SHILLONG, MAR 16: Meghalaya Governor Ganga Prasad, who scripted history of being the first the person to address the members of the State Assembly in Hindi on Friday, was criticised by the opposition Congress members. Former Urban Affairs Minister and Congress legislator, Ampareen Lyngdoh walked out of the House in protest soon while Governor Prasad was delivering his address in “chaste” Hindi. Prior to the beginning of the Budget session, Opposition Chief Whip Process T. Sawkmie raised a point of order wanted a clarification from Speaker Donkupar Roy whether the Governor would be speaking in Hindi and if so whether translated version of the speech would be circulated. GoI may sign agreement without NSCN(K) GUWAHATI, MAR 16 (AGENCIES): The Government of India is prepared to go ahead with signing of the Naga peace agreement without the NSCN(K) if the outfit does not join the peace process soon, reports The Assam Tribune. Highly placed sources in the Ministry of Home Affairs (MHA) told The Assam Tribune that the talks with the NSCN(I-M) and the coordination committee of six other militant outfits of Nagaland are progressing well and the Government is hopeful that the final agreement would be signed soon. Sources said that the Government is still willing to accommodate the NSCN(K) in the peace process, but if the outfit does not join the process soon, it would not be possible to wait for the outfit for an indefinite period. On the reasons for NSCN(K) not responding to the appeals by the civil society organizations, sources said that there might be several reasons for it. Sources further pointed out that in recent years, the NSCN(K) witnessed several splits and at present, most of the senior leaders of the outfit are of Myanmar origin.

Chief Minister, Conrad Sangma, later told journalists that the Governor’s speech in Hindi is not an issue at all as it is not a foreign language as it is a language that is spoken in the country as a whole. “The rules have been followed…. The rules are there. The contents are already in the printed version along with the details. The reason why he summarized some of the points could be because it was very long. Those are reasons we don’t know …. Governor’ House and Governor’s Secretariat will know better,” he said. “The Gover nor is comfortable of speaking in Hindi, he can read Hindi better so he did what he was comfortable with,” the Chief Minister added. Noting that it is the

prerogative of the Governor to address in which ever language he is comfortable, Leader of Opposition Mukul Sangma told journalists said that the members would have been pleased to be addressed in the language (English) which we all understand “We are proud of our heritage in the Assembly but the precedence is created that we will have to preserve the legacy. It would have been appropriate to be addressed in the language which we communicate,” Sangma said. Assembly Speaker Roy told journalists, “You see the official language here is English but as per the Rule, anyone can speak in their mother tongue provided they give the translated version beforehand.” “The translated version into English has been circulated to all the members even the Governor spoke in Hindi which is considered to be the national language in the country. The circulated (English version) is the official one,” he added.

H&FW deptt signs MoA with UNDP India D I M A PU R , M A R 1 6 (NPN): Nagaland health and family welfare (H&FW) department Friday signed a Memorandum of Agreement (MoA) with the United Nations Development Programme (UNDP) India. According to UNDP India, the partnership would strengthen efforts towards a stronger supply chain with eVIN India (electronic vaccine intelligence network) in the state with UNDP on board as a technical partner UNDP India stated that Nagaland has become the 5th state in a row to report zero vaccine stock-outs at all 123 vaccine storage centres, across all districts. In partnership with the Ministry of Health and Family Welfare, UNDP has rolled out eVIN in 12 states, with support from Global Alliance for Vaccines and Immunisation (GAVI). eVIN is an indigenously developed technology system in India that digitizes vaccine stocks and monitors the temperature of the cold chain through a smartphone application.

My Northeast is an application with latest news on jobs, education and infotainment. Speaking on the occasion, the governor stated that empowerment by education was a necessity for development of a country. He said Prime Minister Narendra Modi had observed that many young people with conventional degrees were not employable now and encouraged students to go for professional courses and be up to date with the world and technology. Achar ya called on the students to share their knowledge for welfare and development of the society

and to build an economically-strong Nagaland. He added that students, after coming out of universities and institutions, should be able to stand on their feet and make economy of the State strong. The governor expressed the hope that the app would help students in providing them necessary information regarding admissions to various institutions, job opportunities, etc. Director of Higher Education Kuholi Chishi, who also addressed the gathering, encouraged the students to make best use of the app and upgrade and update themselves with facilities provided by it. She also said not just St Joseph College but the entire student community would benefit from

the app. Speaking about the app, My Northeast app CEO Prakash said many North-eastern students were deprived of opportunities due to lack of information. The app would provide information on international/ national entrance exams and scholarships, local, corporate and government job details, besides having a call centre for providing information and to answer queries of the students, he added. NEW DELHI, MAR 16 (PTI): The Telugu Desam Party (TDP) on Friday ended its four-year-old alliance with the BJP and walked out of the NDA, eight days after two of its union ministers resigned over the Centre’s refusal to grant Special Category Status to Andhra Pradesh. Upping the ante within hours after party president and chief minister N Chandrababu Naidu made the announcement in Amaravati to pull out of the BJP-led alliance, the TDP moved a no-confidence motion against the Modi government in the Lok Sabha. The YSR Congress also moved a confidence motion. The notices moved for the first time since the Modi government assumed office in May 2014 were not taken up as Speaker Sumitra Mahajan said there was no order in the House and adjourned the proceedings

