DIMAPUR, MAR 15 ( N P N ) : G o ve r n o r o f Nagaland, Padmanabha Balakrishna Acharya, highlighted the need to address the plight of farmers and asserted that symposiums relating to agriculture and allied departments should be result oriented. He was speaking as chief guest at the inaugural programme of national level Symposium on Spices, Medical and Aromatic Crops (SYMSAC-IX) on “Species for doubling farmer’s income” on Thursday at school auditorium of School of Agricultural Sciences & Rural Development (SASRD), Medziphema campus, Nagaland University. While pointing out that symposiums have been organised time and again, Acharya said as such they should not be organised for “namesake”. He said “Symposiums are enough; we should now ask ourselves what are the results of these symposiums.” Acharya said that symposiums should be the beginning to solve the problems

Rain likely to lash Nagaland DIMAPUR, MAR 15 (NPN): Light to moderate rain and thundershowers are likely to lash almost the entire state inclusive of both plains and hills from March 15-18, 2018. In a press release, Nagaland State Disaster Management Authority (NSDMA) stated that the sky would remain cloudy to overcast during this time period. According to NSDMA Weather forecast, all the districts in Nagaland stood a fair chance of good showers, which would be intermittent in nature. Nagaland State Disaster Management Authority stated that chances of hailstorm also cannot be ruled out over a few areas. Pa r t i a l c l e a r a n c e would be seen on March 18, but rains with reduced intensity would continue, it stated. Nagaland State Disaster Management Authority stated that the upcoming showers could be attributed to the cyclonic circulation presently seen over West Bengal. The system would gradually move eastwards over Assam, Meghalaya and Nagaland and would start affecting the region March 16, 2018 onwards.

KOHIMA, MAR 15 (NPN): Chief Minister Neiphiu Rio who took over the reins of the state for the fourth time on March 8, has had to face hurdles since being invited to form the government beginning with choice of cabinet who were swornin on March 3 followed by delay in allocation of portfolios. Rio eventually allocated the portfolios on March 12, 2018. The next hurdle that has cropped up and expectedly so, is about the fate of 22 elected members for appointment as advisors in the rank of cabinet or minister of state etc. After taking oath along with his cabinet on March 8, chief minister Neiphiu Rio informed media persons that he will not go against the law of the land by appointing parliamentary secretaries. Dr. Maiti said that 90 professionals/researchers/ academicians from across the country and 100 progressive spice growers, 16 industrial personalities, 30 exhibitors and 40 suppliers of spices and spices products had registered till Thursday. He said the organisers were expecting few more delegates from across the country. He expressed hope that all the participants would contribute input and deliberate on issues concerning spices production and fulfil the dream of Prime Minister, Narendra Modi, to initiate a second green revolution from northeast and also another spice bowl of India by 2020.

D imapur , M ar 1 5 (NPN): All Nagaland School Teachers’ Association (ANSTA) has asked chief secretary to clarify why a day’s salary of teachers was sought to be deducted as contribution to Chief Secretary Welfare Fund (CSWF) without assigning genuine reasons. The association, in a letter, also drew attention of the chief secretary towards a notification issued by commissioner that came out in media on March 13 wherein additional deputy commissioner had asked all administrative heads to deduct a day’s salary of March from all regular employees. The letter signed by ANSTA president Ponchulo Wanth, general secretary Visato Koso and treasurer Temjenyapang clarified that the association held no grudge against any authority or in no way was refusing to comply the order, but added

calamities it had a separate fund provision to meet the same?; and v) under what situation had deduction of one day’s salary become necessary? Pointing out that in May 2015 too, one day’s salary was deducted from all State government employees towards relief for the victims of Nepal earthquake, the association asked the chief secretary to inform how much amount was collected for the said cause and how much amount had been sanctioned towards. It also wanted to know whether there was any remaining amount being left from the said deduction and, if so, where was the amount now. ANSTA demanded that all these facts and figures should be made known to the employees since the amount had been deducted from their salary.

D imapur , M ar 1 5 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie has issued show-cause notices on I. Imkong and Ayang Aonok as to why disciplinary action should not be taken against them. The notice follows an NPCC executive committee meeting resolution on March 10 to take strict disciplinary action against both for their alleged anti-party activities. According to a press release issued by NPCC media cell on Thursday, pending disposal of disciplinary action, their membership too had been suspended and that the duo had been relieved from all other assignments of Pradesh Congress since March 12. It may be recalled that after the Supreme Court order on July 26,2017 which deemed the appointments of parliamentary secretaries and the like as unconstitutional, state high courts have also struck down various Act passed by the state governments under which appointments to such posts were made. In its order on July 26,2017, the Supreme Court ruled that the Act framed by the government of Assam in 2004 that allowed the appointment of

Parliamentary Secretaries in the rank of Minister of State was unconstitutional, as Article 194 of the Constitution “does not expressly authorise the state legislature to create offices such as the one in question”. However, even though Nagaland had passed the Nagaland Salaries, Allowances and Other Facilities of chief minister, minister, speaker, leader of opposition, deputy speaker, parliamentary secretaries and other members of NLA, yet the Act itself showed that the post of parliamentary secretary was an office of profit, the same which was enacted by various states for appointment of parliamentary secretaries. Nagaland Tribes Council (NTC) had filed a PIL in the Gauhati High Court Kohima bench last August for removal of “unconstitutional” posts of parliamentary secretaries and advisors after the Governor of Nagaland P.B. Acharya failed to respond positively to the demand. NTC maintained that the July 26, 2017 Supreme Court order was a blanket judgment in the matter of appointment of unconstitutional parliamentary secretaries in the States of India wherever it exists.

