decisive leader, who will be dearly missed. Rio, on behalf of the state government, citizens of Nagaland and on behalf of his family, expressed deepest condolences to bereaved family. He also prayed that Almighty God grant them strength and solace to bear this painful loss and for the departed soul to rest in eternal peace. DY. CM: Nagaland deputy chief minister and BJP legislature party leader, Y. Patton has expressed pain over the demise of Goa chief minister and former Union Defence minister Manohar Parrikar after prolonged illness at Panaji.

Tripura West. “It will be a friendly fight in Tripura, but we would campaign separately. We are still part of the government and it is for the BJP to decide whether they want to continue their alliance with us,” Debbarma added. The development in Tripura came a day after Sikkim Krantikari Morcha (SKM) announced that there would be no alliance with BJP for the lone LS seat and the simultaneous assembly polls in Sikkim. While details of why the tie-up between the national party and the main opposition in Sikkim didn’t materialize are not available, reports say there were differences over seat sharing and certain demands by the SKM. “The SKM would filed candidates in all the 32 assembly seats and lone Lok Sabha seat in Sikkim,” PTI quoted SKM spokesperson Sonam Bhutia from Gangtok. On Wednesday BJP national general secretary Ram Madhav had announced formation of a grand alliance with several

parties in northeast and claimed it would win at least 22 of the total 25 seats in the region. “The BJP, NPP, NDPP, AGP and BPF will fight together in Assam, Nagaland, Meghalaya, Manipur and Arunachal Pradesh with the mission of defeating Congress party in the hustings,” Madhav wrote on Facebook. He also stated that the party would fight the election together with IPFT in Tripura and with SKM in Sikkim. National People’s Party (NPP) chief and Meghalaya chief minister Conrad Sangma also shot down Madhav’s claims, insisting that there would be no prepoll alliance with the BJP. “The NPP is a party with own identity and we will fight elections on our own terms. In the states where we feel we should put up our candidates, we will do so. There will be no pre-poll alliance with BJP,” Sangma said hours after Madhav’s announcement. Sangma said NPP had also sent clear message to Ram Madhav at a meeting held on march 12 with the

chief ministers from Assam, Manipur, Arunachal Pradesh and Meghalaya that it will not stitch any pre-poll alliance with the BJP. “We are working towards fielding candidates in all the 25 Lok Sabha seats across the North eastern states. It is not practically possible for us to immediately to field candidates … but wherever we get a positive response and wherever it is possible to organise our party in a short period we will put a candidate,” Sangma said. Assam minister Himanta Biswa Sarma who is also convenor of NorthEast Democratic Alliance, had stated that though there would be understanding with NPP, a full-fledged alliance won’t be possible between both parties for Lok Sabha polls. Meanwhile, in Nagaland, NPP was likely to setup its own candidate to fight the by-election to the 26-Aonglenden constituency, despite the ruling coalition setting up its consensus candidate in which National People’s Party is also part of the alliance.

NEW DELHI, MAR 17 (IANS): Former Supreme Court judge Justice Pinaki Chandra Ghose was on Sunday recommended to be the first Lokpal or anti-corruption ombudsman of India. His name was finalised and recommended by the Selection Committee comprising of Prime Minister Narendra Modi, Chief Justice Ranjan Gogoi, Lok Sabha Speaker Sumitra Mahajan, eminent jurist Mukul Rohatgi. But the selection committee, headed by Modi, had been hobbled by the absence of the Leader of Opposition in Lok Sabha Mallikarjun Kharge. Kharge had refused to attend the meetings after he was designated a “special invitee” saying it does not allow him to participate in the selection process.

