Positive cases touch 82; many states in shutdown mode NEW DELHI, MAR 13 (PTI): A 68-year-old woman in Delhi became the country’s second victim of coronavirus on Friday as several states went into battle mode to contain the spread of COVID-19, shutting down schools, theatres and colleges, and many public events, including the IPL, were postponed. The Union Health ministry put the number of positive cases at 82, eight more since Thursday night, which includes the woman and a 76-year-old man from Karnataka who became the country’s first coronavirus fatality besides 17 foreign nationals, Health Ministry officials said. Health Ministry and Delhi government officials said the woman came in contact with her son, the fifth case of coronavirus in the national capital, with a history travel history to Switzerland and Italy between February 5 and 22. due to co-morbidity (diabetes and hypertension), they said, adding she had tested positive for COVID-19. The woman was admitted in Ram Manohar Lohia Hospital, officials said. Cases of the infection have been reported from at least 11 states and territories, including Delhi, Karnataka, Maharashtra and Kerala, where three patients were discharged last month after they recovered. Addressing reporters, officials said coronavirus -- a pandemic that has infected 1,31,500 people in 116 countries and territories and killed more than 4,900 -- is not a health emergency and there is no need to panic.
They said India has evacuated 1,031 people, including from Maldives, US, Madagascar and China. The Centre has also decided to allow international traffic only through 19 border checkposts out of 37 and continue the suspension of Indo-Bangladesh cross border passenger trains and buses till April 15, or earlier, if so decided. Officials disclosed that 42,000 people across the country are under community surveillance. Taking stock of the situation, Prime Minister Narendra Modi proposed a video conference of SAARC leaders to chalk out a joint strategy and set an example for the world.
NEW DELHI, MAR 13 (AGENCIES): The Central government on Friday declared masks, including N95, and hand sanitisers as “essential commodities” in the wake of the coronavirus scare leading to shortages and black marketing of these items. These will remain under essential commodities segment till the end of June, a move aimed at ensuring availability at reasonable prices and cracking down on hoarders/black marketeers. The government has notified an order under the Essential Commodities Act to declare masks (2 ply and 3 ply surgical masks, N95 masks) and hand sanitisers as essential commodities up to June 30, 2020. Aviation watchdog DGCA has asked international airlines to consider waiving ticket cancellation and reschedule charges or look at providing any other incentives. DIMAPUR, MAR 13 (NPN): Seithekema Old Village Council (SOVC) has imposed total restriction on all outsiders visiting ‘Triple Falls’ in Seithekema old village area in view of the global coronavirus (COVID-19) outbreak. The village council explained that it had been welcoming and allowing everybody to come and visit Triple Falls without any restrictions and perhaps wished to continue to do the same. However, in view of the COVID-19 outbreak all over the world and Triple Falls being very close to the village, Seithekema Old Village Council said it was constrained to impose complete restrictions indefinitely as a precautionary measure for ensuring public safety. Urging the district administration in particular and all concerned in general to share the circular and comply, the council also authorised village youth to monitor and supervise the area for adherence of its decision. This was stated in a press release by Seithekema Old Village Council chairman Neichou Kuotsu.

SRINAGAR, MAR 13 (PTI): After being in home detention for over seven months, Farooq Abdullah was released on Friday with the government revoking the draconian Public Safety Act (PSA) against the former Jammu and Kashmir chief minister. The 82-year-old National Conference(NC) leader was initially taken into preventive detention on August 5 last, the day the Centre abrogated Article 370 of the Constitution that granted special status to Jammu and Kashmir, and later slapped with the PSA. Walking out of his Gupkar road residence in Srinagar where he was kept under detention, Abdullah demanded that his son and former chief minister Omar and PDP’s Mehbooba Muf-
ti, also a former CM, and other politicians lodged in various prisons in the union territory and outside should be released at the earliest to allow political activities. “Today, I am free but this freedom is not complete. It will be complete when other leaders like Omar, Mehbooba Mufti and others in outside jails are released,” a frail looking Abdullah said, appearing before reporters at the lawns of his home after spending 220 days in detention. According to an order issued by the Union Territory’s home secretary Shaleen Kabra, the PSA ordered by the district magistrate of Srinagar on September 15 and subsequently extended for three months each on December 13 and March 11 this year, stands revoked. Abdullah was booked under ‘public order’ of the PSA, a provision that allows authorities to detain a person for three months without trial. This can be