DAN initiated 12 approved road projects: NPF Contractor allows use of GHSS building despite pending bills

Dimapur, Mar 15 (NPN): Claiming credit for approval of 12 road projects worth over Rs 3,000 crore in Nagaland by Union Ministry of Road Transport & Highways (MoRTH), NPF also expressed its deep appreciation to Government of India for heeding to its demand. NPF through a communiqué, reiterated that bad road conditions in Nagaland had always been the main concern of then NPF-led DAN government when former chief ministers TR Zeliang and Dr Shurhozelie Liezietsu took up the matter on a war footing with the Central government. NPF said their persistence and perseverance had paid off as MoRTH has now finally announced approval of 12 road projects in the State amounting estimated at over Rs 3,000

crore, adding it is a record of sorts. Welcoming Neiphiu Rio-led People’s Democratic Alliance (PDA) government’s announcement on the day the new government was sworn-in that roads in all district headquarters would be repaired within 60 days, NPF said this was welcomed and received very well by everyone. However, NPF cautioned that making an announcement was one thing and implementing it another, considering the fact that there are no funds with the State government. Against this backdrop, NPF asked whether Rio would wave a magic wand and produce new sanctions from thin air, or he was going to let his coterie of contractors execute the works without following any procedure

or formality, provide haphazard jobs and escalate the costs astronomically while making payments through additional funds in the long run as had been his practice in the past?. “The latter is most likely and we can expect the deficit of State’s finances to further worsen in the days to come. Indeed, change is coming!” the NPF’s press bureau quipped. The party demanded that instead of finding “flimsy excuses” to mint money by the coterie of contractors supporting the PDA government at the expense of public, the government of the day should pursue with a missionary zeal the various road projects taken up by the previous government with the Centre and frutify these. It further demanded that the PDA gover n-

ment ensure that Niuland (Dimapur)-Guzunyu Junction (Tseminyu)-Pughoboto-Satakha-Aghunato-Shamatore-NoklakPangsha highway, Dimapur- Kohima Capital Road (Bypass) highway and Trans Eastern Highway connecting Longwa-Pangsha-Mimi and Avangkhu, among other proposals, start immediately without any hindrance and completed within a stipulated period. NPF asserted that the former governments headed by Dr Shurhozelie and Zeliang, in spite of the political instability created by Rio himself ever since he left for Delhi, had tried their best to provide quality roads to the people of Nagaland with a dream to crisscross the length and breadth of the State with national highways that the people of the State could be proud of.

D imapur , M ar 1 5 (NPN): Lotha Students’ Union (LSU) has expressed deep anguish over disruption of normal classes at Government Higher Secondary School at Wokha after the school was locked by a contractor for not having received payment of his pending bills from the department. In a press release, LSU president Lipemo M Tsopoe and general secretary Ashanthung Humtsoe said M/s P Mha-Tum & Co was awarded the contract for constructing the school building by PWD (Housing) chief engineer on August 25, 2009 vide letter no. LE(H)/ TB/Estimate EDN/200708. And though the building was completed and Inaugurated in September 2012 by then Education Minister, the contractor’s outstanding bills amounting to almost Rs 20 lakh was yet to be cleared

till date, they pointed out. LSU said the contractor had served an ultimatum to commissioner & secretary of school education through DC’s Office Wokha on June 23, 2017 (letter no. Dev-11/ EDU/2/2017/142-2), for release of pending bills. In addition the union said a joint representation was also submitted by Lotha Hoho (LH) and LSU to the commissioner & secretary of school education on July 6, 2017 demanding the pending bills be cleared. However, LSU regretted that the pleas fell on deaf ears. While questioning the department as to why were students being made to be victimised, LSU said the department could have solved the matter three to four years back and the students could have had a tension-free academic environment. Meanwhile, the student

body said that after proper verification it found that, at the request of school authority, the contractor allowed use of the building on humanitarian grounds “till the HSLC and HSSLC exams gets over”, which was March 29, 2018. It, therefore, reminded the authority concerned once again to take the matter seriously before the contractor could come again to lock up the school building. Asserting that it would defend students’ rights in every way possible, LSU urged the department to clear the pending bills at the earliest so that the students could attend their classes without any hindrance and with no tension. Threatening of taking its own course of action, the union said the authority involved will be held responsible if the Union’s demand was not met. K Y M C