With partners in fray, ruling PDA in quandary for 26-Aonglenden by-poll Staff Reporter DIMAPUR, MAR 17 (NPN): B arely three days after declaring his intention to contest as an Independent candidate for the 26-Aonglenden constituency by-election scheduled on April 11, O. Tinu Longkumer is likely to be the National People’s Party (NPP) candidate. However, the news has rankled the NDPP, as its nominee is the ruling PDA coalition’s consensus candidate of which the NPP is also a partner. It may be recalled that NDPP had wooed the NPP away from its pre-poll alliance with NPF when the two MLAs were inducted into the coalition after the 2018 Assembly elections. The by-election is crucial for the NDPP as its strength in the Assembly came down to 17 from 18 MLAs after the demise of Imtikumzuk Longkumer,

who was the sitting NDPP legislator from 26-Aonglenden constituency. When contacted Tinu, who is also the brother of late Imtikumzuk, on Sunday said that he was likely to be the NPP nominee for the by-poll. The ruling NDPP is not likely to concede the seat to its alliance partner when much is at stake. Tinu, had sought the NDPP ticket, since the seat was held by his brother late Imtikumzuk who adviser and the sitting MLA of 26-Aonglenden constituency. According to Tinu he had wanted to contest as NDPP candidate to honour his late brother. However, since the NDPP ticket was eventually given to Sharingain Longkumer, PDA consensus candidate, Tinu said he holds no grudge but was firm to contest the by-poll. Till now, the by-election appears to be

heading for a four-cornered contest between PDA nominee, Sharingain Longkumer; NPF candidate Toshipokba Longkumer, Congress candidate Alemjongshi Longkumer and O. Tinu Longkumer. Rio-Conrad meet: Sources also informed that hectic parleys were on in New Delhi between Nagaland chief minister Neiphiu Rio and Meghalaya chief minister and NPP national president Conrad Sangma to hammer out a solution. The NPP though being an ally of the BJP in the north east under NEDA, has also decided to contest all the 14 Lok Sabha seats in Assam. The decision has dealt a blow to the BJP’s hope of winning at least 10 seats. The BJP has also struck a pre-poll alliance with the AGP in Assam. The NPP is also going to contest both Lok Sabha seats in Meghalaya.

Goa CM Manohar Parrikar dead; Centre declares national mourning PANAJI, MAR 17 (IANS): Goa chief minister Manohar Parrikar passed away at his private residence here on Sunday evening after a prolonged battle with pancreatic cancer. He was 63. The condition of Parrikar, diagnosed with advanced pancreatic cancer in February last year and in and out of hospitals in Goa, Mumbai, Delhi and New York since then, had turned “extremely critical” on Sunday. President Ram Nath Kovind expressed his grief. “Extremely sorry to hear of the passing of Shri Manohar Parrikar, Chief Minister of Goa, after an illness borne with fortitude and dignity. An epitome of integrity and dedication in public life, his service to the people of Goa and of India will not be forgotten,” he said in a tweet. Other leaders, cutting across party lines, mourned his death.

SN appeals to VCs and GBs DIMAPUR, MAR 17 (NPN): Survival Nagaland (SN) has appealed to all Village Councils (VCs) and GBs of Nagaland to follow the “exemplary step” taken by Kohima Village Council to check the alarming growth of illegal migrants in Nagaland. Survival Nagaland convenor, Simon Kelio, in a press release opined that such a decision should be binding on all villagers including those that have property outside the village jurisdiction. SN further opined that the most important tool to combat the menace of illegal migrants lay in the hands of village councils, adding that this tool was yet to be exercised practically till date. The organization was also of the view that such a step restricting random allotment of residential, commercial buildings and farm lands would help safeguard the land and economy.

will fly at half-mast across the country. The four-time chief minister will be accorded a state funeral. Home Minister Rajnath Singh will be going to Goa to be a part of the funeral. A meeting of the Union Cabinet has been called at 10 a.m. as well. Meanwhile, Goa has announced a seven-day mourning. All schools and educational institutions in the state will be shut on Monday and all examinations have been postponed. The first Bharatiya Janata Party leader to be Goa chief minister, Parrikar headed the state from 2000-05 and 2012-14, before joining the Narendra Modi government as Defence Minister from 2014.