Immediately after his release, the NC issued a statement welcoming the decision and also urged the Union Territory administration to release other political leaders including Omar Abdullah. Former Union minister and senior Congress leader Shashi Tharoor said Abdullah’s release was “belated”. Iltija Mufti, daughter of Mehbooba Mufti, demanded the release of all those detained following revocation of the special status of the erstwhile state. Senior CPI(M) leader Sitaram Yechury said Abdullah’s release was long overdue. West Bengal Chief Minister Mamta Banerjee said she prayed for the long life of Abdullah and hoped that the other two former chief ministers -- Omar and Mehbooba -- will soon be released and “allowed to join the democratic process immediately.”

NEW DELHI, MAR 13 (IANS): Europe is now the “epicentre” of the global coronavirus pandemic, Tedros Adhanom Ghebreyesus, Director General of the World Health Organization said on Friday. His comments came as several countries in Europe reported steep rises in the number of infections and deaths. Spain is now the worst affected after Italy. On Friday, Spain reported a 50 per cent jump in fatalities to 120. Infections increased to 4,200, BBC reported. Tedros Adhanom Ghebreyesus urged countries to use aggressive measures, community mobilisation and social distancing to save lives. “Do not just let this fire burn,” he said. Prime Minister Pedro Sanchez said a state of emergency will come into effect there on Saturday for two weeks.

KO H I M A , M A R 1 3 (NPN): After almost a year of filing disqualification petition before the speaker of Nagaland Legislative Assembly (NLA) against seven of its MLAs by NPF for defying the party whip during parliamentary election, Gauhati High Court Kohima Bench has directed the speaker and the seven MLAs to appear before it on April 3, 2020. The court also granted liberty to the NLA speaker to adjudicate the disqualification petitions lying before him on March 20. Representing the petitioners Dr Chotisuh Sazo and Imkong LImchen, Su-
preme Court lawyer Siddharth Borgohain said this at a press conference held at NPF’s central office here on Friday afternoon. He explained that as the speaker did not act on the disqualification petition filed on April 24, 2019 under various pretexts, the petitioners filed a writ petition at Gauhati High Court Kohima Bench. He said it was unfortunate that the speaker was acting at the behest of the ruling coalition. Borgohain said the speaker had asked the petitioners and the seven suspended MLAs on February 18 to submit the issues to adjudicate the matter on March 20 at NLA secretariat. He however added
that the petitioners had time and again submitted the framed issues and hence the order was nothing but only showed that the speaker did not apply his mind. The lawyer remarked that as the speaker held a constitutional position, he was supposed to function above party politics, but regretted that the NLA speaker’s conduct was questionable. Borgohain explained that the petitioners had filed the petition at the high court seeking issuing of directive to the speaker to decide the disqualification petition in a time-bound manner as per the direction of Supreme Court issued in Manipur Legislative Assembly case wherein the apex court had observed that the speakers were supposed to act in neutral manner so that the spirit of 10 Schedule survived. DIMAPUR, MAR 13 (NPN): State-run oil marketing companies reduced petrol and diesel prices on Friday as global oil prices continued to remain soft. Petrol prices were cut about 13 paise to 15 paise while Diesel prices were also cut by a similar margin as rates fell to nine-month low. After today’s cut, petrol in Dimapur was retailing at Rs.71.13 per litre while diesel was priced at Rs.63.63 per litre. In the state capital Kohima, a litre of petrol and diesel was Rs. 71.99 and Rs.64.31 respectively. Petrol in Delhi stood at 70 per litre, Rs.72.7 per litre in Kolkata, Rs.75.7 per litre in Mumbai and Rs.72.71 per litre in Chennai. Diesel retailed at Rs.62.74 a litre in Delhi, Rs.65.07 in Kolkata, Rs.65.68 in Mumbai and Rs.66.19 in Chennai. K Y M C
