COVID-19 declared as ‘notified disaster’
NEW DELHI, MAR 14 (AGENCIES): Central government on Saturday declared COVID-19 as a ‘notified disaster’ in a move it called “a special one-time dispensation”, to contain the spread of the infectious virus. Centre allso announced to provide ex-gratia relief of Rs 4 lakh to the families who died of the virus. The Home ministry in a letter to states and union territories stated: “Keeping in view that spread of COVID-19 virus in India the declaration of it as pandemic by World Health Organisation, the Central government has decided to treat it as a notified disaster and announced to provide assistance under State Disaster Response Fund (SDRF).” Centre said that cost of hospitalization for managing COVID-19 patient would be at the rates fixed by the state governments. The state government can use SDRF fund for providing temporary accommodation, food, clothing and medical care for people affected and sheltered in quarantine camps, other than home quarantine, or for cluster containment operations. Girl duped with fake job offer DIMAPUR, MAR 14 (NPN): A girl from Dimapur has been reportedly duped with fake airlines job offer. Dimapur airport director, Mughavi Zhimo, has informed the general public not to fall for fraudulent job offer. According to airport director, he has requested commissioner of police Dimapur to look into the matter. He stated that the girl with fraud appointment letter and fraud ticket arrived at the airport on Saturday to fly by nonexistent Indigo flight from Dimapur to Guwahati. Accompanied by her parents, Zhimo said the girl was in possession of fake appointment letter carrying Indigo Airline Logo and signed as For Indigo Airlines Airport Authority of India. On January 29, 2020, the National carrier Air India had alerted the public against fake social media handles and websites using the airline’s registered trademark posing as its agents and offering jobs. Air India had stated that some miscreants claiming to represent Air India were also demanding money in exchange for job.

Saturday put the number of coronavirus positive cases in the country at 84 and issued directives to states specifying list of items and norms of assistance for containment of COVID-19 under their disaster funds. Two persons -- a 76year-old man from Karnataka and a 68-year-old woman in Delhi -- have died from coronavirus, which has been declared a global pandemic by WHO and has claimed over 5,000 lives across the world. Affairs Ministry announced that Prime Minister Narendra Modi will lead India at a video conference of all SAARC nations on Sunday at 5 p.m. to chalk out a joint strategy to fight coronavirus in the region. According to the health ministry, Kerala has reported 19 positive cases, Maharashtra 14, Uttar Pradesh 11, Delhi seven, Karnataka six, Ladakh three, Jammu and Kashmir two, and Rajasthan, Telangana, Tamil Nadu, Andhra Pradesh and Punjab one case each. The total number of 84 confirmed cases also includes 17 foreigners -- 16 Italian tourists and a Canadian, it said. Special Secretary in the health ministry, Sanjeeva Kumar, said more than 4,000 people who had come in contact with those testing positive have been identified through contact tracing and are under surveillance. He further said that there have been cases of people not willing to be quarantined despite coming in contact with people testing positive. The health ministry said home quarantine is meant “to protect you and your loved ones”.
COVID-19: Organisations appeal state govt to take all precautionary measures DIMAPUR, MAR 14 (NPN): As coronavirus (COVID-19) continues to spread around the world and the World Health Organisation declaring the outbreak as pandemic, various Naga organisations have appealed for taking necessary measures. NGBF: Nagaland GB Federation (NGBF) has appealed to the state government to start taking necessary precautionary measures to combat novel coronavirus. NGBF through its media cell said it was only a matter of time that the virus reaches the state, which was directly connected to others cities already affected by COVID-19. The federation maintained that Dimapur was more vulnerable because of railway and airport connection. “It is time to install screening test in the airport and railway station, opening of help desk, banning of public gathering, tourist, if needed closing down of schools for some days and preparing for quarantine, and intensive public awareness etc,” NGBF suggested. Stating that “our living conditions are not to that
standard as to tackle the massive outbreak of such pandemic,” NGBF, therefore, appealed to the state government to take up all the measures to prevent spread of the disease in the state. CPO: Chakhesang Public Organisation (CPO) has urged the state government to adopt necessary precautionary measures. CPO publicity & info secretary Vipanyi Krome urged the government not to allow tourists especially foreigners and people coming from mainland in Phek district unless valid and proper documents were obtained from concern authority. Reiterating its resolution that strictly banned hunting of animals, CPO
has advised all its constituent units and frontal organisation to keep strict vigil. CPO has further appealed to the government agencies and educational institution to strictly observe advisories issued by the health ministry. Meanwhile, CPO has appreciated Khezhakeno Youth Organisation for restricting tourist to Chida Resort, Khezhakeno Village. As a preventive measure, KYO has informed that Chida Resort, under Khezhakeno Village Phek District would remain temporarily remain closed for tourists. KYO president Senovielhou Koza and general secretary Kevieneilo Koza said that the temporary restriction was purely a precautionary step.