for the day amid vociferous protests over various issues. The no-confidence notices were moved by TDP’s Thota Narasimham and YSR Congress member Y V Subba Reddy. Union ministers P Ashok Gajapati Raju and YS Chowdary had quit on March 8 after a meeting with the prime minister. “We’ve quit the NDA. I took the decision, not for selfish reasons,but for interests of Andhra Pradesh. For four years I made all efforts, went to Delhi 29 times, asked many times. This was Centre’s last budget and there was no mention of Andhra Pradesh, we had to pull our ministers out of cabinet,” Naidu told the state assembly. IMPHAL, MAR 16: Prime Minister Narendra Modi Friday said North-East could be the new engine for India’s growth and reiterated his assertion that country’s growth story would never be complete till the eastern part progressed at par with western part. Addressing a function after laying foundation stones and inaugurating 11 projects at Luwangsangbam in Imphal East today, Prime Minister said the Centre was addressing special need of the region to enable the growth parity with rest of the country. The Prime Minister said he has also mandated his cabinet colleagues to regularly visit the region and give stock of the effective implementation of developmental work. East region and urged the scientists to do an in-depth research to address the issues relating to the development of bamboo in the country. He said the Central government was implementing a scheme on National Bamboo Mission, a versatile group of plants, which was capable of providing ecological, economic and livelihood security to the people. Modi said that the government was revamping the National Bamboo Mission with an outlay of Rs 1200 crore. The mission, he said would benefit Manipur and other states in the region. Talking about the untapped medicinal plants of the region, he said that an ‘Ethno-Medicinal Research Centre’ has been set up in Manipur to undertake research on the wild herbs available in the North-East region, which have unique

medicinal and aromatic properties. He also informed that state climate change centres have been set up in all the seven states of the region while stressing the need for redefining Research and Development (R&D). “It is time to redefine Research for the Development of the nation. Science is the means to improve the lives of others. The time is right to commit ourselves to facilitate the ease of living of 1.5 crore Indians through power and potential of science and technology,” he said. Calling upon the scientists of the country to make positive contribution to build a new India by 2022, the Prime Minister said “We have collective resolved to build a new India by 2022 and to achieve this goal there is a great role to be taken by our scientists.” While stressing the need to inculcate scientific

temper among youth, Modi said that scientific and social responsibility was the need of the hour and time was ripened doing enough to ensure children are getting sufficient exposure to science. He said that scientists must be a major player in addressing various issues in the fore of the nation like dwelling houses, poverty. “We have to be ready in implementing technologies vital for the growth and prosperity of the nation. Technology will allow far greater penetration of services such as education, healthcare, and banking to our citizens,” Modi added. Modi also paid tributes to three distinguished Indian Scientists – Prof Yashpal, (Padma Vibhusan), Prof UR Rao (Padma Vibhusan) and Dr Baldev Raj (Padma Shri) as well as renowned physicist Stephen Hawking who died recently.

NDA was planned for Friday evening, but the formality was completed during the daily tele-conference Naidu holds with party leaders in the morning. TDP will write a letter to BJP president Amit Shah and also other constituents of the NDA informing of its decision and the reasons for it, a party communique said while making the announcement to quit the NDA. The union government exuded confidence that it has the numbers to ride out the crisis with the BJP terming the decision by the TDP to quit the NDA “inevitable”. BJP, which claimed that the TDP exit provided an opportunity for it to grow in the state, faces the prospect of going it alone in the elections in Andhra Pradesh next year with the two main regional parties — TDP and YSR Congress — arrayed against it.

On Thursday, the TDP had offered to back the YSR Congress’ no-confidence motion but said it withdrew the support as it smelt a nexus between it and the BJP. “We go according to principles. Our leader felt being part of NDA and moving a no-confidence motion would not be ethical. So we withdrew from the NDA and I have issued a letter on no-confidence motion to the speaker at 9.30am,” Thota Narasimham, the TDP’s floor leader in the Lok Sabha, told reporters in Delhi. His party colleague Ramesh claimed that YSR Cong ress MP Vijaysai Reddy was seen making attempts to meet Prime Minister Narendra Modi and this, he said, hinted at a nexus between both parties. “We have no confidence in their no-confidence motion, so we have decided to go on our own,” he said.

Govt to conduct cadastral survey, make land laws: Kronu Correspondent

Kohima , M ar 1 6 (NPN): Planning & Coordination and Land Revenue minister Neiba Kronu said the State government would conduct a cadastral survey and make land laws, besides revamping the whole system for bringing more clarity regarding land revenue and land records. The minister stressed that revamping of the present system was a must, without which educated unemployed youth could not avail huge bank loans as the law did not permit mortgaging land, which was essential to start any project in the State. Claiming that he had a special interest on the matter as it was linked to overall welfare of the State, Kronu informed the media at his residence here on

March 14 that he had urged chief minister Neiphiu Rio to give him land revenue portfolio. The minister said the lands law would be considerate and made with reference to special provisions made under Article 371 (A), adding that opinions of civil society organisations too would be sought on the matter to bring about a positive change in the State. He said the subsidy provided by the State government alone was not enough to start a good project by entrepreneurs. Declaring that the new government would pay attention to the popular desire for improvement in roads, including repair of potholes, very soon, he added that the chief minister had decided to review performance of every minister regularly.