A widower, Parrikar is survived by his two sons, Utpal and Abhijat, their wives and a grandson. With the passing away of Goa chief minister Manohar Parrikar, the fate of BJP government in the state hangs in balance. Considering the chief minister’s critical situation and the political vacuum his death will create in the state, the Congress has already staked the claim to form the government on Saturday. In its letter delivered to the Governor, the Congress party had asked the governor Mridula Sinha to dismiss the minority government led by Manohar Parrikar. It was seen as an attempt by the Congress to avoid imposition of President’s rule in the state in the event of demise of a sitting chief minister. Goa assembly has 40 seats and a party or coalition needs 21 seats to form the government. However, three seats in Goa assembly were vacant and with the death of Manohar Parrikar the number of vacant seats has gone up to four. A party or coalition needs only 19 seats to form the government.

He said university education must also include a curriculum on service to society and nation. He urged students and researchers to carry out study for the welfare of weaker sections of the society with emphasis in tribal areas to empower them with education. Acharya stressed “em-

powering the unpowered”. The conversation was part of the Aavaahn 2019 held at IIT Delhi, which Acharya attended. Calling for respecting people of all faiths as India was a secular nation, the governor suggested that each year some students should visit the Northeastern States, including

Nagaland, to interact with the people and experience their colourful culture and rich traditions, besides knowing about the natural resources. He wished the gathering with the acronym “NAMASTE”, where “N” stands for Nagaland, “A” for Assam, “M” for Manipur, Mizoram and Meghalaya, “A” for Arunachal Pradesh, “S” for Sikkim, “T” for Tripura and “E” for east. He concluded his conversation with the slogan “Anek bhasha anek vesh, phir bhi mera desh ek”. Acharya was accompanied by Dinesh Kumar, commissioner & secretary to the governor, and Kethosituo Sekhose, deputy resident commissioner of Nagaland House, New Delhi. This was stated in a press release by Kuolie Mere, PRO of Nagaland House, New Delhi.

DIMAPUR, MAR 17 (NPN): Environmental group Green-SONS has called for adopting remedial measures to mitigate man-elephant conflict in Wokha district. Some of the measures include construction of elephant watch towers, digging of trenches at strategic points, adapting livelihood programmes and projects for farmers, habitat regeneration for elephants and engaging forest watchmen, especially in Bagthy valley which is a permanent habitat for wild elephants. In a press release, Green-SONS chairman Jess T Murry pointed out that Wokha district was witnessing an abnormal rise in incidents of man-elephant conflict in recent times, which he attributed to absence of effective and proper mitigation mechanisms, resulting in a number of casualties of both

humans and elephants. The environmental group cited the stampede of a farmer from Mekokla village on November 15, 2018, electrocution of two wild elephants at Sanis in November 2018, destruction of farmlands and properties at Bagthy on November 25, 2018, rampaging of sugarcane field at Mekokla village on December 24, 2018 and the damage to plantations, crops and farmhouses at Longtsung village on March 7 this year as instances of how the man-elephant conflict was aggravating. It added that many conflicts went unreported. As a result, GreenSONS said many farmers had to abandon farming activities for fear of such menaces. According to the group, about a dozen human lives were lost in the last 10 years – two from Akuk, three

from Longtsung, two from Mekokla, one from Bhandari village, etc. Green-SONS warned the growing conflict could result in public resentment against wild elephants among the farming communities in Wokha district that could result in wild elephants being killed and elimination of entire wild elephant population from the district. E a r l i e r, I n s p e c t o r General of Forests and director, Project Elephant, Ministry of Environment, Forest & Climate Change (MoEF&CC), Noyal Thomas, during a seminar on human-elephant conflict mitigation awareness at Hammock Resort, Wokha Town, on February 27 had informed the gathering that the ministry would try to allocate more funds for Nagaland, and particularly for addressing the issue in Wokha district.