Schools urged to provide free masks, sanitizers
Naga Students’ Federation (NSF) has appealed to all head(s) of educational institutions in Naga inhabited areas to take all necessary precautionary measures in-order to ensure that the students were kept free from the deadly virus. NSF has appealed to all the institutions to tie-up with their respective state governments and distribute free masks and hand-sanitizers to all the students. In a press note, NSF president Ninoto Awomi and secretary education Kegwayhun Tep have also asked all institutions to strictly comply with the health advisories/ preventive measures issued by departments concerned to avoid contracting the disease and combat its spread.

NEW DELHI, MAR 14 (PTI): Centre on Saturday hiked excise duty on petrol and diesel by a steep Rs 3 per litre each to garner about Rs 39,000 crore additional revenue as it repeated its 2014-15 act of not passing on gains arising from slump in international oil prices. Retail prices of petrol and diesel will not be impacted by the tax changes as state-owned oil firms adjusted them against the recent fall in oil prices and the likely trend in the near future, industry officials said. According to a notification issued by the Central Board of Indirect Taxes and Customs, special excise duty on petrol was hiked by Rs 2 to Rs 8 per litre in case of petrol and to Rs 4 a litre from Rs 2 in case of diesel. Additionally, road cess was raised by Re 1 per litre each on petrol and diesel to Rs 10. With this, the total incidence of excise duty on petrol has risen to Rs 22.98
per litre and that on diesel to Rs 18.83. The tax on petrol was Rs 9.48 per litre when the Modi government took office in 2014 and that on diesel was Rs 3.56 a litre. Officials said the increase in excise duty will result in annual increase of government revenues by about Rs 39,000 crore. The gains during the remaining three weeks of the current fiscal would be less than Rs 2,000 crore. Petrol and diesel prices, which are changed on a daily basis, were cut by 13 paise and 16 paise respectively as oil companies adjusted the excise duty hike against the drop in prices that warrants from international rates slumping the most since the Gulf war. Petrol now cost Rs 69.87 a litre in Delhi and a litre of diesel comes for Rs 62.58. The government had between November 2014 and January 2016 raised excise duty on petrol and diesel on
nine occasions to take away gains arising from plummeting global oil prices. In all, duty on petrol rate was hiked by Rs 11.77 per litre and that on diesel by 13.47 a litre in those 15 months that helped government’s excise mop up more than double to Rs 2,42,000 crore in 2016-17 from Rs 99,000 crore in 2014-15. It cut excise duty by Rs 2 in October 2017 and by Rs 1.50 a year later. But it raised excise duty by Rs 2 per litre in July 2019. Government sources said that while the benefit of reduction of crude prices in the first quarter of this year has significantly gone to the consumer, the Centre has taken this step of increasing duty to raise some revenue in view of a tight fiscal situation. This would help in generating the resources for development of infrastructure and other developmental items of expenditure, they said.
BHOPAL, MAR 14 (IANS): Madhya Pradesh Assembly Speaker NP Prajapati Saturday terminated the membership of Tulsiram Silawat, PS Tomar, GS Rajput, Mahendra Singh Sisodia, Imarti Devi and Prabhuram Chaudhary from the House. Earlier, the Governor had removed them from the ministry on the advice of the Chief Minister Kamal Nath on Friday. The Speaker said that he had called the six MLAs to meet him personally for verification of the resignations. Since they have not reported to him so far their membership has been terminated. The strength of the House is now reduced from 228 to 222. The Congress strength in the House will now be reduced to 108 and with the support of four independents and two BSP and one SP MLAs. Congress still has a majority in the House while the BJP with 107 will have to wait to get there. Experts consider it to be a masterstroke as it would send a strong message to the MLAs who have grossly underestimating the gravity of the matter. The fence sitters who still don’t wish to all the way by joining the BJP may be losing their membership and indirectly be benefiting the BJP earn the majority at their expense. Whip issued: Amid the political drama, Congress issued a whip to its MLAs to be present in the Assembly during the session starting from March 16.
DIMAPUR, MAR 14 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K. Therie lamented that Nagaland State Assembly has a history of championing in defection and as such the first disqualification judgment, was now referred in the all disqualification cases in the country. Defection pandemic has destroyed the moral sanctities, stability and was also responsible for corruption and complete slowdown of economy and backwardness, Therie stated. As defection is practised by all politicians, not only elected members, Therie described them as traitors in real terms. “Political defectors are traitors and liars for they betray their commitment and oath given to party and the voters. There is no greater crime than betraying the masses,” he asserted. He pointed out that in Nagaland, some political leaders have defected as much as nine times, while some continue to defect from party to party every term. “We have respect for the
Speaker and Judiciary but the objective of Anti-defection has been murdered and defectors have prospered,” Therie said. When the law is clear to disqualify defectors to strengthen the institution of democracy, Therie said that in Nagaland, defectors know they can buy time and complete their term in the Assembly without judgement. In other states, at least the MLAs resign if they want to change, he added. Citing the instance of some countries, where there are laws that even order to shoot at sight, Therie said that in some nations elected members can be recalled by their voters if the majority is not satisfied. However, in Nagaland he said “we re-elect them because we vote for money.” This is the reflection of Nagaland’s social standard, he said, adding “one can only assume, how deep our faith in the Lord is.” Therie said it was time that religion, society and political parties start talking to desist from encouraging such immoral characters in our society.

Addressing the prog ramme, organized by High Court Committee on Juvenile Justice Gauhati Court, Kohima bench in partnership with UNICEF and other stakeholders, Justice Songkhupchung Serto called upon all stakeholders to work in sync to ensure that every child’s right is protected and secure. Hukato Swu, in his brief address, said that unless children are dealt with sensibly, it will be like a time-bomb as wrong parenting can cost a lot for the society in future. framework of JJA and to see how the child care institutions can function in more effective manner. During the technical session, commissioner and secretary Social Welfare department Sarah Ritse said that there were 476 aftercare beneficiaries from 2010 to February 2020 and 137 surrendered, abandoned, orphaned children who had gone for legal adoption in the country as well as intercountry. Ritse also said there were 6028 sponsorship beneficiaries from 2010 to February 2020 and 638 foster care beneficiaries from 2010 February 2020. She also pointed out some of the challenges faced by the department like delay of funds by Central and state governments, which in turn delay in executing the scheme programmes and policies. NEW DELHI, MAR 14 (IANS): In a significant find, researchers now report that the novel coronavirus can survive in the air for hours in fine particles known as aerosols, and can spread quickly like SARS. This turns the earlier thinking right on its head that coronavirus only spreads from surface and is not present in the air, especially near health care settings and hospitals. Researchers found that COVID-19 can be detected up to 3 hours after aerosolization and can infect cells throughout that time period, reports Live Science. However, the study, posted on the preprint database medRxiv, is still preliminary, because it has not undergone extensive peer-review. “The authors
did receive comments from one prospective scientific journal, and posted an updated version of the study on March 13 reflecting the revisions,” said the report. “We still don’t know how high a concentration of viable SARS-CoV-2 (COVID-19) is needed in practice to infect a human being, though this is something we are looking to model in the future,” study co-author Dylan Morris from Princeton University, told Live Science.
Aerosols can potentially travel across far greater distances. In the current study, the researchers did not examine how far SARSCoV-2 could conceivably travel through the air. “More important, even if aerosol transmission can occur, it’s unlikely to be the primary force driving the current pandemic,” Morris said. The current scientific consensus is that most new coronavirus transmission are via respiratory secretions in the form of large respiratory droplets on surface. SARS-CoV-2, the virus that causes COVID-19, can last on surfaces potentially several hours, or even days, according to another preprint published by researchers at the National Institutes of Health, Princeton, and the University of California.
